BSP LL BSP LL Civi Defense in Long Lines Sheter Requirements BSP LL Radioogica Monitoring 1.03 This pr~ctice is primariy for the operation of sheters in hardened ocations and other buidings that are a part of the Industria Defense Program directed-by the Headquarters Genera Security Manager and the Area Pant or Operations Manager. This wi incude Associated Company buidings where Long Lines maintains or operates the critica equipment. However, the practice m~ be used by the Civi Defense Coordinator to deveop sheter pans tor those ocations with sheters that are for personne protection ony Sheter, as used in this practice, describes any area that provides radiation protection for those gathered there during the emergency. The physcia make-up of the sheter wi vary with the type buiding Sheterees are the peope in the sheter area during the emergency. 2. SHELTER MANAGER A. Requirements 1, GENERAL 1,01 The purpose of this practice is to provide guidance for those who wi be responsibe for the operation and maintenance of Long Lines faout sheters. It is not expected that a types of sheter and conditions wi be covered as these wi, of course, vary at different ocations The Civi Defense Coordinator wi designate a Sheter Manager and an Aternate for each sheter ocation for which he is responsibe. In appointing the Sheter Manager, considerations must be given to the fact that the position requires a person that exhibits eadership and has the abiity to make authorative decisions. 2 B. Responsibiities 2.02 The responsibiities of a Sheter Manager are compex, difficut, and in some ways without precedent in our company. His main job is to organize and appy the resources avaiabe in the sheter at the time of the emergency towards the safety of the sheterees and the continuation of essentia service operations The duties of a Sheter Manager that are isted in this practice are genera and cannot cover every situation that coud arise. The Sheter Manager of a ocation shoud suppement this with any additiona responsibiities that appy to his specific ocation The Sheter Manager is the voice of authority within the sheter and shoud be prepared to operate his sheter without the benefit of any assistance from outside sources. 2,05 In the pre-emergency period, the Sheter Manager shoud: 1. Supervise the stocking of a necessary suppies and equipment needed in the sheter and maintain an accurate inventory of the emergency suppies. 2. Maintain a record of the dates on which the emergency suppies were provided so that repacement m~ be made prior to the maximum shef ife. 3, Estabish a sheter organization and prepare written instructions covering the operation of the sheter based on the guideines of this practices The responsibiities of the Sheter Manager during the sheter occupancy are to: 1, Exercise contro over items that are brought into the sheter which coud create probems ater. 2. See that the sheter is fied in an orderey and rapid fashion. 3, Appoint sheterees to check out iving conditions and suppies in the sheter. 4. See that radioogica operations begin immediatey. 5, Supervise a activities in the sheter. 7, Detennine the basic food and water rations to be aowed each sheteree based on the number of peope who are in the sheter and the avaiabe suppies. 8. Insure that those protective actions against the effects of nucear weapons, which are within capabiity of sheter, are taken. 9, Carry on service operations as conditions in the buiding permit. 10. See to it that the morae and motivation of the sheterees is as high as possibe under sheter conditions by deveoping and impementing pans for reigious, recreationa and socia activities. 11. Estabish a schedue for work operations, eating, seeping and other activities in the sheter. 12, Determine when it is safe to aow imited excursions outside the sheter to obtain needed suppies, and begin service and pant restoration as directed by the District Emergency Reocation Center. C, Training 2,07 The person designated as a Sheter Manager shoud receive the Sheter Management training course offered by the Office of Civi Defense. 2,08 Arrangements for attending this course shoud be made through the Loca or State Civi Defense Director. 2,09 The Aternate Sheter Manager shoud receive simiar training. 3, SHELTER ORGANIZATION 3,01 The Sheter Manager shoud deveop a sheter organization that wi be _suitabe for his pb."ticuar ocation. The size of this organization wi depend upon the number of peope expected in the sheter. 3,02 The organization shoud be estabished in the pre-emergency period, but in most cases the assigning of individuas to specific jobs shoud not be attempted unti the sheter occupancy begins. The exception to this woud be the Sheter Manager's Aternate and Radioogica Monitoring Personne. 6. Make reports as required to the District Emergency Reocation Center. Page 2 TCI Library-

3 3,03 The foowing are the recommended areas of responsibiity and a brief description of each. A. Sheter Managers Aternate 3,04 The responsibiity of this job is to assist the Sheter Manager as required. This person shoud be as quaified as the Sheter Manager to contro the sheter and have the authority to make decisions that the Sheter Manager woud make, if he were unavaiabe or disabed. B. Radioogica 3,05 Radioogica responsibiities are described in BSP LL. c. Heath and Sanitation 3.06 The responsibiities of the Heath and Sanitation group are to: a. Maintain the medica and first aid items whie in the sheter. b. Provide refresher first aid training for a empoyees during the sheter occupancy. c. Treat and care for cases of iness or accidents in the sheter. d. Prepare and post in the sheter area written rues pertaining to persona hygiene whie in the sheter. e. Maintain a record of body temperature of each sheteree whie in the sheter during faout periods. Arrange for some isoation of those whose temperature exceeds 99 degrees and continues to rise. In this way it is hoped that spread of any iness wi be prevented or kept to a minimum. f. Check carbon dioxide content of the air approximatey every two hours if an instrument is avaiabe for this purpose. g. Check oxygen content of air periodicay purpose. if an indicator is avaiabe for this h. Maintain emergency sanitation faciities. i. Supervise housekeeping duties in the sheter. j. Keep the Sheter Manager advised about any condition which may be considered a heath or sanitation probem. k. Estabish rues of ceaniness pertaining to the handing and distribution of food.. Be on the aert for any indication that persons confined to the sheter are faiing to consume their portions of food and water. D, Communications 3,07 The responsibiity of the Communications group is to: a. Maintain emergency commercia radio equipment. b. Keep a og of a Emergency Broadcast System (EBS) radio announcements and keep the Sheter Manager advised of a items received over this network. c. Maintain a og of faciities damaged by the bast and service outages and og a restoration activities. d, Receive and transmit reports between the District Emergency Reocation Center and the sheter. Reay messages for other sheter areas as required. e. Estabish a schedue for maintaining a 24 hour communications watch by members of the team. f. Advise the Information and Training team of any significant news item that may be received over EBS. A communications shoud be ceared through the Sheter Manager before being announced to the sheterees. E, Suppy and Maintenance 3.08 The responsibiity of the Suppy and Maintenance group is to: a. Inventory suppies stocked in the sheter immediatey upon sheter entry. b. Keep Sheter Manager informed about food stocks to assist him in determining rationing program. c. Arrange the seeping faciities in the sheter. Page 3 TCI Library-

4 d, Maintain the emergency water suppy during the emergency as covered by oca instructions. e. Arrange for maintenance of sheter equipment during sheter confinement. F. Food Preparation 3,09 The responsibiity of the Food Preparation group is to: a. Pan for a system of food distribution so that this phase of the operation wi be handed with a minimum of ost time. b. Provide a system for distribution in those ocations where emergency water suppies are being used. c, With the different menus provided in the emergency food suppies, provide variety in the food service. d. Designate the area in the sheter to be used for food distribution and cooperate with the Heath and Sanitation group in keeping this area suitabe for handing food. e. Estabish rues of persona hygiene to be foowed in handing food. G. Fire Prevention and Safety 3.10 The responsibiity of the Fire Prevention and Safety group is to: a. Determine rues and reguations which appy during the sheter confinement. b, Examine fire extinguishers in the sheter area. If none are provided, make every effort to obtain these from other ocations in the buiding. c. Train a sheterees in the proper operation of each type of fire extinguisher. d. Maintain good housekeeping habits by a empoyees in the ocation to prevent infiammabe items from being eft in areas that woud possiby aow them to become ignited by therma radiation resuting from a nucear bast. e. Make periodic inspections throughout the centra office to ocate any item that coud constitute a safety hazard. This requires cose observation in that it shoud be considered from the standpoint of what coud happen from artices eft ying around if a shock wave from another denonation strikes. The foowing are a few i terns that shoud be checked: 1, Portabe test equipment on tabes or mobie carts. 2. BSP's and other books on desk tops. 3, Ladders eft standing in such a manner that coud damap,e equipment or in.1ure personne shoud they fa. f. Maintain a safety watch at nip;ht during the sheter confinement. This may be coordinated with the Communications and Hee.1th groups who a.so have responsibiities during the ni,:i:ht hours. g. Serve as the rescue unit for the sheter organization to assist those persons who may have been rendered unabe to reach the safety of the sheter by themseves. H. Information and Training 3,11 The responsibiity of the Information and Training group is to: a. Pan for an effective program of recreation for those persons in the sheter who are not required in other duties. b. Schedue periods of training for the sheterees in handing a.11 phases of the sheter confinement and post-sheter environment. c. Assist the sheter manager and communications group in providing information about the emergency to the she terees 4. SHELTER OPERATION PLAN 4.01 The Sheter f1anager shoud deveop a written operationa pan and pace one or more copies in a prominent pace in the sheter The pan shoud consist of: a. Capacity - the maximum number of peope the sheter wi hod for surviva.. b, Organization chart and the responsibiities of each job in the sheter. Page 4 TCI Library-

5 c. Inventory of suppies and equipment incuding their ocation and, if necessary, instructions on their use. d. Map of the earier ayout with pans for utiization of space for seeping, food preparation, etc. e. Map of the community showing ocations of pubic sheters, Civi Defense Emergency Operating Centers, and emergency agencies such as fire, poice miitary, etc. f. A schedue for perfonning its daiy routine functions. This wi be a guideine to use to deveop a firm schedue after the sheter occupancy begins. g. Any other pertinent information concerning the sheter operation. 4,03 The pan shoud be reviewed annuay by the Sheter Manager. 5, SHELTER OCCUPANCY A. Sheter Entry 5,01 The Office Head or Civi Defense Coordinator shoud review the sheter operation with a empoyees in the pre-emergency period. This woud incude the method of receving the attack warning, directions for movement to sheter, in-sheter operations, and other points that appy to the specific ocation. 5,02 The emergency wi begin upon receipt of the warning of attack or other indication of a nucear emergency. The action taken by the office personne during this period wi be governed by the sheter arrangements for that buiding. In the underground buidings, where a areas are protected, work operation wi probaby continue. In other types of buidings, the occupants wi have to be moved to sheters that may or may not be near work ocations. 5,03 Work operations in the service areas shoud continue as ong as possibe withour exposing the empoyees to the dangers of radiation, bast or any other hazards accompanying the emergency. The person in charge of the work ocation at this time must decide when work operations wi cease based upon advise form the radioogica monitors, the District Emergency Reocation Center or any other authoritative source. 5,04 The Sheter Manager's objective during the sheter entry period is to begin the operation in an ordery, even though improvised, manner unti permanent organization can be estabished. 5,05 In the event Sheter Manager or his Aternate is not in the sheter, the senior management representative shoud assume the roe of Sheter Manager. 5,06 As soon as possibe after the emergency begins, the Sheter Manager shoud arrange to check the operation of the emergency water suppy and sanitary faciities, stand-by power, heat and ventiation equipment, communications equipment, radioogica and other emergency equipment. 5,07 If equipment in the sheter is not working propery, or if suppies are found to be inadequate or missing, every effort shoud be made to effect immedicate repair or repacement. There may be a period of time, depending upon the situation at a given ocation, in which suppementa suppies can be obtained. 5,08 It is the responsibiity of the Sheter Manager to see that the sheter popuation does not exceed the safe capacity. 5,09 After the appointment of certain sheterees to compete the organization and at an appropriate time, as soon after the sheter entry as possibe, the sheterees shoud be briefed on the outside situation, the make up of the sheter and its organization, the use of the faciities and the dependence of the sheterees on each other for the safety and we being of the tota sheter popuation. 5,10 Some persons entering the sheter may desire to bring persona items with them. The sheter manager must maintain strict contro over this and not aow anything in the sheter that, in his judgment, woud be detrimenta to the we being of the sheterees or the security of the ocation. Acohoic stimuants, fire arms, or narcotics, uness contained in prescription medicine that can be secured under ock and key, are not aowed in the sheter Persons entering the buiding after the detonations shoud be monitored for radiation contamination. Some buidinp,s are equipped with decontamination showers. In these ocations, person that have been contaminated by faout shoud be directed to go through the shower before enterin~ the sheter area. 6 B. Fire Prevention and Safety in the Sheter 5.12 Sheters require a system for fire prevention, maintenance of order and enforcement of rues, emergency escape from the sheter, and genera safety. Fire Prevention and Contro 5.13 A sheterees shoud be instructed in the procedure for fire fighting and fire prevention. They shoud be instructed to watch for and report any potentia fire hazards such as fauty wiring, switches, careess use of combustibe materia, etc. 5,14 Smoking shoud be controed as required for the safety and we being of the sheterees. Matches and cigarette butts shoud be extinguished in a container of sand Standard Be System firefighting procedures shoud be used in the sheter. Safety 5.16 Safety inspections shoud be made periodicay in the sheter to ocate and correct any hazards to the sheterees. Standard Long Lines safety rues and reguations shoud be foowed. Security 5,17 Security operations in the sheter sha consist of assisting the Sheter Manager in the maintenance of order Interpersona conficts shoud be resoved by staff members before they break into vioence. The Sheter Manager shoud be kept infonned of any potentia troube, 5,19 Panic is a much over-rated possibiity. To prevent panic, the sheterees shoud be kept informed of existing conditions, Organized and we informed peope are more apt to react camy in a crisis situation. Emergency Escape 5,20 Emergency Escape shoud be under contro of the Safety and Security team. This may be necessary if conditions inside the sheter threaten the ives of sheterees, and the Sheter Manager orders evacuation. Such conditions might be uncontroabe fire, food, etc A emergency exists shoud be ceary marked and the procedures famiiar to a. Appropriate dris shoud be hed periodicay to famiiarize the sheterees with the system. C. Contro of Suppies and Maintenance 5.22 Proper maintenance of faciities such as ventiation, pumbing, heat, air conditioning, etc., and the efficient handin~ of the sheter suppies are essentia to the surviva of the sheterees. Suppy Operation 5,23 In the pre-emergency period, it is possibe that the S1!)pies are not to be stored in the protected area. Those responsibe for suppies shoud move a essentia suppies into the protected areas as soon as possibe after the emergency arises. Generay, food and medica suppies shoud be under ock and key or under constant guard Strict contros shoud be maintained to insure that the consu11totion of suppies is reguated to conform with Sheter Management poicies Daiy reports shoud be made to the Sheter Manager indicating the amount of each item on hand and the ength of time the suppy shoud ast at the present rate of use. Maintenance 5,26 The maintenance job is actuay comprised of two functions, the maintenance of equipment and the maintenance of a ivabe environment. For most sheter spaces this wi be reativey simpe, invoving such functions as repair of wiring, eectrica fixtures, minor pumbing reparis, etc. For those sheters having air conditioners, power pants, in-sheter water systems, etc., the sheter management staff shoud arrange to have as many sheterees as possibe trained in the operation and maintenance of this machinery The maintenance team shoud keep the Sheter Manager informed of the amount of fue, ubricants, etc. on hand An Effective Temperature between F shoud be maintained. Feeding 5,29 Athough heathy persons can do without food for sometime without adverse physcia effects as ong as water is avaiabe, a food suppy in each sheter is necessary to permit sheterees to meet the demands of sheter iving and to carry out their norma duties. It is not inconceivabe that under nucear attack conditions these norma duties may invove proonged tours, possiby tweve hours or more. With these considerations in mind, food rations of 2,000 to 3,000 caories per person per day are generay suppied. The method of food preparation wi depend upon the type of food that is stocked in the sheter ocation. 5,30 Schedues for meas in the sheter shoud be estabished to agree with seeping periods and work operations Aong with the preparation of food the probem of waste- and cean up arises. If adequate water is avaiabe paper pates and cups and aso tin cans shoud be washed before disposa. Both the top and bottom of tin cans shoud be cut out and the cyinders fattened by stepping on them before disposa. If adequate water is not avaiabe, the used paper pates, cups, and tin cans shoud be paced in tighty seaed containers as far removed from the occupied spaces as possibe. This shoud be in the east protected area of the sheter, and, when radiation permits short excursions from the sheter, removed to the outside. 5,32 The food suppies must be carefuy controed. Food shoud be rationed to suppy the sheter occupants for at east 14 days and care must be taken to prevent waste of any kind. E. Sheter Communications 5,33 Instructions and information from outside the sheter wi pay a major part in sustaining morae and assuring effective sheter operations. Sheter communications wi consist of monitoring outside radio broadcasts for reevant information, maintain twoway contact with designated contro centers, and operating an effective interna communications system. Basic Equipment 5,34 Most designated sheters wi have access to teephones which wi serve as the basic means of conununications. 5,35 Pans shoud be made to insure that at east one battery operated AM radio receiver pus a set of extra batteries is provided in sheter areas for reception of information over the Emergency Broadcast System. Communications Operations 5,36 As soon as sheter operations be~in, a communication equipment shoud be tested and any probems corrected as soon as possibe. 5,37 Continuous monitorin~ operations of the oca Emergency Broadcast station shoud be maintained day and night and the broadcast monitors shoud og a pertinent information and re~y urgent information to the Sheter Manager. 5,38 Two-way communications must be imited to those authorized by the Sheter :anager. This is necessary in order to keep communications channes free of unnecessary activities. 5,39 Information shoud be furnished the District Emergency Reocation Center concerning service operations, personne, radioogica data, restoration or any other pertinent information foowing the procedures deveoped nationa Emergency Contro Center pan as covered in BSP LL. F. Sheter Morae 5.40 The Sheter ~anager who keeps his group we informed and trained wi make the management job easier by creating an atmosphere of high morae and wiingness to cooperate. Teaching and other speciaized skis of the sheterees shoud be utiized. This wi hep to give everyone something to do and make them fee they are an integra part of the organization. Information Activities 5.41 The Sheter 1-anap,er shoud conduct a short daiy meetinp, in order to inform the sheteress as to conditions within the sheter and, where advisabe, the conditions on the outside (Loca, State and Hationa). 5,42 The Sheter '.ianager wi be wise to make periodic spot annoncements during the day as he receives bits of good news either from outside or inside the sheter. 8 Recreationa Activities 5,43 Recreation is a matter of persona taste which makes it difficut to make cearcut recommendations. Yet there is a definite need to occupy the sheteress during nonworking hours. These activities wi afford entertainment as we as serving to distract the sheterees from dweing on the potentia dangers. 5,44 Depending on the foor space avaiabe, sheters shoud be stocked with games, books, puzzes, paying cards, simpe toys, songbooks, and simiiar items Where possibe, consideration shoud be given to some participation in recreationa activities on a group or team basis. Competitive and friendy rivary can do much to sustain morae and add zest to sheter iving Vigorous and strenous activities shoud be avoided to prevent raising the sheter temperature to uncomfortabe imits and to avoid stimuating appetites for food and water. Spiritua Activities 5,47 It is important that provision be made for those persons wishing to engage in spiritua worship and other reigious activities, 5,48 Since a arge segment of the popuation has a strong desire to worship and divine guidance, which wi increase under distress conditions, serious consideration shoud be given to time for individua worship, group reigious services (must be of a nondenominationa nature), and reigious discussions. 5,49 Since there is itte chance of professiona cergy being present in our sheters, the best quaified a;yman shoud be seected to conduct the reigious activities. It is suggested that some time be set aside each day to permit those who wish to worship to do so. Spirtua activities shoud refect the thinking and wishes of the sheterees. 6. SHELTER SUPPLIES 6.01 The Office Head, Civi Defense Coordinator, and the Sheter Manager sha determine the quantity of suppies that arf to be stocked for use in the sheter area It is recommended that sufficient suppies be provided to support the number of peope that woud be required to operate the office under conditions of a nationa emergency for a minimum of 14 days. Locations near suspected target areas where radiation eves may persist onger than 14 days or ocations where resuppy coud be difficut shoud consider stocking suppies for 21 days Buidings that are to be stocked by the company are those on the Industria Defense ist and others as detennined in BSP LL, 6.04 Long Lines buidings that are not on the Industria Defense ist and are icensed by the Office of Civi Defense, as described in BSP LL, may suppement the OCD furnished suppies as determined by the Office Head Emergency suppies shoud be inventoried annuay by the Sheter Manager. Those suppies that wi deteriorate over a period of time must be carefuy checked and repaced before or at the end of the shef ife Food, medica, and a other essentia suppies shoud be stored in ocked cabinets or storage rooms. However, keys shoud be accessibe at the time of an emergency, The storage ocation seected shoud be a coo, dry area in order to proong the shef ife of the suppies Many of the suppies isted in this practice ere found in the Suppies Cataog and can be ordered foowing standard procedures. The remainder shoud be purchased ocay Suppies that are recommended to be stocked are isted in this section. These shoud be sup~emented with any additiona suppies that may be required for a particuar ocation. 7, SHELTER MEDICAL SUPPLIES 7,01 Each sheter shoud have a standard First Aid Kit and an Iness Kit. One of each is required per 25 persons. 7,02 Appendix 1 to this section is a handbook for treatment of medica emergencies that may occur during a sheter confinement. Recommendations for the medications to be stocked are incuded, aong with other suppies for the treatment of iness and injury.
