2 About U.S. Paralympics U.S. Paralympics, a division of the U.S. Olympic Committee, was formed in 2001 to increase support for Paralympics sport in the USA. U.S. Paralympics coordinates the preparation and selection of athletes to U.S. Paralympic Teams, both summer and winter, in conjunction with pertinent National Governing Bodies (NGBs) and other partner organizations. U.S. Paralympics also works with national and locally focused sport organizations that offer Paralympic programs to children and other developing athletes. Through these efforts, U.S. Paralympics promotes Olympic ideals throughout the American population, especially among those Americans who have physical and visual disabilities. IPC Athletics World Championships The 2013 U.S. Paralympics Track and Field National Championships will serve as the final qualification competition opportunity for US track and field athletes to earn a slot on the 2013 IPC Athletics World Championships Team. The top ranked USA athletes from this competition will represent Team USA at the 2013 IPC Athletics World Championships in Lyon, France. For more information, please review the Athlete Selection Procedures. Athletes will be notified directly and the team will be posted on the U.S. Paralympics website on or before June 18 th as outlined in the Selection Procedures. Due to the short time frame between the National Championships and the World Championships, athletes and guides eligible for nomination will be required to submit a uniform form and travel form prior to receiving their packet. For more details, visit or call To get downtown from the airport: Lower Roadway (Arrivals/Baggage Level between Terminal A and B), across the marked crosswalk to the outer curb. VIA bus route 5, operates everyday, for about $1.10 per ride. Once in the downtown area, VIA's streetcar service offers stops to or near most hotels, restaurants, the convention center and many visitors hot spots. VIA offers $4 Day Pass for purchase on online and in advance of your trip. A Day Pass is good for unlimited rides on all regular bus and streetcar service for the one day indicated on the pass. The Day Pass will be activated the first time boarding the bus or streetcar. ~Accessible transport must be reserved in advance. ~Route from the airport to downtown requires one bus transfer. Competition Venue Trinity University Track and Field Stadium, One Trinity Place, San Antonio, TX, Rules The 2013 IPC Athletics Rules will govern the competition. IPC Licensing All athletes must have a 2013 IPC License in order to enter and compete at the National Championships. 3 of 11

4 IPC Approved Event The 2013 U.S. Paralympics Track and Field National Championships will be hosted as an IPC Approved event. All results will be sent to the IPC for Rankings and Records verification. Eligibility The 2013 U.S. Paralympics Track and Field National Championships are open to U.S. and international athletes with physical and visual disabilities who have met the entry standards. Athletes are required to hold a current IPC License, be classified according to the International Paralympic Committee (IPC) Athletics Classification System or hold an IPC Classification status of New, Review or Confirmed prior to the competition. Per IPC Rules, athletes must be 14 years of age by December 31, 2013 to be eligible to compete. International Athletes U.S. Paralympics reserves the right to limit the number of international athletes proceeding to a final of each track and field event, as this competition serves as the USA selection event for the World Championships. Junior Athletes USA athletes between the ages of are considered Junior athletes for the 2013 U.S. Paralympics Track and Field National Championships. The Junior events will be combined with the Elite events. Juniors will throw the adult weight implements as this is a qualifying meet for the 2013 World Championships. Registration and Credentials Registration for the 2013 U.S. Paralympics Track & Field National Championships will close on June 9, 2013 at 11:59pm, and no further entries will be accepted. The $55 registration fee (per athlete) includes one Athlete Support credential for the coach designated in the athlete s registration and (if applicable) one additional Athlete credential for the guide designated in the athlete s registration. Additional Athlete Support credentials are $55.00 and can be purchased at Packet Pick-up. Credentials must be worn in order access to the competition venue/designated areas. Event Schedule The program will include only the events being contested at the 2013 World Championships. The competition schedule is TENTATIVE. The final schedule will be posted/published on Thursday, June 13 th. Packet Pick-up (Trinity Univ. 5 Packet Pick-up Athletes should pick up their packets the day prior to their first event. Packet Pick-up will be available during the following hours at the Trinity University Track and Field Stadium: June 13: 4:00-8:00pm June 14-16: Approx. one hour prior to the start of each competition session Merchandise Event merchandise will be sold during the times of Packet Pick-up near the Packet Pick-up area at the Trinity University Track and Field Stadium. Only Cash and VISA credit card will be accepted for payment. Parking Parking is free on the Trinity campus. Volunteers, officials and spectators should plan to park in the Prassel Garage. Accessible vehicle parking will be available in the Y Lot. Directions Directions to/from Home2 Suites: I-37/281 South, Exit 141A Commerce Street, Turn right on Commerce Street then turn right on Navarro Street. The Home2 Suites hotel will be on the left. After parking, be sure to exit (walk/roll) out of the garage from the 2nd floor to get to main entrance of the Track and Field Stadium. The parking garage is not accessible, except for the 2nd floor (the floor in which you enter the garage). 7 Competition Equipment Transfer Competition equipment (i.e., racing chairs, throwing frames, etc.) will be moved from the host hotels to the Trinity University Track and Field Stadium according to the following schedule. Equipment is not allowed to be transferred on the passenger buses. Athletes in the wheelchair track events must provide their own helmet (and wear it) for ALL races. Starting blocks and guide vests will be provided. Athletes should bring their own equipment and throwing implements. Personal implements must be approved through weights and measures prior to the event. Weights and Measures will be available at the competition venue based on the following schedule. Once the implements are weighed/measured, they will be impounded and athletes may pick them up after the event at Weights and Measures area. Implement Weigh-in (Trinity Univ. Track & Field Stadium) June 13: 6:00-8:00pm June 14-16: Approx. one hour prior to the start of each throwing event Event Changes NO EVENT CHANGES (scratch or add). Scratches will only be accepted for a legitimate medical reason and must be reported to the Clerking/Call Tent as soon as possible but no later than 90 minutes prior to the start of the event. Field Events Heights for the high jump will be assigned at the event. Only coaches of the F11, F12, F32, F51, F52 and F53 classes during their event will be allowed access to the field of play. Throwing frames will be checked at the clerking tent approximately 30 minutes prior to the start of each event. Track Events Athletes may only use 1/4 spikes at the competition venue (except for the high jump). Spikes will be checked in Call/Clerking Tent. Double leg amputee height and wheelchair track chairs will be checked at the Clerking/Call Tent approximately 30 minutes prior to the start of each event. 7 of 11

8 Call/Check-in Times All Track Events: Check-in with the Call Room/Clerking Tent 30 minutes prior to the start time of the event (double leg amputee height and wheelchair track chairs will be checked at the Clerking Tent). Seated Throws: Check-in with the Call Room/Clerking Tent 30 minutes prior to the start time of the event (Throwing frames will be checked at the Clerking Tent). Ambulatory Field Events: Check-in with the Call Room/Clerking Tent 45 minutes prior to the start time of the event. NO electronic devices will be allowed in the clerking area or on the field of play and will be confiscated if used. Bib Numbers Each athlete will receive one bib number. Bibs should be worn as follows: Ambulatory Track: front of uniform Wheelchair Track: back of racing chair Ambulatory Jumps and Throws: front or back of uniform (athlete s choice) Seated Throws: front or back of uniform (athlete s choice) Warm-up The baseball stadium outfield behind the track and field stadium will be used for warm-up during the times of competition in addition to parking lot U and the asphalt path between the track and field stadium and the baseball outfield. The schedule is built with specific times for wheelchair track athletes to set their compensators on the track prior to their event. The toilets located near outdoor swimming pool (parking lot U) are reserved for athletes. Doping Control (USADA) Drug Testing will be conducted by and will follow all US Anti-Doping Agency (USADA) policies and procedures. More information about banned substances and doping control can by found by visiting: All athletes who compete in the 2013 U.S. Paralympics Track and Field National Championships are subject to drug testing. Drug Testing will take place on the 1 st floor of Thomas/Lightner Hall (just across the street from the Trinity Track and Field Stadium). If athletes are notified for drug testing they must bring an ID with them and are allowed and strongly encouraged to have one representative to accompany them through the drug testing process. Photography Event photos may be taken during the competition by accredited media. Personal photography will be allowed outside of the competition areas. Personal photography is not allowed in competition areas. Results Results will be posted at the competition venue, at both host hotels and on the event website. The Official Competition results will be posted near the Spectator entrance of the stadium. Live results will be posted on the event website and 8 of 11

9 Awards Awards will be given to the top three finishers in each event and the top three finishers of the combined events (based on points). The Awards tent will be located in the spectator seating area on the press box side of the stadium. Awards will be distributed approximately 35 minutes after each event unless a protest is filed for the event. Athletes are responsible for collecting their own medals after their competition. Protests All protests will be handled according to IPC/IAAF rules. Protests can be filed in the Call/Clerking Tent with the Head Clerk no later than 30 minutes after the official competition results are posted (near the Packet Pickup area). There will be a $50.00 protest fee that will be forfeited if the protest is not upheld by the Track/Field Referee. If the protest is then sent to appeal another $50 fee is required and will be forfeited if the protest is not upheld by the Jury of Appeals. Medical Medical staff, emergency services and first aid will be available only during all the hours of training and competition. Emergency Plan If weather interrupts the competition, everyone in/around the stadium will evacuate to the Bell Center. Weather San Antonio will be hot. The forecast currently shows a high of 93 and mostly sunny with a 10% chance of rain. Be sure to bring the following items: a hat, sunglasses, sunscreen, rain jacket, umbrella and a water bottle. The competition has been scheduled for morning and evening sessions to avoid the mid-day heat. We will provide as much shade as possible, but please note that tent areas are primarily meant for athlete use only during the time(s) of their competition. Visitor s Information Visitor Information can be obtained at: Ticket Information Tickets for the 2013 U.S. Paralympics Track and Field National Championships will be sold at the spectator entrance during the times of competition on June Tickets are $10 per person for an all session pass (age 10 and up).
