1 EXECUTIVE BOARD MEETING August 15 &16, 2017 Hilton Garden Inn, Fairfield, California President Nancy Boggs called the meeting to order at 7:09 p.m. Secretary Maureen Cook called the roll, all members present except Kaaren Walsh, Sandy Ferrario, Jane House and Patti Soiseth. MINUTES The minutes for the May 10 th meeting were motioned for approval by Rebecca Reese; seconded by Jan Louden. It was MSC. None to record. CORRESPONDENCE and NOTES REPORTS Finance Committee: Chair-Lynn Harvey. Lynn recommended to push finance committee presentation to tomorrow as it deals with the budget and put it in with USGA section under Old Business. Rules Committee: Chair-Dana Carrigan. No report other than information in her . Tournament Committee: Chair-Marilyn Domingo. No report other than information in her . Site Selection Committee: Chair-Lynn Harvey. There is one contract in hand. Spring Partners in Roseville at Woodcreek Golf Club and Diamond Oaks Golf Course, June 5-6, Helen Lengfeld Award Committee: Chair Jane Sullwold. There are four nominations to date. Decision to occur by tomorrow. Junior Grants Committee: Chair-Reecy Casamajor. At this time committee has five pending applications. $4, is still available. Thanks to donations at Wildhawk Golf Club, $2, was received from raffle. Nominating Committee: Chair-Julie Gonzalez. Slate of Officers for 2018 are, President Lynn Harvey; Vice President-Sue Kort; Treasurer-Bobbi Hanada. Old Business: Handicap survey for USGA - Bobbi Hanada reported that there are still many clubs who need to update their 2017 club information online. 1

2 USGA membership engagement - Jane Sullwold reported we were contacted by Mike Sweeney, who is the Regional Tournament Director for Western Region USGA, last week. He proposed to come out to California and meet with representatives from NCGA, PWGA, and WGANC to see if a solution can be worked out. This meeting is to occur on Wednesday August 30 th. Caroline O Brien, Nancy Boggs, and Jane Sullwold will attend for PWGA. Any recommendation to our membership RE: USGA membership engagement will need to be postponed until after this meeting has taken place. PWGA has been working on our options to submit to member clubs for a vote, but that can t be done until we find out what happens at the August 30 th meeting. Mr. Sweeney also remarked that by the time of the 8/30 meeting, USGA should have all of the details and ramifications of their directly authorized clubs program worked out. There was discussion about various possible recourses for PWGA to take RE: USGA membership engagement. No firm decisions were made. Caroline O Brien reported what WGANC has been working on in regards to this USGA membership issue. There was in-depth discussion among the Board about PWGA options, ideas, recent history of tournament involvement with our members, and thoughts on USGA membership engagement. Lynn Harvey gave two scenarios or options: 1) become assimilated under NCGA (2) be a standalone organization, retaining our identity. There was discussion about each of those possible scenarios. Meeting was recessed at 8:53 p.m. Meeting reconvened August 16, 8:43 a.m. Fourteen past presidents were also in attendance. The past Presidents were invited in order to give them a review of the committee work to date. Many past presidents expressed their gratitude at being invited but shared their concerns about our decision ahead especially with regard to being taken over by NCGA. Nancy turned the meeting over to Past President, Jane Sullwold, who gave a timeline of events that have brought us here today. Jane pointed out that one positive outcome of the changes that USGA initiated back in September 2015 was that it created a cooperative association between PWGA and WGANC. We have worked closely together over the last two years and both 2

3 organizations feel that the best option would be a contract agreement with NCGA whereby they would sell us handicapping and course rating service for a fee. We have made this proposal several times to NCGA but they have been firm about full assimilation. This has led us to one of two choices: 1) Accept NCGA s offer for full assimilation and work toward a palatable contract of what that means or 2) Stand-alone as a separate organization. Jane described some of the pros and cons of the stand-alone choice. In this situation, members would be required to already have an NCGA issues handicap and then they would need to pay an additional fee to belong to PWGA and play in PWGA sponsored tournaments. It was discussed that many would join to support women s golf but would they continue to do so year after year. Many members are somewhat price sensitive and do not participate in any Area or Major Tournament events so would they continue to see the value. Jane updated the Board and guests regarding Directly Licensed Clubs now being called Directly Authorized Clubs. This was thought to be a third option under which PWGA may continue its operations but Jane explained that this program is under USGA review and will likely be revised. It is unlikely that PWGA, as we are currently structured, would not fit the criteria necessary. Jane updated our guest about the call from Mike Sweeney of USGA and the upcoming meeting between USGA personnel, PWGA, WGANC, and NCGA. This meeting is set for two weeks from today on August 30 th. Jane stated that this meeting may not change our choices but all agreed it was a potentially positive step. Jane then turned the discussion over to Vice-President, Lynn Harvey, who reported on the pros and cons of full assimilation into NCGA. In this situation, we would at least receive some benefit from the NCGA dues (recently set at $39) since we would be part of their organization but we would have to be proactive at participating on their Board and their committees pushing to maintaining focus on women s golf and its social engagement, maintaining our volunteer base, and maintaining our identity even if it is through sub-branding. At this point, all present agreed, that our preferred scenario is to buy services from NCGA and continue to be a separate organization. We will continue to push for this at the August 30 th meeting. However, if this is not a viable alternative, Past Presidents were asked (given what they heard today) would any of them vote that PWGA become a stand-alone entity and no one raised their hand. After much discussion, kind words were shared by many Past Presidents about the difficulty of the decision we face. They look forward to hearing about the results of the August 30 th meeting with USGA. They were thanked for their input and were excused. Lynn Harvey led the Budget information discussion. We will be managing the budget approval process differently, the budget will be sent out via after the August 30 th meeting and, prior to Helen Lengfeld Tournament. 3

4 Executive compensation: discussion of Finance Committee s review of line items of Executive compensation. Recommendations made for: base salary; PTO accrual; bonus amount; severance package. Lynn made the motion to approve the changes to Executive Compensation as presented and it was seconded by Reecy Casamajor. Nine members voted in favor of the changes, one member voted no, and one member abstained. With the majority passing the motion, the motion carried. Lynn will document the changes for Caroline s employee file. Future of Executive Director with NCGA discussed. Severance pay for the office staff (if their jobs are lost due to a potential merger with NCGA) was also discussed. Last order of business was to ask Caroline O Brien to send out to remind member clubs to hold off any membership action until after the August 30 th meeting, when more information will be forthcoming. Since our last formal meeting I have: attended the 50th anniversary golf events for the Manteca Sweet Swingers and the Club at Buchanan Field attended playdays at Rancho del Ray and Greenhorn Creek participated in the Challenge with WGANC/PWGA participated in both Spring Partners and Mixed Couples/Summer Partners held meeting regarding the response from NCGA followed the field at Turlock CC for Team Play Qualifier attended the CWC in Ojai, announced off the first tee with Kim Algren from WGANC and acted as spotter and occasional transportation for the caddies attended Championship/Challenge 4

5 met with WGANC about NCGA and USGAAU will attend Sacramento playday on Presidents Tour. Nancy Boggs Vice President My key activities since the last Board Meeting on May 10, 2017: Participated in all of the PWGA Major Tournaments held to date including the Spring Partners in Graeagle/Plumas Pines on June 6/7th, the Mixed Couple/Summer Partners in Sparks/Reno on July10/11th, and the Championship/Challenge in Salinas on August 8/9th. Took Low Net Overall in Mixed Couples and Low Gross in the second flight at the Championship. Very happy with placing in two out of three tournaments! Also took the lead on selling raffle tickets at the Spring Partners and the Mixed Couple/Summer Partner events. It definitely helps selling two different colors of tickets and alternating colors of tickets drawn. We raised close to $6,000 between the two events. Participated in a Bay Area play day at Skywest on May 17th which was the Zone Team Qualifier. There was a three way tie for third and fourth place and my Tony Lema team just made it into that fourth slot due to a strong back 9 showing. We re looking forward to the Team Play Championship in Bodega Bay. On behalf of PWGA, I attended a Niners event at Buchanan Fields in Concord. It was a lovely day complete with breakfast and lunch (and cake!) in celebration of their 50th Anniversary. Was very impressed with the ladies club there and the course can t believe I ve never played it before since it s so close to home. In support of the President s tour, I attended the Monterey Area play day at Crazy Horse on July 17th. Spoke to the group during the luncheon about our current status with USGA and NCGA and answered (as best as I could) numerous questions. I am signed up for a Redwood Area play day at Northwood on August 21st and a North Central Area play day at Bidwell on September 25th. I also hope to attend a Fresno play day later in the year. Continued to participate in strategy meetings between PWGA/WGANC/WNHGA both via and in person on June 12th. Also attended a PWGA only meeting before the Mixed Couples Tournament on Sunday, July 9th. Held a brief Finance Committee meeting following our Board Meeting on May 10th. We revisited the action items list. It has been difficult for me to stay focused on these priorities given all of the effort going towards the upcoming changes with USGA/NCGA. However, maintaining the action items list is half the battle and we will have our next meeting on August 15th. Lynn Harvey Treasurer Declined to complete an application to set up an account with Capital One to deposit $250,000 in an account because the withdrawals only required a Debit card or a transfer to another account. 5

6 This lead me to discovered that PWGA does not require 2 signatures on any account including the checking account to withdraw funds. I have been signing check depositing donations and writing Thank You cards. Helped Caroline develop some budgets. Unable to find someone to run next year for Treasurer Played in the Summer Partners Tournament in Reno Zelna Morrow Secretary I have participated in the Spring Partner's Tournament at PlumaPines. Played in the Championship Challenge at Crazy Horse I have also worked with the finance and Jr. Grants committees. Maureen Cook Past President Since my last report I have spent considerable time investigating and writing about our options for continuing forward as an independent association in 2018 or assimilating into NCGA, as we will be discussing at the meetings tonight and tomorrow. I participated in the Spring Partners tournament, and borrowed Dana Carrigan's husband, Cris, to play for the first time in the Mixed Couples tournament. Cris and I did a good job of ham-and-egging, and managed to finish first in our flight, so thank you, Dana, for lending him out! Jane Sullwold 9 Hole Director Held the 9ers Annual Golf and Planning Meeting at Tracy G&CC on July 6. Unfortunately I was unable to attend due to a pinched nerve in my back. I would like to recognize my support staff for showing up and making this day successful as well as thank Caroline O'Brien for attending as our Guest Speaker. We had 29 ladies participate from 9 clubs. The meeting after golf is to plan activities for the following season as we got good input from our clubs in attendance. Our next activity is the 9er Team Play that is held at Elkhorn Country Club in Stockton on August 7-8. We have 14 teams competing for the trophy. I collected all of the entries, and got a copy of the scorecard to forward to our tournament chair. I also sent her a check so she could purchase the Target gift cards for our winners. I coordinated with our Niner Coordinator the agenda for the day. I sent Dana Carrigan a copy of our flyer so she could plan on having rules officials at the course for the 2 days. We will play the front nine the first day and the back nine the second. I sent the team play pins along with checks for the golf and restaurant for our coordinator to take care of in my absence. 6

7 I have put together a flyer for our Monterey playday in September and our TOCC tournament in October and will mail them out after the Team Play Tournament has completed. I am thinking about next years playdays but would like to get the schedule for the 18 hole clubs so I can coordinate schedules. Sandy Ferrario Tournament Director Senior/Super Seniors Tournament: Went very well except for the loss of a tee flag and a few tee locations were incorrect. Greenhorn Recommend not using the green tees because they don t all have teeing grounds and/or tee markers. Saddle Creek would have been fine if the maintenance crew had set the tees up correctly. Instead they used the red tee markers for the gold tees on the first day and didn t move them all back to the red location on the second day. Also, I would have a drop zone on hole #9 at Saddle Creek. Same distance as the carry. Spring Partners Tournament: Went very well and we had no major rules issues. Mixed Couples/Summer Partners: We had low participation so we all played Wild Creek the first day and Lakeridge the second day. The only rules issue we had was four players showed up at the tee time. They all got a 2 stoke penalty. All four players still took 1st place in their flights. In the future, the shotgun time will be on the acceptance letter for both days. California Women s Championship: Great tournament at Ojai Country Club. 52 low handicap players competed for the California team. Everything went very smoothly. I hope we can figure out a way to continue this great event. Championship/Challenge: Deb Robertson is PWGA Champion 2nd year! The tournament ran smooth, small field of 41. Suzie-Q Conklin trained with Julie and me on 8/9. Respectully Submitted Marilyn Domingo Handicap Director I played in the Spring Partners and the Championship/Challenge Tournaments. I continue to answer questions regarding handicap by our members. On June 5 - I was notified by USGA that some of our clubs did not complete the USGA 2016 Handicap Assessment Survey and that I needed to forward a link to those golf clubs- this was done using our latest update of non compliance clubs that we did last year since USGA did not provide us a list of non compliance clubs. USGA was going to contact all golf clubs who COMPLETED the 2016 survey via . Those clubs needed to complete the CLUB COMPLIANCE CHECKLIST and review information provided last year and update where appropriate. On a side note USGA had a website glitch up for 24 hours- the clubs who took the 2016 survey were directed to a link where they had to take the same 2016 survey! Bobbi Hanada 7

Dana Carrigan Course Rating Director Rated and issued new ratings for the following courses o Lincoln Park o Delta View o Napa at Kennedy Park o Vintner's o Presidio o Indian Valley o Monarch Bay - Marina Course Issued temporary ratings for the following courses and re-instated current ratings when requested: o Airways o Tahoe City Switched nines at Wild Horse per request of course Supported Marilyn Domingo and Karen Mabe with rating numbers and current yardages for courses that hosted PWGA tournaments Answered questions from our members about rating in general and how it affects their course in particular. Attended a NCGA rating to learn about their procedures. Their form for rating is very different but not difficult. Biggest problem was to use the men's charts. The men raters were very welcoming and helpful in answering any questions. They even wanted to come help rate for women if we were short raters. Encouraged all the area rating chairs and their more experienced raters to also attend a NCGA rating in their area. NCGA sends us the monthly rating schedule. All that have attended 8

9 had the same experience as I did - very welcoming and helpful. In fact in several cases, NCGA was short a rater and our rater filled in. Continued the dialogue with Jim Cowan, Director of Rating for NCGA, in preparation for the transition of PWGA rating to NCGA. He has been most encouraging and helpful. I believe that the attendance at the NCGA ratings went a long way in re-assuring Jim that our raters are competent and will fit into his rating team. At the beginning of the year, Jim was saying that he probably would only use 2 women raters per rating. Now he is planning on having 6 men and 6 women per rating. This is also re-assuring that the rating for women will continue to be accurate and fair. NCGA is planning on having a meeting for all women raters (both WGANC and PWGA) in the fall after the rating season is over. This is to introduce the people at NCGA and to continue demonstrating the procedures that NCGA uses. Unfortunately there will only be one such meeting as I believe more than Jim and Jeremy from NCGA plan on attending to show their support of this initiative. Lunch will be included so hopefully those from a distance will feel able to attend. I have no other information on this. Kaaren Walsh Redwood Area Director We had 3 playdays: o Fountaingrove Country Club - Becky Reese joined us. o Team Play Qualifier at Bodega Harbour - my team qualified!!!!! o Vintners golf Club in Yountville Presented a Grant check to Piner HS in Santa Rosa Called in to the meeting from Reno We approved several grants thanks to the 2 raffles Played in the Championship/Challenge Reecy Casamajor Bay Area Director Attended the Spring Partners tournament at Plumas Pines and Graeagle. Presented a check to San Leandro Jr. High girl s golf team. Held Team Play Qualifier at Skywest GC. Nine teams played for four spots. The winners were Las Positas, Franklin Canyon, San Mateo and Tony Lema. They will compete next month at Bodega Harbor. Held a Play Day at Summitpointe. Not a great turnout but a really fun day. Raised some more money for girl s golf. Prepared for our Play Day tomorrow at Hiddenbrooke. Have a big group playing at a really nice course. Jan Loudon 9

10 UVS/USGA Liaison Report UVS: 6/21 - Conducted the Summer Swing Golf/ Putting Tournaments at Moffett Field GC. There was a total of 80 participants including volunteers and VA staff members. 7/26 - Conducted the Mid-Summer Swing Golf/Putting Tournaments at Moffett. There was a total of 81 participants including volunteers and VA staff members. 9/20 - Will be the final 2017 UVS Championship Golf/Putting Tournaments. Flyer announcing the event and providing volunteers the sign-up info ed 8/12. In the Summer 2017 edition of the NCGA Golf magazine on page 27, there is a excerpt of my interview with Judd Spicer regarding the PWGA UVS program at Moffett Field. Nice plug! PWGA Executive Board Meeting: 8/ I will be attending the pre-meeting the night before our regular executive board meeting the following day. Nominating Committee: The Committee (Sandy Ferrario, Jane House and I) completed it's work on selecting a Vice Presidential nominee and established the following slate of 2018 Executive Officers: President: Lynne Harvey Vice President: Sue Kort Secretary: Maureen Cook Treasurer: TBA PWGA Rules Committee Member: 8/3-9 - Officiated at the Championship/Challenge held at Crazy Horse GC, Salinas, CA. CWC Committee Member: 6/29 - Met with Eva Monisteri, WGANC Executive Officer to finish Rules Committee Folder and finalize other tournament requirements. 7/15-7/20 Participated in my fifth(and final) CWC at Ojai, CA. I served as the Rules Committee Chair for the tournament and will be the Team Captain for the resulting California State Team comprised of Karen Garcia, Lynne Cowan and Madison (Madi) Daniel. The USGA Women's State Team Championship will be held at The Club at Las Campanas, Santa Fe, New Mexico September USGA: 6/12 - Participated in the PWGA/WGANC meeting regarding the NCGA's counter proposal for merging. 6/26 - Officiated at the USGA Junior Amateur Qualifer held at Stanford University GC. 8/22 - Will attend the WGANC Emergency Meeting for it's S.F. and Monterey Area member clubs regarding the NCGA Proposal. 11 Sacramento Area Director May 15 - Playday at Turkey Creek - turned out great as a last minute change because River Oaks closed their course with no warning and we still got over 100. May 18 - Board challenge June 6/7 -Spring Partners in Plumas Pines and Graeagle - had a great time but didn't win Playday at Ancil Hoffman - great success and again got over /11 - Summer Partners in Reno - again had a great time and didn't win Team Play Qualifier at the Ridge - 17 teams competed for 7 spots - my team is going to Bodega Bay! Great participation in after the field - we are really having a great year for playdays to road trip to IA and MN with granddaughter - some fun golf in the corn fields with family but great to get home. 8-8/9 - Championship/Challenge - played in the challenge - did great the first day - lost it completely the second day - didn't win. 8/14 - Playday at Haggin Oaks - again over don't know what we're doing right but we're lovin' it. Presented 2 grant checks to Central High School and Whitney High School. Due to schedule problems, mailed one to Union Mine High School and another to Truckee High School. Sue Kort North Central Area Director Held a playday at Gold Hills on May 22. Played in Spring Partners at Plumas Pines and Graeagle on June 6 and 7. Held a playday at Fall River Mills on June 19. Played in Couples Tournament in Reno on July 10 and 11. Attended special meeting at Couples Tournament. Continuing to work on upcoming playdays and staying in touch with club reps by and phone. 12 Fresno Area Director Since the May meeting, I have participated in the Spring Partners Tournament and the Championship/Challenge at Crazy Horse. This summer, 4 Fresno Area Girl's Golf teams received Golf Grants, in addition to the 4 that have already been awarded, Go Girls!. The last two Team Play tournaments are ready to go, including the final tournament with an awards luncheon. Our final event will be the TOCC that includes a with a fun Follow-the-Field. Jane House Monterey/S. Bay Area Director Played in the Spring Partners. I had a great partner but she had a hard time caring me around the course. Sorry for my bad play. Completed the 4th Area Play Date at Crazy Horse. The course was great and the food wonderful. Also FYI we played in 4 hours. Best play day ever. This was our zone qualifier. There were 7 clubs competing for 3 openings. There was a 3 way tie for first. The winning teams were: Santa Teresa, Del Monte, and De Laveaga, all with a score of 132, great playing girls. We had a special guest that day, Lynn Harvey came to play with me and check out the course. She was also bombarded with questions about PWGA and handled everything with grace. We had a play date in Paso Robles the girls like the course and want to come back. I am thinking of putting together a 2 day play day both at Paso Robles and then at Hunter Ranch. This is a great area to consider having a Major at and use both of these courses. Neither course would be able to house 240 women for lunch but there are 2 wineries next to Hunters Ranch that would be able to accommodate the women for the lunch. This is something to consider. The women in this area have asked me about it. Headed to Crazy Horse again for the Championship Challenge. The Monterey Bay Area was well represented, we had 9 girls from the area and 3 of them have never played in a PWGA Major event, or pay day before. I hope to see them back in the future. Becke Reese Executive Director Annual Meeting: We hope you will join us for our annual meeting on October 3rd and 4th. The first part of the meeting will be held on Tuesday October 3rd immediately following golf at the Helen Lengfeld Tournament at the Seascape GC. This business meeting will consist of the Nomination of Officers for the 2018 Executive Board, Presentation of the Annual Budget and a general update on the work of PWGA this past year. The meeting will conclude on Wednesday 4th at the Luncheon following the Helen Lengfeld Tournament, with the Installation of new officers at Seascape GC. This luncheon will also feature the presentation of the Helen Lengfeld Award, for outstanding service by a PWGA member. All members are invited to attend either or both days of the meeting. 12

13 Billing: The final billing for the year will be sent November 1. The final billing includes all golfers who were added since July Billing and Club Renewals: The PWGA Executive Board is still working through the logistics of membership renewals and billing for 2018 season. More details coming soon. Junior Golf Update High School Tournament - PWGA is working with Whitney High School to sponsor our eighth Annual golf tournament for High School Girls Golf teams. The event will be held at Diamond Oaks GC (Valley) on September 11th Additional events will be Wilcox Oaks on August 28th, Peninsula CC and Madera CC both on September 5th. We have a full field of 15 teams at each event. WGANC will be administering the Central Coast, Central Valley and our newest site North Valley and PWGA will administer the Valley event. The word is out about this great opportunity for golf coaches who want their teams to play in an organized and fun event. Junior Grants Program - After the success of the raffles at both the Spring Partners and Mixed Couples Tourneys (almost $6000 raised) we will be able to fund the additional Junior Girl Golf Program grants. We have awarded a total of 24 grants so far this year. Clubs, please consider donating to this program if you have funds left at the end of the year. Tournament News: Mixed Couples and Summer Partners Tournaments: I was delighted to be able to attend this tournament in Reno July Thank you to our tournament director, Marilyn Domingo and our rules director, Dana Carrigan for pulling together your fabulous team to host this fun event. Weather cooperated and the banquet at the Nugget Hotel was well received by all. Thanks to the generous players we raised $2700 for our Junior Grants Program. CWC: The 21st annual CWC was held at Ojai July What a great opportunity to bring together members of three of the women s associations in California (PWGA, WGANC and WSCGA) for a great event. PWGA was well represented with Past President, Julie Gonzalez as the Championship Coordinator, President, Nancy Boggs starting player on the 1st tee and Dana Carrigan as part of the crack Rules Team. The California State team was selected from the CWC field and our very own Julie Gonzalez will be the team captain accompanying the team to The Club at Las Campanas (Sunset Course), Santa Fe, N.M., September GO CA! Nor Cal Cup Match The Nor Cal Cup match will be played on October 29 & 30 at Carmel Valley Ranch in Carmel. The Match between 12 PGA/LPGA Pros and 12 Amateurs from PWGA and WGANC comprises of 27 holes. 9 Hole Better Ball, 9 Holes Scramble and 9 Hole Modified Chapman. PWGA Team Captain, Leslie Voegtly has sent out applications to all of our qualified players (those with a handicap index of 10.4 or lower). Team member names coming soon! Northern California Women s 4- Ball This event hosted by the 3 Northern California golf associations NCGA, PWGA and WGANC will be held on November at Poppy Hills GC. Entries are open until October 15 and there is still space available. The cost for the team is $400 and includes golf, green fees, and awards luncheon. You can still register online at Hope to see you there. 13

14 USGA/NCGA: Unfortunately, NCGA has rejected our request to do business under Option 1 (Survey sent to members in March), and instead has proposed that we merge our associations fully into theirs. NCGA submitted a draft unification proposal to us in early May; we responded with a counter-proposal in June; and NCGA responded to our counter-proposal on July 5. NCGA's latest proposal incorporates some of our "must have" points, but it is still not where we would like it to be. We are also in communication with USGA to see if their Directly Authorized Clubs program may be a possibility for our member clubs. USGA is awaiting final review and approval by their Handicap Committee and will then be better able to detail the definitions of Type I, Type II and Type III clubs, as well as the process, timeline and criteria for application to become authorized. A strategy for informing our members and presenting a vote will be determined at our August board meeting. I will be out of the office September 7-28 on vacation.
