3 Welcome Letter Dear Race Participant, I want to thank you for your participation in the inaugural 2019 Junior National Track Cup (JNTC) event as a part of USA Cycling s Track Development Race Series (TDRS). This is the first ever nation-wide, junior only track race series. The races on this calendar serve not only as a means to gain crucial peer to peer race experience in national championship format racing, but also will serve to increase the level of competition that our young track athletes are regularly exposed to throughout the year. With this objective in mind, a predominantly mass start racing schedule of events was selected for the 2019 series. This was done to maximize the peer to peer aspect of the series in favor of one up time trials. It is my hope to expand upon this in the years to come. Additionally, these events will serve as identification and potential entry points in to the USAC Olympic Development Program (ODP). Coaches from the ODP will be present at each event in the series along with select events counting towards Junior Worlds team selection (please see selection procedure documents on for more information). Athletes competing in the individual events will also earn series points per discipline (sprint/endurance) culminating with their placings at nationals. The series winners for men and women, sprint and endurance (4 athletes total) will earn automatic funded invitations to the ODP selection camp in the fall (dates/location TBD). Standings will be updated after each event and available via With the aspiration of growing this series in years to come, we ask that all athletes, coaches and parents please be mindful that you are representing your team, home track, the series and yourself at these events. Please take pride and be professional both on and off the track. These events and venues will be largely staffed by volunteers so please so show your appreciation for their time and effort. Please thoroughly review all the information presented in the tech guide below and come prepared for a great event. Safe travels to all and best of luck here and throughout the series! 4 JNTC Series Details Mission/Objective: The overall purpose of the TDRS and the JNTC is meant to serve as a compliment to both the ODP and Junior Track Nationals. The races, categories, distances and formats at these events will directly follow those at the coming 2019 Junior Track Nationals. This is done to familiarize athletes with not only the level of competition they will face, but also the rules and procedures to be expected at nationals (i.e. bike check, equipment regulations, sprint/keirin formats, etc.). Equally, these races will serve as additional opportunities, beyond nationals, for athletes to produce performances for talent identification purposes with ODP coaches. While each ODP coach sets their own subjective criteria, their presence at these events serves as a regular opportunity to connect with and interact with the coaching staff. Points System: Two separate rankings (sprint/endurance) for the category will be kept throughout the season and updated after each event. Points will be awarded in the following events and summed per discipline. Team events will not earn points as to not penalize athletes unable to secure a teammate(s). Sprint: Sprint (all races) Keirin (all races) Time Trial (nationals only) Endurance: Omnium (all races)* Points Race (all races)* Individual Pursuit (nationals only) Scratch Race (nationals only)* *Because these events (omnium, points race, scratch race) are run in separate and categories at nationals, points will be awarded by placing in each event/category. This means the placing of both the omnium over all, as well as the placings in the points race and scratch race, that are a part of the omnium will all be scored separately. Standings will be updated after each event and available via: 4
5 Competition Format Omniums: The omniums for boys and girls will be run in accordance with the national championship format found in the USA Cycling rule book (rule 7C3). Events in the omnium will be the following: 500m Scratch 1km Scratch 2km Scratch The 500m scratch race will have heats to determine the major and minor 500m scratch race final. Regardless of total size, the field will be split roughly in half for the heats. The top half placing riders will move on to the major final, and the remaining riders will move on to the minor final. All athletes will race both the heats and the final to determine their placing in the omnium for that event. The 1km and 2km scratch races will be run as straight finals Omniums: The omniums for boys and girls will be run in accordance with the national championship format found in the USA Cycling rule book (rule 7C3). Events in the omnium will be the following: 2km Scratch Race 10km Points Race 4km Scratch Race On 333m tracks the points race will have sprints every 6 laps for a total of 5 sprints. Points will be awarded in each sprint and in the final sprint only. 20 points will be awarded to anyone lapping the field International Omnium: The international omnium for boys and girls will be run in accordance with the format and distances found in the UCI rule book (chapter 16, rules to ). Events in the international omnium will be the following distances on 333m tracks: Race Boys Girls Scratch 7km 5km Tempo 7km 5km Elimination (determined by field size) (determined by field size) Points Race 20km 16km Tempo: After the completion of four laps, the bell will be rung to indicate the start of the sprint laps. The first rider in each sprint shall be awarded 1 point, including the final sprint. 20 points will be awarded/deducted for gaining/losing a lap on the main field. Points earned in the race only count towards placing in the tempo, not towards total omnium ranking points 5
6 Elimination: The last rider across the line according to the position of their rear wheel on the finish line will be eliminated every lap. Points Race: On 333m tracks point sprints will be every 6 laps. 20 points will be awarded/deducted for gaining/losing a lap on the main field. All points earned/lost will be added to the riders total omnium points Points Race: The points race for boys and girls will be run in accordance with the format and distances found in the UCI rule book (chapter 7, rules to ). Distances and sprint intervals for the points races on 333m tracks will be the following: Boys 16km (sprints every 6 laps 8 sprints total) Girls 10km (sprints every 6 laps 5 sprints total) Madison: The madison for boys and girls will be run in accordance with the format and distances found in the UCI rule book (chapter 10, rules to ). Distances and sprint intervals for the points races on 333m tracks will be the following: Boys 60 laps (sprints every 5 laps 12 sprints total) Girls 50 laps (sprints every 5 laps 10 sprints total) Team Sprint: The team sprint for boys and girls will be run in accordance with the UCI rule book (chapter 9, rules to ). Teams of 3 riders for men and 2 riders for women. There will be a qualifying round with the top 4 teams advancing to the finals (1 v. 2 and 3 v. 4). All starts will be handheld. No start gates will be used at this event Keirin: The keirin for boys and girls will be run in accordance with the format and distances found in the UCI rule book (chapter 8, rules to ). On 333m tracks, the total race distance will be 5 laps. The motor/pacer will be on track for the opening 2.5 laps, leaving the riders to contest the last 2.5 laps alone. The motor/pacer will pick the riders up at 30kph and build to 50kph by its exit point at the pursuit line on the back straight Sprint: The sprint rules for boys and girls will be run in accordance with the UCI rule book (chapter 3, rules to with exception to tournament format). On 333m tracks riders will receive 2.5 laps for their 200m TT with the time being taken over the final 200m. The sprint rounds format being used is in the tables below. This format with a B sprint bracket, ensures that every rider advancing beyond the 200m TT is guaranteed a minimum of 3 sprint rides against progressively more closely matched opponents. Should any field not have the maximum number of starters (28), the format will be reduced to the next available threshold as set by the race director. 6

9 Rules Participant Responsibility: Riders, coaches and parents are responsible for reading and understand the rules in the UCI and USAC rule books as well as the information explained in this tech guide. Please bring any questions on any of this information to the rider meeting the night before competition begins. Age/Category Restrictions: Riders are only allowed to participate in the category consistent with their 2019 racing age. Athletes will not be permitted to race up an age category in any event. The racing category restrictions for the events are as follows: Cat 1/2/3/4/5: M/W Omnium, M/W Omnium, M/W Team Sprint Cat 1/2/3/4: M/W Sprint, W Omnium/Points Race Cat 1/2/3: M/W Madison/Keirin, M Omnium/Points Race Any athlete wishing to enter an event above their current USAC licensed track category, may submit an application to the race director for permission to enter said events. Such an application MUST include the following: Letter from athlete with the following information o Name, racing age, contact information, current licensed category o Events wishing to enter above current licensed category o List of top 5 results from the 2018 season Letter from the director of the athlete s local velodrome o Director name and contact information o Statement of endorsement for each event requested by athlete to enter Submission of request for permission to enter is not a guarantee of entry. All exceptions are at race director s discretion and on an event by event basis. Any athlete receiving permission and proving to be dangerous or unprepared for the level of competition, will be removed from the event(s) without refund. Gear Restrictions: Current USAC gear restriction rules per age category will be enforced. The rollout distances below will be adhered to: 11-12: 6.05 meters 13-14: 6.45 meters 15-18: Unrestricted Equipment/Helmets/Clothing: Athletes in the and age groups will be subject to the USAC rule 1I5 which states that riders may only use mass start bicycles with a minimum of 16 spokes on each wheel and that no wheel covers may be used. 9
10 All athletes must have bikes prepared to pass a full UCI bike inspection in every event. All athletes must have a helmet on at all time while riding a bicycle other than on a stationary trainer. Any athlete in violation of this will be fined $50 per occurrence. Repeated violation may be subject to expulsion from the event at race director s discretion. Current national champions in an event/category are requested to race in their national champion kit. This only applies if you are still in the same category/event which you won the jersey in last year. For example, if you won the omnium in 2018 and you are now racing age 13, you are not eligible to wear the jersey. Conversely, if you won the sprints at age 16 and are now racing age 17, you are requested to wear your national champion jersey in the sprint tournament. Number Placement: 2 hip numbers must be worn at all times for all races including time trials. Numbers should be placed facing outwards in either direction. Anyone in violation of this is subject to a fine. Anyone losing their numbers between days of racing will have to pay a new number fee of $50. Registration Online Registration: Online registration will be open via Onsite Registration/Packet Pickup: Onsite registration/packet pickup will be the day before racing begins. Please see individual race tech guides for more information. Onsite registration will be available subject to field limits and late fees. There will be no additional registration/sign-ups for any event during the racing days. Field Limits/Team Events: The field limits for all mass start events (omniums, points races and madisons) will be set at the maximum allowed for safety relative to the track size. There will be no heats run to cut field sizes for any of the above races. Field limits will be published on the registration page for each event. The keirin field limit is set at 42 (6 heats of 7 in the first round). There is no field limit for Sprint or Team Sprint due to the mandatory qualification rounds. Each athlete must register for the team event as an individual. Team compositions will be due to the race director by the end of the morning session on day 1 of the competition. 10
11 International Riders: International riders will be permitted to race in their respective age categories with a valid current UCI license. International athletes will need to create a guest account to register on Withdraw/No Show Policy: No refunds will be issued for riders who no show or drop out of any event after 7pm on the day before racing begins. Any rider withdrawing from a competition without informing the race director ahead of time, will be subject to a fine. Race Information Race Staff: Director: Andy Lakatosh National Development Manager E: alakatosh@usacycling.org W: Rider Meeting/ Start Lists: The rider meeting will be the evening before racing at the conclusion of packet pick up. Please see the individual event tech guides for more information. All athletes and coaches are asked to attend. It is the RIDERS RESPONSIBILITY to review start lists at the beginning of each session and alert the Race Director if there is an error or omission. If the rider fails to alert the Race Director prior to the start of a race they may not be permitted to start. Awards: Podium ceremonies will be conducted for each event on the schedule. Top three athletes/teams in each event will receive medals. Medalists must be in cycling kit in order to receive their medals. Anyone failing to do so, or not showing for the medal presentation will be fined. Anti-Doping Control: It is the responsibility of all participating athletes to know and abide by the USADA/WADA anti-doping regulations. USADA may be present at any races in the series. All athletes are required to comply with USADA officials and chaperones if they are present. Insurance/Medical: All participants (include but not limited to team officials, riders and their assistants) are aware that they bear their own responsibility for any injury, accident and/or lost that may occur during their time at any TDRS/USAC events. Participants should take up a properly insurance before leaving their country in order to protect themselves against any lost and to indemnify themselves against any claims. 11
12 Medical staff on-site during all warm up and race timeframes with additional local medical personnel on call. Transportation: With the Sunday rain date, we recommend planning your travel home for as late as reasonably possible on Sunday afternoon/evening. We have a lot of racing packed in to 2 days and in the event of rain, we do not want to have to cancel any of it. Schedule Event schedule may be adjusted after packet pick up evening based on registration data it is the RIDERS RESPONSIBILITY to review the most updated schedule on the morning racing begins. The schedule will be updated on as well as on the infield. The schedules for each individual event will be available in the event s tech guide as well as on the event s webpage. 12
