2 Oakville Profile Oakville is the most populous municipality in Halton Region, with a population of 193,832 in according to the 2016 Census. The municipality experienced a growth rate of 6.2% from 2011 to The majority of residential development is currently occurring in the North East Oakville Secondary Plan and North West Oakville Secondary Plan area (ERA118). The Town initiated study of the Merton lands is on hold (ERA114) with the submission of the Bronte Green Corporation development application. The Glen Abbey development application (3,000 to 3,200 residential units proposed) is on hold as litigation and appeals are ongoing as this time. The municipal Official Plan, Liveable Oakville, identifies six growth areas Midtown Oakville and Downtown Oakville (ERA113), Uptown Core (ERA116), Palermo Village (ERA114), Kerr Village and Bronte Village (ERA112) which are to accommodate the majority of new growth and development south of Dundas Street. In addition the Ministry has provided funding for the construction of a new Oakville elementary school (Oakville NE #2) to the east of Dundas St. and Sixth Line. 17 Housing Development This review includes communities new residential development has been completed (Lakeshore Woods) and mature communities (Samuel Curtis Estates, area south of Rebecca St. around Mississaga St.). The area north of Rebecca St. is the Petro Canada Refinery and business employment lands. There is no expected residential development. As of March 2018, there are no active Zoning applications in this area. As of March 2018, there are no active draft plan/site plan applications in this area. Timeline 2013 Purchased Oakville SW #1 ps site. Projections Summary Area Overview This review contains one HDSB owned elementary school block (Oakville SW #1 ps). As of October 31, 2017, 593 elementary students (JK 8 ENG, 2 8 FI, SPED programs) reside in this review area. Majority of these students attend schools in ERA 106 (Mohawk Gardens PS, Pineland PS) or ERA 112 (Eastview PS, Gladys Speers PS, Pine Grove PS). As of October 31, 2017, there are 559 students that attend one of these five schools. The breakdown is as follows: o 9 students at Mohawk Gardens PS (JK 6 ENG) o 2 students at Pineland PS (Gr. 6 8 ENG) o 15 students at Pineland PS FI (Gr. 2 8 FI) o 171 students at Eastview PS (JK 8 ENG) o 179 students at Gladys Speers PS (JK 6 ENG) o 183 students at Pine Grove PS (Gr. 2 8 FI) There is an area that currently attend schools in Burlington (ERA 103 Mohawk Gardens PS and Pineland PS; SRA 100 Nelson HS and Robert Bateman HS). This area is commonly known as Samuel Curtis Estates and is located at the SE corner of Burloak Drive and Lakeshore Road and was the first residential development in this area with no residential development of the Petro Canada lands that are located to the north and to the east of Samuel Curtis Estates. Historically, this area has been directed to Burlington schools because of proximity to existing Burlington schools and relative isolation from the existing residential in the review area. The Petro Canada lands (now known as the Lakeshore Woods community) has recently been developed and many of the homes are now built and occupied. There are 26 elementary students (nine at Mohawk Gardens PS, 17 students at Pineland PS) currently in the Samuel Curtis Estates. Oakville SW #1 ps (proposed) The HDSB is the owner of this elementary school site. The site is 2.3 hectares (5.7 acres) and is located on Nautical Blvd. Oakville SW #1 ps is subject to Ministry funding. The Board will need to initiate a Program and Accommodation Review (PAR) for ERAs 111 and 112 prior to the Board submitting a capital request to the Ministry of Education in order to obtain the requisite funding to construct the proposed Oakville SW #1 ps. Enrolments in ERA 111 and ERA 112 will continue to be monitored. Students in Samuel Curtis Estates are currently attending schools in Burlington and may be redirected to schools in Oakville. There has been interest in redirecting students from Burlington to Oakville schools. Consideration should be given to the potential redirection of this area. 21 Housing Development Bronte Village and Kerr Village have been identified in the Town of Oakville Official Plan ( Liveable Oakville ), as two of the six growth areas where the majority of new growth and development will be accommodated south of Dundas Street. There are development applications in circulation. Additional development applications are expected to be circulated in future. As of March 2018, there are three Zoning applications in this review area. This indicates a potential for the development of 147 medium density and 125 high density residential units in this review area (273 units). As of March 2018, there is a distribution of 627 low density, 126 medium density and 202 high density residential units in this review area (947 units). In 2017/2018, no new draft plan/site plan development applications have been received for this area. The majority of development applications will impact Eastview PS, Oakwood PS and W.H. Morden. Oakwood PS Oakwood PS is currently at 64% OTG utilization and is projected to decrease to 60% by Oakwood PS historically fluctuated between 19% to 38% uptake of SK students that chose Gr. 1 FI. It is projected this uptake will continue with ~30% Gr. 1 students choosing Gr. 2 FI. For the 2017/2018, Oakwood PS was be a JK 6 school. For the 2018/2019, Oakwood PS will be a JK 5 school and will remain as a JK 5 school. In 2018, Oakwood PS OTG is expected to decrease from 360 to 337 where 2 rooms (one supply room and one regular classroom) will be converted to child care space. Pine Grove PS Pine Grove PS is currently at 104% OTG utilization and is projected to decrease to below 100% by 2018 and continue to decrease to 78% by W.H. Morden PS W.H. Morden PS is currently at 141% OTG utilization and is projected to decrease to 116% by W.H. Morden PS historically fluctuated between 29% to 67% uptake of SK students that chose Gr. 1 FI. It is projected this uptake will continue with ~50% Gr. 1 students choosing Gr. 2 FI. W.H Morden currently has 43% of students enrolled in ENG programming (JK 8) and 57% of students enrolled in SPED Gifted placement (Gr. 5 8) For 2018/2019, Oakwood PS will be a JK 5 ENG school and Pilgrim Wood PS (ERA 115) will have Gr. 1 7 SPED Gifted placement with Gr. 8 to be added in 2019/2020. Oakwood PS Gr. 5 students will feed into W.H. Morden Gr. 6 next year and there will be no SPED Gifted placement students feeding into W.H. Morden SPED Gifted placement. 25 Housing Development Downtown Oakville and Midtown Oakville (area around the Oakville GO Station) have been identified in the Town of Oakville Official Plan ( Liveable Oakville ), as two of the six growth areas where the majority of new growth and development will be accommodated south of Dundas Street. There are development applications in circulation. Additional development applications are expected to be circulated in future. o In Downtown Oakville, there are some high density infill development applications in circulation (over 140 units). o In Midtown Oakville, the total number of residential units being proposed and the phasing of future construction are undetermined at this time (potentially 20,000 new residents in this area). It is assumed residential units will be of the higher density type (townhouses and apartment). At this time there is one circulated development application with 552 high density residential units. South Central Public Lands Study includes the three town owned surplus school sites, the former hospital site and the Oakville Arena site including the surrounding park (Trafalgar Park). o The former Chisholm PS site has a development application in circulation to allow the creation of nine detached residential dwellings. o The former Brantwood PS site is still under study. o The former Linbrook PS site is a private school. o The former hospital site is scheduled to be demolished starting summer 2017 and will be redeveloped (including potential residential development). o The Oakville Arena and Trafalgar Park currently being revitalized and expanded. 29 Housing Development Palermo Village (Dundas St./Regional Road 25) have been identified in the Town of Oakville Official Plan ( Liveable Oakville ), as one of the six growth areas where the majority of new growth and development will be accommodated south of Dundas Street. There are development applications in circulation. Additional development applications are expected to be circulated in future. The Town of Oakville has initiated a study of the Merton lands in March 2013 which are located north of the QEW, south of Upper Middle between Bronte Road and Third Line. The Livable Oakville Plan identifies these lands as a Special Policy Area for potential future development and directs that the area be studied to determine future land uses and policies. o In March 2014, Bronte Green Corporation, submitted a Zoning By law Amendment, Plan of Subdivision (24T 14004/1530) and Plan of Condominium applications to redevelop the Saw Whet Golf Course which is a large portion of the Merton Planning Study area In October 2014 the application was appealed to the Ontario Municipal Board (OMB). o In May 2014, Bronte Green submitted an Official Plan Amendment application. In January 2015 the application was appealed to the Ontario Municipal Board (OMB). o In November 2016, The Town of Oakville reached a settlement with Bronte Green Corporation and in June 2017, the OMB issued its decision approving the development. The development includes approximately 1181 residential units (mix of singles family homes, townhouses and low rise apartments) and a public elementary school block. Under the current boundaries, students generated from this development would attend Heritage Glen PS (ERA 115) which have been included in these long range projections. o In March 2018, The Town announced they were purchasing the Deerfield Golf Club property (Fourteen Mile Creek lands from Upper Middle Road to Third Line) from the province. As of March 2018, there are three Zoning applications in this review. 33 Housing Development The Glen Abbey Golf development application was submitted to the Town of Oakville in Nov o The initial draft of the concept plan shows a potential residential unit yield range of 3000 to 3200 residential units (a mix of detached, townhouses and high density). o The Town of Oakville refused the development application. The Town completed its activities related to the cultural heritage landscape assessment and official designation of the property. o The Local Planning Appeal Tribunal (LPAT) pre hearing will take place April 2018 (as of April 3, 2018, LPAT will now come into effect and replaces the OMB) and a hearing under the Ontario Heritage Act will take place in July The Town of Oakville has initiated a study of the Merton lands in March 2013 which are located north of the QEW, south of Upper Middle between Bronte Road and Third Line. The Livable Oakville Plan identifies these lands as a Special Policy Area for potential future development and directs that the area be studied to determine future land uses and policies. o In March 2014, Bronte Green Corporation, submitted a Zoning By law Amendment, Plan of Subdivision (24T 14004/1530) and Plan of Condominium applications to redevelop the Saw Whet Golf Course which is a large portion of the Merton Planning Study area In October 2014 the application was appealed to the Ontario Municipal Board (OMB). o In May 2014, Bronte Green submitted an Official Plan Amendment application. In January 2015 the application was appealed to the Ontario Municipal Board (OMB). o In November 2016, The Town of Oakville reached a settlement with Bronte Green Corporation and in June 2017, the OMB issued its decision approving the development. The development includes approximately 1181 residential units (mix of singles family homes, townhouses and low rise apartments) and a public elementary school block. Under the current boundaries, students generated from this development would attend Heritage Glen PS (ERA 115) which have been included in these long range projections. o In March 2018, The Town announced they were purchasing the Deerfield Golf Club property (Fourteen Mile Creek lands from Upper Middle Road to Third Line) from the province. As of March 2018, there is one Zoning application in this ERA. This indicates a potential for the development of 16 low density residential units in this review area. As of March 2018, there is a distribution of 443 low density, 164 medium density and 601 high density residential units in this review area (1192 units). 39 Housing Development The North East Secondary plan (OMB approved Jan 2008) and North Oakville West Secondary plan (approved May 2009) are collectively known as the North Oakville Plans and provide the planning framework for lands north of Dundas Street and south of Hwy 407. The North Oakville Secondary Plans Review was initiated in May A major component of the review is to bring the North Oakville Plans into the Liveable Oakville Plan (planning framework for lands south of Dundas Street and north of Hwy 407) so that the Town of Oakville has one official plan document. o There are approximately 16,000 residential units in this review area in the applications already receive by the Town of Oakville. Revised applications and additional new applications are expected to be submitted in the future. o These plans have been included in the projections for this review area and affects Munn s PS and River Oaks PS. o Oodenawi PS opened Sept 2015 and is the first of six proposed public elementary school sites in this ERA. The Uptown Core (Dundas Street/Trafalgar Road) has been identified in the Town of Oakville Official Plan ( Liveable Oakville ), as one of the six growth areas where the majority of new growth and development will be accommodated south of Dundas Street. There are development applications in circulation. Additional development applications are expected to be circulated in future. Munn s PS and River Oaks PS are currently accommodating students from the North Oakville community (ERA 118). It is expected that there will be significant impact on enrolments from these developments on existing facilities. As of March 2018, there are eight Zoning applications in this review area. This indicates a potential for the development of 209 medium density and 2,653 high density residential units (2,653 units) in this review area. As of March 2018, there is a distribution of 55 low density, 607 medium density and 1,633 high density residential units in this review area (2295 units). In 2017/2018, no new draft plan/site plan development applications have been received for this area. An additional 2,003 units have been included in the projections to account for planned intensification beyond 2023 where development applications have not been submitted. 47 Housing Development The North East Secondary plan (OMB approved Jan 2008) and North Oakville West Secondary plan (approved May 2009) are collectively known as the North Oakville Plans and provide the planning framework for lands north of Dundas Street and south of Hwy 407. The North Oakville Secondary Plans Review was initiated in May A major component of the review is to bring the North Oakville Plans into the Liveable Oakville Plan (planning framework for lands south of Dundas Street and north of Hwy 407) so that the Town of Oakville has one official plan document. o There are approximately 16,000 residential units in this review area in the applications already receive by the Town of Oakville. Revised applications and additional new applications are expected to be submitted in the future. o These plans have been included in the projections for this review area. o Oodenawi PS opened Sept 2015 and is the first of six proposed public elementary school sites for this area. As of March 2018, there are two Zoning applications in this review area. This indicates a potential for the development of 109 medium density and 177 high density residential units in this review area (286 units). As of March 2018, there is a distribution of 8317 low density, 5445 medium density and 1947 high density residential units in this review area (15709 units). River Oaks PS (ERA 116) accommodates JK 8 ENG students north of Dundas Street, west of Neyagawa Blvd and east of Sixth Line. OTG utilization is currently at 131% and is projected to fluctuate to 115%, over the next ten years. Oodenawi PS Oodenawi PS is currently at 131% OTG utilization and is projected increase to 231% by Oodenawi PS historically averaged 49% uptake of SK students that chose Gr. 1 FI. It is projected this uptake will increase with ~55% Gr. 1 students choosing Gr. 2 FI. Oodenawi PS is a dual track school and currently has 71% of students enrolled in ENG programming (JK 8), 29% of students enrolled in FI programming (Gr. 2 8). Oakville NE #2 ps (proposed school) The proposed elementary school is located north of Dundas Street, east of Sixth Line. The Board currently owns the new elementary school site. It is proposed to open Sept 2019 as a 770 pupil place school. Oodenawi PS is projected to remain over utilized. Under current boundaries and development phasing, it is projected that this school will remain over 100% OTG utilization and will require portables over the next ten years. It is projected that enrolment will surpass Total Capacity by This school s boundary includes the new development in North Oakville which is continuing to be developed. Enrolment and FI uptake will continue to be monitored. A Boundary Review will be required for Oakville NE #2 ps and this school will participate in the review. Oakville NE #2 ps received Ministry funding and a boundary review study will be required. The Board obtained the requisite funding from the Ministry of Education to construct the proposed Oakville NE #2 ps for 2019/2020. White Oaks SS White Oaks SS is currently at 114% OTG utilization and is projected to surpass Total Capacity by Growth is mainly due to new development in North Oakville (SRA 108) being accommodated at White Oaks SS. There are currently 140 students in SRA 108 that attend White Oaks SS. White Oaks SS currently has 93% of students enrolled in ENG programming and 7% enrolled in FI programming. From the White Oaks SS total enrolment, 39% are in the IB program. Less than 50% of students attend White Oaks SS from Gr. 8 ENG at the following elementary schools: o Post s Corners PS (historical range of 38% to 63% in the past five years). Abbey Park HS, Iroquois Ridge HS, Oakville Trafalgar HS and White Oaks SS are projected to remain over utilized. All schools are currently over utilized and are projected to remain over utilized until Iroquois Ridge HS and White Oaks SS are projected to surpass their Total Capacity and remain over Total Capacity until Enrolments will continue to be monitored. When requisite funding for Oakville NE #1 hs is received and a Boundary Review is required, it is expected that these schools will participate in the boundary review. Students in Samuel Curtis Estates are currently attending schools in Burlington and may be redirected to schools in Oakville. There has been interest in redirecting students from Burlington to Oakville schools. Consideration should be given to the potential redirection of this area.
