He has more than 25 years of experience in human-wildlife conflicts and in human dimension issues in natural resource management. He has led various research projects in Canada, the US and throughout Europe on issues including reintroduction, control, broader wildlife-human interactions, and key beliefs and attitudes towards species such as wolf, coyote, bear and moose. 10 SWF 88th ANNUAL CONVENTION CHECKLIST Convention is just around the corner (February 16 to 18, 2017)! Are you ready? Have you Booked your hotel Sent in your registration form Reminded delegates to bring membership cards ed or sent your photographs of your branch activities over the past years Gathered your fundraising items, completed the fundraising form, and returned it to Central Office Packed your winning photos with the photographer s name and branch on the back Gathered hide collection ballots, filled in and pulled apart Reviewed the resolutions and discussed at the branch level If you are unable to send a representative to the convention, please have the photographs, hide collection ballots and fundraising items to Central Office by February 10, HIDE BALLOTS Please make sure to bring your hide collection ballots (filled in and pulled apart) to convention. If you have any questions, please contact Central Office at Six draws (1 per region) will be made at the convention. CONVENTION FUNDRAISING Once again, we are calling on the generosity of our branches to contribute to our fundraising efforts at the annual convention by donating an item worth $50 or more. All funds raised from this evening go directly to the Habitat Trust Fund, Education and Conservation programs. Please complete the form on the next page and return to Central Office. PHOTOGRAPHY CONTEST Don't forget to bring your photographs to convention! Each branch may submit one per category (Wildlife and Scenery) and the delegates will vote for their favorites. Photos are to be 8 x 10 in (or 8.5 x 11 in) and cannot be framed or matted. Please include the photographer s name and branch on the back of each photo. CALLED VOTE A called vote can be called by any member on any issue at convention. In the case of a called vote, the procedures are, as per the constitution: Every branch is entitled to one vote for the first 50 members or fraction thereof over 15 and one additional vote for every 50 members over the first 50 members up to a maximum of five votes. The number of votes would be based on the membership numbers as of December 31, TOP MEMBERSHIP SALES Please send in the name of your top membership sales person for 2016 to Central Office. 11 SWF ANNUAL CONVENTION FUNDRAISING The Raffle and Auction Donations are an important segment of annual fundraising efforts at the SWF convention. We simply could not do it without the generous support of our Branches, and as such, we are asking that all Branches of the SWF participate by donating an item worth $50 or more. All money raised from the raffles, silent and live auctions support the Habitat Trust Fund, Education and Conservation Programs. As in previous years, we will be grouping items together to make a hunting package for one raffle table, a fishing package for another, and a variety of quality items on other tables. In order for us to ensure we have a wonderful full table for the hunting and fishing packages, and to make things a little easier on the staff doing the preparations prior to convention, we ask that your branch let us know ahead of time what you will be donating. If you are unable to bring the item with you to convention, please have it sent directly to Central Office no later than February 6. If you would prefer to donate a dollar amount, which can be billed to your branch account, we can purchase items to fill in where needed. We will not be having a separate Basket raffle, yet if your branch would like to put one together, we would be more than happy to include it. 14 SWF ANNUAL PHOTO CONTEST Do you love taking pictures? Do you love Saskatchewan s outdoors? If you have any Saskatchewan wildlife or scenery photos, then this is your chance to be recognized! Submit your photos for the Annual SWF Photo Contest. Photos will be displayed and judged at the upcoming Annual Convention in Regina in February. Individuals must submit their photos to their local branch (please check with the branch to find out deadlines), and then each branch submits their top photos at Convention. Branches wishing to enter the photo contest must have the photos there by the first day of Convention and dropped off at the Merchandise Desk. The following list of rules will be adhered to: 1. Categories: Wildlife (Saskatchewan only, Big Game, Predators, Birds, Fish, etc., no animals in the confines of a park or game farm, no hunting photos. We are asking for Saskatchewan wildlife in their natural state. Humans not allowed.) Scenery (Saskatchewan only, humans not allowed) 2. 8 x 10 (or 8.5 x 11) sized photos (color or black and white). 3. Photos must not be framed or matted for display. 4. Photos can be entered only once. 5. Photos will not be accepted from individuals. Entries must be through the local branch and verification from branch executive must accompany the entry. Branch name, photographer, and address should be on the back of each photo. 6. Competition is for amateur photographers only. Trail camera photos not allowed. 7. Open to all ages. 8. Each branch may enter one photo for each category. The branches will select their entries and monitor the rules for the provincial competition. 9. Lighting, development, type of film used, will be the choice of the participant. Digital photo enhancement is limited to cropping, dust removal, and adjusting lighting and color. Any photo layering or combining will not be permitted. 10. Ballots are in the delegate s kits at Convention. 11. Photos will be numbered for the display. 12. Ribbons will be awarded to the top three in each category at the Saturday night banquet. 13. Winning photographs will be featured on next year's Convention Book, and the top photos in each category may be featured in the Outdoor Canada Magazine, the SWF web site, and/or SWF promotional material. 14. The SWF is not responsible for loss or damage of entries. The SWF will keep all entries, and will return them to the branches at a later date. 14

24 Saskatchewan Wildlife Federation 2016 Resolutions to be presented to 2017 SWF Convention EDUCATING PUBLIC BOAT LAUNCH SIGNAGE PROGRAM Region 2 (Lloydminster) WHEREAS many people will never read an anglers guide cover to cover, and WHEREAS people therefore are often poorly informed about limits, special regulations, fishing and dock etiquette and invasive species (i.e. zebra mussels), and WHEREAS an uninformed, unaccountable public can be ultimately damaging to the resource, and WHEREAS just about everyone that uses a lake will spend time at a boat launch and read posted signs, therefore BE IT RESOLVED that the SWF request the Minster of Environment to establish a boat launch signage program to help reinforce our public use protocol BARBLESS HOOKS Region 2 (Lloydminster) WHEREAS many lakes in the northern and central zones are catch and release lakes, and WHEREAS these lakes already require barbless hooks, and WHEREAS it is complicated and confusing to determine where barbless hooks are mandatory, therefore BE IT RESOLVED that the SWF request the Ministry of Environment to require mandatory barbless hooks for all angling in the central and northern zones CATCH & RELEASE TECHNIQUES Region 2 (Lloydminster) WHEREAS the handling of caught fish in the winter, especially trophy sized fish, can lead to severe damage to eyes, gills, and fins that are frozen when fish are kept in the cold too long, and WHEREAS anglers are often poorly prepared with proper release tools and techniques, and WHEREAS in most of these cases fish are released only to die, therefore BE IT RESOLVED that the SWF undertake a public education program (such as Public Service Announcements, U-Tube videos, or poster programs) to show the proper tools, techniques, and ethics of catching and releasing fish WALLEYE IN SOUTHERN ZONE IN NON-MANDATORY CATCH & RELEASE LAKES - Region 2 (Lloydminster) WHEREAS some Saskatchewan Provincial Parks have a daily/possession limit of 3 walleye, and WHEREAS most lakes in the southern zone there is a daily/possession limit of 4 walleye, and WHEREAS, without reading the regulations when fishing walleye in different lakes, a person may not know what the limit is, therefore BE IT RESOLVED that the Saskatchewan Ministry of Environment implement a daily/possession limit of 3 walleye throughout the southern zone in non-mandatory catch and release lakes. BOATING GUIDELINES Region 1 (Cub Hills) WHEREAS boats with large motors can and do cause shoreline deterioration and destruction of water bird nesting sites, and WHEREAS an example of nesting deterioration is Heritage Lake, where the SWF installed a dock. This encourages the use of boats with large motors. The result was that where the lake had supported six pairs of loons, there is now only one pair of loons, therefore BE IT RESOLVED that the SWF urge the Federal Government to establish guidelines regarding which lakes in Saskatchewan should be designated as small, and the maximum horsepower of motor (preferably electric) which may be used on designated small lakes SUPER A POOL Region 2 (Lloydminster) WHEREAS the number of applicants that are placed in the Super A Pool is increasing each year, and WHEREAS people are drawn from the Super A Pool in a luck of the draw, regardless of whether they have been in the pool for 4 or 20 years, therefore BE IT RESOLVED that the SWF request the Ministry of Environment to institute a system of weighting the draw in favor of those who have been in the pool the longest. BRIEF: This could be accomplished by prioritizing those in the pool the longest, or by giving an extra ticket in the lottery for each year that they languish in the Super A Pool LIMITS ON NUMBER OF TAGS DRAWN IN A YEAR Region 2 (Lloydminster) WHEREAS the luck of the draw creates a situation where an applicant can be drawn for everything he/ she applies for or, alternatively nothing, and WHEREAS often most people can t take the time off work to properly/ethically enjoy each hunt they have been waiting years to experience, therefore BE IT RESOLVED that the SWF request the Ministry of Environment to implement measures which would restrict the number of different tags that an applicant can receive in any one year BIG GAME DRAW - JUNIORS Region 3 (Willowbrook) WHEREAS a junior resident of the province must be 12 years old by closing date of the draw to apply for the big game draw, and WHEREAS there is no big game draw season starting until September 1, therefore BE IT RESOLVED that junior residents be able to apply for the big game license draw as long as they are 12 years old prior to any big game draw season opening. EITHER SEX MULE DEER TAGS Region 4 (Regina) WHEREAS the number of either sex mule deer draw tags has decreased substantially in recent years (8225 to 3987 in the last 10 years), and WHEREAS the number of applications for either sex mule deer draw tags has increased substantially in all zones in recent years (14,540 to 30,061 in the last 10 years), and WHEREAS the odds of getting drawn out of Super A pool for either sex mule deer has decreased from 100% in most zones to less than 15% in most zones, and WHEREAS archery hunters have been able to buy a tag 'over the counter' every year to hunt either sex mule deer, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation recommend to the Ministry of Environment that either sex mule deer tags be awarded only through the Big Game Draw DESIGNATED PARTNER LICENSE Region 2 (Macklin) WHEREAS in order to allow greater access to hunting for all Seniors, and Juniors, and WHEREAS in order for hunters to share in half a moose or elk, and limit the harvest, and WHEREAS in order to allow a disabled or handicapped person to continue to hunt, and WHEREAS in order to allow a designated hunter partner to be chosen by the primary hunter (Mentorship), therefore BE IT RESOLVED that the Ministry of Environment legalize a Designated Partner License, based on the Alberta Partner License ENCASED FIREARMS Region 3 (Esterhazy) WHEREAS encased firearms may be carried on ATVs in Duck Mountain Provincial Park and Fort a la Corne WMU during the spring black bear season only, and WHEREAS opportunities for black bear hunting are expanding in the southern zones, therefore BE IT RESOLVED that encased firearms may be carried on ATVs in all zones during the spring black bear season BULLS ONLY ELK SEASON Region 3 (Hudson Bay) WHEREAS Elk populations are still down in zones 49, 56, 57, 58 & 59, and WHEREAS both sexes can be taken in the regular elk season, which will not allow the herd population to come back up, therefore BE IT RESOLVED that bulls only should be hunted in the regular elk season. 27 MOWING DITCHES Region 2 (Lloydminster) WHEREAS the good growing conditions this year have resulted in many ditches with restricted visibility, and WHEREAS this has resulted in a high rate of collisions with animals, resulting in injuries to the public and costing SGI significant claims of property damage, therefore BE IT RESOLVED that the SWF request the Ministry of Environment and SGI to promote adequate ditch mowing to the Saskatchewan Ministry of Highways and Rural Municipalities to reduce wildlife collisions ATV-UTV TIRES - Region 1 (Nipawin) WHEREAS after-market tires have become so aggressive in design, and WHEREAS they are causing a great deal of damage to the landscape which will take generations to repair, and WHEREAS the province of Saskatchewan is one of the last provinces to regulate control of these tires, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation request the Minister of Environment to restrict the use of ATVs-UTVs with tires with tire depth of 7/8 of an inch or greater on provincial lands and crown lands ATV-UTV IDENTIFICATION Region 1 (Nipawin) WHEREAS the identification of ATV-UTVs is impossible to determine one from another, and WHEREAS the Minister of Environment does not require a number plate to be visible to the public or law enforcement personnel, therefore BE IT RESOLVED that the Minister of Environment make it mandatory that all ATVs-UTVs be fitted with a number plate USE OF DOGS FOR TRACKING Region 1 (Humboldt) WHEREAS, being ethical hunters, we pledge to make all possible efforts to recover wounded game, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation encourage the SK Ministry of Environment to allow the use of leashed and supervised dogs for tracking to aid in the recovery of legally shot big game animals who are wounded or presumed dead. BD16-1 AIS PROGRAM WHEREAS the threat of Aquatic Invasive Species (AIS) entering Saskatchewan from neighboring provinces and states is becoming a very real probability, and WHEREAS the responsibility for the enforcement and compliance programming to prevent the introduction of AIS into Saskatchewan s waterbodies has been imparted upon the Saskatchewan Ministry of Environment to administer with a very meager budget, and WHEREAS the potential maintenance costs, as evidenced by other infected jurisdictions, to the power-generating and potash industries alone in Saskatchewan would be in the millions of dollars annually, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation (SWF) petition the Saskatchewan Government to promote significant investment in the AIS Program by all affected industries in our Province whose operational infrastructure depends on allocations from the water resources of Saskatchewan.
