2 Oakville Profile Oakville is the most populous municipality in Halton Region, with a population of 193,832 in according to the 2016 Census. The municipality experienced a growth rate of 6.2% from 2011 to Development is currently occurring in the North East Oakville Secondary Plan and North West Oakville Secondary Plan area (ERA118). In September 2015, Oodenawi PS was opened to accommodate a portion of the students within the abovementioned area. A potential greenfield development is proposed for the Merton Planning Study Area (ERA114). However, this has not been approved at this time. In addition, the municipal Official Plan designates Midtown Oakville and Downtown Oakville (ERA113), Uptown Core (ERA116), Palermo Village (ERA114), Kerr Village and Bronte Village (ERA112) as growth areas. 23 Housing Development Lakeshore Woods community located in this review area is a new community where residential development has recently been completed. There is one infill residential development located at 3047 & 3059 Lakeshore Road West under construction in this review area (Sunrise Homes, 18 detached units). The area north of Rebecca Street is the Petro Canada Refinery and business employment lands. There is no expected residential development. Timeline 2013 Purchase Oakville SW #1 ps site Projections Summary Area Overview HDSB is the owner of one designated public elementary school block in this review area (Oakville SW #1 ps). As of October 31, 2016, 632 elementary students (JK-8 ENG, 1-8 FI, SPED programs) reside in this ERA. Many of these students attend school in ERA106 (Frontenac PS, Mohawk Gardens PS, Pineland PS) or ERA 112 (Eastview PS, Gladys Speers PS, Pine Grove PS). As of October 31, 2016, there are 546 students that attend one of these six schools. The breakdown is as follows: o 0 students at Frontenac (7-8 ENG) o 7 students at Mohawk Gardens (JK-6 ENG) o 13 students at Pineland (1-8 FI) o 150 students at Eastview (JK-8 ENG) o 171 students at Gladys Speers (JK-6 ENG) o 205 students at Pine Grove (1-8 FI) Oakville SW #1 ps (proposed) The Board is the owner of this elementary school site. It is 2.3 hectares (5.7 acres) and is located on Nautical Blvd. Oakville SW #1 ps is subject to Ministry funding. The Board will need to initiate a Program and Accommodation Review (PAR) for ERAs 111 and 112 prior to the Board submitting a capital request to the Ministry of Education in order to obtain the requisite funding to construct the proposed Oakville SW #1 ps. The expected On the Ground (OTG) capacity following completion of the project is indicated. Housing Development Bronte Village and Kerr Village have been identified in the Town of Oakville Official Plan as two of the six growth areas where the majority of new growth and development will be accommodated south of Dundas Street. There are development applications in circulation. Additional development applications are expected to be circulated in future. High density developments in the Speers Road/Kerr Street area (over 600 units) and the Lakeshore Road West/Bronte Road area (over 450 units) are currently in circulation. Given the type and form of housing, minimal impact on enrolment is expected from these developments. Other infill residential developments are scattered throughout southwest Oakville. Students from these infill developments are expected to be accommodated within existing facilities. 31 Housing Development Downtown Oakville and Midtown Oakville (area around the Oakville GO Station) have been identified in the Town of Oakville Official Plan as two of the six growth areas where the majority of new growth and development will be accommodated south of Dundas Street. It is expected that developments applications will be circulated in the future. In Downtown Oakville, there are some high density infill development applications in circulation (over 140 units). Given the type of housing, it is expected there will be minimal impact on enrolments from these developments. In Midtown Oakville, the total number of residential units being proposed and the phasing of future construction are undetermined at this time (potentially 20,000 new residents in this area). It is assumed residential units will be of the higher density type (townhouses and apartment). Given the type and form of housing, this new development will have minimal impact on enrolments. Student yields are unknown and have not been included in these long range projections. At this time there is one circulated development application with 552 high density residential units. This application is included in the long range projections. South Central Public Lands Study includes the three town-owned surplus school sites, the former hospital site and the Oakville Arena site including the surrounding park (Trafalgar Park). The former Chisholm PS site has a development application in circulation to allow the creation of nine detached residential dwellings. The former Brantwood PS site is still under study. 35 Housing Development Palermo Village (Dundas Street/Regional Road 25) have been identified in the Town of Oakville Official Plan as one of the six growth areas where the majority of new growth and development will be accommodated south of Dundas Street. It is expected that developments applications will be circulated in the future. Student yields are unknown and have not been included in these long range projections. Recently built out developments in Bronte Woods (west of Regional Rd 25 and south of Dundas Street West) are currently accommodated at Heritage Glen PS (ERA 115) for ENG and FI. The Town of Oakville has initiated a study of the Merton lands which are located north of the QEW, south of Upper Middle between Bronte Road and Third Line. The Livable Oakville Plan identifies these lands as a Special Policy Area for potential future development and directs that the area be studied to determine future land uses and policies. The developer, Bronte Green, submitted a development application (24T-14004/1530) in 2014 for the Saw Whet Golf Course which is located in this study area. The application was appealed to the Ontario Municipal Board (OMB) in 2015 (OMB Case No. PL141318). The Town of Oakville reached a settlement in the OMB Case (OMB Case No. PL141318) with the developer, Bronte Green, in November The settlement permits Bronte Green to build a community with a mix of single family homes, townhouses and high density residential units (1181 residential units as per the last submitted version of the draft plan of subdivision). A public elementary school site has been identified. The OMB has not yet made its decision. Under current boundaries students generated from this development would attend Heritage Glen PS (ERA115) which have been included in these long range projections. A development application (24T-15005/1325) located on the NE corner of Dundas Street East and Third Line proposes 2223 high density residential units. 39 Housing Development Recently built out developments in Bronte Woods (In ERA 114, west of Regional Rd 25 and south of Dundas Street West) are currently accommodated at Heritage Glen PS for ENG and FI. A redevelopment proposal for the Glen Abbey Golf Course (on Dorval Drive, north of the QEW) has been sent to the Town of Oakville. The initial draft of the concept plan shows a potential residential unit yield range of 3000 to 3200 residential units (a mix of detached, townhouses and high density). Student yields are unknown and have not been included in these long range projections. The developer, Bronte Green, submitted a development application (24T-14004/1530) in 2014 for the Saw Whet Golf Course which is located in ERA 114. The application was appealed to the Ontario Municipal Board (OMB) in 2015 (OMB Case No. PL141318). The Town of Oakville reached a settlement in the OMB Case (OMB Case No. PL141318) with the developer, Bronte Green, in November The OMB has not yet made its decision. Under current boundaries students generated from this development would attend Heritage Glen PS, which have been included in these long range projections. 55 Housing Development In this review area, there is a wide range of communities with older, mature communities (south of the QEW) and newer, growing communities (north of the QEW). The majority of new single family houses are being constructed north of the QEW resulting in enrolment growth. High-density development is occurring in the Uptown Core (Trafalgar Road and Dundas Street East). The Town of Oakville has initiated a study of the Merton lands which are located north of the QEW, south of Upper Middle between Bronte Road and Third Line. The Livable Oakville Plan identifies these lands as a Special Policy Area for potential future development and directs that the area be studied to determine future land uses and policies. A settlement was reached in the OMB Case (OMB Case No. PL141318) with the developer, Bronte Green in November The settlement permits Bronte Green to build a community with a mix of single family homes, townhouses and high density residential units (1181 residential units as per the last submitted version of the draft plan of subdivision). A public elementary school site has also been identified. Secondary students generated from these developments are expected to be accommodated at existing facilities. A redevelopment proposal for the Glen Abbey Golf Course (on Dorval Drive, north of the QEW) has been submitted to the Town of Oakville. The initial draft of the concept plan shows a potential residential unit yield range of 3000 to 3200 residential units (a mix of detached, townhouses and high density). Student yield rates are not yet known and as such new development enrolment is not yet being generated in the long range projections. There are a number of high-density infill developments south of the QEW (SW Oakville, downtown Oakville, Bronte, Kerr Street, Midtown Oakville) of approximately 1500 residential units. While current enrolment appears to be above Total Capacity there are only four portables on site at Iroquois Ridge HS (maximum is six). Oakville Trafalgar HS Oakville Trafalgar HS is currently at 109% OTG utilization and projected to increase to 116% OTG utilization by Approximately 40% of the grade 9 ENG enrolment is from outside of the Board (includes Halton Catholic DSB schools and private schools). This is the highest percentage of all HDSB secondary schools. Thomas A. Blakelock HS T.A. Blakelock HS is currently at 79% OTG utilization and is projected to decline to 74% OTG utilization by White Oaks SS White Oaks SS is currently at 110% OTG utilization and is projected to surpass Total Capacity by 2021 and continue to remain over Total Capacity until Growth is due to new development in North Oakville (SRA 108) being accommodated at White Oaks SS. There are currently 139 students in SRA 108 that attend White Oaks SS. As construction continues and students show up from the new development, projections will be monitored and boundaries may need to be reviewed. White Oaks SS offers a number of self-contained programs as well as the International Baccalaureate (IB) program which attracts a large number of students from within and outside the region.
