4 MISSION STATEMENT, VISION & VALUES Mandate 4 MISSION STATEMENT Judo Ontario is an association where dedicated volunteers and professional staff provide leadership, athlete development and the promotion of a positive Judo experience for all Ontarians. VISION To be the leader in Canadian Judo, tripling our membership, increasing our membership services and dominating competitively on the national and international scene. 7 2014 FINANCE REPORT Submitted by Rudy Fischer 7 Judo Ontario Finance Yearly Report (based upon unaudited financial results) Although we had a profitable year, it was not without its challenges. Cash flow management continues to remain a challenge in the early fiscal year (April July). Although revenues are higher than previous year, it has not achieved the levels from FY2008 through FY2011. The main contributor to falling revenues was shrinking grants reducing from an average of $200K+ (FY2007 FY20011) to $56K average FY2012 through to FY2014. Nevada revenues more than doubled to $149K from last year ($68K) and achieved its highest levels since FY2008 ($183K). These monies can only be used in delivering judo programs aimed at promoting the health of our youth members. Revenues from programs fell from $210K to $132K mostly due to fewer Judo Ontario run tournaments such as hosting the Canadian Nationals. Membership numbers were lower and fell from FY2013 of 3,263 to FY2014 of 3,015. FY2012 had a membership level of 2,907 members. Revenues from membership increased more in line with FY2012 but there was a shift in membership towards to lower paying recreational category. Accomplishments for the year include 1) the establishment and setting up of a separate bank account for the Referee Development Fund, and 2) migration of our bookkeeping application to the cloud. The Cloud Accounting Application will increase access to information for key executive on an as-required basis and can be accessed anywhere. This will significantly improve the level of service that the accounting and finance group can provide the executive of Judo Ontario. As Judo Ontario continues to rely less on government grants as a key source of income, the only other place to keep the organization operating to deliver programs to its membership is through membership fees and program revenues. As most programs operate at or below break-even, this means shortfalls in revenues can only be made up with increased membership fees. 23 2014 PRESIDENT'S REPORT Submitted by Brian Kalsen 23 The achievements of an organization are the results of the combined effort of each individual ~ Vince Lombardi ~ As of September 2 nd, 2014 Judo Ontario has been relocated to the Toronto Pan Am Sports Centre at 875 Morningside Avenue, Toronto. The office space has proven to be a considerable cost savings for Judo Ontario from our current location. Our new Training Centre has more than double our current training area and meets all of the requirements to be a Judo Canada Regional Training Centre. Although the JCCC served us well, the opportunity of moving our office and athletes to a world-class facility was one we could not afford to pass up. With the CSIO as one of our neighbors, it was a great opportunity to take full advantage of all the services it offers. We would like to thank the JCCC Board of Directors and staff for their support over the past two years and will be looking forward to continue working with them. Since the hiring of Technical/Coaching Director, Judo Ontario can now give our High Performance athletes the coaching support they need in order to move to the next level. With the development of our High Performance Program, Judo Ontario has becoming a Judo Canada Regional Training Centre (RTC). The development of a High Performance Management Plan and the international success of our athletes have enabled us to develop a strong partnership with CSIO. Judo has recently become one of 18 sports identified as part of the Ontario High Performance Sport Initiative (OHPSI). This has given our athletes increased funding and the opportunity to be part of TPASC. During the Base Funding ranking process in 2009, Judo Ontario was ranked 55 out of 62 recognized sports in 2011 we moved to 32 out of 60 sports. In 2014 we are now one of 18 sports, out over 84 who have been identified as part on the Ontario High Performance Initiative (OHPSI). Over the past year we received a $26,000 OHPSI Grant, a $19,000 grant from Quest for Gold for a Team Development Grant, $20,000 for hosting the Ontario Open as a Pan Am Test Event and a long term OHPSI investment of $33,000.

24 Our athletes also received $90,000 from Quest for Gold that was disbursed directly to 22 athletes. Judo Ontario went through a hiring process to hire and Executive Director this year but was unsuccessful in finding a suitable candidate. We were fortunate to have Steve Sheffield step in. He has been working part time for the past 6 months looking after all of the office and programming support that is needed 3 days a week. I would like to thank both Steve and Pedro for all the great work they have done through out the year for Judo Ontario. Since Judo Ontario has been running in a deficit year after year. In 2011 were able to show a little profit and this year an even larger profit. Both times our profits were mostly due to spending less revenue on staffing. This is not our preferred way to operate, as it has had a negative impact on membership services. 24 Note: April 2013 March 2014 is unaudited and is subject to change Recreational fees have only been part of the fee structure for the past 4 years. They were brought in on a trial basis to encourage clubs to register all of their members. It is mandatory that all clubs register all of their members. Instead of increasing our numbers by having clubs registering those members who had not previously joined Judo Ontario, many judoka moved from the Full Membership to the Recreational Membership, which created a loss in revenue for Judo Ontario. We spoke to this at last year's AGM and encouraged clubs to register all of their members and take advantage of the Recreation Membership before we would start auditing clubs to assure all of their members were registered. The Insurance fees and coverage for Recreational Membership and Full Membership were different in scope. As President, I have now completed the maximum two terms in this office allowed by our constitution. I want to take this time to thank every one for all the support I have received from our members, board of directors and all of our partners over the last 4 years. Without your support we would have not been able to achieve the success and growth that has taken place in this time. I want to make a special thanks to my friend and past fellow board member, Tom Kasprzyk, who played a large role on convincing me to take on this journey. 25 2014 VP MARKETING REPORT Submitted by Chris Brown 25 Dear Members, With the loss of the Judo Ontario office administrator, the board opted to take advantage of an offer from Judo Canada to assume membership administration and certain office duties on a trial basis. If successful, the arrangement would have been a significant savings to Judo Ontario. Within a few weeks it was apparent the arrangement was not working and duties were shifted back to Judo Ontario with Steve Sheffield taking on a part-time role at the office and myself sharing much of the member administration and reporting. Consequently, there was limited time for recruiting for marketing committees and I assumed direct responsibly for most marketing areas. I would like to thank Greg Butrey for continuing his excellent work as Media Chair, which has helped raise the profile of our sport in communities across the province. I'm pleased to present the following details of marketing projects/activities and the Media Report for the season. Fundraising Advertising & Sponsorship Programs A Judo Ontario advertising and sponsorship program was developed for the season, which established opportunities and rates for online advertising event sponsorship. While the program rates were based on market research, discussions with potential advertisers/sponsors revealed the programs were complex and rates were much higher than they were willing to invest. A simplified structure for 2014 with lower rates for the season has been developed submitted to the board for feedback/approval. COMMUNICATIONS List Compliance & Activity On July 1, 2014, the Canadian Anti-Spam Legislation (CASL) came into effect. This prompted Judo Ontario to change the way people were added to the list to ensure compliance going forward and provide a better experience for our membership. People must now actively sign-up to receive Judo Ontario blasts and also set their preferences for the kinds of s they wish to receive. Through multiple blasts and Facebook posts, members of the old list were asked to confirm their subscription by signing-up for the new list. The old list had just over 3,300 subscribers and, as expected, the new list now has just over 800. This was expected as there were only about active subscribers on the old list (meaning people who opened/clicked on blasts). So far, recipient engagement has essentially doubled with the average open rate has increasing from 26% to 40% and the click rate increasing from 3% to 6%. sends averaged about 1 per week over the last year.

26 26 Website Traffic Overall website traffic was down about 15% from the previous year. This is due to a number of factors including a decreased frequency of blasts, a shift in some traffic to the Judo Ontario Facebook Page, and Judo Ontario not running the Spring Ontario Open. With the proliferation of people reading and browsing the web on their smart phones and tablets, our traffic from mobile and tablet devices is a significant portion of our traffic, and it's increasing. This past year, mobile traffic increased to 17.8% of all visits and tablet traffic increased to 10.15%, representing a year over year increase of 18.2% and 42.12% respectively. Our current website is over 8 years old and is not optimized for mobile browsing. Clearly, the accessibility of our website via mobile devices is increasing and options to enhance our mobile accessibly will be explored. Sources of Traffic The chart on the right illustrates how people are finding our website. While most visits come from search engines (eg. Google), 22% of our website traffic is generated by our outbound marketing communications channels. This is our first full year in using any social media, but so far seems to be successful in generating traffic to our website, especially considering that many posts are short notices without links to our site or are links to articles on other websites. Approx. 98% of our visits from social media is from Facebook. Referral, 6% Direct, 17% , 18% Social, 4% Organic Search, 56% Organic Search Direct Referral Social Social Media Our social media traffic is expected to increase significantly over the coming year as Ontario will play host to the 2015 Pan Am Games and international interest in our Facebook page will increase. Our Facebook Page like count has gone from approx. 150 last summer (when the page was only a few months old) to over 1,700 and counting with over 1,000 likes coming in this summer. The Judo Ontario Facebook Page like count has surpassed now Judo Quebec (about 1,300). The Judo Ontario Facebook group also continues to gather members and currently has just over 1,700 members and counting. The group is a place for people to discuss all things judo and is moderated by Kevin Ausman. WEBSITE DEVELOPMENT Online Member Database Improvements Early in the year, some minor but important changes were implemented to improve the forgot password utility, which greatly reduced the number of duplicate profiles created in the

27 27 database. Additional changes were required in how the website handles member sign-up and registration to put more control of member's data back in the hands of Dojoshus and better enforce Judo Ontario policies. Dojoshus have been made aware of these changes in advance and they are being implemented in time for the season. The new profile creation process is being changed to deter people with existing profiles from creating new ones and the new profile form was simplified to avoid some common data entry errors. Clubs will need to perform a one-time verification of NEW people creating profiles in the system before the member can pay their annual registration. Some other minor improvements in the back-end membership management interface are also being implemented. Sport Promotion Aside from social media, website, and sport promotion efforts, there were several opportunities to perform judo demonstrations to the public. However, most of these opportunities were on short notice and Judo Ontario was only able to perform one demonstration at the OFSSA high school wrestling championship at the Hershey Centre in Mississauga. The demonstration was outstanding providing a excellent representation and explanation of judo. I would like to thank Cliff, Brandon, and Kathy Redford for their efforts in representing both our sport and Judo Ontario with distinction. 28 Media Report Submitted by Greg Butrey 28 We have had considerable success increasing our media exposure this year, and building expanding relationships with key media players. Having expanded our local and provincial newspaper contacts, I am very pleased to see that some clubs are successfully presenting their athletes and events to their local papers for coverage. The groundwork done for many years is now bearing results and the athletes are the benefactors. We appreciate very much having Rogers Television as a part of our media team. This year they have given us the opportunity to do many in-studio interviews across the province for our tournaments and special events. It was especially good to have their coverage of Duncan Vignale s Hachi-Dan promotion in a delightful interview with Duncan Vignale and Bill Doherty on Seniors Live in Oshawa. Rogers also covered the Tora Club s 35th Anniversary Tournament and were in attendance to do a live taping. I thank Sensei Duncan Vignale for offering his knowledge and experience in the role of commentator, making the show a success. Rogers also produced a televised interview celebrating Fran McCrodden s many years serving our judo community. 680 News Radio (part of Rogers Corp) also interviewed Fran on their Good News weekly broadcast. Rogers is also in the planning stages for next fall s Ontario Open and I hope to be able to confirm they are a part of our event soon. Looking farther afield, our Regional television coverage has been exceptional. Virtually every tournament in Ontario has had television coverage from CTV and City TV, broadcast across the province. We are expecting this to gain momentum for the Pan Am Games next year. In closing I hope that the mutual trust we have built with the various media groups continues to grow to the benefit of judoka of all ages. 29 2014 VP TECHNCIAL REPORT Submitted by Aartje Sheffield 29 Progress is impossible without change, and those who cannot change their minds cannot change anything ~ George Bernard Shaw Overview In the past two years, Judo Ontario became the first province to create a Provincial High Performance Training Centre that was successfully opened at the Japanese Canadian Cultural Centre. The High Performance Training Centre provides the High Performance Team Members the opportunity to train 4 times per week, in addition to their own club trainings. Following on our work with Dr. Peter Davies in the development of the Judo Ontario High Performance Management Plan, Judo Ontario was then permitted to submit an application for OHPSI (Ontario High Performance Sport Initiative) funding. Because of the depth of the plan and the strength of Judo Ontario s application, the organization was able to secure OHPSI funding for the first time in Judo Ontario s history. Building on this success, Judo Ontario was then able to apply for core sport status. This application was also successful, making judo one of only 18 core sports in Ontario with the CSIO (Canadian Sport Institute of Ontario). This represents an unprecedented success for the organization and for our athletes. Because of the core sport status, Judo Ontario was then allowed the great opportunity to relocate the High Performance Training Centre and Judo Ontario office to the Toronto Pan Am Sport Centre (TPASC) in Scarborough. TPASC is also the new home of the CSIO. The Toronto Pan Am Sport Centre (TPASC) is a world-class facility, the largest sport new-build for the 2015 Pan Am and Para Pan Am Games and the largest investment in Canadian amateur sport history. These recent events have changed the trajectory of High Performance Judo in Ontario and bring great promise for our future as a sport. Additionally, Judo Ontario has maintained the monthly provincial trainings and the monthly Open Mat trainings. This provides the opportunity for all athletes who wish to have more high performance trainings. In the past two years, Judo Ontario athletes have had considerable success at the international level. Among the highlights are Kelita Zupancic s attainments of #1 in the IJF rankings and Jessica Klimkait s first-ever Canadian World Championship Gold Medal in any age group. Another Canadian first, was the gold medal finish by Shady El Nahas at the 2014 International Masters Bremen in the U18 age group. As a Provincial Sport Organization, we are very proud of these accomplishments as well as the many other achievements of our Judo Ontario judoka. Additionally, Judo Ontario would like to acknowledge the successes of the VI team. Ontario VI team members include Tony Walby, Alex Radoman, Priscilla Gagne, and Coach Mitchell Kawasaki.

30 30 The team had a great year of Para results and activities beginning with last year s German Open where Tony Walby took a bronze medal as did Justin Karn. In the 2013 Para Pan Am Games, both Tony Walby and Alex Radoman finished fifth. At the 2014 German Open VI Alex Radoman took silver, Tony Walby finished with bronze, and Priscilla was 5th. The Brazil Grand Prix saw Ontario VI athletes get more great results with Priscilla Gagne getting silver, Tony Walby finishing with bronze and Alex Radoman ending the competition with a fifth place finish. At the World VI Judo Championships, Tony Walby had a fantastic 7th place finish while Alex Radoman finished 9th. It is evident that Judo Ontario has a very successful and talented VI Judo Team. Congratulations to all VI athletes and thanks to Coach Mitchell Kawasaki. With the inclusion of VI divisions at the 2014 Ontario Open, we should be sure to see a great VI competition. The Technical Chairs are as follows: Coaching Development Committee Tracy Angus Grading Board Mitchell Kawasaki High Performance Committee Steven Sheffield Quest for Gold Committee Pedro Guedes Coaching Development Judo Ontario implemented the following coach training and certification courses from 1 April st March Three coaching courses were held last year. In total 38 coaches were trained and 27 coaches from previous courses were evaluated and became certified Dojo Instructors. Courses were held in Burlington (Central West Region), Kitchener (South West Region) and Thunder Bay (North West Region). Additionally, two Ontario Learning Facilitators attended an LF PD Course and Facilitator training in Ottawa February Grading Board In the season, the Judo Ontario Grading Board held two grading s, one in October 2013 and the other in April Congratulations to all successful candidates. VP Technical Activities In addition to overseeing the various committees in the technical portfolio, some specific activities performed by the VP Technical included: Helped with preparation of the Base Funding Report. Prepared and presented the application for the OHPSI grant funding. Presented to the CSIO, Judo Ontario s application for core sport status Assisted with the preparation and submission of the 2014 Sport Priority Funding Application Attended meeting with 2015 Canada Winter Games mission staff Provincial Coach at 2014 National Championships July 2014

34 2014 VP REGIONS REPORT Submitted by Steve Campbell 34 Judo Ontario Members, Judo Ontario is moving forward quickly! New premises and a new training centre are among the many accomplishments, along with terrific results by our athletes at home and internationally! Your Judo Ontario Executive has worked hard and I say thank you for many outstanding results and the path forward they have created. As we consider the future and how to maximize the collective effort of all, I support the motion to eliminate the role of VP Regions and of the Regions themselves. Currently and for the past several years, a number of regions have not had a Regional Director. Regional activity has become limited by historical measures. Judo Ontario continues to create and support athlete/member based clinics and seminars for us. Dojo-Shu s, need only to request an activity and if plans can be made, Judo Ontario will help make it happen. Over the past year examples include; Referee Seminars and Clinics hosted by the Provincial Referee Committee (Thank you to Frank Vossen and Joe Serianni). A Grading Syllabus Seminar to explain the new requirements was supported by the Provincial Grading Committee (Thank you to Kawasaki Sensei and Erdman Sensei). The purpose of the regions has passed its time it seems. Judoka who have been active in their regions, can continue to volunteer and impact the future by participating on committees and chairing same. This is where the future lays. 35 2014 VP OPERATIONS REPORT Submitted by Doug Wilson 35 This last year has seen a lot of changes with Judo Ontario and going forward they look extremely promising. This is the end of my term with Judo Ontario and I will continue to support the forward motion of our executives as we move into the future. I would like to thank the members for allowing me the opportunity to represent them on council. I would like to thank Frank Vossen, Tony Kelly and Kevin West for their work on committee and my fellow council members. With the membership fees this was a transition to align with Judo Canada and bring us along side the other provinces. Risk management is still a huge part of this appointment and will continue to be. I am still greatly disappointed in fellow black belts who continue to allow people on their mats that are not members of Judo Ontario and put our members and themselves at risk. This will continue to be a troubled area as we have dojo shu s that allow this to happen. In the future we need to establish some sort of hard-set rules of exemption for clubs not registering members. 36 2014 VP ADMINISTRATION REPORT Submitted by Mitchell Kawasaki 36 A year has passed quickly and much has happened. We lost a very dear friend in Tom Kasprzyk, former VP Administration. Tom will be sadly missed but his spirit and positive attitude will live on. We established our new HPP and Judo Ontario Office at the new Pan Am Games Centre in Scarborough. We are only one of seven Sports at the Pan Am Centre. This proves to be a huge benefit financially and strategically for Judo Ontario. This coincides with the new National Training Centre located in the Montreal Olympic Stadium. Judo Ontario has achieved many milestones never achieved before. As a CORE sport in Ontario we were recognized and we were able to move our HPP permanently to the new Pan Am Centre for Sport. We will also be moving our Office into the same building, which will enhance our exposure and offer us greater opportunities that we never had before. Sponsorship is a possibility. With this move, we will be expanding our HPP and shifting some of our events and clinics to our new location. We have held over 15 board meetings the past year. Mostly teleconferencing to save money. This has proved to be more efficient and yet unfortunately we must rely upon technology more. In my instance my computer crashed and I lost most of the files that were associated with our meetings. I have been able to piece together what I was able to recover however some files were lost forever. To this end I must apologize to you the members. We continued with two main goals transparency and getting more members to get involved. We still have a way to go but we must continue to put our differences aside and try to work towards a common better Judo Ontario. As you are now aware all positions that were up for election or re-election were acclimated with no opposition. We are considering the elimination of all Regions. We must continue to share expertise and thoughts and create an action plan. We need doers to get involved. We are evolving our Constitution to address changes that make sense for us to grow. I would like to thank the Board members and those who shared their concerns and thoughts. Together we can achieve a better Judo Ontario. 37 2014 VP COMPETITIONS REPORT Submitted by Dave Robb 37 SANCTIONS The Sanctioning Committee continued its work on the Judo Ontario Tournament Standards Policy document, updating our policy to remain in line with Judo Canada s tournament policy. This is an ongoing process as the committee continues to refine the policy to reflect the safety issues that arise, and to meet the new requirements set forth by Judo Canada. REFEREEING One of the highlights of this past year is that a complete CARE system has been added to our inventory. See the refereeing report by Frank Vossen for a more compete summary of this addition. Sadly, we have lost one of our senior referees and a member of the Referee Committee, Tom Kasprzyk this past spring. He will be greatly missed from our community. TOURNAMENTS The Ontario Youth International, hosted by the Ajax Budokan club was quite successful this year. My thanks go to Karl Doherty and his crew for this successful event. The Ontario Team Competition was also, for a second year in a row, a very exciting and successful competition. Again four teams competed to claim the team title. The Ontario Summer Games was a great disappointment. Because the Board decided to withdraw from these games, I believe it is important that the membership understand why this happened. With just over 30 athletes registered by the deadline, most from one region, the decision was made to cancel our participation in this event. The main problem for the Judo community is our low numbers of eligible players in the age division selected. The Games officials expect a minimum of 80% capacity from each sport. So where did things go awry? Numbers: In discussion with the HPC and the Ontario Coach, the eligibility was increased from two to three years, because we knew our numbers would be small to begin with. An early (January) inquiry of the database suggested these numbers although this inquiry did not take into account place of residence so the numbers would be slightly skewed in some regions. This inquiry indicated that a total of 116 athletes were eligible to compete in the Games with another 16, or so, potentially eligible athletes who as yet had not qualified (they were orange belts at the time of the inquiry) but might be promoted to green belt and so would qualify in time for the Games.

38 Weight divisions: We are bound by Judo Canada's Tournament Standards. 17 weight divisions are too many for our membership so a number of those divisions go begging, but we are committed initially to fill all the spaces. The Ontario Sport Alliance generously allowed us to add athletes to other divisions to help make up the minimum numbers they expect. With 17 weight divisions in the technical package, there was a potential of 102 athletes participating 17 each from six regions. From past experience, and with supporting documentation from the database, I knew that only three regions could come up with their full complement of players. The remaining regions did not and would not have sufficient players to fill their complements. I anticipated that these unfilled slots would be given to the two largest regions to fill to bring our numbers up to the minimum 78 required by the OSA. Summer and athlete interest: Summer jobs, clubs shutting down for the summer, and athlete's focus on things other than judo all conspired against hosting the tournament. Summer is obviously the down season for Judo in Ontario. Information regarding the OSG's came when most clubs were winding down and our local competitive season was over. Personal contacts with some coaches indicated that the athletes were just not interested. Ontario Sport Alliance timelines: Unfortunately, Judo Ontario can only move as fast as the Ontario Sport Alliance moves, and while I was in contact with them throughout the year, nothing could move ahead without their approval and within their timelines. Our membership was notified within a day of any development affecting Judo that came from the Ontario Sport Alliance. So if our timeline seemed short, and it was, it was in line with the OSA. So why not change the age group from U18 to U16? The simple reason is in the numbers. Ontario does not have sufficient numbers of judokas for this younger age group. There would still be 17 weight divisions to fill. We would still be committed to a minimum of 78 athletes. Because the Ontario Sport Alliance regards these games as high level, potentially becoming one of the qualifiers to national level competition, Judo's withdrawal was inevitable. Judo Ontario has begun lobbying to become an Ontario Winter Game Sport once again and will work on fielding an age group that will give us the best chance to meet our number quota and be in line with the objectives of the LTAD. The summer's outcome was regrettable, but unfortunately reflects our membership realities. The Ontario Open has once again moved to a November date. The move was made at the insistence of Judo Canada. The Ontario Open will follow the Quebec Open with a camp in between the two events. This year the Ontario Open will be a test event for next year's Parapan games. With this in mind, we have added a new category, the Visually Impaired. It is our hope that this will grow to become one of the main events on the world circuit. A grant from the Toronto Pan Ams Games will allow us to up-grade our equipment to international standards. Among other things, we will be purchasing additional rolls of mats to increase the safety area between combat surfaces from three to four meters. 38

39 As you know Judo Ontario has moved to a new facility. This move obligates us to keep one set of mats permanently in the practice dojo. Clubs hosting tournaments must take this into consideration when they make their sanctioning proposals. Only three rollout combat surfaces will be available for competition. The tatami will become available as a fourth combat surface. It is our intention in the future to assume the ownership of the mats after the Pan Am Games as part of our Legacy to Judo Ontario. I would also like to thank the Board members, and in particular Frank Vossen, Chair of the Referee Committee, Gavin Blake, Chair of the Sanctioning Committee, and our office manager, Steve Sheffield, for their support this past year in helping me do my job. 40 Referee Committee Report Submitted by Frank Vossen 40 It is again my pleasure to report the past year s activities of the Referee Committee to the membership at the 2014 AGM. During this past term, the Referee Committee was made up of Bill Doherty, Mike Flynn, Grant Kuramoto, Tom Kasprzyk, Frank Vossen - Chair and ex-officio member Dave Robb, VP-Competitions. In March, the judo community and referees in particular were shocked and saddened to learn that our friend and colleague Tom Kasprzyk had been diagnosed with pancreatic cancer. A group of us considered ways of honouring Tom s many contributions to our sport and organization and with Tom s consent decided to name the annual referee contribution award The Tom Kasprzyk Outstanding Referee Contribution Award. Tom was the initial recipient of the award and it was presented to him less than three weeks before he passed away on June 10. Judo Canada on the advice of the Judo Ontario Grading Board was pleased to award Tom his promotion to Yondan (4 th Degree Black Belt) and it was presented to him that day as well. Tom s personal mantra "Advancing Judo through Officiating" has been permanently inscribed on the trophy and keeper plaque. A large group of Ontario judokas attended the visitation at the funeral home and joined his family and numerous friends in a touching Celebration of Tom s Life service on June 14, 2014 at his church in Binbrook. This sad news was compounded on June 17 when we learned that our friend and one of the Buffalo Boys, Anthony (Tony) Grisanti had suddenly passed way from an apparent heart attack. To honour him, Tony s funeral was attended by a number of Ontario referees and judokas. Both Tom and Tony, two great personalities in the refereeing communities on both sides of the border, will be missed. Rest in Peace guys. The Committee and fellow Ontario referees participated in quite a number of Refereeing activities during the past year. The Judo Ontario Age-Specific Tournament Regulations Matrix was updated several times to reflect the revised IJF Refereeing Rules as well as changes to the Judo Canada agespecific categories and regulations. Revisions and updates to the Referee Committee Policies and Procedures Manual were completed and approved by the Board. The Policy Manual is posted on the Judo Ontario website and was ed to all active referees. As in past years, the Committee continues to support our referees by providing mat side critique and timely feedback at most Ontario tournaments. This program has been well received by our Ontario referees and has resulted in many more of them gaining new or elevated referee credentials. On 8 November 2013, Judo Ontario hosted a well-attended Provincial Rules Clinic in Toronto conducted by National Referee Commission Chair, Mr. Joe Serianni. Although

41 many referees were present, there is still a considerable lack of participation in these clinics by many of our club coaches and dojo-shus. It is equally important for coaches and competitors to fully understand the reasons for and proper application of the Refereeing/Competition Rules and they should all make an effort to take part in these sessions so that any misunderstandings can be discussed and clarified. In the last year, the IJF has held joint Referees/Coaches Seminars and obtained a considerable amount of input from the attending coaches which subsequently resulted in the current IJF Competition Rules. One extremely significant item that came from the above Clinic was that following the Q & A session, Mr. Ken Morley, President of Morley Holdings Ltd. and a black belt with the Kaizen Judo Club, generously offered to fund the purchase of a four-mat CARE (Computer Assist REview) System for Judo Ontario. During the winter, a complete four-mat system was purchased. Thanks again Ken. The system has been operated and tested at several seminars and tournaments. With more experience by our referees, we expect that future tournaments will see the application of CARE result in fewer disputes and better outcomes for competitors. The following day, November 9, the Committee provided mat-side support for our referees taking part in the Ontario Youth International Shiai for U18 and U21 Men and Women in Whitby. The Referee Committee organized another Referee Seminar on 25 January in the JO dojo at the JCCC with emphasis on Referees learning how to set up and operate the newly acquired CARE system. Due to a severe snowstorm that struck Southern Ontario that weekend, attendance was less than expected as many would-be attendees called to say that they were unable to make it due to the road conditions. The small group of 15 referees that did make it, ably aided by IT specialist/referee John Szabo, enthusiastically practised with the new equipment. It was obvious that we all need more of these sessions to become proficient in its application. The new Rules were again reviewed followed by a Q & A session. Committee Chair, Frank Vossen along with Committee Member Mike Flynn attended the Ontario Team Training Sessions at the Tora Judo Club in Brampton on March 30 to apprise our athletes of the latest Competition Rules including Judo Canada Age-specific Regulations. Two separate one hour-plus sessions, supported & arranged by Provincial Coach Pedro Guedes, were conducted for the two groups the U16 session and followed by the U18 and older group to deal with rules specific for each age group. Each session was concluded with a lively and informative Q & A. Later that day we travelled to the JCCC in Toronto where that afternoon we conducted another Referee Seminar and CARE training session to allow those Referees who missed the January session, due to inclement weather, to discuss rule changes and practice with the CARE system. 41

42 On May 31, Committee member Mike Flynn, supported by Paul Kereliuk, conducted a well-received Refereeing Rules Seminar in Ottawa (East Region) hosted by the Lycée Claudel Judo Club prior to their tournament. They also participated in the tournament that followed and helped the East Region referees with mat-side instructions. Ontario Referees attended tournaments all over Ontario, in the US, in Quebec, in BC, in Alberta and Saskatchewan and for that, I want to thank you all for so generously giving of your time and expertise to officiate at all these tournaments with little or no compensation. To complete an extremely successful year of officiating for our Ontario Referees, Judo Canada selected Grant Kuramoto, Mohamad Hassani, Gerald Okimura and Tony Kelly to officiate at the 2014 Combined Nationals in Saguenay, QC in late May. Committee Chair, Frank Vossen, at the invitation of the National Referee Commission Chair attended the tournament to observe the application and use of the CARE system by the National body. We are pleased to report the following referee promotions over the past year and congratulate the successful candidates at International, National and Paul Kereliuk successfully evaluated in November 2013 at the Quebec Open in Montreal and added to the Judo Canada Roster for Referee Eligibility at National Senior Championships. Steve Campbell successfully evaluated in November 2013 at the Quebec Open in Montreal and added to the Judo Canada Roster for Referee Eligibility at National Senior Championships. Mark Burgess Promoted to Provincial A Referee in October 2013 at the Tournament of Champions in Toronto. Doug Sparkes Promoted to Provincial A Referee in October 2013 at the Tournament of Champions in Toronto. Cliff Redford Promoted to Provincial B Referee in February 2014 at the Annual Budokan Shiai in Whitby. Danial Reis Promoted to Provincial B Referee in February 2014 at the Annual Budokan Shiai in Whitby. Eric Guy Promoted to Provincial B Referee in February 2014 at the Annual Budokan Shiai in Whitby. Ryan Edwards-Crewe Promoted to Provincial B Referee in February 2014 at the Annual Budokan Shiai in Whitby. Planned future activities include: Obtain International and National experience and certification for eligible Ontario Referees. Continue to conduct referee seminars and mat-side coaching at tournaments. 42

43 43 Improve our experience with and application of CARE. Our provincial referee population is aging and the rate of new referee recruits is not keeping up to the attrition rate of older active referees. We urge all Ontario dojo-shus to identify and encourage potential referees to join our referee community. It is in best interest of us all to do so if we want to continue to hold tournaments in the province staffed by competent Ontario referees. Improve communication, activity and development at the regional and local levels. A renewed effort to attract competition-experienced women to become referees. In closing, I would like to sincerely thank Bill Doherty, Mike Flynn, Grant Kuramoto and Dave Robb for their valuable input to the Committee and unflagging dedication to the betterment of refereeing in Ontario. 44 2014 JUDO CANADA DIRECTOR REPORT Submitted by Kevin Doherty 44 Dear Fellow Judoka, High Performance Director In October 2013, Judo Canada released Danek Nowosielski from his HP Director duties. Due to a divergence of vision for the HP program and after much consultation with Own the Podium, the position has reverted back to Nicolas Gill as HP Director / Head National Coach. Although this is an unfortunate development in our efforts to move towards the new model, all parties felt it best to move ahead with a proven model for the time being. Assistant National Coaches In July 2013, Jeremy Le Bris took on the duties of Assistant National Coach Women. He arrives from France with a fresh perspective on performance. In September 2013, Sasha Mehmedovic was hired as Assistant National Coach Junior. This is part of a new initiative to support retiring National Team athletes and provide them with an opportunity to earn coaching experience. In June 2014, Janusz Pawlowski arrived in Canada to take on the role of National Training Centre Coach. This successful judoka 5-time Olympic and World medalist between 1979 and 1988 is a tremendous addition to the HP staff and is sure to start a fresh chapter for the new NTC. High Performance Manager Marie-Helene Chisholm returned from maternity leave and, instead of returning to her duties of Assistant Coach, she opted to take on the challenge of HP Manager. Head Therapist Isabelle Pearson has left on maternity leave and Judo Canada and the athletes are very grateful for her work with us. Marie-Claude Dion has taken the position with the team and is already well known by the group. Athletes Representative Guillaume Perrault stepped down from his role on the Board in Shortly thereafter, the athletes elected Alexis Morin-Martel to the position. He is a welcome addition to the board and will be a strong advocate for the athletes. Events Coordinator In March 2014, Stewart Tanaka was hired as Events Coordinator. His main responsibility will be to organize and deliver events for the organization with his first priority to ensure an outstanding Pan-Am Championships in Edmonton in 2015.

45 45 IJF The President has developed very strong relationships with the President (Vizer), Head Sport Director (Barta) and other key members of the IJF Commissions. The President attended the 2013 World Championships in August He attended various IJF Functions and his first IJF Congress. Mr. Vizer was elected for 4 more years. The President met with Mr. Vizer in Fort Lauderdale in January 2014 at the Referee Symposium. They discussed issues of PJC, Kata and the IJF during the brief meeting. The President and the Sec-Gen met with Mr. Vizer in June 2014 at the Cuba Grand Prix. He was invited to attend a meeting in Hungary June 20th,2014 but unable to attend due to Judo Canada s AGM. Discussions were about IJF, PJC and Kata as well as IOC. The IJF President praised Canada and Israel for the great work on development and high performance. He and the IJF President have agreed to meet in the next few months if time permits. In all the Sec-Gen and the President have in the last 2 years, taken Judo Canada to the next level of diplomatic relations with the IJF. Judo Canada will have a bright future with the IJF if we continue on this pathway of development and high-performance. PJC The President spent time with the various countries of the PJC and has developed great relationships with them. The President and the Sec-Gen along with Mr. Grifo attended the PJC Extra-ordinary congress in Ecuador in May Concerns were raised about a three-person decision-making organization rather than the 6+ people currently needed to make PJC decisions. Judo Canada s President has developed excellent ties to the PJC countries and perhaps in the near future, we could see us being involved at the highest levels of the PJC organization. Currently Mr. Grifo is a VP of the North-Central sub-committee as well as on the PJC Referee Commission. Due to no one from the PJC Executive Committee attending the Cuba Grand Prix, there were no meetings with anyone there. Pan-Am Games 2015 The Ontario Open 2014, as a sanctioned Level A event, will be the test event for the Pan-Am Games. The organization of the 2015 Pan-Am Games is well underway with the local organizers and staff from the National office. The 2015 Pan-Am Championships will still be held in Canada thanks to a great bid by the city of Edmonton.

46 46 National Training Centre With the INSQ finishing the construction of the new National Training Centre and a complete team of professionals to work there, Judo Canada will soon have a world-class facility for high performance athletes. The first event to be hosted at the NTC will be the National Training Camp during the first week of August Judo Canada is very thankful for all the years of dedicated work of many volunteers and staff on this file and also for all the support from its partners. Regional Training Centres The advent of this initiative is part of delivering the High Performance Strategic Plan. The plan identified a gap in athlete preparedness between the clubs and the national training centre. This initiative will provide the opportunity for athletes to supplement their training with professionals across the country. RTCs have been already been targeted in Lethbridge, Toronto, Montreal and Halifax. Domestic Competitions The Tournament Commission has approved a new tournament software system and has run multiple tests over the year. Starting in September 2014, this system will used to deliver all National Championships and Level A sanctioned events. The Elite 8 National Championships (U18 and 18 & +) has also been approved and will be organized in Montreal in January Board of Director Meetings The Board of Directors is continuing its work on changing the governance culture of the organization. Risk management, recruitment and succession are becoming the focus in trying to fulfill Judo Canada s strategic plan. The staff structure is much improved and most of the committees have been revised. Through this the board hopes to align the organization with best practice and to engage the judo community. The board has also approved the final changes to the by-laws which will be submitted to this AGM for a vote. These changes are the result of many hours of work by the Legal Committee and will bring the constitutional documents up to the standards of the new Canadian Nonprofit Corporations Act. We continue to require and appreciate feedback from the members on the various issues affect them. With this strong collaboration, the board will be well equipped to tackle the challenges of governance. Nomination Committee In June 2014, the board approved a term of reference and a policy for a Recruitment, Nomination and Succession Committee. The committee is a key governance component that will help the organization to have a more thorough approach to fill key volunteer positions. Creating and using this committee is part of meeting the SFAF requirements and will be chaired by a member of the board. Referee Committee This past year saw a few changes of the Referee Committee s chairmanship. Judo Canada wishes to thank Guy Sunada for chairing the committee since 2009 and for Joe Serianni for

47 47 chairing it for the interim. The nomination committee will be working on filling this committee s chair in the very near future. Awards Committee The award committee had not been in operation for part of the year. Judo Canada wishes to thank Joe Serianni for his time as chair of this committee. The board is hoping to fill the chair position shortly using the new nomination process. Development Committee After reviewing the terms of reference for the Development committee, the board opted to dissolve the committee in October FOLLOW-UP FROM LAST YEAR S SPORT FUNDING ACCOUNTATIBLITY FRAMEWORK (SFAF) ASSESSMENT Last year s SFAF assessment ranked Judo Canada 26 out of 38 summer sports. The immediate impact was the loss of almost $90,000 from our core funding. This assessment will stand until after the Rio Games when the organization will be re-assessed. We are now nearing at the mid-point of the quadrennial. The HP Strategic Plan review is underway and will be completed shortly. We hope that this opportunity, combined with a fully staffed world-class National Training Centre will be part of ensuring a better assessment. The Board is also implementing the SFAF governance requirements. A new nomination committee has been formed to address better recruitment and succession of key volunteer positions. The Board is working hard to ensure a steady and reasoned approach to implement the broader strategic plan of the organization.
