ICC gathers in a Genera Assemby every four years. 3 ICC and Genera Assembies Founded in 1977 by the ate Eben Hopson of Utqiagvik (Barrow), Aaska, the Inuit Circumpoar Counci, formery Inuit Circumpoar Conference (ICC), has fourished and grown into a major internationa Indigenous nongovernment organization representing approximatey 160,000 Inuit of Aaska, Canada, Greenand, and Chukotka (Russia). The organization hods Consutative Status II at the United Nations and is a Permanent Participant at the Arctic Counci. To thrive in their Circumpoar homeand, Inuit had the vision to reaize they must speak with a united voice on issues of common concern and combine their energies and taents towards protecting and promoting their way of ife. The principa goas of ICC are, therefore, to strengthen unity among Inuit of the circumpoar region; promote Inuit rights and interests on an internationa eve; deveop and encourage ong-term poicies that safeguard the Arctic environment; and seek fu and active partnership in the poitica, economic, and socia deveopment of circumpoar regions. 4 ICC Aaska ICC Aaska is a member country to the Inuit Circumpoar Counci (ICC) and represents Aaskan Inuit at this internationa forum. ICC-Aaska is organized as a 501(c)3 non-profit corporation that exists to be the united voice and coective spirit of Aaskan Inuit, to promote, protect and advance Inuit cuture and society. The organization represents and advocates on behaf of the Iñupiat of the Arctic Sope, Northwest, and Bering Straits; St. Lawrence Isand (Siberian) Yupik; and Centra Yup ik and Cup ik of the Yukon-Kuskokwim Deta in Southwest Aaska. Member organizations incude the North Sope Borough, Arctic Sope Regiona Corporation, Inupiat Community of the Arctic Sope, Northwest Arctic Borough, NANA Regiona Corporation, Maniiaq Association, Bering Straits Native Corporation, Kawerak, Incorporated, Association of Viage Counci Presidents and Caista Corporation. In addition to the internationa efforts, ICC Aaska aso undertakes statewide and nationa efforts. Priorities are set by the Board of Directors guided by the mandates given to the ICC at the Genera Assembies. In the ast term ( ) ICC-Aaska s top three priorities were to advocate for Inuit food security; to ensure Inuit perspective, concerns and interests are represented at the Arctic Counci; and, to buid upon and promote the impementation of the Aaskan Inuit Education Improvement Strategy. Within six months of the Genera Assemby, the Board of Directors wi meet to review the mandates and set priorities for the new term ( ).

5 Financia Considerations Aaskan Deegation Participation Aaskan Inuit participation in the Inuit Circumpoar Counci (ICC) Genera Assemby is estimated to cost $57,850 for trave to/from viage/region to Utqiagvik, Aaska, coordination and panning. The officia Aaskan participants to the 2018 Genera Assemby wi incude deegates (named by ICC Aaska member organizations and incudes an eder and a youth), cutura performers, staff, interpreters and invited speakers. The tota ICC Aaska Genera Assemby Budget is estimated at $87,850. This incudes an estimated $30,000 contribution towards ICC Chukotka deegation s participation in the GA. This represents one-third of the average estimated cost which is to be shared by Aaska, Canada and Greenand (see more detais beow). The host community, ed by the North Sope Borough, wi provide accommodations, meas, transportation, transation/interpretation and other on the ground needs of the officia deegation and participants from Chukotka (Russia), Greenand, Aaska and Canada. Chukotka (Russia) Deegation Participation A seat at the Genera Assemby was eft vacant as a symboic reminder that Inuit from Chukotka (Russia) had not yet been abe to join the ICC. In 1992, Chukotkan Inuit deegates were officiay in attendance in Inuvik. With imited fundraising opportunities in Chukotka, it is aways a strugge to finance and bring a deegation of 15 to each Genera Assemby. ICC Aaska, ICC Canada and ICC Greenand work together to assist the Chukotkan deegation in fundraising to attend the Genera Assemby. The tota trave budget range (varies due to route options) for the Chukotkan deegation is $69,3000 to $103,675. Aaska, Canada and Greenand are working to each raise one third of the tota budget. In addition to trave, interpretation and transation of documents wi be required for the Chukotkans to participate in the GA.
