5 EVENT INFORMATION EVENT LOCATION State Equestrian Centre 303 Cathedral Avenue, Brigadoon WA th, 19 th and 20 th May 2018 STABLES AND CAMPING If you require a stable and would like to camp on the grounds, book online at Generators must be Residual Current Device (RCD) protected and extension leads safety tagged. All waste in stables and portable yards at the SEC and at Swan Valley fields, must be removed before leaving the event. Please be aware, the SEC is open for anyone to come onto the grounds. We would encourage everyone to lock up floats, cars and secure any personal belongings. The grass parking area on the right, as you enter the SEC, is preferable for overnight camping and would be appreciated by campers, if it was a horse free area. Yards are available free of charge at Swan Valley Fields. Horses not booked in stables are not permitted to be tied up in the stable area. ENTRY SUMMARY This entry pack needs to be read in conjunction with the Supplementary Rules for State Showjumping Championships (see later in this document) and the Showjumping Reference Document GLOBAL ENTRIES ONLINE CLOSE 9 TH MAY 2018 AT 5PM All entries (Team, Zone and Individual) will be via Global Online and completed by the individual competitors and close on 9 th May at 5pm. Zone and Club Team classes require additional paperwork, as detailed below. This is due on 1 st May We recommend you plan ahead and set up a profile for the rider on and Search for the event in the Showjumping category. When you enter on Global Entries online you can also purchase your ticket(s) for a chance to win a $1,000 voucher for Gallagher product in the Showjumping Committee raffle. CLUB ENTRIES A copy of all individual entries received on Global Entries Online will be sent to the Club Secretary, after entries close on the 9 th May The club will need to complete the Declaration of Qualifications of three rallies for their riders and confirm that they have a signed disclaimer for each rider and that the horse and riders are

6 competent at the height they have nominated. This needs to be returned to on or before 13 th May Each club will nominate a Club Helper Co-ordinator, who is responsible for their club helper duties for the event. A list of all helpers, as supplied by individual entries on Global Entries Online, will be sent to the Club Secretary. It is up to the Club Helper Co-ordinator to allocate specific duties (i.e. who will be gear checker, marshal etc.). The club needs to notify their helpers of their duties and return the supplied Helper Duty form to showjumping@ponyclubwa.asn.au by 13 th May 2018 for including in the program. ZONE ENTRIES All Zones need to send their completed Zone Event Attendance/Qualification Declaration, available as Appendix 2 Showjumping Reference Document 2018, to showjumping@ponyclubwa.asn.au on or before 1st May All number 1 and 2 teams for each height will be accepted. The State Showjumping Committee will confirm with the Zone Manager if any further team positions are available. Any additional Zone teams will be confirmed in writing to the Zone and the Zone will need to inform these riders, so individuals can enter on Global Entries Online before entries close on 9 th May Riders who enter on Global for Zones but are not recorded in the Zone Event Attendance/Qualification Nomination Form will not be permitted to ride in a Zone class. INDIVIDUAL CLUB S TEAM ENTRIES There may be restrictions to the number of teams a club can enter in each event. A club may nominate teams by sending Appendix 1 by 1 st May 2018 to showjumping@ponyclubwa.asn.au All Team number 1 will be automatically accepted. Any further teams are subject to availability and after due process, any additional teams will be confirmed by the State Showjumping Committee. Clubs will be notified in writing the teams accepted and Clubs need to inform their riders, so the individuals can enter on Global Entries Online before entries close on 9 th May Riders who enter on Global for Teams but are not recorded in the Team Selection Nomination Form will not be permitted to ride in a Team event. GENERAL Inclement weather is often experienced at this time of the year (including storms, high rain fall and strong winds). Please be aware of official weather forecasts and ensure you come prepared for these conditions. If you have any concerns please report to the Event Office. No late or incomplete entries will be accepted. All payments must be completed before close of entries. Proof of current Equestrian Western Australia (EWA) membership will be checked with EWA staff, if the SEC *Ground Service Fee is not paid. 9 SUPPLEMENTARY RULES STATE SHOWJUMPING CHAMPIONSHIPS REFERENCE DOCUMENTS Pony Club WA Showjumping Reference Document EA Showjumping Rules - FEI Rules for Showjumping - Pony Club WA Gear Checking Manual - Please note: The only exception to the EA National Jumping Rules and FEI Rules for Showjumping is the set Pony Club WA Showjumping speeds, as set at in the table below: HEIGHT 105cm and above 85cm to 105cm Up to and including 80cm SPEED (metres per minute) 350mpm 325mpm 300mpm TIMETABLE CLASHES Showjumping classes available are for Zone Teams, Club Teams and Individual Competitors. In the event of a clash in the timetable, riders that have been selected in the Zone team must ride in the Zone class. The order of preference should be as follows: 1. Zone 2. Club Teams 3. Individual classes It is good etiquette to inform the arena marshals if you have a clash, individual classes do not need to go in draw order, but a class cannot be held open for extended periods waiting for individuals to present and there will be no refunds if classes are missed. HORSES Each horse or pony may only be ridden by one rider for the duration of the championships. A competitor may enter and ride two horses over the championship weekend. Rider/horse combination must be competent at the height(s) that they have elected to enter. It is highly recommended that horse/rider combination compete in no more than 4 rounds per day. RIDERS Riders cannot compete in more than one height in the same event format. i.e. you cannot ride in the AM7 60 cm and the AM7 70cm, but you can enter the AM7 60cm and Optimum Time 70cm. NOTE: You can only compete in one round in each class, no HC available.

10 A rider may only ride in one team in the Brigid Woss/Showjumping Team event and Team Challenge classes. A rider cannot enter these classes on a second mount. TEAMS All number 1 Club teams will be accepted, all number 1 & 2 Zone teams will be accepted. The State Showjumping Committee will confirm with the Team Managers if any further team positions are available. Once Teams are confirmed with the Club or Zone, the Club or Zone needs to inform their riders if they are competing in team or zone events, to allow the individual s time to enter or amend their entries, on Global Entries Online prior to entries closing on 9 th May If a club or zone has insufficient riders to form a team, the State Showjumping Committee will endeavour to create a composite team with riders from the same Zone or conduct a ballot for composite teams. STATE CHAMPIONSHIP INFORMATION RIDER CRITERIA All riders entering any State Championship event MUST meet the following criteria: Be current financial members of a Pony Club affiliated with the Pony Club WA. Must be qualified as per State Rules. Where there are height restrictions on horses or ponies (e.g. under 14.2h, etc.) height certificates may be required, particularly where the pony or horse may be close to the maximum or minimum height. All competitors should be aware of the Rules of the discipline in which they are competing. Rule Books for each discipline are available on the Pony Club WA website. AGE OF RIDER For all State Championship events conducted by Pony Club WA the age of the rider is taken as at the first day of the Year. AGE OF HORSE A horse/pony may compete at this event from the beginning of the calendar year in which it turns 5 years (rising 5). QUALIFICATIONS FOR ZONE AND STATE COMPETITONS Qualifying as an Ordinary Riding Member Where qualifications for Pony Club activities are required such as national/state/zone competition or Efficiency Certificate assessments, both the horse and rider must have attended at least 3 Working Rallies as follows for minimum of three (3) hours x three (3) separate Working Rallies within the previous 12-month period, two (2) of which must be at the Club they are representing. Qualifying as an Associate Riding Member

11 Associate Riding Member and horse combinations must attend for minimum of three (3) hours at three (3) separate Working Rallies within the previous 12-month period (prior to close of entries), with at least one (1) Working Rally being at the Club they are a member of. The dates on which Associate Riding Members attend their own Pony Club rallies to help and coach, unpaid, be recorded as rallies attended, provided that the qualifying mount(s) are known to the Club Chief Coach to be competent at Pony Club activities. OR Associate Riding Members can attend for a minimum of (3) hours at (2) two separate Working Rallies within the previous 12-month period (prior to close of entries), with at least one (1) Working Rally being at the Club they are a member of providing they meet one or more of the following conditions: I. Hold their C*/K or above Certificate II. Have gained equivalent coaching hours instructing at rallies III. Have provided other regular service to their financial Club or Pony Club WA (ie Club Executive, Zone Representative, State Committee) over the preceding 12-month period. Associate Riders qualifying under option 2.I 2.II or 2.III must be agreed to and signed off by a Club Chief Coach or a member of the club executive, provided that the qualifying mount(s) are known to the Club Chief Coach to be competent at pony club activities at the level chosen for competition. Qualifications must be fully gained prior to the Close of Entries to any Zone or Club Selection/Run Off for any State Championship. For Zone and Team qualifications please review the current Pony Club WA Showjumping Reference Document 2018 in conjunction with details in following sections. SCORES Competition scores and results will be posted as soon as possible after the completion of the relevant class/phase and any relevant test sheets/score sheets made available. Score sheets must be signed by the senior technical expert with time of posting prior to posting. The name of the senior technical expert must be published in the schedule and programme of the Event. STATE COMPETITION COMPLAINTS Competition complaints are queries and complaints that arise from Pony Club WA competitions. This includes, but is not limited to: a) incorrect results; b) missing scores; c) rules of competition; d) eligibility of horse or rider; e) irregularities or incidents during a competition; f) conduct of officials; and g) conduct of participants.

12 Competition complaints that concern processes, rather than the outcome or result of a competition, are dealt with by the relevant Sports Committee in the first instance. If the complaint cannot be resolved by the Sports Committee, a formal complaint may be lodged as per the Complaints Policy. Competition complaints that concern results are dealt with in the first instance as an enquiry by the senior technical expert. If the complainant is not satisfied with the senior technical expert s decision, he or she can protest the decision to the Appeal Committee. Only the following persons are entitled make an enquiry with the senior technical expert. Team Manager for Team events. Parent or guardian for individual events if the rider is under the age of 18. Rider for individual events if the rider is over the age of 18. PROTESTS A decision by the senior technical expert is a prerequisite in order to lodge a protest. Protests concerning the eligibility of an athlete or horse, or to the conditions of the arena must be received no later than 30 minutes before the start of the relevant competition. Protest concerning irregularities or incidents during a competition, or the classification of a competition must be received not later than 30 minutes after the announcement of the results or the posting of results on the event notice board. Only the following persons are entitled to lodge a protest: Team Manager for team events. Parent or guardian for individual events if the rider is under the age of 18. Rider for individual events if the rider is over the age of 18. A protest, or the intent to protest, must be lodged with the Event Secretary or senior technical expert no later than 30 minutes after the scores and results have been posted. Protests must be in writing on the designated protest form, signed by the person making the protest and presented personally to the Event Secretary with any supporting evidence, names of witnesses and the necessary deposit of $50. The $50 fee will be refunded if the protest is upheld. Only the Team Manager can lodge a protest for Team events. Only the Zone Manager can lodge a protest for Zone teams. Only parents or a guardian can lodge a protest for Individual events. All protests lodged will be considered by the Appeals Committee. The decision of the Appeals Committee is final. APPEAL COMMITTEE The Appeal Committee is responsible for: Dealing with appeals against decisions of the senior technical expert. Dealing with cases of infringements of any rules for which the senior technical expert is not responsible. Inviting any person deemed necessary to help them reach a decision.

13 The composition of the Appeal Committee shall be determined by the Sports Committee or organising Taskforce, providing that the Dispute Committee shall consist of at least three people. The following may not serve as a member of the Appeal Committee: Judges of the competition pertaining to the protest. Owners of horses entered in the competition pertaining to the protest Coaches/ Team Managers of competitors entered in the competition Competitors entered in the competition. Close relatives of those listed above. Officials of teams entered in the competition. The senior technical expert that made the decision being appealed against. Any person with a conflict of interest. The decision of the Appeal Committee will be final. If the senior technical expert s decision is overturned by the Appeal Committee, the protest fee will be refunded to the applicant. SUBSTITUTIONS Clubs may not substitute a member of a composite team to fill a vacancy in a Club Team once the Draw has been completed. However only a duly qualified rider and horse combination, not already entered in that event may be the substitute. The Team Manager must lodge a substitution form with the Event Office, a minimum 30 minutes before the class scheduled start time. Forms can be obtained from the office. For composite teams, the Team Manager must lodge the form on the team s behalf, not the individual or club. CLOSING DATES Entries for all Championship events must be made by the Closing Date, which is advised on the entry forms and website. NO LATE ENTRIES WILL BE ACCEPTED. REFUNDS Entry Fees are generally only refunded by the Pony Club WA as follows: Where an entry is not accepted by the Pony Club WA due to the total number of entries received refund in full. Where a Doctor s Certificate or a Veterinary Certificate is provided within 7 days of the event refund in full, less a $20 administration fee. Riders scratching without a doctors or vet. certificate, after close of entries, do not get a refund. If a team of pairs is affected by a scratching and a vet/doctor s certificate is received within 7 days of the event; the remaining team member may also be eligible to receive a refund, in the event a replacement or substitute cannot be found. Requests for refunds must be forwarded to Pony Club WA Office, together with the required Certificate, within seven days following the competition.

14 OVERDUE ACCOUNTS Any Club or individual who has an outstanding account, over 60 days, with Pony Club WA will not be permitted to participate in State Championships until such time payment has been received in full. UNIFORM When competing in a Pony Club Team competition, Pony Club Uniform is required to be worn. When competing in a Zone Team competition, Zone Uniform is required to be worn. When competing in individual events, Pony Club Uniform is required to be worn. A competitor whose safety helmet comes off his or her head whilst riding in any competition must, on penalty of elimination, replace it before continuing. All competitors must be in uniform during State Championship Presentations. GEAR CHECKING All saddlery must comply with the current Pony Club WA Gear Checking Manual and any subsequent amendments see the Riders must be accompanied by the Team Manager for Gear Checking prior to the start of the competition. Gear Checking is carried out prior to each phase of a competition. The Team Manager must NOT be riding in any activity on the day. Teams presenting with a rider as their Team Manager will not be accepted. TEAM MANAGERS Must be familiar with the Duties of a Team Manager This document can be found in the Pony Club WA Handbook. Team Managers must attend scheduled briefings or as announced. HELPER DUTIES Helper duties will be allocated to clubs. Every horse and rider combination must have a nominated helper. Clubs must nominate one person to be their Club Duties Coordinator. The Club Duties Coordinator cannot also be a Team Manager. The Club Duties Coordinator must be present during all days of the State Championships and is responsible for organising enough members from their club to fulfil the duties which they have been allocated. Pony Club SJ Committee will supply clubs with names of their helpers, as nominated on Global by the individual entries, the Clubs must then supply the Pony Club WA State Showjumping Committee with a list of helper names and duties allocated to them. Small clubs helper duties will be combined with other clubs and Helper Duty Co-ordinators are encouraged to contact the other club to coordinate duties before the event, as you are required to supply names against helper position.

15 The Helper Duty Coordinator agrees to have their name and phone number made available to other clubs. If classes run for a long period of time, you can roster your volunteers in shifts over the whole period, so they can have breaks. Clubs that are required to supply gear checkers for their helper duties, are encouraged to list duly qualified volunteers. If a club does not perform its allocated duty, the club may be disqualified from the State Championships and any placings or prizes will be forfeited. WORKING WITH CHILDREN CHECK A WWC Check is required by a person if they engage in certain paid or unpaid work with children, described as child-related work under the WWC Act. Volunteers engaged in helper duties at Pony Club WA State Championships where the usual duties involve, or are they likely to involve, contact with a child, such as Team Manager, Gear Checking, Marshalling will be required to have a current WWCC unless a parent exemption applies. Parent exemption applies if you are volunteering and have a child under the age of 18 actively involved in the event you are volunteering at. SWABBING As from 1 January 2000, the Pony Club WA has adopted a policy of random swabbing. Swabbing may be carried out at any or all the annual Championship events in any or all disciplines. SMOKING AND ALCOHOL All Pony Club events are smoke-free and alcohol-free. Smoking or the consumption of alcohol will not be permitted while Riders are wearing Zone or Pony Club uniform. The penalty may be disqualification of the individual or the team. PHOTOGRAPHY By entering a State Championship event, you are consenting to having your photograph taken. The subject is also consenting to the photographs being published by Pony Club WA. DOGS AT PONY CLUB WA EVENTS As of 2011, NO DOGS will be permitted at any Pony Club WA State Championship or preliminary event. If dogs are found to be at these events, the rider to whom the dog belongs or is associated will be disqualified. USE OF PORTABLE YARDS AT EVENTS Stabling and yards should be of solid construction. The use of electrified tape, strings, ropes or chains, is not permitted at Pony Club Events.

17 OFF THE TRACK Places (depending on sponsorship with Off the Track) will be based on the highpoint horse in the Showjumping Team Event at the State Championships. Horses must be eligible as per the Off the Track Program and their registered racing name must be supplied on the required form that needs to be handed to the event office (TAFE room), by 8am Saturday 19 th May. Prizes will be announced on Sunday. The Racing and Wagering Western Australia (RWWA) Off the Track Program aims to increase the demand for retired Thoroughbred and Standardbred racehorses as pleasure and performance horses through sponsoring events and clinics, sharing success stories, and promoting the attributes of both b r e e d s. Our mission is to support the placement of retired Thoroughbred and Standardbred racehorses in second careers by promoting the many retrainers across Western Australia and educating the community about the various life after racing options, versatility of use, and the appropriate care and retraining of racehorses. Racing and Wagering Western Australia is the peak body for Thoroughbred, Harness and Greyhound racing in Western Australia and is committed to the welfare of our Thoroughbred and Standardbred racehorses, as well as Greyhounds, during and after their racing life
