ADDITIONS AND REVISIONS 1. Section Replace the paragraph with the following: All Work and diving operations under this Contract must be in accordance with the CAN/CSAZ , Competency Standards for Diving Operations. 2. Section 3.10 Unplanned Work and Emergency Work Replace second (2x) paragraph with the following: In the event of an emergency, or as required by the City representative, the Vendor shall mobilize a standard four (4) person dive crew and marine vessel, if required, to any of the Toronto Water location within four (4) hours from notification. 3. Section 3.11 Materials of Construction Replace the paragraph with the following: All materials used for repair work at the water treatment plants shall be NSF/ANSI 61 approved. Supporting documentation shall be provided to the plant representative prior to commencing work.

2 4. Appendix C Price Form Replace in its entirety, Part 3 Labour, Page 54 of the original RFQ documents with the revised Part 3 Labour Pricing form (Addendum 2) provided herein this Addendum. Ill. QUESTIONS Please be advised of the following questions that was submitted to the City and the relevant responses: Qi Page 8 of 79 Current 0 REG 629/94 requires CSA standard Z to be followed which is the new updated standard? Al. Please see Part II Additions and Revisions to the revised requirements. Q The maximum working depths are stated for each structure which is for the intake structure. Does this mean there will be no diving requirement beyond this depth on the intake shafts as well as the shore shafts at the R.L. Clark and F.J. Horgan plants which are deeper than stated? A2. The maximum working depth is in reference to the associated intake structure only Is a video to be supplied by the vendor with the tender? A3. Bidders are not required to submit a video with their bid ZEBRA MUSSEL REMOVAL This indicates that the grates and trash racks are the only parts of the Intakes to be cleaned. This only amounts to less than 70% of the surface area which was required in previous contracts and leaves over 90% of the zebra mussels still in the internal part of the intake which will build up and die and fall down the shaft to accumulate in the intake pipe causing restricted flow and blockage. In the previous contracts which we had with the city we cleaned the complete bell mouth structure from the chlorination diffuser up including the roof of the structure the divide walls and the floor of the structure If this has not been done under the current contract there will be a very large accumulation of zebra mussels in these areas as well as in the intake pipe? A4. Bidders are to reference the additional scope described in section Disposing in the past the mussels were blown out onto Lake Bottom. Is this still acceptable? A5. Disposing of the waste mussel debris shall be by an approved method acceptable to the MOECC as per section 3.9 in the RFQ This clarify 3.9 but also contradicts it allowing the contractor for an escape route to contractually only clean the intake screens which is 10 % of the work. Also penetrating the intake shaft by 20 Meters puts you beyond the maximum stated depth and a decompression chamber will have to be on site for all dives. Also cleaning directly under the vertical shaft will remove a small amount of mussel but leaves a very large quantity of 2

3 mussel up the intake pipe probably between 30 meters up the pipe while under the RFQ you have cleaned only a very small area under the shaft. A6. Both Sections and 3.9 apply. Depending on which intake is being cleaned and the associated depths applicable equipment will be required. Mobilization and demobilization surcharge (from part 3) will be added to all other regular rates when deep diving (over 30.5m deep) is required and approved by the City Representative Industry standard is that if a diver enters the water he gets paid a minimum 8 hrs for the day. A7. This contract allows for a 4 hour minimum. 08. Appendix C Price form Part 1 Item 5,7,8,9,7 7,13,74,7 5,16,17, Part 2 Item 1,2,3,4,5,6,7,8,9,70,71,75,73,14,15, The Above items have a unit quantity of.5 Is it the intent of the city to only do half the item under this contract and do the other half in another contract or pick and choose what items to do and pay 7.0 for the full item. A8. This contract is to be used on an as needed basis. The estimated quantities are for bidding purposes only. Actual quantities will depend on operational needs, not all work included in this contract gets performed annually. 09. Item 1 Surcharge for diving depths greater than 30.5 meters Diving at depths greater than 30.5 meter requires a lot of extra equipment to be mobilized as compared to diving at less than 30.5 meters. This equipment includes Decompression Chambers, Large volume compressors, Oxygen system ect. It is very difficult to break these costs out over 40 hrs depending if it is 5 different trips over the period of the contract or 1 40 hr stretch. To make it fair for both parties I would suggest the following. Diving for depths greater than 30.5 meters Equipment Onshore Offshore Mob/Demob Mob/Demob Crew 40 hrs $ /hr A9. See revised pricing table attached. As per revision 4 above Can you provide facility drawings in AutoCADD or digitally (hoping to see access, number of bends etc.)? This will dictate crew size, confined space requirements, additional equipment... If we can t get these in time I will be adding on contingency for each of the assets for additional material costs and confined space entry personnel which may reduce our competitiveness. 3

4 Al 0. We are not able to provide all facility drawings at this time. If a specific drawing is required for bidding purposes provide further detail, as current request is vague Western Beached Outfalls do not have lengths, only internal diameters, what are lengths of pipes and do they require internal ROV inspection? Al 1. This scope will be done using the hourly rates provided in the contract under Pricing Table PART 3. This will be done on an as needed basis Section does this mean the chain will be purchased prior to going on site? If this was done in the past, is there unused chain available? A12. Bidder s are to assume the chain needs to be purchased as part of the scope of work Section 3.9 can the city provide previous disposal methods? Typically the mussels would be disposed of over the side. If removal from site is required then samples would need to be taken for analysis for the landfill. Additionally, the equipment required for off-site removals is significantly bigger (containment bins on floating plant) hence increasing the costs. Al3. Disposing of the waste mussel debris shall be by an approved method acceptable to the MOECC as per section 3.9 in the RFQ Section 3.10 CSA has upgraded their position on this requirement and you are no longer allowed to dive with a 3 person dive crew. A14. Please see Part II Additions and Revisions to the revised requirements Section City requests drawings prior to the inspections. I assume this is a typo since this information cannot be given until the inspection is complete. Please advise. Al 5. Correct, the drawings will be required after the diving is completed, not prior Section 3.25 request to provide the contaminants the diver will be exposed to. This is something the City will need to provide. Please advise. A16. the vendor and city will establish the list of potential contaminates at the pre-dive meeting Section Dose this mean a small 25-fott dive support vessel is required to have radar even though this is not something a vessel of that size would require? Al 7. The Vendor needs to have access to a vessel with all the equipment meeting the specification in in the event of emergency work having to be done in inclement weather Appendix C what is the estimated annual quantity? Is this days? There are some estimates that do not provide the time required to provide proper inspections. 4

5 Al 8. In part 1 and part 2 of the price form, the work is per the description for the item. The quantities listed are the number of times the City estimates that scope of work to be completed. Part 3 of the price form, the quantity is in hours as stated Will COR or ISO qualification be required since this work is taking place in 2019 and with possible extensions into additional years? Al 9. The Certificate of Recognition (CORTM) program is often required for contracts with construction projects in Ontario. This contract is not for construction as such certification is not applicable.
