2 High Performance Talent Pathway Program. A Major review of Rowing Australia s High performance and pathway program was conducted following the 2016 Rio Olympic Games. This review included extensive consultation with various stake holder groups, plus a detailed analysis of past performances and a scoping of international best practise. As a result of this review Rowing Australia s long term high performance plan CampaignNumberOne was developed and introduced transformational changes to the high performance model providing Australian Rowers with the best opportunity for success.

3 Tasmanian Pathway Program. Out of the review a bespoked state based pathway program has been developed by the three partners (RA-RT-TIS) and is designed to work with schools and clubs to enhance the development of young athletes and to give these athletes the opportunity to progress in the Pathway Program. The Pathway Program has a clear goal of developing young athletes capable of transitioning into the National Training Centres (NTC) which are based in Canberra (Men's) and Penrith (Women's). Rowing Australia's Deputy Performance Director Jaime Fernandez oversees this program, working alongside the National Pathways Head Coach Lyall McCarthy.

4 Tasmanian Pathway Components. The pathway to high performance in rowing in Tasmania encompasses four key components: Club/School based participation; Talent Identification; Talent Squad and NTC Development Squad. Club and School based participation are integral to identifying talent and clubs and schools are therefore an important component in serving as a provider to the pathway program. RT will work with clubs and schools to promote the pathway, develop coaches and provide competition opportunities for athletes at this level. RT will also work to improve the linkages and alignment between clubs and schools. Talent identification is essential to provide athletes with the opportunity to progress through the high performance pathway it is the gateway to high performance. RT will work together with the TIS coaches to undertake talent identification activities. The Talent Squad provides athletes with exposure to a high performance daily training environment, with expert coaching, and access to some sports science and strength and conditioning services. The Talent Squad will be delivered by the TIS, in collaboration with RT, and will service junior, senior, lightweight and para athletes who meet the program criteria. The NTC Development Squad provides athletes with access to a high performance daily training environment, with expert coaching, strength and conditioning services, sports science, sports medicine and personal excellence services and support for training and competition opportunities.

9 Talent Squad - Selection Criteria SDPO prepares and presents an annual list of recommended athletes to State Pathway Program partners for consideration of inclusion in the Talent Squad. Recommendations are based on outcomes from NTID testing, regular 30 min. ergometer monitoring (IPM), 2K ergometer test results and assessment of performance at Regattas, Time Trials and Camps. 11 Pathway Program Talent Squad (TS) The Pathway Program TS program is designed to support identified Tasmanian rowers who have the potential to progress to Rowing Australia NTC s and ultimately represent Australia at major International events. The TS will consist of up to ten male and ten female athletes The top six ranked athletes against the selection criteria will be elevated to Emerging Talent Scholarship status. The aim of the Emerging Talent Scholarship is to fast track this group of athletes to the NTC development squad within twelve months.

15 TIS Rowing Scholarships (NTC Development Squad) TIS Rowing Scholarships are dictated by Australian Winning Edge (AWE) athlete categorisation. An athlete that is categorised under the AWE strategy will be automatically awarded a TIS scholarship. Non categorised athletes can be awarded a TIS scholarship at the digression of the Pathway Program Management Group. The criteria for an athlete to be added to the AWE categorisation list is based predominately around the previous seasons performances. These same criteria are used to select scholarship athletes for every State Institute/Academy

Podium Athlete who had a medal performance at a world championship (or equivalent) event in the previous 24 months and is considered capable of a medal at the next world championship (or equivalent) event. Athlete achieving finish positions 1-3 at current Olympic Games, Paralympic Games or Senior A World Championship (BME) in an Olympic/Paralympic boat class and considered capable of maintaining this level of performance at the next BME Criteria apply as per domestic. If an athlete fails to achieve selection on to National Team without any extenuating circumstances Level and/or qualification for support will be reviewed 2. Podium Ready Athlete who placed fourth to eighth at the most recent world championship (or equivalent) event and is considered capable of progressing to Podium in the next two years. Athlete achieving finish positions 4-8 and in the top 50% of entries in their event at current Olympic Games, Paralympic Games or Senior A World Championship (BME) in an Olympic/Paralympic boat class and considered capable of progressing to Podium. Criteria apply as per domestic. If an athlete fails to achieve selection on to National Team without any extenuating circumstances Level and/or qualification for support will be reviewed. 3. Podium Potential Athlete who is considered capable of progressing to at least Podium Ready in the next two years. Athlete achieving finish positions 4+ and not in the top 50% of entries in their event at current Olympic Games, Paralympic Games or Senior A World Championship (BME) in an Olympic boat class and considered capable of progressing to at least Podium Ready in the next four years OR Athlete achieving finish positions 1-3 and in the top 50% of entries in their event at current Senior A World Championship in an Olympic Discipline (non-olympic boat class) and considered capable of progressing to at least Podium Ready in the next four years Criteria apply as per domestic. If an athlete fails to achieve selection on to National Team without any extenuating circumstances Level and/or qualification for support will be reviewed PLUS any athlete selected onto National Senior Team who is not currently categorised can be included at this level 4. Commonwealth Athlete who does not fit into the categories above but is considered capable of a gold medal at the 2018 Commonwealth Games. Developing Athlete who is considered capable of progressing to at least Podium Potential in the next two years. Athlete achieving finish position 1-4 and in the top 50% of entries in their field at current Under 23 World Championship in an Olympic discipline and considered capable of progressing to at least Podium Potential in the next two years OR any athlete deemed capable of progressing to Podium Potential in the next 2 years will be assessed against their on and off water performances in testing that may include time trials and ergometers. Athletes selected onto the National Under 23 Team for a particular year (who have not currently been categorised) OR athletes deemed capable of progressing to Podium Potential in the next 2 years, will all be assessed against their on and off water performances in testing that may include time trials and ergometers. 6. Emerging Athlete who is considered capable of progressing to at least Developing in the next two years. Athlete achieving finish position 1-4 and in the top 50% of entries in their field at current Junior World Championship in an Olympic discipline and considered capable of progressing to at least Developing in the next two years OR any athlete deemed capable of progressing to Podium Potential in the next 4 years will be assessed against their on and off water performances in testing that may include time trials and ergometers. Athletes selected onto the National Junior or U21 Team for a particular year (who have not currently been categorised) OR athletes deemed capable of progressing to Developing in the next 2 years, will all be assessed against their on and off water performances in testing that may include time trials and ergometers. 7. International Athlete who does not satisfy any of the Podium Pathway category criteria but has earned selection for the national senior team or squad preparing for the NSOs benchmark event. This category will be considered on a case-by-case basis for those athletes that do fit into the categories above.
