3 Forward No one is born a surf lifesaver. Surf Life Saving is learned skill. It takes a committed individual to undertake the theoretical and practical study needed to gain the basic award of the Bronze Medallion. But the rewards of this investment are truly worthwhile knowing that you have the expertise to help others and maybe save a life! Alan Whelpton (AM) Past President, Surf Life Saving Australia Our Vision To be the Surf Life Saving benchmark in Australia for public safety, community involvement and leadership, youth development, beach management and surf sports Our Values Preservation of life Community Service Team playing/camaraderie A Brief History of Surf Life Saving Australia Surf bathing became popular in Australia around 1902 but as popularity increased the inherent dangers of the surf became more apparent and experienced surfers were frequently called upon to help rescue the unsuspecting public. So began the first informal surf lifesaving groups. As a result, the NSW Surf Bathing Association was formed on 18 th October 1907 and in 1991 it was renamed to become Surf Life Saving Australia. Surf Life Saving Australia has evolved into an organisation known throughout the world for its voluntary humanitarian service. A BRIEF HISTORY OF NOOSA HEADS SURF LIFE SAVING CLUB The first step in the formation of the Noosa Heads SLSC occurred on April 1, 1928 when the Alexandra Headlands Club visited Tewantin and the Heads to give a display for local men. And so began the Cooroy Royal Life and Surf Club. A public meeting was held on 9 th April 1928 at Cooroy and on April 30 the name was changed to Noosa Heads Royal Life and Surf Club. In December 1928 thirteen members gained their Royal Life Saving Society Still Water and Surf Bronze, thus qualifying to patrol the beach. In 1929 a Club House was placed on the beach and in May 1931 the name was changed to Noosa Life Saving and Surf Club. Since then the club has continued to patrol the beach with the proud record of no lives lost on Noosa Beach while life savers were on patrol. In the 2008/2009 season the club underwent a major refurbishment. We are now very proud to have a clubhouse rated as one of the finest on the Sunshine Coast with the best seat on the beach. Our supporters club is run very successfully by a committee and the Club Manager, Anton Mogg (Moggy) and provides a great source of finances for active needs to ensure we can continue to provide the best in public safety, community involvement and leadership, youth development, beach management and surf sports. 4 MEMBERSHIP The following Membership Categories are used by Noosa Heads Surf Life Saving Club. These categories are fully explained in the Club s Constitution and By-Laws: Junior Activities (Nippers) 5 to 14 years Active Cadet 13 to 15 years Active Junior 15 to 18 years Active Senior 18 years and over Reserve Active Long Service Life Member Life Governors Award Member Associate NOBB s (Noosa Old Boys and Birds) ANNUAL MEMBERSHIP AND FEES Noosa Heads SLSC membership year is from 1st July through to 30 th June each year. Renewal applications will normally be forwarded during June. Membership includes insurance and affiliation with both Surf Life Saving Queensland and Surf Life Saving Australia. Membership Fees are reviewed and endorsed at each AGM and then publicised in club newsletters. Membership applications are to be completed on the Members Portal (website All applications must be approved by the Management Committee and fees must be paid prior to participation in any club activities including training and courses. Be sure to update any changes of your details, including your driver s license and blue card details. Page 4 of 20

5 MEMBERS PRIVILEGES Being a financial active member of Noosa Heads SLSC gives members access to club facilities including approved equipment. Members over the age of 18years have automatic membership and access to the Noosa Heads Supporters Club. Please ensure you respect the club facilities and ensure you comply with the relevant Policies and guidelines listed on the club s website and noticeboards which detail the condition of use of these facilities. Noosa Heads SLSC has something for everyone regardless of your age, gender or ability. Some of these opportunities to become involved include: Patrolling the beach as a Bronze Medallion or Surf Rescue Certificate holder Assisting beach patrols or other services as a holder of awards such as First Aid, Resuscitation and Radio Award training, facilitating and assessing Surf Sports coaches, officials, team managers, chaperones etc Junior activities (nippers) coordinator and/or age manager, BBQ coordinator, merchandise officer, water safety Club Executive Committee or various sub-committees as required. There are endless other opportunities to assist in supporting Noosa Heads SLSC from helping out with a BBQ, raffle, social activity, equipment maintenance and many more. 6 CATEGORIES Most newcomers commence their membership as an Associate (such as parents of junior members) or a Probationary member who becomes an active when they have completed the appropriate training. The term active generally refers to all those who have attained an SLSA award and participate in patrol duties. 7 TRANSFERS If you are, or have previously been, a member of another club you will need to complete a clearance/transfer form so that Noosa Heads SLSC can have access to your lifesaving records. It s important to note that Active Reserve, Long Service and Life Member status is not automatically transferred and must be applied for in writing. Please address your correspondence to the Lifesaving Committee. FACILITIES Active members have a variety of facilities available to them: Showers, change room and locker Kitchen - please keep it clean and respect the equipment Monthly newsletter Via Website registration ( Various discounts at the Supporters Club (club has bar, restaurant, pokies & TAB; minors must be accompanied by an adult) Comprehensive Gym - must complete a Club Gym Form (available from Administration Office) and be a minimum of 17 years old Boards and surf skis - please confirm which ones you can use with the Board and Ski Captains Participation in surf sports carnivals and training with qualified coaches Reciprocal rights with other clubs CLUB HOURS Life Saving Club areas, including the gym, are for active members only and can be accessed via security toggle. Access is tailored by membership category and generally covers any time between 5.00am and 9.00pm 7 days a week. 9 LIFESAVING TRAINING COURSES Bronze Medallion (BM) Prerequisites - Must be 15 years of age and must be able to swim 400m freestyle in a pool in under 9 minutes. Surf Rescue Certificate (SRC) The surf rescue certificate is the minimum requirement for patrol duties. It is also required for water safety duties for junior activities (Nippers). Prerequisites - Must be 13 years of age and must be able to swim 200m freestyle in a pool in less than 5 minutes Radio Operators Certificate (ROC) Prerequisites Minimum age 13 years. Radio Operators become Award members and are considered to be active because they do patrols. The ROC is a half day course and does not involve any water skills. Topics include: SLSA radio systems; Pre / post patrol checks and Radio Maintenance. Silver Medallion Basic Beach Management Award (SMBBM) Prerequisites Minimum age 17 years, Bronze medallion, hold proficient SLSA award such as ROC, ARC Operational First Aid. All Terrain Vehicle Induction (ATV) Prerequisites Minimum age 17 years of age, provisional or open driver s license. First Aid (FA) Prerequisites Minimum age 14 years of age. Advanced Resuscitation Techniques Certificate (ARTC) Prerequisites Minimum age 15 years of age, Bronze, of Operation First Aid, or Basic Emergency Care. Inflatable Rescue Boat Crewperson (IRBC) Prerequisites Minimum age 15 years of age, Bronze medallion Silver Medallion IRB Driving (SMIRBD) Prerequisites Minimum age 17 years of age, IRB crewperson and Marine License. 10 ADVANCED AWARDS There are many awards you can obtain through Surf Lifesaving, these include but are not limited to: Rescue Water Craft Operator Jet Boat Driver and Crew Surfcom (Surf Life Saving Communication) Skills Trainer There are many other awards available that allow you to patrol the beach in varying capacities such as Powercraft Awards and Training Officer & Assessor Certificates. Please contact the Office or talk to one of our Trainers for more information about awards. PATROL ROSTER Noosa Heads SLSC has 20 patrols of volunteer lifesavers which patrol the beaches of Noosa Main Beach and Peregian Beach from the start of the September school holidays until the end of April each season. Four patrols work each weekend, that is, AM and PM shifts on Saturdays and Sundays. A roster is issued at the start of the season and updated regularly. A copy can also be found on the club website and the Lifesaving notice board in the breezeway. New members are assigned to a patrol team upon transfer or completion of their course. Any concerns regarding the roster should be addressed to the Club Captain via Lifesaving Administration. Page 10 of 20

11 PATROL OBLIGATIONS Patrolling the beach is the underpinning priority for members in any Surf Life Saving Club. and above all other club activities including surf sports events. Patrols have priority over At Noosa and Peregian, Active Bronze Medallion holders have an obligation to fulfill all their patrolling duties. SRC holders must do at least five full patrols in their first year as an Active Cadet and full patrols in subsequent years. Active Reserve members must complete a minimum of three full patrols patrol obligations must be completed by 1 st January of the current season to be able to compete. If any Active Reserve Member carries over defaults from previous season, makeup and penalty patrols must be completed prior to any competition. If patrols are not completed by 1st January of current season, member will not be able to compete until makeup and penalties are done. If Active Reserves fails to complete their three full patrol obligations prior to 1 st January of the current season the Management Committee and Director of Surf Sports will be notified, a recommendation will be made to cancel their Active Reserve status and or revoke competition rights. If you are unable to attend your rostered patrol, you MUST contact the Patrol Captain and advise them of the situation and organise a substitute of similar qualifications to take your place. Should you fail to advise the Patrol Captain of your non attendance and you fail to organize a substitute (someone who is willing to swap a shift with you), the following will apply. First Default The member must do one full make up patrol within four (4) weeks of the missed patrol. Second Default Where the member has not cleared the first default, and or has incurred a second default the member must now do two (2) make up patrols and one (1) penalty patrol. In addition, the member is not able to use Club Gym, Club owned gear and equipment, attend Club training or compete for the Club in any capacity until all make up and penalty patrols have been completed. Third Default In the case of a third default irrespective of whether the member still has outstanding make up and/or penalty patrols to complete or not, the member will be removed from the Patrol Roster and asked to show cause in writing as to why they should not be suspended from the Club. At this level continued disciplinary action is at the discretion of the Club Management Committee. When you attend your default patrol and sign in, under the type of patrol, you are to enter the words make-up or penalty in the patrol attendance log. Please refer to the SLSQ Patrol Hours & Competition Rights Policy for clarification on patrol hour requirements to avoid being withdrawn from carnivals due to lack of patrol attendance.(patrol Operations Manual Section No: LS0006) Attachments 1. 12 FINDING A SUBSTITUTE Patrol Swaps (Substitutions (Sub/s) enable members to indicate when they will be unable to attend a patrol therefore inviting other club members to sub for them. Club members can also accept to sub for another member who is unable to patrol. Members will manage their subs with other club members via the Members Portal > Lifesaving Online tab. Your substitute should hold similar awards as you to ensure your patrol is not left short of skilled lifesavers. In the search for a Sub you should also consider the Long Service and Active Reserve list where there are a number of experienced members who may be able to help. If you really have trouble finding a sub make sure you contact your Patrol Captain with enough time for them to help you locate someone. If you are unable to attend a patrol at the last moment you must let your Patrol Captain know; if you are sick or have an emergency you don t want to be penalised. ATTENDANCE PATROL LOG Your attendance on patrol must be recorded in the Lifesaving Patrol Attendance Log. Make sure you Sign On in the Patrol Log Book at the start of your Patrol and write your finish time this is normal completed by the Patrol Captain. Substitutes should sign for themselves and indicate who they are subbing for. There are codes on the bottom of the page in the attendance log that make it easy for you to enter the correct details. Do not sign for another person this is legally classed as fraud and will not be tolerated by the club. Please read the log book carefully and write legibly. This log book is a legal document. The Lifesaving Patrol Attendance Log is also used to determine missed hours and qualifying hours for competition. You will find the attendance log in the Patrol Captains room (behind the First Aid Room). PATROL HOURS Members should arrive 20 minutes prior to the start of patrol, you are required to help set up or pack up at the end of the day. Morning (AM) patrols start at 7.00am and finish at 12.00pm Afternoon (PM) patrols start at 12.00pm and finish at 5.00pm. However during the summer school holiday period AM patrols start at 7.00am and finish at 12.30pm and PM patrols start at 12.30pm and finish at 6.00pm. Page 12 of 20

13 PATROL UNIFORM REQUIREMENTS Patrol uniforms are issued by the club to qualified members and include: Red and Yellow quartered cap tied on the head Club swimwear Red Patrol shorts Long sleeve yellow patrol shirt with Beach Patrol Hat (SLSA issue board brim) or a peaked cap (at members cost) Sunscreen, sunglasses Red/yellow wet shirts The uniform projects an image of professionalism and one the public looks to for assistance. visible. Your patrol uniform can only be worn while on patrol or at an SLSA approved activity; no exceptions. Do not wear it to or from Patrols. PATROL CAPTAINS ROOM Please access this room the first aid room. In the room you will find the Lifesaving Patrol Attendance Log, Lifesaving Patrol Log and Incident Report Log in a locked cupboard. The PC key is needed to access this cupboard. These logs are legal documents and must be filled out correctly. All the small patrol items are also stored here such as radios and chargers, binoculars. FIRST AID ROOM The First Aid Room must be kept clean at all times. Everything is neatly labelled so you should have no trouble locating the appropriate item. There is a display cabinet on the wall showing what all bandages and other items look like when the package is opened. Please do not open packaging unless you intend to use the product. Always use gloves and remember sharps, swabs and any waste containing bodily fluids must be disposed of in the appropriate container. All first aid treatments must be recorded in the Incident Report Log book (found in the First Aid room), regardless of how minor the treatment is. Treatments that require an ambulance call out must also be recorded in the Incident Report Log. PUBLIC RELATIONS Your patrol uniform stands out on the beach making you highly visible and the public will watch your every move. Many will ask a variety of questions: What are the orange buoys out there? Do you know where the Wok Inn is? Are there any sharks here? You will be surprised at what they expect you to know. If you don t know the answers just say so. One of your key jobs is to help educate people about safety at the beach. If someone is doing something unsafe talk to them politely, explain that what they are doing is not safe and try to educate them in the correct way. Try not to gather in groups of more than 3 people as a group can be intimidating to approach for assistance. A lot of club fundraising comes from the general public; they will put their hands in their pockets if they see a job well done. Lifesavers have a high profile and must be seen to be doing the right thing. The public like to see lifesavers training, especially rescues and resuscitation scenarios, this kind of training is highly recommended. Page 13 of 20

14 DEALING WITH MEDIA Any dealings with the media should be directed to the Patrol Captain. Lifesavers are only to make comment if approval is given by both Noosa Heads SLSC and SLSQ. Media can be persistent; please be considerate and polite even if they are hassling you for a comment. Avoid saying no comment as this will make them more determined. Simply introduce them to your PC who will then direct them to the appropriate person. SKILLS MAINTENANCE THEORY/PROFICIENCY Proficiencies are an annual assessment to ensure your rescue skills are current. The proficiency involves a pool swim which is conducted at NHSLSC swim night (currently at the Good Shepherd Lutheran College Pool on Monday and Thursday nights from 6:00pm), Skills Maintenance theory questionnaire, run-swim-run, signals, board and tube rescue and resuscitation techniques. If you hold other awards such as, ARTC, IRBC, SMIRBD you will need to attend a proficiency related to each of the awards that you hold. An award gained after June 30 does not require a proficiency in the year. Proficiencies are held during August till December each year. Details are advertised in the website, newsletter and noticeboard. Members who do not complete their proficiency by December 31 are not permitted to participate in any further patrol or surf sports activities for the season. The Proficiency test is necessary to Ensure ongoing competency of lifesaving personnel Update Knowledge and expertise Satisfy legal and statutory agreements Continue Service and commitment to the community WORKING WITH CHILDREN (BLUE CARD) Noosa Heads SLSC must follow the policy as outlined by SLSQ. SLSQ is in turn following the guidelines of the Commission for Children and Young People and Child Guardians. Please refer to SLSQ s policy on Blue Card Screening. All Noosa Heads members, over the age of 17 years and 6 months who have dealings with children under 18 years must complete an application form Blue Card. In effect, all members of the Club who are over 18 years of age should have a valid Blue Card. Applications are available from Administration or the club website. You will need to show two forms of identification for this application; a driver s license, passport or birth certificate and a credit card, Centrelink card, student card (with photo), Medicare card or current Positive Notice Blue, for verification and lodgement. BLUE CARD RENEWALS Blue cards are current for two years. Existing Blue Card holders will be notified by the Commission before your card expiries. It is your responsibility to ensure the renewal applications is completed and forward to the club Administration for verification and lodgement, and then the club will on forward to SLSQ on your behalf. 15 CLUB INDUCTION All new members to Noosa Heads SLSC will undertake a Club induction in the Clubs Constitution, Club policies, Member Protection Policy including Child and Youth Risk Management strategies, Members safety, Wellbeing and Code of Conducts. VOLUNTEER RECOGNITION The club provides a box of fruit and a platter of mixed sushi (to collect) for each patrol which is stored in the kitchen fridge. Please clean up the kitchen and utensils and put things away after cutting up any fruit. As a token of appreciation all patrol members are provided with a drink voucher; under 18 s currently receive a voucher from Boost Juice. Adults can use their vouchers for schooner of beer, a glass of house wine or a soft drink from the Supporters Club bar, or they can choose to get a Boost voucher. Your Patrol Captain will distribute these vouchers at the end of your patrol shift. Individual and team achievements are reported regularly in the club newsletter and annual awards are bestowed on outstanding members at the Annual Dinner, held in June. All club members are valued for their contributions to surf life saving; volunteers are the backbone of our club. It is not easy to capture all the wonderful things our members do. If you notice a good deed or act of volunteerism that is over and above the norm please let administration know so that those concerned can be acknowledged for their efforts. FITNESS Active members are encouraged to make use of the club gym, fitness sessions and attend club swim sessions to help maintain fitness for lifesaving. Swimming sessions are held at Good Shepherd Lutheran College Pool on Monday and Thursday evenings at 6:00-7:00pm. Gym sessions are held at the club on Tuesday and Thursday mornings at 6.00am Check the club newsletter and noticeboard for details. Please note as per SLSA Membership application and declaration the following items: Item 3 Warning: SLS Activities can be inherently dangerous. I acknowledge that I am exposed to certain risks during SLS Activities including but not limited to physical exertion, contact with surf lifesaving equipment, body contact and surf, sea and weather conditions. I acknowledge that accidents can and often do happen which may result in me being injured or even killed, or my property being damaged. I have voluntarily read and understood this warning and accept and assume the inherent risks in participating in SLS Activities. Item: 6 Fitness to Participate: I declare that I am medically and physically fit and able to participate in any SLS Activities. I am not and must not be a danger to myself or to the health and safety of others. I will immediately notify SLSA in writing through my Club of any change to my medical condition, fitness and ability to participate. Page 15 of 20

16 SURF SPORTS Surf Life Saving hosts a wide range of sporting activities aimed at all ages from U8 Nippers to 70+ Masters. Events range from flags and sprints, through to board, ski and surf boat races. There are also competitions in First Aid, Patrol Team Competition, Champion Lifesaver and IRB Racing Team Surf Sports information is included in the club newsletter and members are encouraged to get involved. Racing boards and skis are available for members who would like to try paddling before they commit to their own gear and some storage room is available for competitors who have their own gear. Surf Sports is critical in developing and enhancing physical lifesaving skills. NHSLSC is committed to participating at a high level in all Surf Sports across all ages. The club has invested significantly in infrastructure to support these efforts and is fortunately to have excellent coaching staff, lead by Head Coach Darren Mercer OAM. Surf Sports Team issues a weekly training program which features sessions across many disciplines with various qualified coaches. Please refer to the notice board and website. COMPETITION HOURS SLSQ & SLSA require you to complete a minimum number of patrol hours per calendar year 1 January to 31 December to be eligible to compete. Active Cadet, Active Junior and Active Senior must complete 25 hours. Reserve Active must complete 12 hours. New members need to complete 4 hours per month from the month they gain their active award. As a member of Noosa Heads Surf Life Saving Club you are expected to attend all your rostered patrols (or find a substitute); patrol obligations take priority over a carnival. CODE OF CONDUCT FOR MEMBERS 1. Respect the rights, dignity and worth of others; 2. Be fair, equitable, considerate and honest in all dealings with others; 3. Be aware of, and maintain an uncompromising adhesion to, SLSA standards, rules, regulations and policies; 4. Be professional in, and accept responsibility for actions; 5. Make a commitment to providing quality service; 6. Use facilities and equipment for their proper purposes, and care for and maintain such facilities and equipment correctly; 7. Refrain from anything which may abuse, intimidate or harass others; 8. Preserve and protect the standing and reputation of the Association; 9. Understand the consequences of any breach of SLSA s Member Protection Policy or Codes of Conduct.
