4 INTRODUCTION Victria first intrduced Junir Activities in 1981 t create a slid fundatin fr ur future lifesavers. Since then, Life Saving Victria's (LSV) junir membership has grwn t cmprise up t 35% f ur ttal membership. As this categry is a prminent part f ur membership and ur future, it is imperative we ensure the prmtin f scial, emtinal, physical grwth and develpment in a healthy, safe envirnment. The fllwing bjectives have been designed t encurage and supprt ur yung members: Prvide the best pssible lifesaving experience fr all junir members with the verarching aim being t encurage lng-term active participatin Prvide pprtunities fr junir members t participate in enjyable lifesaving activities and cmpetitin in an aquatic envirnment by ffering a wide variety f activities suited t the skill and maturity levels f all junirs Ensure the junirs are safe n Australia s beaches thrugh the prvisin f beach safety educatin prgrams Develp a team based philsphy encmpassing leadership, camaraderie, teamwrk, and fun Prmte scial, emtinal and physical grwth and develpment in a healthy, safe envirnment. The emphasis f all Junir Develpment prgrams shuld be fcused n FUN and EDUCATION regardless f develpmental status t ensure experiences are psitive and affirmative. It is imprtant t recgnise that yung peple have varying learning abilities and these abilities need t be catered fr thrughut all Junir Develpment prgrams. An appintment can be made by an affiliated Life Saving Club in accrdance with By-Law (a) and remains current until further ntice. 12 2.1 AGE GROUPS The minimum age fr children t participate in Junir Activities in Victria is 5 years (U/6) up t a maximum age f 13 years (U/14). A member is appinted t a particular age grup each seasn based n their age at midnight n 30 September. It is recmmended that birth certificates are sighted upn a junir member registering with a club. Fr example: a member turns 11 years f age n 4 August 2013; he/she will be registered as an 11 year ld (U/12) fr the 2013/14 seasn. A member turns 11 years n 4 Octber 2013; he/she wuld be registered as a 10 year ld (U/11) fr the 2013/14 seasn. It is recmmended that Junir Crdinatrs als use these clurs fr their Junir Develpment Prgram. It makes it easier fr the children and parents t determine where their particular age grup is lcated n the beach by the clured flag. The fee fr the 2013/14 seasn is $10.00 per junir activity member, and includes GST. Fr further infrmatin please cntact the Member & Leadership Develpment Department n (03) JUNIOR DEVELOPMENT PROGRAM The Junir Develpment Prgram is a Natinal prgram that is structured specifically fr children between the ages f 5 and 13. This prgram teaches kids basic lifesaving skills required t be safe arund an aquatic envirnment as well as develping their skills t cmpete in surf sprts. Junir Surf Educatin Awards The Junir Develpment Prgram includes lessns that are tailred t each f the junir member age grups. The prgram is based n participatry evaluatin and nt assessed n cmpetence. Participatin certificates are available t be purchased frm LSV t recgnise the achievement f the junir member having participated in all f the lessns and btaining the award. 14 U 6 Surf Play One The fcus is n play, participatin and fun. Activities and games will cmprise the majrity f the sessins with a number f simple beach safety and awareness lessns such as: what makes up a beach envirnment, and Sunsmart guidelines. U 7 Surf Play Tw The fcus is n play, participatin and fun. Activities and games will the majrity f the sessins with a number f simple beach safety and awareness lessns. U 8 Surf Aware One The fcus is n understanding, identifying and demnstrating Sunsmart guidelines and dangers that relate t themselves, as well as what it means t feel safe. Participants learn t recgnise whether they are, r smene else, is in an emergency situatin and hw t get help. U 9 Surf Aware Tw Persnal Safety Netwrks are intrduced s participants are cmfrtable asking fr help; Ecsurf discusses the impact surf lifesavers can have n the beach. Intrductin f safety tips and the ability t identify hazardus surf cnditins. U 10 U 11 U 12 Surf Safe One Ecsurf fcuses n water cnservatin and discusses the cnsequences f skin damage. Participants learn abut rips, recgnising unsafe behaviurs and relating these areas t preventative actins. Resuscitatin is intrduced fr the first time with an pprtunity t experience CPR n a manikin. Rescue techniques are als intrduced fr the first time as participants learn t use bdy bards t assist distressed swimmers and experience rescue tubes. Surf Safe Tw There is a strng fcus n recgnising at risk peple, and managing patients suffering frm a range f basic first aid cases. Participants can learn hw t perfrm CPR and there is an pprtunity t wrk twards a Resuscitatin Certificate. There is als a strng sectin n cmmunicatin thrugh beach signage. Surf Smart One Participants begin t learn abut their rights and respnsibilities as a member f SLS. The Ecsurf lessn lks at hw weather impacts n the beach envirnment. Persnal health & wellbeing and sun safety skin cancer is a fcus. Participants can wrk twards a Basic Emergency Care Certificate (as well as a Resuscitatin Certificate). U 13 Surf Smart Tw Surf Smart 2 lks t wrap up the skills and knwledge learnt in all the previus awards. Participants learn abut what the SLS Member Safety and Wellbeing Plicy is, and in Ecsurf they tackle the issues f Glbal Warming and Climate Change and its impact n surf life saving. Cmmunicatin fcuses n the imprtance f cmmunicating with beach users. 15 2.4 JUNIOR EVALUATION & SURF EDUCATION REQUIREMENTS Overview LSV is cmmitted t ensuring all junir prgrams and activities are run at the highest standard, with the safety f ur junir members paramunt at all times. Many activities cnducted fr ur children as part f a junir activities prgram are cnducted in the pen water. T ensure that all children have a suitable swimming ability t allw them t participate in these activities, LSV in cnjunctin with SLSA has develped the Junir Evaluatin and Surf Educatin Requirements fr each age grup. Befre the cmmencement f any water based lifesaving training a dcumented risk assessment must be carried ut n the selected area. The Aquatic Activity Risk Assessment and Management Frm can be fund at the link belw ent_and_management_frm.pdf High visibility lycra tps The use f high visibility lycra tps is mandatry fr all pen water-based junir prgrams and activities cnducted by clubs. This includes swims, bard paddling and wading. The lycra tps must meet the clur guidelines set ut by SLSA which are flur pink, flur yellw and flur green. We recmmend that flur range is nt used as this is the clur wrn by water safety fficers. The style f lycra tps t be used fr junir prgrams and activities can be determined by the club, e.g. shrt sleeve r lng sleeve. Fr all water safety requirements, please refer t the SLSA Plicy 1.1 Water Safety Plicy. 16 2.5 JUNIOR PRELIMINARY EVALUATION Clubs are reminded that every junir member is required t be registered n Surfguard, and that they must cmplete the preliminary assessment. Junir members wh wish t cmpete at junir carnivals are required t cmplete the cmpetitin skills evaluatin. All Preliminary Evaluatins must be cnducted befre participating in any water based activities at yur club. These evaluatins can be cmpleted either in a swimming pl r in pen water. In pen water, the swim curse must be cmpleted clse t shre (n deeper than the participants chest) and under the supervisin f the crrect number f water safety persnnel (1:5). Water safety fficers must be prficient in either the Surf Rescue Certificate r Brnze Medallin. Preliminary Evaluatins are a risk management prcedure t appraise the swimming capabilities f participants and must be dne as part f the clubs duty f care. An Age Manager must feel satisfied that a participant wuld be able t swim t safety if required. Any child that des nt meet the required evaluatin level will require a higher level f supervisin when invlved in water based activities at the discretin f the Age Manager. Please nte: This Evaluatin des nt mean participants can cmpete at carnivals. The Cmpetitin Skills Evaluatin is based n the swim cmpetitin distances as set ut in the SLSA Australian Surf Sprts Manual fr that age grup and is standard in the frm f an pen water swim. The evaluatin is t be carried ut in an pen water envirnment and invlves a cntinuus effrt f swimming (freestyle) arund the curse. The evaluatin must be cmpleted prir t the award being prcessed and prir t the candidates (U/9 U/14) cmpeting at carnivals. Children that d nt wish t cmpete in interclub cmpetitin are nt required t cmplete a Cmpetitin Skills Evaluatin. This is a Natinal minimum standard, and ne which all Victrian clubs must adhere t. Duty f care must be a high pririty when cnsidering the cnditins n each day f the evaluatin. The crrect rati f water safety fficers (1:5) must be in place. All water safety fficers must be prficient in either a Surf Rescue Certificate r Brnze Medallin. This is a risk management issue and must be managed in a prfessinal manner. 18 If clubs d nt have enugh participants in the relevant age grup, cmpetitrs may g up ne age grup fr team events but cannt represent mre than 50% f the team i.e. U11 can cmpete in a team event fr U12 but nt U13. If a participant wishes t cmpete up an age level in water based activities, the necessary cmpetitin skills evaluatin needs t be cmpleted fr the higher age grup. 20 2.7 JUNIOR SURF EDUCATION AWARDS All junir (5-14 year ld) members are encuraged t participate in the surf educatin prgram relevant t their age grup. The surf educatin prgram is designed t educate ur members in all facets f surf lifesaving and will result in develping a well-runded surf lifesaver. Age Managers are t use the Age Guide relevant t their age grup and any additinal resurces t assist in the develpment f ur junirs. Each age grup has theretical and practical activities that relate t the different age grup levels. Cmpletin f the relevant junir surf educatin award is a prerequisite t be eligible t cmpete in the Victrian Junir State Champinships. All under 14 members wishing t cmpete in the Junir State Champinships will als be required t have cmpleted their Surf Rescue Certificate. Optins fr delivery and basic single lessns are listed in the Human Bdy, First Aid and Resuscitatin lessn plans in the Surf Smart 1 and Surf Smart 2 awards. Optins fr delivery These awards can be gained by incrprating the training int the junir develpment prgram. Within the lessns that relate t these awards there are tw ptins fr the delivery: Optin 1 Deliver a basic single lessn n the tpic (a lessn plan is prvided t deliver this) If yu are a qualified training fficer, the lessn wuld be delivered by yu and wuld be assessed by a qualified assessr. If yu are nt qualified, yu wuld need t find a qualified training fficer t deliver the lessn. 24 2.9 WATER SAFETY All Surf Life Saving affiliated rganisatins have a duty f care twards thse participating in sanctined surf lifesaving aquatic activities. LSV is cmmitted t ensuring all junir prgrams, events and activities are run at the highest standard with the safety f ur junir members paramunt at all times. This Circular is a summary f the SLSA Water Safety Plicy 1.1, which sets ut the risk management prcedures and minimum requirements fr the prvisin f water safety. The SLSA Water Safety Plicy 1.1 is a legally binding dcument and must be adhered t SLSA Water Safety Plicy1.1. SLSA in cnjunctin with LSV and Clubs are required t prvide water safety t all participants engaging in sanctined surf lifesaving aquatic activities. These activities include: lifesaving activities fr members lifesaving educatin activities fr nn-members junir activities All aquatic activities must have an appinted Water Safety Supervisr. In Victria, the minimum age f an Age Manager is 18 years ld. 34 4.1 YOUTH INVOLVEMENT PROGRAM (YIPs) We are a yuthful rganisatin with ver half f ur membership base being under the age f eighteen (18). Junirs (5-13years) make up 35% f ur membership in Victria, and the Yuth (14-17 years) makes up anther 13%. This means that it is vital fr ur rganisatin t cntinue t develp and invest in ur Yuth, as they are the future leaders f ur clubs and rganisatin as a whle. It is essential that we wrk tgether t develp prgrams and pprtunities fr ur Yuth t keep this grup engaged and active within ur rganisatin. Retentin f members aged years in lifesaving seems t be a difficult task fr Life Saving Clubs acrss Victria and the cuntry. The Yuth Invlvement Prgram (YIP's) aims t vercme this retentin issue and helps develp and engage ur yung members. YIP's was riginally designed by the Anglesea Surf Life Saving Club in After great success the prgram has been adpted by Life Saving Victria and many ther clubs acrss Australia. YIP s is a fantastic retentin tl that prvides yung peple with mtivatin and rewards t keep them invlved in lifesaving. This mtivatin requires cntinual renewal and effrt therwise yuth can becme disinterested and engage in ther activities. The structured nature f the prgram prvides participants with gals, empwers them with decisin making skills and satisfies their needs fr affiliatin by prviding scial activities which they can participate in with peple f similar interests. This all cntributes t increasing mtivatin t participate in lifesaving resulting in a greater retentin rate. YIP s als creates a sense f rganisatinal cmmitment amngst yung peple. The prgram builds n the gd wrk that vlunteers are currently undertaking in lifesaving clubs and allw yuth t wrk clsely with cmmittee members t deliver a hlistic prgram, cvering all aspects f club life. Once enrlled, participants can make their way thrugh the brnze, silver and gld levels f the prgram. 36 4.2 STATE U/13 LEADERSHIP DEVELOPMENT CAMP LSV Leadership and Develpment Pathway aims t develp leadership and life skills and assist clubs with yuth retentin. The Under 13 Develpment Camp is designed t assist junir members in the transitin frm Nippers t Cadets. Camp participants will cmplete prblem slving exercises, face persnal challenges, participate in activities that invlve trust and teamwrk and develp a state-wide netwrk. The U/13 Leadership Develpment Camp is scheduled t be held Friday, 14 - Sunday, 16 February 2014 at Stringbark Ldge, Gembrk, Victria. This camp is available t members in the U/13 age grup acrss the state f Victria. Participants must be able t attend the entirety f the prgram. The aim f the camp is t develp leadership and life skills and assist clubs with yuth retentin. The prgram aims t develp yung females as leaders in the sprt and recreatin sectr. It als aims t prvide participants with a variety f leadership tls and resurces t apply at club and assciatin level. On cmpletin f the prgram, the grup undertk a Surf Sprts Junir Cach award as well as becme qualified Age Manager s which are singificant skills they can take back t their clubs t help grw and enhance their membership

40 4.7 LEADERSHIP AND PROFESSIONAL DEVELOPMENT WEEKEND The Leadership and Prfessinal Develpment Weekend is aimed at year ld current and aspiring leaders and will be held frm Saturday, 18 - Sunday, 19 January 2014 (TBC). The purpse f the weekend is t fcus n a range f imprtant areas relevant t bth lifesaving and daily life and encurages active members within LSV t scialise and netwrk with thers in their wider cmmunity. Ptential participants can cme frm a range f different backgrunds, interests and areas f fcus within the club envirnment. 41 4.8 FEMALE LEADERSHIP NETWORK With female representatin in Victria, nw ver 50% and climbing, females are an integral part f the past, present and future f the lifesaving mvement. We celebrate the many rles and facets that females cntribute, pay tribute t the exceptinal rle f ur female vlunteers and acknwledge the pprtunity that lifesaving brings fr females t be active, participate, develp and lead. This initiative is smething the rganisatin deems as extremely imprtant part f the future develpment f ur female members and staff. This is anther step frward fr the lifesaving mvement in ensuring that females have the skills, cnfidence and supprt t fulfil their future lifesaving and prfessinal ambitins. Infrmatin n hw t register fr the 2014 Natinal Leaders Cnference will be lcated n website as it becmes available. 5.3 SIR ADRIAN CURLEWIS SCHOLARSHIP The Sir Adrian Curlewis Schlarship is awarded t surf lifesavers as recgnitin f exceptinal cntributin t surf lifesaving and wh have been identified by their states as the leaders f the future. The schlarship is in memry f ne f surf lifesaving s greatest leaders, Sir Adrian Curlewis, wh was the President f SLSA fr 42 years (please nte this prgram is currently under review by SLSA)

Surf lifesavers are nurtured in an envirnment that values safety, trust, respect, caring and respnsibility. This envirnment encurages acceptance, cnfidence and risk taking. 46 6.4 WORKING WITH CHILDREN CHECKS LSV has a mral bligatin t prtect its yung members (U18). It als nw has a State legal requirement t ensure all yung members are prtected frm physical and sexual harm. This legal requirement invlves all members eighteen (18) years and lder wh undertake vlunteer wrk that: usually invlves, r is likely usually t invlve, regular direct cntact with a child in cnnectin with a service, bdy, place r activity specified in sub-sectin (3) in circumstances where that cntact is nt directly supervised by anther persn. Surce: Wrking with Children Act 2005 (Vic) The Wrking with Children Act 2005 (Vic) includes a cmpulsry Wrking with Children Check fr all emplyees and vlunteers wh wrk in cnnectin with twenty (20) ccupatinal areas and wh have regular, direct and nt directly (indirect) supervised cntact with children. This check has implicatins fr all areas f Life Saving Victria as many f ur activities invlve yung members (U18) including: patrls cmpetitin caching instructing assessing day-t-day club activities and peratins A WWCC will cnsider ffences f a sexual, vilent and drug related nature. The check includes: natinal criminal recrd check fr relevant cnvictins, findings f guilt and relevant pending charges a review f relevant findings frm prescribed prfessinal disciplinary bdies (currently nly the Victrian Institute f Teaching) There is n difference between a vlunteer and emplyee check except the cst. A 'vlunteer' WWCC is FREE hwever an 'emplyee' WWCC requires payment. Obtaining a WWCC: Obtain the latest applicatin frm Australian Pst, yur club r by cntacting Lifesaving Operatins n Read and cmplete the required infrmatin using black pen (except the signature cmpnent) (Please use cde 70 in Sectin D) In the 'Details f Organisatin/s' (Sectin E), please enter bth Life Saving Victria (Address: PO Bx 353, Suth Melburne VIC 3205 and Phne: ) and yur club's details (please cntact yur club t btain the apprpriate cntact infrmatin) Prvide 100 pints f identificatin (refer t applicatin frm) Prvide a passprt size pht (must be regulated size and taken within the last 12 mnths) Ldge at Australia Pst and receive an 'Applicatin Receipt' (back page f applicatin frm), as evidence f submitting yur frm. The applicatin receipt number in the tp right hand crner is yur WWCC number The applicatin receipt acts as a temprary WWCC until yur applicatin is prcessed. 48 Website Update Clubs can cnfirm members have a valid card by peridically using the check status functin n the department f justice website linked belw: ml Teachers and Plice Officer Clarificatin Clubs are reminded that Teachers and Plice Officers are nt exempt frm WWC Check. Withut undertaking a WWC Check there is n assciatin between yur prfessin as a Teacher r Plice Officer and any vlunteer rganisatin in which yu participate. If yu breach any laws (relevant t this check e.g. sexual miscnduct) in the capacity f a Teacher r Plice Officer, LSV and yur Life Saving Club will have n way f being infrmed f such charges. The WWC Check creates that vital link t ensure any alleged breaches (despite emplyment) can be picked up by the Department f Justice, wh then reviews and if deemed apprpriate, infrms all relevant vluntary rganisatin s. Paid/Vlunteers Checks If a member already has a paid WWC Check it is pssible t add a vlunteer rganisatin t the emplyee WWC Check. Hwever a vlunteer check cannt be updated t include an emplyer rganisatin. Prcessing assessment ntices in Surfguard: Once yu receive a member s assessment ntice via the pst yu will need t recrd their details in Surfguard. The fllwing fields under Member Prtectin within the members prfile must be cmpleted: Member Prtectin Frm This bx may be ticked nce the club has received the WWC Check assessment ntice r sighted an applicatin receipt frm Australia Pst. Member Prtectin Date This date can be calculated by subtracting five (5) years frm the expiry date as listed n the WWC Check card r assessment ntice.
