Fellowes, THAT the Agenda be adopted as amended to add two public art applications and a discussion on the Advisory Design Panel. Committee members introduced themselves roundtable. 3. COMMITTEE MINUTES A. MINUTES (i) Minutes, June 6, 2018 It was moved by M. Fellowes, THAT the June 6, 2018 minutes be adopted with the following amendments: M. Fellowes should be listed as present; and To amend the first sub-bullet under item 7 by replacing the word wayfinding with Turtle Trail.

BUSINESS (i) Public Art Applications Application No. 1 Squamish Mural Festival Stan Matwychuk was invited to the table and provided an update regarding the Squamish Mural Festival 2017: Challenges, such as artists dropping out and accessibility problems Looking to improve the festival and make it more viable New proposal for murals in three locations: Mags at 99, the Adventure Inn and Lotus Garden building Recap on the murals completed last year. Questions and comments included: Have you looked into obtaining permission from the various stakeholders? o Yes, engagement has begun with the stakeholders. Do the artists clean and prepare the wall? o S. Matwychuk helps the artist with the preparations. What is the monetary ask for this year? o S. Matwychuk confirmed there is $ remaining from the 2017 budget and that the request for the 2018 Mural Festival is $2, How are the artists chosen? o Winner is selected by impartial panel selected from outside of Squamish o Discussion on how the artists should be selected. P. Heintzman gave a quick overview of the Committee s mandate and budget for the new members o D. Guest confirmed that $12, is remaining in the small projects budget for 2018 S. Matwychuk gave an overview of the projects that he has been involved with in Squamish over the years Conversation regarding creating a mural with an indigenous theme o S. Matwychuk advised that he would be happy to facilitate and help with organization of an indigenous themed mural with an indigenous artist Is $2, enough funding for the murals? o M. Matwychuk confirmed that along with the $ from 2017, the funds would be adequate and that the Downtown Business Improvement Association is willing to help. It was moved by M. Walentowicz, seconded by F. Solar, RECOMMENDATION: THAT the District provide $2, from the public art small projects fund towards the 2018 Squamish Mural Festival. It was moved by M. Fellowes, seconded by C. Atkinson,

3 Page 3 RECOMMENDATION: THAT Council consider the mural location on BC 99 Squamish (East Embankment on Highway) as part of the 2018 Squamish Mural Festival; AND THAT staff be directed to work with the Ministry of Transportation and Infrastructure to gain access to the area. Application No. 2 Junior Youth Empowerment Program Application from the Junior Youth Empowerment Program to paint the garbage tote three sided wall at U Siyam Pavilion. seconded by C. Lyons, RECOMMENDATION: THAT pursuant to Committee support for the application from the Junior Youth Empowerment Program, that $ be provided for the proposed mural on the garbage tote house, subject to review of the Committee Liaisons. AND THAT Anne Languedoc and Anna Di Tommaso be the Committee Liaisons for the project. (ii) Policy Review P. Heintzman, Mayor provided background on the policy. The Committee began reviewing the Public Art Policy. Discussion included: Item 2.2: Amend to reflect that the coordinator is a District of Squamish employee and not a Squamish Arts Council employee. o Public Art will be coordinated through the appropriate District of Squamish employee Item 2.5: Revise whole section/possibly remove Item 3.1: Remove the language regarding funding the Public Art Coordinator position Item 3.2: Make a recommendation for Public Art to be considered in the Community Amenity Contribution (CAC) policy and to also include Public Art in new developments Discussion on requiring Public Art in development and CACs o New development should be an expectation of new developments o CAC should go towards art for everyone Suggestion for a more in-depth discussion on the Objectives and Priorities section D. Guest to send the Development Permit guidelines to the committee Discussion on 7.1 and the priorities of the committee Item 7.2: Suggestion for an inventory of locations for Public Art o D. Guest to send Public Art GIS details to the committee o Suggestion for a social media push and to get the public to add information to the map Suggestion to amend the Terms of Reference to provide the Squamish Arts Council a permanent seat on the committee It was moved by J. Menezes,

4 Page 4 seconded by F. Solar, RECOMMENDATION: THAT the Terms of Reference be amended to add a designated representative from the Squamish Arts Council. AND THAT the number of members at large on the committee be reduced to five (5). (ii) Truth and Reconciliation Artist Call No. Two (of Two) P. Heintzman, Mayor provided background on the project for the new members on the Committee. Call No. One went out and the deadline has now been extended. Discussion on Call No. One: Suggestion to communicate to the elders regarding the call for proposals. Discussion on Call No. Two: Funding challenges have arisen. The Committee agreed to focus on Call No. One and to place the second call on hold until a later time. (iii) (iv) Staff Update D. Guest, staff liaison, provided the following update: 2018 Budget reviewed Stan Clarke Park Mosaic: o Recommendation from the Planning Department to raise and flank the removed pieces of the mosaic at either side of the park Public Works parks budget will cover the cost D. Guest to provide committee with the ideas from the Planning Department. Mayor for a Day Crosswalk Update: o Winning entry will be laid out on a crosswalk in Valleycliff near the Squamish Waldorf School. Currently staff are awaiting quotes for the completion of the work o Runner up artwork from Squamish Montessori was displayed as the District website banner. Comment that the runner-up design could be suitable as a mural. Advisory Design Panel Discussion Discussion regarding adding a member of the Public Art Committee to the Advisory Design Panel. seconded by J. Menezes, RECOMMENDATION: THAT Council direct staff to amend the Advisory Design Panel Bylaw to add a member of the as a voting member on the Advisory Design Panel. 5. COUNCIL A. STATUS OF RECOMMENDATIONS TO COUNCIL

5 Page 5 B. REFERRALS FROM COUNCIL 6. ROUNDTABLE DISCUSSION C. Lyons provided an update on the 2018 Squamish Wind Festival C. Atkinson will be running some art programming at the UBCM Convention in Whistler C. Lyons provided information on Squamish Art Walk which will be happening in September o Suggestion to use the District GIS Mapping system. 7. TERMINATION THAT the meeting be terminated.
