Resolutions that will be presented at the convention are included in this month's mail please review at the branch level prior to casting your branch vote at the convention. Call for nomination of Provincial President branches must submit their nomination to the SWF Central Office on or before January 13. Election will take place at the convention in Moose Jaw. A Called Vote can be called by any member on any issue at convention. In the case of a called vote, the procedures are: (as per constitution) Every branch is entitled to one vote for the first 50 members or fraction thereof over 15 and one additional vote for every 50 members over the first 50 members up to a maximum of five votes. The number of votes would be based on the membership numbers as of December 31, Please check the donation totals included in this Branch Memo and confirm with Central Office these figures determine the branch awards presentations at convention. 2 What Your Branch Needs to Know For The SWF 85 h Annual Convention Hide Ballots Please make sure you bring your hide collection ballots (filled in and pulled apart) to convention. If you have any questions, please contact Central Office at Six draws will be made at the convention on Saturday at noon. Convention Fundraising Once again we are calling on your generosity and asking all branches to contribute to our fundraising efforts at the Annual SWF Convention, by donating an item worth $50 or more. All money raised from this evening goes to the SWF s Habitat Trust Fund, the Youth and Education programs and other conservation programs. Please complete the form included in this Branch Memo and return it to Central Office by January 17. Friday Workshops The Friday afternoon workshops continue to be a huge hit and so will once again be included to offer delegates a chance to possibly learn a new skill or improve on an old one. Don t worry there will be time for you to get to all of them! Photography Contest Don t forget to bring your photographs to Convention for the Photography Awards. Each branch may submit one photo per category Wildlife and Scenery and the delegates will vote for their favorites. Photos are to be 8 x 10 (or 8.5 x 11 ) and cannot be framed or matted. Don t forget to have the photographer s name and the branch name printed on the back of the photo. The complete set of rules are included in this Branch Memo. Your Year in Review We would like to show everyone at Convention what all the branches have been up to in the past year. Please send us your photographs of your awards banquets, fundraisers, horn scoring, shoreline cleanup, dinners, fishing tournament or any event or activity. Please send us your photographs by January 31. Please the photographs to sask.wildlife@sasktel.net Top Membership Sales Please send in the name of your top membership salesman for 2013 to Central Office by January 10/14. The SWF recognizes these individuals at convention with a small token of our appreciation it does not cost the branch anything, and provides a thank you to one of your key members for the volunteer work that they do in selling memberships. Even if they are not present at convention, we will make sure they still receive the item. We should have 120 names on the list, not just 21, so please make sure you (sask.wildlife@sasktel.net) or call in ( ) the name of your top salesman by Jan 10. 3 Raffle & Live & Silent Auction Items SWF Convention Fundraising The raffle and auction donations to Convention have been down the last couple of years, with only 47/120 branches contributing last year. This is an important fundraiser for the SWF programs and once again we are calling on ALL branches of the SWF to participate by donating an item worth $50 or more. All money raised from the Raffle Tables goes to the Habitat Trust Fund to purchase and enhance wildlife habitat. The Auction proceeds go to Youth, Education and other Conservation programs. Please fill in the form below and return to Central Office by January 15. We may be grouping items together to make a particular "package", i.e. fishing or hunting, and would appreciate knowing what we had ahead of time, so we could then use any donated money to fill in the gaps. Thank you for your support! Basket Raffle In addition to our raffle tables, silent auction and live auction items, we are also asking for gift basket donations. Our basket raffle has been a great success at convention. If a few people get together and make up a basket the cost could be fairly reasonable. If you have the time to go out and get donations from local businesses that is even better! This is something that the ladies in your branch could have a lot of fun with. Make the value of the basket approximately $35 - $50. Develop a theme and display the items in a basket or a box gift wrapped with the items. Please make note on your convention registration form that you would like to attend the New Delegate's luncheon Keynote Speaker Steve Mealey Vice President for Conservation - Boone and Crockett Club We are thrilled to have Steve Mealey as the Keynote Speaker at the Saskatchewan Wildlife Federation 85th Annual Convention in Moose Jaw. Mealey is an Honorary Life Member of the Boone and Crockett Club, and Vice President for Conservation. Currently retired in Oregon, his professional career spanned 30 years and included wildlife (grizzly bear) research as well as management and administration for federal [U.S. Forest Service (USFS)], state (Idaho Department of Fish and Game), and private (Boise Cascade Corporation) natural resources based organizations. The Boone and Crockett Club was founded by Theodore Roosevelt in It is America s oldest hunter/ conservationist organization with national focus. The Club s mission is to promote the conservation and management of wildlife, especially big game and its habitat, to preserve and encourage hunting and to maintain the highest ethical standards of fair chase and sportsmanship in North America. The Boone and Crockett Club has a great legacy of protecting wildlife, especially big game, as well as federal land habitat. Mealey's most notable awards include the Wyoming Outdoor Hall of Fame; Honorary Life Member Boone and Crockett Club; and the Bronze Star Medal (Meritorious Service, US Air Force, Viet Nam, ) Steve and Marty, his wife of almost 50 years, live near Leaburg, Oregon on the McKenzie River. 6 Habitat Trust Report Thank you to the Branches who are participating in the Hide Collection Program. Money raised through this program has been instrumental in purchasing, retaining, and enhancing tens of thousands of acres of critical wildlife habitat in Saskatchewan for future generations to enjoy. Bryan is still the contact person, although it is no longer Halford Hides, but is now Southern Alberta Processing Co. collecting the hides. When you require a pick up, please call Bryan at If he does not answer, please leave a message giving him a phone number, the town you are in, and a time when he can call you back. If you do not have very many hides to pick up, please try to consolidate your hides with another branch. Pickups should be finished by the end of February (depending on the weather), so please make sure to arrange a pick up before then. Hide Care Tips Please trim off heads and legs If the hide cannot be frozen immediately, please salt it (10 lbs for each deer, 20 lbs for each moose, elk, or cattle hide). Lay the hide out flat flesh side up. Remove any excess meat or fat. Spread approx. 1/4" of salt over the entire flesh surface and leave it laid out flat for a minimum of 3 days. Hides can be piled one on top of the other to approx. 3' high to save space. Antler Collection we have begun another fundraising venture for the Habitat Trust Fund. We will be collecting antlers at the fall regional meetings, so if you have some on hand, or there is someone in your branch that has a shed full of sheds, please contact our office and/or bring them to the fall regional meeting. We will keep you posted on the progress/success of this program. Education Report By Ian Kutarna, SWF Education Program Coordinator Look at all the snow! BigFOOT snowshoes loan program is getting busy now so if you re thinking about borrowing snowshoes don t wait to get your requests in to central office. If the thought of all that snow makes you want to stay inside check out the NEW Saskatchewan Wildlife Federation s website! We ve been working hard updating and launched the new site at the beginning of December. Spend some time browsing and let us know what you think of the new website: The National Archery in the Schools Program (NASP) has been really active this fall with Basic Archery Instructor training sessions in Cupar, Weyburn, Indian Head, Eatonia, Blaine Lake and Lloydminster. NASP start up grants have been issued to schools in Lloydminster, Regina, Consul, Weyburn, Cudworth, Cupar, Blaine Lake and Canoe Narrows. There are already schools looking at training early in Looking way ahead to summer already, Conservation Camp dates are: Girls July and Boys July 20 27, Application forms will be available early in the New Year. Look for them online or contact Central Office and we ll get them out to you. Hope you had a great holiday! Fisheries Report Adam Matichuk Fisheries Project Coordinator amatichuk.swf@sasktel.net Tyler Vanstone Fisheries Technician tvanstone.swf@sasktel.net With the arrival of the New Year, we reflect on the past year and look forward to what is to come this year. Last year was a very busy one for the fisheries program. We completed a number of new projects and invested a significant amount of time and money ensuring our past projects continue to run efficiently and effectively. Now is the time to start thinking about new fisheries enhancement projects for the upcoming year. We don t have many lined up yet so please consider a project in your area. Ideally, projects should enhance or restore fish habitat and require little ongoing maintenance and operational costs. We have funding available through our Fisheries Enhancement Agreement to assist branches with projects. Right now we are in the process of getting seven new schools set up with our Fish in Schools (FinS) program to raise trout in their classrooms. These are in addition to the five schools that participated last year and will continue this year. Please consider sponsoring a FinS kit for a school in your area for next year. We can only take on a limited number of schools each year so discuss it now and let us know as soon as possible if you are interested in participating next year. We are also working very hard on planning for convention. We have some interesting fisheries related presentations and seminars lined up. We hope to see at least one representative from every branch there this year. We hope everyone had a great holiday season. We thank everyone who helped make last year a success. IMPORTANT - Expired Boater Exams Adam Matichuk, Fisheries Project Coordinator The Saskatchewan Wildlife Federation has been offering boater exams through BoaterExam.com for the past few years. There are a number of SWF members around the province who are qualified to offer the exam on our behalf. Transport Canada has recently made some changes to how the boater exam is delivered. The current exams expire on Dec. 31, New exams will be sent out in January. I have sent an to all the SWF members I have listed as boater exam instructors to send me their boater exam materials. In case I have missed someone on my list, please inform any instructors with your branch to contact me by phone at (306) or at amatichuk.swf@sasktel.net as soon as possible to discuss the next steps.

7 Bringing You the Facts By Greg Illerbrun, SWF Firearms Chairman Are Pot Smokers Safer than Duck Hunters? The Canadian Association of Chiefs of Police (CACP) have confirmed their contempt for legal firearm owners across Canada by recommending that marijuana users be issued tickets rather than criminal code charges. The CACP recommends that pot smokers walk with nothing more than a ticket, whereas they want duck hunters to have a criminal record for any transgression of the firearms law, says Greg Illerbrun, Chair of the Saskatchewan Recreational Firearms Community. Recently CACP President, and Vancouver Police Chief Chu suggested that officers were losing too much time to fill out paperwork associated with criminal charges for marijuana. We think our proposal will save money for the justice system, it will save time for police officers, but also the courts, who arguably have other, more serious matters to deal with, he said. The double standard applied here is outrageous, said Illerbrun. Provincial Henry Kelsey Big Game Records Chairman Report By Pat McKenzie, Provincial Henry Kelsey Big Game Records Chairman Mark your calendars and purchase tickets early for the Henry Kelsey & Provincial Angling Awards Banquet April 5th in Balgonie! The police chiefs have consistently maintained their support for the criminalizing of firearm owners, including ranchers, farmers, and sport shooters, for paper offences. They have never supported decriminalization of gun ownership offences, even in the face of the massive cost overruns of the program. If the chiefs want to reduce cost to the legal system, removing the possession of a firearm from the criminal code is a no brainer, he said. Clearly, the chiefs do not view legitimate firearms owners with the same regard as those members of society that smoke pot.

9 SASKATCHEWAN WILDLIFE FEDERATION ANNUAL PHOTO CONTEST - Photos will be displayed and judged at the SWF annual Convention (February) - Branches wishing to enter the photo contest must have the photos there by the first day of Convention - Photos will be received at the Merchandise Desk by Central Office staff. The following list of rules will be adhered to: 1. Categories: Wildlife (Saskatchewan only, Big Game, Predators, Birds, Fish, etc., no animals in the confines of a park or game farm, no hunting photos. We are asking for Saskatchewan wildlife in their natural state. Humans not allowed.) Scenery (Saskatchewan only, humans not allowed) 2. 8 x 10 (or 8.5 x 11) sized photos (color or black and white). 3. Photos must not be framed or matted for display. 4. Photos can be entered only once. 5. Photos will not be accepted from individuals. Entries must be through the local branch and verification from branch executive must accompany the entry. Branch name, photographer, and address should be on the back of each photo. 6. Competition is for amateur photographers only. Trail camera photos not allowed. 7. Open to all ages. 8. Each branch may enter one photo for each category. The branches will select their entries and monitor the rules for the provincial competition. 9. Lighting, development, type of film used, will be the choice of the participant. Digital photo enhancement is limited to cropping, dust removal, and adjusting lighting and color. Any photo layering or combining will not be permitted. 10. Ballots are in the delegate s kits at Convention. 11. Photos will be numbered for the display. 12. Ribbons will be awarded to the top three in each category at the Saturday night banquet. 13. Winning photographs will be featured on next year's Convention Book, and the top photos in each category may be featured in the Outdoor Edge Magazine, the SWF web site, and/or SWF promotional material. 14. The SWF is not responsible for loss or damage of entries. The SWF will keep all entries, and will return them to the branches at a later date.

10 Saskatchewan Wildlife Federation 2013 Resolutions to be presented to 2014 SWF Convention QUORUMS Region 1 (Nipawin) WHEREAS for SWF regional meetings to be official, a quorum is required, and WHEREAS regional meetings have difficulty meeting the current quorum standard, and WHEREAS redefining a quorum for regional meetings is in order, therefore BE IT RESOLVED the SWF Constitution, Article XI 3.c) currently stating: A quorum for Regional Meetings shall be 25% of the branches in the Region that are in good standing. be amended to read: A quorum for a regional meeting shall be 15 members from the branches within the Region that are in good standing, with the quorum encompassing 5 voting members from any one branch WHITE GEESE Region 1 (Valley Trails) WHEREAS white geese populations are high, and WHEREAS white geese daily and possession limits are liberal, and WHEREAS white geese may be hunted all day east of 106 degrees longitude, therefore BE IT RESOLVED that the Ministry of Environment open the rest of the province to all day hunting of white geese BEAR SEASON Region 1 (Valley Trails) WHEREAS bears do not necessarily hibernate before or on October 14, and WHEREAS bears actively feed in mild fall weather beyond the October 14 season close date, and WHEREAS bear trapping season extends well beyond the October 14 hunting season closing date, therefore BE IT RESOLVED that the Ministry of Environment extend the fall bear hunting season to coincide with the end of regular big game seasons to allow hunters the opportunity to fill their bear tag SHOTGUNS DURING MUZZLELOADING SEASON Region 2 (Witchekan) WHEREAS shotguns have no advantage over muzzleloaders for the purpose of hunting big game, and WHEREAS other provinces already allow the use of shotguns with slugs during muzzleloading season, and WHEREAS more people need to be encouraged to get involved in the sport of hunting, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation strongly urge Saskatchewan Environment to allow single shot shotguns with slugs to be used during muzzleloading season in all zones.

FIREARMS ON ATV IN SPRING BEAR SEASON Region 1 (Valley Trails) WHEREAS encased firearms may be carried on an ATV during spring bear hunting in Duck Mountain Provincial Park and Fort a la Corne Wildlife Management Unit, and WHEREAS there is no other open big game hunting season in the spring, therefore BE IT RESOLVED that the Ministry of Environment allow encased firearms to be carried on an ATV during the spring bear season PARTNER LICENSE Region 2 (Macklin) WHEREAS game population is declining, and WHEREAS a group of two or three or four would hunt as one with one license, and WHEREAS one of the group would be drawn to hunt with a license, and WHEREAS the other members of the group would need to purchase a permit to hunt under the one license thus giving the Ministry more money to support their programs, and WHEREAS a parent would like to take his/her son/daughter out to hunt and be able to carry and/or use a rifle to help out with the hunt, and WHEREAS a moose or elk are too big for one person, therefore BE IT RESOLVED that Saskatchewan Wildlife Federation encourage the Saskatchewan Ministry of Environment to develop a Partner License REQUIREMENT TO HOLD A LICENSE Region 2 BE IT RESOLVED that all people that harvest wildlife in a lawful season, excluding any people exempted by the courts, be required to hold a license FIREARM SAFETY/HUNTER EDUCATION PROGRAM Region 4 WHEREAS beginning in 1981 a requirement for hunting in Saskatchewan is that first time hunters had to pass a hunter education course before they could buy a game license, and WHEREAS the Saskatchewan hunting regulations state people born after January 1, 1971, must graduate from a firearm safety/ hunter education course in order to hold or apply for a Saskatchewan game or fur license, and WHEREAS the province of Saskatchewan has seen an increase of immigrants who, if born before January 1, 1971, can apply for a Saskatchewan game or fur license without having any firearm safety/hunter education, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation urge the province of Saskatchewan to implement that all first time hunters must graduate from a firearm safety/hunter education program HUNTER SAFETY Region 5 (Biggar) WHEREAS hunter safety is always of utmost importance, especially during archery season when hunters are wearing camo, and WHEREAS there have been numerous reports of the sound of rifles being discharged on crown and wildlife lands during this time period, as well as evidence of big game being taken by rifle shooters, therefore BE IT RESOLVED that NO persons shall be allowed to be hunting big game with rifles during archery season.

12 BLAZE ORANGE HEADWEAR Region 5 (Elbow) WHEREAS blaze orange provides the most visible and effective color for hunter safety, therefore BE IT RESOLVED to provide the greatest visibility and safety for hunters, that all big game rifle hunters be required to wear blaze orange headwear in conjunction with other designated outer wear requirements WILDLIFE COMPENSATION Region 2 (Macklin) WHEREAS during the winter months there are excessive amounts of snow and colder weather, and WHEREAS there are reports about farmers not receiving adequate financial compensation for losses incurred by deer, elk or moose feeding on stored hay bales, swaths and/or stored grain, and WHEREAS the survival of wildlife is often dependent upon wildlife feeding on stored hay bales, swaths, and stored grain, and WHEREAS property owners have not posted their land and have allowed hunting on their property, and WHEREAS wildlife is a public resource, therefore BE IT RESOLVED that the SWF meet and work with the Ministry of Environment and Saskatchewan Crop Insurance to design policies that would ensure that the landowner who does not post their land and allows hunting on their land is fully and fairly compensated without any caps in payment for all losses incurred by wildlife feeding on stored hay, swaths, and stored grain PUBLIC TRUST DOCTRINE Region 2 WHEREAS the Ministry of Environment does not present to the public a clear and defined message about its game management policies and practices, and WHEREAS a lack of direction of these game management policies and practices results in the short term planning and management decisions based on economics, rather than the well-being of a public resource, and WHEREAS the public deserves to have a stake in the fish and wildlife management of this province today and for generations to follow, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation strongly urge all levels of the provincial government to adopt a Public Trust Doctrine to protect the wildlife and fisheries resources of this province WILD BOAR FARMS Region 4 WHEREAS there is a serious problem with introduced non-native wild boar in the province of Saskatchewan, and WHEREAS a percentage of the boars are continuing to escape from farms, and WHEREAS if the wild boar population is left uncontrolled, birds, wildlife and the habitat they live in will be seriously devastated, therefore BE IT RESOLVED that the provincial government eliminate wild boar farms, giving proper compensation to the farmers that own such farms.

13 PAL (Possession & Acquisition License) Region 2 (Witchekan) WHEREAS the initial PAL application requires a criminal record check and proof of graduation from a firearm safety course, and WHEREAS the PAL can be revoked at any time, if holder has shown themselves to be a danger to themselves or others, and WHEREAS the holder of a PAL can become an instant criminal by simply forgetting to renew their PAL, therefore BE IT RESOLVED that the Saskatchewan Wildlife Federation strongly urge the federal government to remove the requirement to renew the Possession & Acquisition License (PAL) and make it a lifetime license, unless revoked by the courts. BD13-1 AMENDMENT TO THE ENVIRONMENTAL ASSESSMENT ACT BE IT RESOLVED that the Environmental Assessment Act be amended to include mandatory disclosure of public comments within a 30-day period after the public consultation.
