ATTENTION COMPETITORS: All organizers of competitions recognized by The American Driving Society, Inc. (ADS) listed in this Omnibus have agreed to conduct their competition in accordance with the rules, regulations and directives of the ADS. Any competitors participating in ADS recognized Combined Driving Events or Pleasure Driving Shows listed in this Omnibus must be thoroughly familiar with the current rules of the ADS and any other organization (such as US Equestrian [USE] and Federation Equestre International [FEI]) by which the competition is recognized. Every class covered by the rules and specifications of the current ADS Rulebook will be conducted and judged in accordance therewith. It is the responsibility of the competitor to know whether or not a class is ADS recognized, not ADS recognized, USE licensed, or FEI sanctioned. All ADS recognized, USE licensed, or FEI sanctioned events will be covered by the rules and specification of their respective Rulebooks. Failure to abide by the rules can result in elimination. As is printed in the ADS Rulebook (AC-4.3), information published in the Omnibus will take priority over information in the Prize List in the case of conflicting information. Organizers reserve the right to limit entries, refuse an entry without stating a reason, to cancel, combine or divide a class, or alter the proposed time schedule or Officials if necessary. Organizers may refuse to accept an entry that is not completely and correctly filled out, including all necessary health papers, signatures, fees, copies of membership cards, etc. Entry forms are included with the Omnibus and are available for download on the ADS web site (americandrivingsociety.org). Please make sure to use the correct entry form! ADS MEMBERSHIP: In order to participate in any of the ADS recognized competitions at any level listed in this Omnibus, competitors (drivers only) must be current members of the ADS or pay a non-member fee. Canadian drivers who compete in Canada at ADS recognized competitions are not required to pay the non-member fee provided they hold a valid PEF Membership and the competition is sanctioned by Equine Canada. General Information Event conducted under Equestrian Canada Section C - Driving rules available in either English or French at (free download). A short listing of ECE/ADS rule differences will be posted and made available to all entries. Protective Headgear all persons, whenever riding a horse or aboard a carriage at the event location, must wear securely fastened approved protective headgear at all times. See Article C928. Dogs must be crated or on leash at all times while on the site. Nuisance or loose dogs will be impounded; retrieval fine: $50. Membership: American Drivers must provide proof of PL&PD insurance and be a current USEquestrian or ADS member or pay the ADS non-member fee $30;.Canadian Drivers must hold a valid Equestrian Canada Sport License for highest division entered (Training, Preliminary, Intermediate = bronze; Advanced = gold; FEI = platinum). Eligibility/qualifications: -FEI division - drivers without FEI rating may enter CAI-1* for dressage and cones and optional Advanced (CAN) marathon class. Drivers require FEI 2* rating or higher to enter CAI-2* classes. All FEI entries must be registered and have permission to compete from: USEquestrian (American drivers) or Equestrian Canada (Canadian drivers). -National divisions - Training, Preliminary, Intermediate and Advanced (CAN) entries (see Article for eligibility) have 3 options: - 1. CDE: Enter all 3 competitions (Dressage, Marathon, Cones) in the same division. Entries are eligible for competition/class and overall awards CAC: Cross division-entry select one competition for each division qualified to enter. Entries are eligible for competition/class (not overall) awards only. (Article ) - 3. CT- Select anyone of listed Dressage tests and one Cones competition per entry Partner entry - two eligible drivers per turnout. The competing driver must be declared prior to each competition/class. All other class rules apply. This entry does not qualify for overall division awards. (Article C ). Equine Passports horse/ponies entering the FEI 1* or 2* divisions must have valid FEI Passports. Canadian resident horses entering Advanced, FEI 1* or 2* divisions may have either the FEI passport or an ECE National Passport (available January, 2017). Veterinary/Health Requirements: All horses and ponies - Negative Coggins certificate no older than January 3rd, US horses: Each horse entering Canada from the USA must be tested with negative results for Equine Infectious Anemia (EIA), using either the AGID or ELISA test, within 6 months of entry into Canada (see further note below), and requires an original US Origin Health Certificate (VS FORM 17145) certifying the date of EIA test and that the horse was inspected and found healthy within 30 days of entry into Canada. Be sure to use the US Origin Health Certificate as opposed to the Interstate Health Certificate. The VS FORM is issued by an accredited veterinarian and must be endorsed by the USDA veterinarian in the state of origin. Horses can enter Canada from the USA at any port of entry. Their health certificate is inspected and released by Canada Border Services Agency officers (Canada Customs). They frequently keep a copy so bring 1 or 2 extra copies. Keep a copy of your health certificate required for return to the USA. The VS FORM is valid for up to 90 days for return to the USA provided the horse has been at recognized exhibitions/competitions in Canada during the entire stay and provided that the EIA test is still valid, i.e. the horse must have been tested within 6 months of the date of return to the USA. Paperwork for horses returning to the USA within 30 days of entering Canada are inspected and released by US Customs officers. Only horses returning to the USA after a stay of over 30 days in Canada must be inspected by a USDA veterinarian at the US port of entry. After passing through the Start markers, the driver shall proceed through each obstacle, in order, keeping within the limits of the designated course markers and passing through the designated Finish markers. Placings will be determined on a low fault basis (i.e., those with fewer faults finish ahead of those with more faults). Course faults and one fault for each commenced second OVER OR UNDER the Optimal Time are added together for a total score. NO TIMING DEVICES ARE ALLOWED. The Time Allowed is to be calculated per ARTICLE 240. Time will decide ties for those with equal fault totals. General Information Information regarding the Pleasure Drive-Pace: The distance for VSEs and small ponies, both singles and multiples will be 2-3 miles; no water crossing will be incurred for these groups, but a wooden deck bridge with no alternate route will be incurred. The distance for large ponies and horses, both singles and multiples will be 5-6 miles; there will be a water crossing with an alternate route; also a wooden deck bridge with no alternate route. In all cases, there will be a marker to indicate the half way point and the last 1/2 mile will be a mandatory trot. Suggested speeds are as follows: horses: 8 mph; large ponies: 7 mph; small ponies: 6 mph; VSEs: 5 mph. Since this is a "blind" pace, no competitors, horses/ponies, grooms or passengers are permitted on any part of the course prior to the event. The Pace can be combined with the Dressage Tests and the Cones for a Continuous Drive. or with Dressage plus Fault and Out for Pleasure Continuous Drive. A separate option is to drive the Pace in combination with Fault & Out Obstacles for a Pleasure Two Phase competition. The track for the Pace will include part of the track for the Marathon but WITHOUT the obstacles. IOW: the obstacles will not be driven as part of the Pace. 67 GOLF CARTS AND ATVS According to Equisure, the company that insures the American Driving Society, more claims are made each year because of accidents relating to golf carts and ATVs than horses and carriages. We can prevent most of these accidents by using common sense. Please follow these simple rules: Do not allow unlicensed drivers to operate golf carts or ATVs. Drive it only on the track of the course or where allowed by the competition. Remember that competitions are often held on private property and that golf carts and ATVs can get stuck on wet ground. Don t overload the golf cart or ATV with too many people. This is not only unsafe, but is probably not good for the cart either. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. USEF MOTORIZED VEHICLE STATEMENT In accordance with GR1301.7: Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6.
