Normally we do not shoot in March because of overlap with the Cactus. We had 18 shooters and used our new format; both 200 s on Saturday and both 100 s on Sunday. Worked out well and went pretty quick. Weather was in the 60 s shifting left to right. Special guest was Dennis Spence visiting from Montana. Greg Wilson set a new Range Record in the HV 100 with and shot a rare screamer at.093. Congratulations to Greg Wilson - he set the bar high! 6 6 Precision Rifleman Jeff Summers Shines at the Shamrock 2012 The 11th annual Shamrock Shoot in Dublin Georgia had ninety shooters participate in the two day event. Saturday was the LV and HV at 100 yards and Sunday was the HV and LV at 200 yards. In the end, Jeff Summers bested 90 of benchrest s finest and won the 2012 Shamrock, while Jim Carmichel shot a possible world record aggregate in the LV 100 event. Jeff Summers won with a grand aggregate of Jeff was also the most consistent shooter over both days. He stayed under for all aggs with all other challengers having at least L-R Fnt: Jack Neary, Lee Hachigian, Matthew Keller, Allen Arnette L-R Back: Roger Avery, Jim Carmichel, Mark Harpenau, Jeff Stover, JD Denoff one agg above His aggs were for HV100, for HV200, for LV100, and for LV200. This was Dublin s first time as a World Team qualifier. This year the shoot was held the week after St. Patrick s Day since the Cactus was two weeks earlier. This gave travel and rest time for those wanting to shoot both events. It was the first time shooting at the Shamrock for many competitors. Four relays were run with very few surprises. One major surprise; however, came Saturday afternoon when it appeared Jim Carmichel had broken both the heavy and light varmint record in that morning s LV100. This helped Jim place 3rd in the LV Grand. The current world records are for LV100 held by Jeff Fowler since 1994 and for HV100 held by Rex Reneau since To certify the world record, the targets and moving backers are sent to the Measuring Committee according to section D14 (Procedure for Official Recognition of a World Record) of the rules. Shooting and writing legend Jim Carmichel was the Shooting Editor for Outdoor Life magazine from 1971 to It is fitting that the man who wrote the BOOK OF THE RIFLE should set a world record with one. Jim also served on the NRA Board of Directors for 12 years and has authored five books. He started shooting Benchrest in the 70s. The barrel was only three days old. It was tested on Monday before the shoot. It was mated on a 10 year old rifle with a Terry Leonard stock and chambered by Dwight Scott. I asked Jim Why do you like Benchrest shooting? His humorous answer was It s something an old guy can do. Followed by his more serious answer of I like the technology. He attends about three shoots a year. His motor home has a reloading area as the centerpiece of the interior. Jack Neary gave a talk Friday after the bench draw with about 24 people in attendance. At the end of the talk each person received a free pound of N133 powder. The topics covered included brass prep for the Lapua 220 Russian, Tuning with VihtaVuori N133 powder, match strategy as well as understanding and using mirage. Jack proved he knows what he is talking about by winning the HV200 on Sunday morning. Saturday s weather was uncommonly calm for March in Dublin. Occasional sprinkles in the morning helped clean Roger Avery sporting his Lucky Lebrechaun attire the dust and pollen from the air. This was a welcome relief for everyone. Matthew Keller sang the National Anthem at the Opening Ceremonies. Matthew also placed first in HV100. Roger Avery placed 3rd in HV100 with the help of his lucky leprechaun hat. Sunday s weather was clear with high winds expected at Dublin. The small groups were Ralph Milton.083 for LV100, Harley Baker.042 for HV100, JD Denoff.230 for HV200 and Jeff Stover.240 for LV200. Twin Oaks Range in Dublin Georgia has 42 camping spots with water and electricity hookups. Bathrooms with showers are attached to the building with a full service kitchen and dining room. Breakfast and Lunch was served on Saturday and Sunday. Tickets were sold for the Saturday night steak dinner. 8 8 Precision Rifleman Ed Adams Takes Top Honors at the Cactus Classic 2012 This year s Cactus had a little bit of everything for the shooters. According to Marty Childers, the conditions were nothing short of tricky. Left, right, head and tail wind all in the same match! Vertical the likes of which he had never seen - both days. Couldn t shoot the blow and couldn t shoot the lull - whats left? Lots of guess work. This made for a fun and challenging match. A huge congratulation to Ed Adams. What a job he did. You must understand that the conditions were less than stellar. On Sunday at 200, the wind would lull you into believing it was a good time to pull the trigger but the 1.5 inch groups would argue. Many outstanding shooters were caught in this trap. Head wind, tail wind, Left, Right, Quartering. Pick your poison - all in the same Match! #@%&$! I didn t know Benchrest Shooters used those kinds of words! A big thank you Walt Berger for throwing a great supper and Gary Ocock for the smooth as silk match. 9 May, 2012 Precision Rifleman 9 Part 1: Will You Be A Referee? by Joe Krupa Competitive Benchrest is a game of rules. Without them it is like organized confusion. In order to effectively run a registered match, you need to have knowledgeable and ethical referees and apply the rules of the game in a manner so that the end result is fair and the entire number of competitors at a match is not compromised to the benefit of a single shooter. The intent of this article is to go over several situations that a referee would encounter at a typical benchrest match and how rules of the NBRSA (and the similar IBS rules) apply to those situations. I can t be all-encompassing in this article, but I will try to cover much of the pitfalls and how the rules help to steer through those areas. The Match Director - First, the match is run by the Range Director. It isn t run by the Regional Director or any officer of the governing organization. The situations that the Rule Book doesn t cover are left up to the discretion of the Range Director. In addressing those situations, the Range Director should consider that the entire group of shooters at the match shouldn t suffer because one shooter thinks that a rule or decision is unfair or not applied correctly. Many of our members travel long distances to come to our matches and they deserve to have a fair and evenly-run match. People vote with their feet if a match isn t fairly conducted. The Range Director should have a copy of the current Rule Book at the range during the match. We are currently on revision number 37. If not, the Region Director or NBRSA Business Manager can provide a copy. The Regional Director - Again, the Regional Director doesn t run the match. His or her job is to ensure that the match is run according to the Rules and is the arbiter of situations where a competitor believes that a rule is not applied correctly. When a protest is filed, the Regional Director should advise the competitor of his or her rights and accept the protest in written form within the time frame as required by the Rules. Typically, the Regional Director isn t a referee, but in limited situations he may be asked to comment on a rule or appoint an alternate when the situation involves another referee. The Regional Director should have a current copy of the Rules in his possession at every registered match as well as the official weights to check the accuracy of scales for weighing rifles and the official stock width measuring tool. The Regional Director is also responsible for collecting, preserving and remitting potential world records and should have a copy of the world record submission form with him at the match. When a potential world record has been shot, the Regional Director should collect both the targets and the moving backers, have the referees sign the targets and backers and ensure that they have not been tampered with. In the case where a grand aggregate record may be chased during the first day of a class (typically 100 yards), the Range and Regional Director may collect and secure the targets for that aggregate and hold them until the second stage (typically 200 yards) is shot the following day. For example, at the 2011 IBS Nationals at Holton at Heavy Varmint 100, we pulled the top three finishers targets and backers at the end of the first day in the event that the 200-yard stage would produce a Grand Aggregate world record attempt. Point being that common sense and the intent to protect every situation where a potential world record could be shot should be the controlling factors. Once the targets are touched by a competitor the opportunity is lost. Before the commence fire command - Before the commence fire command is even uttered, there are some important rules that should be applied. According to the NBRSA rules the Regional Director is supposed to appoint a Head Referee who then chooses two additional referees. In some limited cases, the Range Director may choose the Head, but the Director has the final say. This may not seem like a big deal at the front end, but if a contentious situation arises later during the match, it is always better to have the match run according to the Rules so that the entire number of shooters isn t impacted by circumventing the Rules to the benefit of one shooter. Also, a referee is supposed to be present and control the process of drawing benches. This is to ensure that no Continued on Page 14

In practice, the Range Director or one of his helpers often handle the bench draw, but this is a situation that opens the door for someone to be upset later. It is always better to handle things by the Rules so that shooters don t get upset later. I have only seen two situations where a fight nearly broke out at a match: setting flags and drawing benches. If the Range Director and referee presiding over the draw want to maintain ethics (and keep shooters coming back to their matches) it is a very good idea to ensure that the draw is fair. Often some shooters will ask to be on someone s bench or flag rotation. It is up to the Range Director to allow and ensure that this is done fairly; there is no specific rule to cover this in either the NBRSA or the IBS. One time at a match that I drove 300 miles to attend, the Range Director had a lottery bench draw. It seemed quite fair in that he had the draw at 6:00 PM on the Friday before the match and the order in which the draw was performed was the order in which the shooters signed up; first come first draw and so on. That particular range had one much protected side and in the past, a former range director and his shooting buddy always had the favored bench. (The new Range Director took specific steps to ensure that nobody had an advantage out of the bench draw process). Anyway, when I drew Bench One in the blind draw I had at least 20 shooters jump up at that instant and ask to shoot behind me on my flags (and bench). Two other things that may be better handled by the referees prior to the match starting are weighing guns and checking for proper flag setting. It is every competitor s obligation to make sure that his gun meets the weight and dimension rules for the class that is being shot. There is no specific rule in either the IBS or NBRSA that guns must be weighed; however the NBRSA Minutes from prior years state that at least five rifles should be weighed in order to ensure compliance. The last few moments before the first shot is fired often are hectic for competitors, but I always believed that weighing rifles before the start of the match was easier on both competitors and referees. I have only seen one time when rifles were weighed in heavy varmint and that was because the referees forgot to weigh rifles for light varmint. That being said, it still is the competitors obligation to ensure rifles are in compliance. Every World Team competition and most Nationals that I have competed in rifles were weighed and often dimensionally-checked prior to the start of the match; in fact the World Team matches checked every gun every day for these. I won t get into the dimensional rules of both organizations (which differ slightly) in that they are somewhat complex and it is my experience that most of the name stockmakers and benchrest gunsmiths put out rifles that meet these requirements. The other pre-match check that benefits shooters and referees is to check that flags are set at the proper height and that there are no shooters lane violations. As far as height, both organizations rules prohibit the flags to be taller than a line between the top of the bench and the bottom of the target frame. NBRSA adopted the rule that the competitor s flags must stay within a lane whose boundaries are lines that extend from the middle of the width between the targets and the benches on both sides of the specific bench from which you are competing. It is much better to check these two things prior to the start of the match so that the competitor has a chance to fix a violation. Otherwise, the only option available once the match has started is to have a referee lay down a flag that is in violation. Joe Krupa is the NBRSA Eastern Regional Director and member of the US Benchrest Halls of Fame. He has won several State and National championships in both group and score shooting disciplines. He has written several articles for Precision Shooting Magazine and was the 2007 PS Magazine Shooter of the Year. Joe estimates he has refereed over 60 times including Head Referee at the 2011 IBS Nationals.

Is there anything I can use to stop bullets up to 50 caliber besides a big pile of dirt? Dear Doesn t Want To Get Dirty: There is in fact an excellent substitute that you can use and help to clean up your act at the same time. It is those small white bars of cheap motel soap; the ones about the size of a small box of wooden matches. Their wrappers usually bare some French sounding words like Eu De La Fume. They are made either in a mob-run plant in Philadelphia or in the Peoples Democratic Republic of Pacu Gula. They are in stock in huge warehouses and cost about 1/2 cent a piece. You will need about $25.00 worth, some large sheets of plywood and lots of May, 2012 Precision Rifleman 15 Dear Uncle Timmy: Why aren t there any young people in benchrest? Bench Rest Rifle Club of St Louis - Hunter & VFS Bill Haynes sets a new 100-Yard VFS range record! What a great day for a match. We had really nice conditions at 100 yards with light winds. By the time we started the 200 yard match the Wind Gods started switching. We had 10 Hunter shooters, 3 Factory, 13 Varmint for Score and two shooters out of class for a total of 28. We had some new participants and we truly do appreciate such a nice turnout, especially for our first match of the year. In the VFS 100, we had 10 competitors with 250 s and the winning score of X by Bill Haynes, which is now our new range record. Second was Wayne Corley and third Tom Rippee. This was Tom s first ever score match. glue. Cover the plywood with glued on bars of soap. Angle the board so the bullets are deflected into the ground and blast away. They are completely impervious to anything short of a shaped charge. As an added bonus they are waterproof. There is one catch. You must wear gloves when handling the bars of soap as the slightest contact with human skin causes them to shatter. Dear Uncle Timmy: I am going to my next match totally unprepared. My gun is not tuned and I have not practiced at all. Do you have any suggestions for a song I can play while I am on the road to the match to prepare me for what is coming? At 200-yards it was a pretty tight race with Wayne Corley edging out Bill Haynes by a point. In the Hunter 100, the winner was Mark Frost with 250/17x. This was Mark s first Hunter class match and he got off to a good start. At 200 yards the winner was Ron Hoehn who also won the Grand Aggregate, second was Jerry Boom Boom Kloeppel and 3rd Clark Greene. 19 NBRSA News... New Screamer Patches We have a new supply of NBRSA Official screamer award patches - an example of which is shown below. These are held in stock at Precision Shooting magazine in Manchester, CT. This is a joint venture between NBRSA and IBS to provide Official Screamer Patches for exceptional groups shot in competition. Your group must be fired in a registered match with a moving backer (except for 1,000-yard matches). There is a limit of two patches per year for any one shooter.
