Please make sure to let us know of any changes to your executive by calling or ing SWF Central Office. This is most important for mail outs and s. Life Insurance Members can get $10,000 life insurance at a reduced rate, added to the comprehensive insurance already included with their SWF membership. Details and applications are available online on our website. Just a reminder about the Great Western Brewery Opportunity for fundraising banquets, fish fries, BBQ s, and other events for all Branches. For every case of Great Western Beer (12- pack) purchased your Branch will receive a $2 rebate and Great Western will contribute $1 to SWF provincial programming. Your invoice must show exclusively Great Western Products. Send receipts from beer purchases to Central Office. We are having issues with the memberships being turned in late in the year, or the next fiscal year, when they are purchased early in the previous year these members do not have any insurance coverage and do not receive any of the benefits they were entitled to. There would be liability issues if one of our members had an insurance claim, and we had no record of their membership. Please contact your membership salesmen at least once a month and collect the sold memberships stress that the whole book does not have to be sold before they turn them in. 2 BRINGING YOU THE FACTS Greg Illerbrun, SWF Firearms Chair Good news, C42 has finally received second reading and the Commons Committee Hearing was held in the last week of April. Following is the report I made to the House on your behalf: Mr. Greg Illerbrun, Saskatchewan Wildlife Federation Firearms Chair to Standing Committee on Public Safety and National Security Thursday April 30, 2015 Regarding BILL C-42 - An Act to amend the Firearms Act and the Criminal Code and to make a related amendment and a consequential amendment to other Acts Mr. Chairman, Honorable Committee members and fellow witnesses, it is an honor to speak to you today. I am a former RCMP officer as well as a past president of the Saskatchewan Wildlife Federation, one of the largest wildlife organizations of its kind in the world. I am also a family man and I share the shooting and hunting sports with my wife, daughters and grandchildren. I have been the Chair of the Saskatchewan Recreational Firearms Committee for over 20 years and continue to work with firearms groups, local government and the Federation of Saskatchewan Indian Nations. These organizations comprise everyday people interested in the outdoors and the legitimate use of firearms. The thousands of people I represent support the total repeal and replacement of The Firearms Act with a new Act. We want a new Act that provides a common sense approach to firearms ownership in Canada. Therefore we do support the measures being brought forward here today. But please understand this. Respectfully, there is much more work to be done. Let us look at The Firearms Act of today: - First of all, under this legislation and even with the amendments proposed today, all firearms owners are deemed criminals if they possess a firearm. That licence is nothing more than a five year permit that prevents you from being charged with the criminal offence you are committing. At the whim of government, it can and will be revoked or it can be made very difficult to obtain or renew. Without a license, firearm owners have no defense for the crime they are committing. Firearms licenses must be made valid for life, unless the individual has lost that right through a criminal act. - Secondly, The Firearms Act continues to use the criminal code in the wrong manner. The government keeps trying to address the criminal use of firearms through licensing provisions. Now, everyone is in favor of new laws to stop domestic and gangrelated violence, BUT we must not do so at the expense of hundreds of thousands of legitimate firearms users in Canada. Criminal activity should be dealt with by severe penalties under existing criminal code provisions. Legitimate firearms owners are not the problem. Firearms licensing should not be under the criminal code. As I speak to fellow Canadians today, I understand that there is a serious disconnect between legitimate firearms users and those for who the very mention of the word gun strikes unwarranted fear into their hearts. Sadly, this is a reality which is continuously fueled by a politically motivated and sensationalist media agenda. Tabloid journalism is the order of the day. Grab a headline by using the word gun. I challenge any and all of you to recall one media broadcast of a positive story concerning firearms use. What should be regulated through rational application of facts, is too often driven by fear and emotion. We are continually reminded that it is impossible to legislate against insanity. The firearms community has a long tradition of responsible firearm use in Canada not crime. The Dominion of Canada owes its very roots to a rich and diverse cultural history built upon the hunting and trapping traditions of over 300 years. That is why legitimate firearms users will NEVER compromise nor agree to give up their basic right to own and use firearms. Legitimate firearms users are not the source of firearms crime in Canada. That is a statistical fact. Today s measures do represent common sense improvements. And for that, I thank you. However, I m here to remind you of your promise, which was to repeal The Firearms Act not try to fix it. Legitimate Firearms Users are ready to get to work. We will help you foster the discussion and assist in creating a common sense Act that stops criminalizing the traditional lifestyle of legitimate firearms users in Canada. Thanks to all the people who brought their trophy heads and antlers to make an awesome display, you did us proud. Last but not least, THANKS to all the Henry Kelsey people who worked to make our display so spectacular, from the unloading to the loading at night, setting everything together to make our awards so special. I am so proud to be a part of all of this, and each one of you are special - THANKS. The SWF will be developing a set of guidelines for the clubs who wish to hold the annual Angling & HK Big Game Awards Banquet, giving clubs the opportunity to decide if they have the facility and motel rooms to accommodate this evening. Currently we are trying to alternate it from south to north or in the middle (next year s banquet will be in Assiniboia, April 2/16). Please remember to take care when taking pictures of your trophy as we need you to be aware we will be looking for pictures for the next record book in Basic things - no blood, no riding the animal, don t use the antlers (horns) as a gun rack, keep the tongue in the mouth, and make sure you can see the antlers and horns. We will be panel measuring the top 3 heads in every category plus the top entry for best overall starting this fall. That means if your entry falls in the top 3, you will be asked to have it panel measured. If someone does not want to have their entry re measured by the panel, it will still be entered into our record book, BUT it will not be eligible for awards. Shrinkage will be taken into consideration upon panel measurement, and all attempts will be made to ensure the trophy owner can be accommodated to minimize the inconvenience. Branches - if you have someone who is willing to become your branch measurer it would be great if you were able to supply them with a start- up measuring kit (book, tape, ruler, etc). This would mean they would start with the proper equipment and would show them you appreciate their efforts in measuring your club entries. We still have H.K. record books available for the SWF office for $20.00 plus GST and postage. Take a youngster hunting for a day - it will give you as much pleasure as it does them.
