3 I M P O R T A N T N O T I C E General Liability and Workers Compensation Coverage Palm Meadows will not allow horses or personnel on the grounds until a Certificate of Liability Insurance ($1,000,000 coverage) and Workers Compensation coverage is on file in the Palm Meadows office. Please make sure the certificate covers the current year. A certificate from last year will not be accepted. NOTE: The Fasig Tipton Stable Office at Palm Meadows will be located in the back corner lot near Barns 9 & 10. Fasig Tipton personnel will be on the grounds approximately March 9 th to assist you with your stabling and sale needs throughout the sale. PET POLICY: UNDER TACK SHOW: TURF COURSE: RULE FOR ALL AREAS OF Palm Meadows NO DOGS or other pets ARE ALLOWED ON THE RACE TRACK GROUNDS AT ANY TIME NO EXCEPTIONS! There will be ONE showing under tack for consignors at Palm Meadows on Friday, March 22 nd beginning at 9:00 am at Palm Meadows Training Center s main track. The order of show will be Consignor preference and the breezes will be timed electronically and videotaped. The turf course will be available for electronically timed and videotaped breezes as part of the under tack show. This will not be the last set as in the past. The turf course will be available for galloping prior to the under tack show at the discretion of Palm Meadows management. HORSE BATHING: All horses must be bathed and/or rinsed on the wash pads located between the barns NO EXCEPTIONS! WASTE DISPOSAL: Horse manure and stall material must be directly disposed of into the green containers. It is imperative that the waste is placed directly into the container and that no waste is left on the ground. You may use any of the green containers in the barn area if a particular container is full. If you are in need of additional green containers contact the stable manager. ALL FEED that is being thrown out must be placed into the green containers and not into the landscape or grass areas. Trash is to be disposed of into the blue containers. Any person found disposing of litter in an improper way, will be subject to a fine. 1

6 FEED/HAY/TACK: There will be tack vendors on site. Below please find the names of reputable feed and hay suppliers in the area. Consignors are urged to make arrangements with the vendor of their choice prior to shipping into Palm Meadows. Tubs, buckets, rakes, forks, etc. are the responsibility of the consignors. Ice will be available for purchase at the Fasig Tipton Stable Office. Wood shavings is the preferred bedding. Straw is allowed on an approval basis. Both must be purchased directly from Standlee Hay Company (they have an office onsite at Palm Meadows) shavings at $5.60/bag; straw at $10.50 per bale. Please make arrangements prior to shipping in to Palm Meadows. A credit application is enclosed for your use. See their contact information above. STALL CARDS: The Sales Company does not supply stall cards. The standard stall card size is 40 x 40. All stall cards must be hung with a REMOVABLE adhesive. Your supplier or the stable office may be able to assist you with this. We have had satisfactory service from the following supplier and recommend you contact them well in advance if you require stall cards. Saddle cloths should be picked up at the Fasig Tipton Stable Office upon arrival. Care should be taken to see that they are returned to the Sales Company as you will be charged for those NOT returned. Consignors will have the use of the main race track during the following hours: 6:45 am 8:15 am Break 8:15 am 8:50 am 8:50 am 9:10 am Restricted to Palm Meadows horses only; no exceptions. 9:10 am Track open for all training Track will close at approximately 10:45 am **No two year olds will be permitted on the track prior to 6:45 am. The one mile jogging track will be open daily from 6:15 am until 10:45 am. ATTIRE: Safety vests and helmets are mandatory for all persons astride a horse or pony at all times. The use of proper footwear is encouraged. STABLE PASSES: Each consignor must submit a list to Palm Meadows prior to your arrival of all employees that will be on the grounds. 2

7 PLEASE SUBMIT THE ENCLOSED STABLE PASS LISTING FORM IN ADVANCE of your arrival at Palm Meadows (fax to ). Palm Meadows management asks for your cooperation in order to alleviate the delays you will experience if everyone applies as they arrive on the sale grounds. PARKING: Each consignor will be allowed two (2) parking passes to the Fasig Tipton consignor preferred parking area in the grass lot by the sales barns. Those two persons should be identified on your consignor staff listing referenced above. All other consignor staff are to park in the parking lot west of Dorm A and walk to the stable area. The use of golf carts in lieu of vehicles is encouraged. Equal access and parking privileges will apply. VAN/TRAILER PARKING: Horse vans and/or trailers are not permitted to park in the stable area. All consignors must park their horse vans/trailers in the field across from the Palm Meadows office. BICYCLES: EMERGENCY FIRE: Bicycles are not permitted in the stable area. All bicycles must be parked in the racks provided at either the dormitory or at the entrance to the stable area. No bicycles are allowed to be chained to fences or lampposts at anytime. Five pound (5 lb) fire extinguishers are mounted on brackets at strategic locations throughout each barn, dormitory and pavilion. All employees must be instructed regarding the location of fire extinguishers and water supply in the barn. Please utilize the extinguishers in the following manner: Remove the fire extinguishers from the bracket: pull the pin on the handle; stand 5 to 15 feet from the fire; aim the nozzle at the base of the fire; then sweep back and forth. Extinguishers will only last for 10 to 12 seconds. If the fire is not extinguished after the discharge is complete, leave the area while closing the door behind you (if inside). Sprinklers should be activated at this time. After extinguisher is discharged, contact the stable manager in order to have a replacement issued. MEDICAL: FIRE SAFETY: SMOKING: An ambulance crew is on duty when the track is open for training and is posted at the south gap (3/8 chute). In the event of a medical emergency that occurs on the track, during regular training hours, the ambulance will be summoned by the out rider, clocker or security guard. If the emergency occurs in the stable area contact the nearest security guard and/or call the stable manager at If the medical emergency occurs, after training hours, call 911 and then contact security. Palm Meadows has established rules concerning fire safety. These rules are intended as a minimum precaution. All persons on the grounds should exercise maximum care with respect to fire hazards and report any concerns to management immediately. Violation of fire safety rules will result in fines and/or expulsion from the grounds. Please refer to the fines section of this manual for penalties. Florida law amendment 6 prohibits smoking in any enclosed area used in common at any time with non smokers. Smoking is not allowed in horse stalls, tack rooms, shed rows or in the vicinity of waste containers. Smoking material must be extinguished in a proper container and manner (i.e. metal sand bucket or similar device, no tossing of waste on the ground). SMOKE DETECTORS: Smoke detectors are for the protection and safety of everyone on the grounds. The devices are not to be tampered with in any way. A malfunction of a smoke detector must be reported to the stable or dorm supervisor and/or security. 3

8 STORAGE: ELECTRICAL EQUIPMENT: STATE REGULATIONS ON MEDICATION: Storage of feed, tack or equipment must not be permitted to obstruct the opening of any occupied stall door. Storage of flammable material must conform to the instructions provided by the manufacturer s label. Storage of flammable materials is not permitted in the barn lofts. Electrical equipment problems must be reported to the stable supervisor or security. The stable supervisor must approve extension cords for use and type. No tampering with electrical outlets or fuse boxes at anytime. No over loading of electrical outlets. (I.e. no extension cords, multiple plug ins or surge protectors to be mounted to an existing outlet). STATE MEDICATION RULES AT THOROUGHBRED SALES IN THE STATE OF FLORIDA ARE AS FOLLOWS: In specific circumstances, medications may be administered by licensed veterinarians to sales horses for therapeutic reasons and/or when necessary for the treatment of prevention of illness or injury. Any medication given within 72 hours of the start of the sales session, or within 24 hours of the start of any Under Tack Show, whichever period is longer, in which the horse is to perform or is to be offered for sale, must be documented and reported to the Sales Company in writing in compliance with Florida Statutes, Title XXXIII, Chapter Prospective purchasers are entitled to review this documentation, which will be maintained in the repository. Purchasers may request a post sale blood test within 24 hours of the time of sale AND prior to taking physical possession of the horse in question. The cost of testing is the sole responsibility of the purchaser. For further information, please contact the Florida Department of Agriculture and Consumer Services, a veterinarian licensed in the state of Florida, and/or the Sales Company. The Florida Medication Regulations are separate from and in addition to the Sales Company s Medication Policy. Consignors must comply with both the Fasig Tipton Company, Inc. Medication Policy and the Florida Statute. Additional Medication Rules and Restrictions are as follows: Medications may only be administered at or below manufacturers recommended dosages. The medication policy and testing procedures will be administered according to the guidelines of the sales company subject to state regulations. RESTRICTIONS: 1. No more than two (2) non steroidal anti inflammatory drugs (NSAIDS) may be administered. 2. No more than one (1) cortico steriod may be administered. 3. No bronchodilators, including but not limited to Clenbuterol and Albuterol, may be administered within 72 hours of an under tack show or sales session in which the horse is entered. 4. No exogenous anabolic steroids or their esters are to be administered within 45 days of sale. 5. The following medications may NOT be administered on the sales grounds. ~ all substances classified as either Class I or Class II by the Association of Racing Commissioners International (ARCI) ~ Furosemide (Salix or Lasix) ~ Procaine Penicillin 4

9 PROHIBITED PRACTICES: USE OF RIDING CROP AT UNDER TACK SHOW: HORSESHOES: JCC REGISTRATION CERTIFICATES: NAMES: E.I.A. (COGGINS) CERTIFICATE: HEALTH CERTIFICATES: EQUINE VIRAL ARTERITIS (EVA): The following are not permitted on the sales grounds: Extracorporeal Shock Wave Therapy or Radial Pulse Wave Therapy; Acupuncture and/or Electro Stimulation with the intent of altering laryngeal function; Electrical devices designed or used to increase the speed of a horse; Any invasive practice which intentionally conceals a material defect or chronic lameness. Internal Blister or other injections to the knee intended to have the effect of concealing the true conformation of the horse is not permitted at any time. Within one eighth of a mile from the finish line, a rider is prohibited from striking the horse behind the girth and both hands must be holding the reins. A rider is prohibited from striking the horse in any manner beyond the finish line. In situations where the safety of the horse or rider is in jeopardy, a riding crop may be used in front of the girth. Any infraction of this rule will result in a $500 fine to be paid by the consignor. Chronic offenders may be banned from riding on the sales grounds. The sales company or its representatives have full, final and sole authority to interpret and enforce this rule. Funds collected from fines levied will be distributed to a thoroughbred industry related charity at the sole discretion of the sales company. A horse at a two year old in training sale may not train with front shoes that have toe grabs which exceed 2mm, or bends, turn downs, stickers, jar caulks or any other traction device. Turn downs of more than ¼ will not be permitted on hind shoes. If you have not submitted the Jockey Club Certificate of Registration to the Fasig Tipton Kentucky office, please send the certificate immediately to Fasig Tipton Kentucky, PO Box 13610, Lexington, KY All Jockey Club Certificates are requested to be in our Kentucky office by February 20th, A charge of $100 per horse will be assessed if the Jockey Club registration certificate is received after this date. Name authorization slips for all named horses must be attached to the Jockey Club Certificate of Registration. Each sales horse must have an individual form dated within six (6) months of the sale stating that the horse in question has tested negative to the E.I.A. or AGID test. All Coggins Certificates are requested to be in our Kentucky office by February 20th, A $100 charge will be assessed after this date. The Form must identify the horse fully and properly by sire/dam, or dam, sex, color and age. Each form must include the veterinarian s signature and results. PLEASE DO NOT USE BARN NAMES OR NICKNAMES. PLEASE SEND EITHER THE ORIGINAL OR A COPY OF THE COGGINS TO THE KENTUCKY OFFICE BY THIS DATE. HORSES DO NEED TO TRAVEL WITH A COGGINS. The Stable Gate at Palm Meadows WILL NOT PERMIT ANY HORSE TO ENTER THE GROUNDS unless it is accompanied by a health certificate dated within 30 days of arrival at Palm Meadows. ALL SALES HORSES MUST HAVE an EVA Test on file dated within ninety (90) days of sale. Although this is not a warranted condition to buyers, any horse which tests positive will 5

10 be listed as such at the sales office. All EVA Certificates are requested to be in our Kentucky office by February 20th, Even though there are changes in requirements from various European countries, we recommend consignors have ALL SALES HORSES TESTED FOR EVA. EQUINE HERPES VIRUS (EHV 1): The following is applicable to all horses, including ponies: Pre existing entry health requirements remain in effect. Horses originating from facilities other than those having similar requirements such as Gulfstream must arrive with Proof of Vaccination for EHV 1 (no less than 14 days, no greater than 90 days), and Certificate of Veterinary Inspection with EHV 1 specific affidavit and proof of negative Coggins Test. EQUINE PIROPLASMOSIS TESTING All horses entering Palm Meadows are required to be accompanied by and listed on a Certificate of Veterinary Inspection that is signed and dated within 72 hours of arrival by a licensed veterinarian. Each horse listed on the CVI could not have originated from, nor been stabled on, a premises which has had EHV 1 diagnosed during the previous 30 day period. All horses entering Palm Meadows FROM TEXAS ONLY must be accompanied by a negative test for Equine Piroplasmosis showing negative results for both BABESIA CABALI and THEILERIA EQUI reported twelve months from the date of entry to the stable area and/or race in which the horse is to compete. All Equine Piroplasmosis Certificates are required to be in the Kentucky office by February 20 th, WORKERS COMPENSATION/ GENERAL LIABILITY INSURANCE: Horses or personnel will not be allowed on the grounds until a certificate of liability insurance ($1,000,000 coverage) and Workers Compensation coverage is on file with Palm Meadows. 11 PALM MEADOWS GROUND RULES Speed limit 15 mph No firearms No dogs or pets No controlled substances No drug paraphernalia No glass containers No electrical or mechanical device that affects a horse s performance No prohibited equine medications No electrical cooking devices No littering No candles No washing of automobiles No abuse of the landscape will be tolerated No tampering with smoke alarms, water sprinklers or fire protection devices No misuse of toilet facilities (i.e. toilet paper must be disposed of in the toilet and no other hygiene product may be flushed). No person shall act in a manner that disturbs the peace on the premises. This includes but is not limited to the playing of loud music, loud or unruly behavior and loud noise in the common areas. Beer is available for purchase from track kitchen and is to be consumed at the track Kitchen only. All drugs and medications must be stored in a locked cabinet at all times. Zero Tolerance of Violence No person shall exhibit behavior that is threatening either verbally or by implication towards any person or animal while on the Palm Meadow grounds. Disorderly, immoral conduct or gambling is not permitted while on Palm Meadows property; this may result in the person being ejected from the grounds. 7
