John Johnston 5. NOTICE OF MOTION That the following clause be added to the Yachting South Australia Inc. Constitution and be numbered 15.4(d) this will be effective from the close of the 2017 AGM. An elected director may not serve more than five consecutive terms as a director. A director who has served a maximum term in accordance with this clause shall not be eligible to be a director for 2 years following the completion of their maximum term. 6. AFFILIATION FEES FOR 2016/2017 SEASON To consider and if though fit by the members to ratify the Club affiliation fees and pass the following resolution: The Club Affiliation fees to be set for the 2016/2017 season as per the information and proposed fees previously presented at the YSA Council meeting held 22/03/2016 and, as distributed to Club delegates and management via from YSA on 30/03/2016. COUNTRY VOTING As per clause 29. (a) Voting by Country Clubs shall be permitted at all General Meetings by the club providing a written vote for a motion that has been transmitted with the meeting Agenda. The vote must be received by the Executive Officer at least one (1) week prior to the meeting. Should it be required a Country voting form is attached for this purpose. 5 ITEM 1 ATTENDANCE & APOLOGIES Attendance Register and Voting Rights All attendees are required to sign the attendance register before the meeting commences or upon arrival. The chairperson will request 2 non-voting attendees to act as scrutineers for the meeting. Only those persons identified by their Clubs or Associations prior to the Meeting as Voting Delegates will be able vote. Quorum at Meetings of the Association One tenth of the appointed delegates is required to form a quorum. A quorum is required for the meeting to commence and at any time to continue. Protocol for Motions Motions require a mover and a seconder. The seconder does not have to agree with the motion but may second a motion so that discussion can continue. The mover of the motion will be asked to speak on behalf of the motion after which others may speak ONLY ONCE on the motion. The mover will have the final right of reply to the discussion. At the end of the discussion, the chairperson will call for a vote. If required the scrutineers will count the votes. If a secret ballot is required, the scrutineers will distribute a voting slip to each delegate. The Chairperson of any Meeting of the Association is entitled to exercise a casting vote in relation to any matter to be determined at that meeting. The chairperson will declare the vote. Note: Voting matters require a simple majority 5

John Johnston YACHTING SOUTH AUSTRALIA SEASON REPORTS PRESIDENT S REPORT Firstly, let me welcome everyone to the AGM for the year 2015/16. As most people are now aware, YSA moved offices in the middle of This was due to the Boating Industry of South Australia (BIASA) selling their property in Adelaide and moving to Hindmarsh. In August and September 2015, there were two new appointments to the Board. This was Nick Swan and Freya Sinickas. Nick and Freya have been very good acquisitions to the Board and have brought a different perspective of the sport with them. Late last year we also appointed Gretel Ramsey as Development Officer. She has been doing a great job with Tackers and Teams Sailing and talking with Clubs regarding new members and supporting volunteers. National Discover Sailing Day in October continued again this year with clubs opening up to the public to come and try sailing. Once again, there were about 10 clubs that took up the incentive. Overall YSA sees the day as a good result. The Cruising Yacht Club of South Australia and the Largs Bay Sailing Club approached YSA with the idea of running a regatta which promoted the sport of sailing across all facets. This regatta became Premier Adelaide Regatta and incorporated the Premier s Cup and the YSA Youth Championships. The event highlighted all classes, all abilities, and all ages from 5 and up. Boats ranged from Optimists - the smallest boat in the regatta, through to Secret Men s Business the largest. From the shore the spectacle was magnificent and showcased our sport. Many participants walked away talking about the next time. YSA conducted a fee structure review between December 2015 and April This was an extensive exercise with YSA coming up with a new format for working out the fees payable by Clubs. YSA heeded the request by Clubs that the structure be more transparent and there be consistency for the Clubs. This review also highlighted a few problems with the way Clubs enter their data into the membership database. The final outcomes for this review were presented at the Council Meeting in April Since then, due to the membership anomalies, YSA has worked with these Clubs to place them in the appropriate category. As we continue with the Good Governance Principles we have - Developed a Risk and Audit Committee - A Nominations Committee - Been revisiting the Constitution and are reducing the anomalies 9

10 There has also been a lot of minor behind the scenes policies that have been created in accordance with the governance review that was conducted by BDO Australia. Whilst Good Governance Principles are happening within South Australia, the One Sailing process continues with Yachting Australia. As stated in last year s report, the steps in the process are as follows Phase 1 and Phase 2 have now been completed. Phase 3 has begun where we are in the final steps of writing the agreement for the MYAs to sign with YA. This is the most important part of the process, where we need to get the schedules right to protect YSA s assets and to make sure that the services to the Clubs are not diminished. Once this agreement has been worked out, YSA will effectively outsource all of their services. This means all the financials, the staff and the services (i.e. Discover Sailing and Tackers) for all States will be administered from one central location. The YSA Board will still exist to ensure that these services are not diminished for the South Australian Yachting community. Lastly I would like to take this opportunity to thank all the 2015/16 Board Members, the Office Staff and the associated families for their continual support and effort over the last year. Although, once again, it has been a long year it has also been a rewarding one. Thank You Wayne Thompson President, YSA TREASURERS REPORT FOR YEAR ENDING 31 ST MARCH For the second year in a row, YSA elected not to increase the club and class fees. In doing so, we have taken it upon ourselves to find more effective ways of managing our processes and streamlining our functions. As Treasurer, the management of YSA s expenditure has been a particular focus throughout the year, and I am pleased to say that we have successfully managed to control our spending; resulting in a small profit for the year. As requested by a number of clubs, we have reviewed the fees for all clubs for the upcoming year. Due to this review, for a third year, we have elected to hold our fees at the same level. We believe this has allowed a fair and equitable review for all clubs. Our intention throughout this process was to ensure the review was well documented and transparent, allowing a better understanding of the basis for club fees. We have ultimately recovered fewer fees as a result of the review, and accordingly, YSA will again search for additional ways to manage our expenditure. Another key review through the year included a thorough review of the assets held by YSA. This has resulted in the identification and recording of a number of assets that had previously not been captured. We have also reviewed the depreciation that has been applied to our fixed assets to ensure it is an appropriate indication of the useful life of the asset. 10

11 Finally, YSA have provided additional funds to ensure that all employee leave liabilities are fully provided for. This will ensure there are no unexpected surprises to YSA should the leave be required to be paid out. We have once again finished the year in a strong financial position, which allows us the opportunity to continue to assisting our members to the greatest extent possible. I thank the Board and the YSA employees for their hard work throughout the year in achieving these results. Thank you Luke Hookings Treasurer, YSA DEVELOPMENT MANAGER S REPORT Participation growth continues to be a major focus of Yachting South Australia. Across the State 645 participants have taken part in accredited learn to sail and powerboat training courses through the 13 accredited Discover Sailing Centres. The National Discover Sailing Day in October was greeted enthusiastically by the SA Clubs who took part, with hundreds of newcomers to sailing heading into clubs and onto the water to experience this great sport of ours. Many of those Clubs have made the most of the opportunity to sign-up participants for courses, memberships and volunteering roles. The National Discover Sailing Day will be happening again this year and YSA will be there to support your club to make the most of the opportunity. It is pleasing to see a steady growth of the national junior participation program; Tackers, in South Australia. Going into the new sailing season there will be a third accredited Tackers centre at Largs Bay Sailing Club, who will join; Adelaide Sailing Club and Brighton & Seacliff Yacht Club as the State s current Tackers centres. I encourage all clubs who are interested in delivering junior learn to sail programs to get in touch with YSA to discuss getting your club accredited to deliver the program. Late last year Sailing was named by the Australian Sports Commission as one of the 32 sports to deliver the new national Sporting Schools Program. The program is an evolution of the Active-After-Schools- Community Program that many of you would have been aware of. Tackers is the only program to be delivered through the initiative for sailing and YSA staff have been working with SA clubs to enable them to take advantage of the program and to introduce more children to the sport. With an increase in funding available to those clubs who choose to deliver the Program, I am optimistic that we will have Sporting Schools Programs running at all SA Tackers Centres in the year ahead. In 2014 the Yachting Australia database was switched to the Fox Sports Pulse system, like any major IT project the switch has not been without complications, however I am pleased to say that currently all SA clubs are up and running with the system and ensuring that their members data is input correctly as well as using the various features, such as online entry, reporting, communicating and programing functions. Many face to face, telephone and group training sessions have been delivered by YSA to assist Club administrators to understand and utilise the service. The system can significantly reduce the time burden to club administrators in your clubs operations so please contact YSA for more information and support. Through assistance from the Office for Recreation and Sport SA, Yachting South Australia has been fortunate to be able to start to address the gender balance in the sport of sailing. If we wish to grow we must ensure that we appeal to a wide spectrum of participants from varying genders, abilities and backgrounds. It was identified that in junior participation numbers, club membership across the State was approximately 50% male 50% female; however, as the age of participants increased there was a significant drop in the number of females in our sport. To start to address this, YSA conducted a survey of current and past sailors in SA with an overwhelming response of 500 submissions. We were able to start to see what some of the key barriers are to females sailing. YSA along with a small group of 12 committed individuals 11

12 from Clubs and classes in SA have begun to formulate a diversity strategy for the sport and start to address these barriers. The program will launch with an event to be held on 26 th June 2016, where a series of presentations from amazing women involved in the sport will take place, and an opportunity provided to create a network of female sailors of all ages to encourage and inspire younger sailors to continue sailing throughout their lives. Late last year Gretel Ramsey joined Yachting South Australia as the Club Development Officer, Gretel came to the association with an extensive knowledge and experience in delivering participation programs as well as developing and delivering School Team Racing activity. Gretel has met with Clubs both metropolitan as well as regional throughout the season to assist them with increasing their participation as well as being involved with the successful set up and delivery of the School Team Racing State Championships, and is taking an active role along with members of the YSA Team Racing Committee in the facilitation and delivery of the National School Team Racing Championships which will be held in South Australia in July. Gretel s main roles and responsibilities are: My Centre support, Discover Sailing, Tackers, Club Promotion, Volunteer management & support, Inclusion and Team Racing. Whilst I stated at the beginning of my report that participation is a major focus of the Association, it is also vital that we continue to grow, develop and nurture sailors who aspire to the very top of our sport, and thus, in turn provide role models and aspiration for other young sailors. The SA Sailing Team programs exist to provide opportunities to junior and youth sailors who wish to pursue a sailing pathway in high performance. Places are offered on results based merit in line with selection criteria. The SA Sailing Team Programs provide high level coaching, training, competition support and support services to improve athlete development with a view to support the daily training needs of Sailing Team members. The SA Sailing Team Programs continue to go from strength to strength, with a positive increase in the number of athletes selected at junior and youth level. Key performances from SA Sailing Team Athletes include Athletes being selected in 4 of the 5 national Optimist Class Teams representing Australia in several countries across the globe, Athletes selected to represent Australia in the Worlds team for the International Cadet Class, podium finishes in the 420 Class at The Australian Youth Championships and invitations to take part in national squad training sessions. The growth of the Laser class again in SA will, for the first time in several years, see a Development squad formulated in partnership between YSA and the SA Laser class Association. The new season will see a number of new and current Athletes in the SA Sailing Team across the following classes; International Cadet, Optimist, Laser and 420. YSA will continue to work in partnership with the relevant Class Associations in order to develop and improve upon the program and strive to provide world class athletes from South Australia. The SA Sailing Team programs are funded by a combination of user pays, Office for Recreation & Sport SA funding, Australian Sports Commission funding and partnership with MUSTO Australasia. Yachting South Australia maintains its existing excellent relationship with the Office for Recreation and Sport SA and our work with them and their support and assistance has made it possible to continue the growth of participation in South Australia, and, has provided substantial assistance with our performance related activity. I would also like to thank our commercial partners and sponsors for their ongoing support of the sport of sailing in South Australia. Our sport would not happen without the amazing contribution of volunteers at Clubs, Classes and Organisations, for this, I thank you all for your contribution and I look forward to further assisting our Member Clubs & Classes, and, to work together to grow sailing and to get more people safely participating at Clubs at whatever level they desire. 13 YSA YOUTH SAILING REPORT This season we were very fortunate to receive two grants, from the Office of Recreation and Sport to support youth sailing in this state. The first for training, development and growth of the Optimist class, in conjunction with the SA Optimist Association. This was used to fund the Optimist State Team, State Squad and a Development Squad, and to build capacity in the class at green fleet level. The formation of State Teams in the Cadet and 420s as well as the Optimists meant we were also able to offer an extended program covering sports nutrition, physio/exercise and psychology. The second grant was co-funded by the Yachting Australia State Sailing Performance Program to enable two of our 420 teams to further develop their skills. The YSA Youth Tri Series commenced on the October long weekend at Port Lincoln Yacht Club, followed by Largs Bay Sailing Club in November and the final event at Brighton and Seacliff Yacht Club in December. This format proved to be successful with all events completed before Christmas and with minimal impingement on club racing. The Tri Series is primarily promoted as a training event leading up to the Nationals. Coaching clinics for several classes were held after the PLYC and BSYC Tri Series. Due to the enlarged Optimist team/squads program, the attendance at these clinics was much lower than in previous years. The YSA Youth State Championships were held at Largs Bay Sailing Club in March in conjunction with the Premier Adelaide Regatta. Participation was again up on previous years. The presentations were held at the CYCSA where the junior and youth sailors enjoyed being included in proceedings with the senior dinghy and big boat fleets. The intention is to again hold the Youth States with the Premier Regatta, but next season on the March long weekend to make it easier for country sailors to attend. YSA welcomed the O pen Bic class as an affiliated association this season, offering yet another opportunity for the junior sailor. This year we had a good number of SA sailors compete at the Optimist, Bic, Cadet and 420 Nationals. The resurgence of the 420 fleet also meant we had good numbers attending the YA Youth Championships in Sydney. Several of our sailors have been selected for National representative teams, with two boats from PLYC heading to the Cadet Worlds later this year in Argentina, and three Optimist sailors attending the Asians, North Americans and the Europeans. As mentioned in previous reports, YSA Youth Sailing is committed to finding solutions to maintaining juniors in sailing once they grow out of their class and to encourage a diverse range of sailing opportunities for youth sailors. This coming season will see the addition of a Laser development squad to our State Sailing Team Program. To stem the dropout rate of female sailors when they age out of junior classes, YSA have created the SA Sailing Sisterhood to encourage and inspire female sailors, both junior and senior. We also hope to facilitate some mentoring between the age groups and classes. On behalf of the YSA Youth Committee I thank the Clubs, YSA Board, YA and the Office of Recreation and Sport for their continued support. Andrew Short, Chairman, YSA Youth Sailing 13

14 YACHTING SOUTH AUSTRALIA TEAM RACING REPORT Secondary Schools Team Racing It has been a huge year for team racing in South Australia. Successful regattas run in all regional areas with growth in most. Metro was very strong with up to 13 teams at most regattas. Western regions produced 5 teams. While sadly we farewelled the Kangaroo Island teams as their program has been put on hold, the rest of the SE performed well. We hope to see KI again very soon. This coming year South Australia will host the Australian Secondary Schools Team Sailing Championships at Goolwa and we have found in retirement, and dusted off the SA Team Sailing Icon, Ian Porteous who is currently working frantically to pull the event together as regatta director. Sincere thanks to Ian. The Australian Championships will run at Goolwa from the 12 th to the 16 th of July. I strongly urge everyone to get down for a look at this amazing format of our sport at such a high level. Our state AGM was held during the state championships at Ceduna and was very well attended. I would like to thank the members of our committee that worked this past year and have not continued and also welcome some new delegates. In the southern region we have one new delegate in Claire Lomman with Emma Brown continuing to assist us for a further year. In the Metro area we have Sandy Higgins with Anthony Mitton continuing on. For the Western region we have Nigel Rogers with us for another year, we farewell and thank Mark Forbes, and welcome Ben Kelsey. We would also like to thank Edwina Cooper as our secretary. State Championships Our state championships were held in Ceduna with 20 teams entering. We had fantastic weather for the whole event. In total 279 races were run over the 3 days and the event was an amazing success. Congratulations and sincere thanks must go to the Western delegates in Mark Forbes and Nigel Rogers, and especially Mark Prince and Brad Bowman from Ceduna and of course all the member of Ceduna Sailing Club and area school for such a successful event. The whole Ceduna community made the sailing family so welcome and the event will go down as one of the best in history for a long time to come. Our state champions are Westminster from Metro Region and we now have several teams looking forward to the Australian Championships in Goolwa in July. We wish them all well as they represent South Australia as the host state. Regional Reports Metro Region The 2015/16 Season has been a hugely successful season with many new teams getting involved in Team Sailing. This growth is due the quality of programs being run at various clubs along our coast and the opportunity schools provide for their students. Parent support has also been a big part of this. Team sailing attracts energetic, motivated, dedicated students who have worked together to support their sport and the volunteer s involved. Once again we enjoyed sailing at West Lakes. We conducted two trial Regattas and a metro Championship over three weekends. We saw the lead change between our top teams and a huge improvement from some of the teams who struggled last season with some good close racing. This year we had an average of 14 teams at each trial. Western Region Regionals this year was at Port Lincoln with good weather and well run with Saint Joes having 3 teams and Ceduna having 2 teams. Saint Joes coming 1 st, 2 nd & 3 rd. The Ceduna kids had a great day with teams mixing up in the late afternoon which Ceduna kids got a lot out of it. Nominations were sent out to schools on the west coast for regionals but no interest. Contact was made by Streaky Bay last year but no more has progressed on this from Streaky Bay. I think this is due to the kids still being a bit young. Ceduna has 15 sailors doing team sailing this year and had 2 teams entering in states for the first time. The team has many new and young sailors. There is a lot of interest in the area and after states in Ceduna this 14

15 year we hope to see more interest next year. Ceduna would like to thank everyone that have helped and supplied equipment to make it happen. St Joseph's travelled to nationals in Brisbane which was an interesting regatta to say the least. I'm sure SA will run a more organised and accommodating regatta this year. We have some more growth within the team, bringing in new families to sailing allowing us to enter 3 full St Joseph's team in the state titles. No action from Port Lincoln high school, to date they have purchased a couple of boats but no one there really driving it at the moment, hoping that they will get things moving as a couple more kids move up from primary school. South East Region Victor Harbor Yacht Club hosted the Regional Regatta 4 th & 5 th March. Meningie Area School, Victor Harbor High School (composite), Encounter Lutheran and Investigator College entered 5 teams in the competition. After 70 races over the two days Investigator Green won and Encounter Lutheran came 2 nd. It was a great event. Regional delegates meeting 5 th March 2016 Emma Brown (SE delegate) and Claire Lomman (Encounter Lutheran team sailing coordinator) will represent SE Region at YSA Team Racing Committee AGM in Ceduna. Discussed KI not coming to regional regatta. Spoke to Jai Peters from KICE (at VHHS for surfing competition supervision) and he said direction from above him precluded participation this year for regionals and states and his hands were tied. Discussed future regionals in light of possibility of KI not participating in future years. Decision to alternate between Meningie and Victor was accepted therefore regionals 2017 will be at Meningie. Possible feelers out for participation further south (Mount Gambier area). Discussed our view on rotations for states and how Emma and Claire will represent our view at AGM in Ceduna. Looking forward to Nationals at Goolwa later this year. Fantastic opportunity for our locality and for our sailors to see this event. Simon Irving Chairman, YSA Team Sailing Committee YSA RACE OFFICIALS COMMITTEE REPORT The sailing season was a relatively quiet year, but we still managed to see some well contested National Championships here in South Australia Finn, OK Dinghy, Nacra, Paper Tiger, Hartley TS16, Heron, and Pacer classes, as well as a couple of classes of Radio Controlled Yachts. No National Juries were requested. Along with the National events, there were the usual numerous State Championships, as well as the Adelaide to Lincoln Race, Lincoln Week, King of the Gulf Regatta, Premier Adelaide Regatta, Port Line Cup Regatta, and a very successful SA Secondary Schools Team Sailing Championships in Ceduna, to name but a few events. A high percentage of members from the Race Officials Committee were involved in the running of these events as well as some members traveling interstate and overseas to be involved in the running of other State, National and International events involving a varied range of classes of dinghies and keelboats (both fleet and team racing), as well as boards, and kites. This valuable experience is continually being passed on, along with support to local clubs and race officials with training through the National Officiating Program. Club Race Officer and Club Judge Seminars were 15

16 held this past year, both in the metropolitan and country areas. Due to this, YSA has seen an increase of Club Race Officers and Judges. Another important area of the National Officiating Program our members have provided to local and country clubs is mentoring. We have had an active increase with clubs asking for support with on-water mentoring of their race management teams. The year ahead is going to be a very busy one for Race Officials in South Australia. We are the host state for the Australian Youth Championships as well as quite a few National Championships. I would like to take this opportunity to encourage club race officials to take part. This will be an incredible opportunity for your home base of volunteer race officials to learn new skills and be mentored by some of Australia s best. You will gain skills, knowledge and experience that can then be bought back home to your clubs and your sailors. This coming season also sees the introduction of the new World Sailing Racing Rules The new Rules take effect on the 1 st January Any event starting on or after this date will have the new rule book applied. As always, we are available for workshop sessions to help with the new Rules as well as Rule Interpretation. We will also be running club level seminars for Race Officers and Judges. This year though, we are looking to run seminars for State/National level. Any Clubs or Classes planning to host events over the summer period, it is advisable to start planning well ahead. Please contact YSA if you would like assistance in training or updating your race officials and volunteers. We are here to support you and can tailor seminars to suit your needs. This year has seen a few changes for the YSA Race Officials Committee. Newly elected Chairman Mick Bowley unfortunately had to step down a couple of months ago due to personal reasons. With only a short time left until the YSA AGM, the Deputy Chair, Tracy Heritage stood in. After several years of participation, John Moffett is retiring from the Race Officials Committee. We thank him for his efforts and wish him well for the future. Well done and thank you, to all of South Australia s Race Officials who give up their time to volunteer each week and ensure that our sailing is, and our racing members receive, the best possible standard of race management and support. Tracy Heritage Deputy Chairman, YSA Race Officials Committee SAILABILITY SA REPORT It is with great pleasure I present my 13th annual report for Sailability SA Sailability this year started the season with very hot weather and very good attendances at all branches including our new branch at Murray Bridge Again this year all branches were busy conducting come & try and recreational sailing as well as the usual club racing programs for our sailors who have progressed enough to enjoy friendly club competitive sailing. We have also been active with our midweek programs at PASC, RSAYS Dis-Able Sailing and Goolwa Regatta Yacht Club. All Sailability branches are always looking for more volunteers to assist in conducting these days so if you can help please phone myself or the nearest branch in your area. You do not have to know how to sail as there are many other jobs that need volunteers. 16

17 In November we again had a display at the SA Disability and Ageing Expo at Wayville showgrounds. We were able to meet some of the newer govt. departments and make them aware of the services we supply as well as renew our relationship with others Again in November, with 9 boats from Goolwa Regatta YC, Murray Bridge and Port Adelaide SC, we were able to have an on the water display at the Murray Bridge People With A Disability Day Expo. This was a great success with over 78 young people being given the chance to sail. At the presentation awards Ian Rick (Sailability Murray Bridge Coordinator) was presented with the Accessibility Recognition Award on the International Day Of People With A Disability, as the President and founder of the Murray Bridge Water Activities Club. In January Ian was nominated and was a finalist for the Murray Bridge Australia Day Award. In April we took 8 boats into the Torrens Lake for the annual SCOSA (Spastic Centre Of SA) day of sailing in the city, with over 54 participants sailing against the background of the new Adelaide Oval and Footbridge. We attracted a lot of interest from passing public, including a couple of presenters from Malaysia who were in Adelaide for the International MS Society conference. This season as president I have attended National Sailability meetings in Sydney as well as attending Dept. Rec & Sport I Net Quarterly meetings. Both these meetings are great networking events that keep us informed on current events both across Australia and locally and also allows us to present Sailability SA to them. On the competitive side of Sailability, this year we had the SA State Sailability Championship at Port Adelaide Sailing Club on the weekend of 4th and 5th March. Again, many thanks to the volunteers at PASC for putting on a magnificent weekend of sailing and friendship. The awards were shared around with Marty Waller from Victoria winning in the 2.3 class and in the 303 class Laurance and Tom Bryne (Goolwa RYC) 1st, Wayne Crabb and Dennis Henderson (PASC) 2nd and Paul Linden and Ken Hibbert (ASC) 3rd. At the November National Sailability meeting some of the items discussed were risk management at both Sailability and Club level and what Yachting Australia is trying to do to help with compliance.
