(SC 2364) 2618 HERSCHEL STREET JACKSONVLLE, FLORDA 3224 for a permit to perform hydraulic dredging and to place fill material along the shoreline of the ATLANTC OCEAN and PORT ROYAL SOUND at four reaches of shoreline that total 4, linear feet along areas described as 1) the southern Atlantic shoreline (South Beach), 2) the central Atlantic Ocean shoreline (Central sland), 3) the northeast portion of the island at the intersection of the Atlantic Ocean and Port Royal Sound (The Heel), and 4) along a portion of the Port Royal Sound shoreline in Port Royal Plantation (Port Royal Sound) on Hilton Head sland in Beaufort County, South Carolina, South Beach (Latitude , Longitude ), Central sland (Latitude , Longitude ), The Heel (Latitude , Longitude ), Port Royal Sound (Latitude , Longitude ) using sand from to offshore borro sites: 1) Barrett Shoals, offshore of the southern end of Hilton Head sland (Latitude , Longitude ) and 2) Baypoint Shoals, offshore of the northern end of Hilton Head sland (Latitude , Longitude ). n order to give all interested parties an opportunity to express their vies NOTCE is hereby given that ritten statements regarding the proposed ork ill be received by the Corps until 3 days from the date of this notice and SCDHEC ill receive ritten statements regarding the proposed ork until 3 days from the date of this notice from those interested in the activity and hose interests may be affected by the proposed ork.

2 REGULA TORY DVSON Refer to: P/N #SAC W 7 JULY 214 The proposed ork consists of the placement of up to 2. million cubic yards of beach compatible sand obtained from to offshore borro areas by hydraulic cutter-suction pipeline dredge and pumped to the four reaches of beachfront shoreline totaling 4, linear feet for placement, grading and shaping. The proposed ork is described in further detail in Attachment A provided by the applicant and shon in the project draings. According to the applicant, the purpose of this project is "to reestablish island ide conditions, relative to those renourished and maintained through past projects, sufficient to sustain an 8 to 1 year renourishment life folloing project completion." Past projects in these areas ere constructed under the folloing permits: P N 87-3T-37-P, P/N 96-1A-38-P, 97-1A 459-P(revised}, P/N 24-1W-3 19-P, SAC W-P and SAC W. NOTE: Plans depicting the ork described in this notice are available and ill be provided, upon receipt of a ritten request, to anyone that is interested in obtaining a copy of the plans for the specific project. The request must identify the project of i nterest by public notice number and a self-addressed stamped envelope must also be provided for mailing the draings to you. Your request for draings should be addressed to the U.S. Army Corps of Engineers ATTN: REGULATORY DVSON 69A Hagood Avenue Charleston, South Carolina The District Engineer has concluded that the discharges associated ith this project, both direct and indirect, should be revieed by the South Carolina Department of Health and Environmental Control in accordance ith provisions of Section 41 of the Clean Water Act. As such, this notice constitutes a request, on behalf of the applicant, for certification that this project ill comply ith applicable effluent limitations and ater quality standards. The ork shon on this application must also be certified as consistent ith applicable provisions the Coastal Zone Management Program (15 CFR 93). The District Engineer ill not process this application to a conclusion until such certifications are received. The applicant is hereby advised that supplemental information may be required by the State to facilitate the revie. This notice initiates the Essential Fish Habitat (EFH) consultation requirements of the Magnuson-Stevens Fishery Conservation and Management Act. mplementation of the proposed project ould impact 24 acres of beachfront shoreline and 7 acres of offshore borro areas including marine and estuarine substrates and emergent etlands utilied by various life stages of species comprising the red drum, shrimp, and snapper-grouper management complexes. Our initial determ ination is that the proposed action ould not have a substantial individual or cumulative adverse impact on EFH or fisheries managed by the South Atlantic Fishery Management Council and the National Marine Fisheries Service (NMFS). Our final determination relative to project impacts and the need for mitigation measures is subject to revie by and coordination ith the NMFS.

3 REGULA TORY DVSON Refer to: PN #SAC W 7 JULY 214 The District Engineer has consulted the most recently available information and has determined that the project is likely to adversely affect the loggerhead sea turtle (Caretta carreta) and is likely to adversely affect he piping plover (Charadrius me/odus) and designated critical habitat (USFWS SC Unit-15) for intering piping plover ( Charadrius melodus). This public notice serves as a request to the U.S. Fish and Wildlife Service and/or the National Marine Fisheries Service to initiate forma l consultation on this these species and/or critical habitat that may be present in the area hich ould be affected, pursuant to Section 7(c) of the Endangered Species Act of 1973 (as amended). This public notice also serves as a request for a conference opinion that considers the impacts of this project on the red knot (Calidris canutus rufa) hich is currently proposed for listing as a threatened species and on proposed critical habitat for the loggerhead sea turtle. A biological assessment (or other similar document) detailing our analysis of the effects of the action ill be provided. Pursuant to Section 16 of the National Historic Preservation Act (NHPA), this public notice also constitutes a request to ndian Tribes to notify the District Engineer of any historic properties of religious and cultural significance to them that may be affected by the proposed undertaking. n accordance ith the NHPA, the District Engineer has also consulted the latest published version of the National Register of Historic Places for the presence or absence of registered properties, or properties listed as being eligible for inclusion therein, and this orksite is not included as a registered property or property listed as being eligible for inclusion in the Reg ister. To insure that other cultural resources that the District Engineer is not aare of are not overlooked, this public notice also serves as a request to the State Historic Preservation Office to provide any information it may have ith regard to historic and cultural resources. Any person may request. in riting, ithin the comment period specified in this notice, that a public hearing be held to consider this application. Requests for a public hearing shall state, ith particularity, the reasons for holding a public hearing. The decision hether to issue a permit ill be based on an evaluation of the probable impact including cumulative impacts of the activity on the public interest and ill include application of the guidelines promulgated by the Administrator, Environmental Protection Agency (EPA), under authority of Section 44(b) of the Clean Water Act and, as appropriate, the criteria established under authority of Section 12 of the Marine Protection, Research and Sanctuaries Act of 1972, as amended. That decision ill reflect the national concern for both protection and utiliation of important resources. The benefit hich reasonably may be expected to accrue from the project must be balanced against its reasonably foreseeable detriments. All factors hich may be relevant to the project ill be considered including the cumulative effects thereof; among those are conservation, economics, aesthetics, general environmental concerns, etlands, historic properties, fish and ildlife values, flood haards, flood plain values, land use, navigation, shoreline erosion and accretion, recreation, ater supply and conservation, ater quality, energy needs, safety, food and fiber production and, in general, the needs and elfare of the people. A permit ill be granted unless the District Engineer determines that it ould be contrary to the public interest. n cases of conflicting property rights, the Corps of Engineers cannot undertake to adjudicate rival claims.

Any comments received ill be considered by the Corps of Engineers to determine hether to issue, modify, condition or deny a permit for this project. To make this decision, comments are used to assess impacts on endangered species, historic properties, ater quality, general environmental effects, and the other public interest factors listed above. Comments are used in the preparation of an Environmental Assessment and/or an Environmental mpact Statement pursuant to the National Environmental Policy Act. The proj ect is an anticipated and scheduled reno uri shment by the To n of Hilto n sland as part of its ongoi ng comprehens ive beach management program. Renou rishment events are planned to occ ur every 8 to years depending upo n eather conditio ns and beach performa nce during the no urishment life. The last comprehensive even t on the island as completed in February 27. T he proposed project ill include sand place ment alo ng four discrete reac hes ofthe is land shorefront hich are generally located at: ( ) the southern Atlantic Ocean sho re line (i.e., South Beach); (2) a lo ng the central portion ofthe Atlantic Ocean sho reline of the is la nd (i.e., Central s land); (3) the northeast point of the island at the intersection of the Atlantic Ocean and Port Royal Sound sho re line (i.e.. "The Heel"); and (4) a long a portion of the Po rt Royal Sound shore line in Port Royal Plantation (i.e., Port Royal Sound). Sand as placed along portions o f South Beach, Central s land, and Port Royal Sound shorelines in 26/7. Sand as placed along The Heel'' s horeline in 211/12. The proposed fill at "The Heel" is located ithin a portio n o f Critical Habitat Unit SC-15 for intering piping plovers. Project construction is planned beteen October, 2 15 and April 3, The required sand volume ill be reassessed imm ediately prior to project construction based and i ll cons ider the latest available beach cond iti on data. Sand placement i ll be limited to areas of need -- defi ned as those areas here there is a sand vo lume deficit in the pre viously constructed design beach and/or here the protective beach idth is less than 2 ft and the MHWL erosion rate is greater than about -5 ftfy r. Past proj ec ts o n the island ere constructed under the folloing permits: 199 ( PN 87-3T-37 P); 1997 (PN 96-A-38-P); 1999 ( PN 97- A-459-P (revised)); 26/7 (PN 24-lW-319 P); and (P W-P). The sand ill be shaped into a typical beach fill constructio n berm configuration ith a maximum upper berm elevation generally equiva lent to the adjacent ambi ent beach elevations. Berm idths ill vary. The seaard slope of the co nstruction berm i ll have a cons istent and uniform init ia l slope of V:2 H for a ll project reaches. S outh Beach S horeline. Sand placement along a localied area of the south island shoreline ill address erosion that has occ urred since 26/7 along a previously restored area. as ell as an unrestored reach o f shore line. The purpose of this sand placement is to address recent sand losses and a high rate o f erosio n that has accelerated over the last 4 to 5 years. To accommodate these losses and anticipated loss rate over an 8 to year period (based upon the most recent doc umented sand loss rates, October 2 to October 213), approximately 29, cy of sand ill be pl aced a lo ng approximately 5, ft of shore line. Fi ll placemen t ill be located generally beteen beach monitoring stat ion HH - C (beteen Ton Beach marker ( BM) ll and 12) and HH -4 (betee n BM 2 and 2 1 ). The proposed project i ll extend sand placement approximatel y 3,2 ft north o f HH-3. th e northern lim it of previo us proj ect at this location. Sand for thi s project reach ill be so urced from the Barrett Shoals bo rro area. Central sland S h oreline. The planned sand placement along the island's central Atlantic Ocean shorefront falls entire ly ithi n the limits of previo us ly-constructed beach fi lls (i.e., 199, 1997, and 26/7). Fill placement ill occur generall y beteen A lder Lan e in South Forest Beach (so uthern limit) and The Folly (northern limit). This reach of shoreline continues to experience persistent and somehat uniform shoreline recession due to erosion. Based upon projected sho reline and beach condi tions at the time of project construction, the proposed central island sand placement ill include placement o f about 1.3 Mcy along 28,8 ft o f shoreline. This portion of th e project fill placement i ll be located generally beteen beach monitoring station HH-11 (Alder Lane, BM 52A) and The Fol ly ( BM 97). Roughly half ofthe sand for th is project ill be sourced from the Barre tt Shoals borro area and the o ther half from the Baypo int borro area. "The H eel" S h oreline. The proposed project i ll include sand placement a lo ng a porti on ofthe shore line that as restored at 'The Heel'' in 212. T he 212 project included placement o f a pprox imately 1.2 Mcy of sand along about 5, 7 ft shoreline beteen the nort hern side of the Westin Hotel {BM-112) and HH-298 ( BM-122/ 123),just south ofthe Port Royal Plantation Beach House, and co nstruction of a lo-crested terminal g roin. The proposed project ill include sand placement along a 3, ft reach o f the 2 12 project shore line, approximately 2, ft immediately no rth and 9ft south ofthe terminal g roin. The goal is to maintain unifo rm and consistent beach conditio ns along the entire island such that all areas ofthe beach are o n the same reno uri shment schedule in the future. Based upon expected conditions along.. The Heel" shoreline, it is anticipated that approximately 2, cy ofsand ill be placed along abou t 3, ft ofshoreline. Sand for this project reach ill be sourced fro m the Baypoint borro area, the same source used for the 212 project (PN W -P). Port Roval Sound Shoreline. The 215/ 16 project i ll include renourishment of previouslyrestored areas of the Port Royal Plantation Po rt Royal Sound shoreline here there is a documented sand de fic it re lative to previous constructed beach conditions and/or here existing and expected future sand loss rates require fill placement to provide uniform beach conditions over the proposed project life. This area of the island s shore line is about 7,5 ft in length and located generally beteen the northern end of Planters Ro (beteen BM 122 and BM 123) and Fish Haul Creek. The 1997 project restored the entire 7,5 ft of shoreli ne; in 26/7, o nly about 3, ft beteen The Beach House and HH-3A as renourished. Conside ring expected beac h conditio ns at the time of construction, the project is anticipated to include placeme nt of about 2, cy ofsand alo ng about 4, ft ofshoreline. Sand placement ill occur generally beteen the Beach House (H-29E; beteen BM-123 and BM-1 24) and HH-31 A (BM- 13). The expected volume considers the placement of24, cy along a portion of this shore lin e as part of the Ocean Point nterim Sand Fill project (PN W) hich as completed in May 214. Sand for this project reach ill be sourced from the Bay point borro area. Borro Areas. To offshore sand borro areas have been identified for the proposed project. These areas are located at Barrett Shoals at the south end ofthe island and Baypoint Shoals at the north end of the island, across Port Royal Sound. Both of these areas have been used as sand sources for previous restoration and renourishment projects on Hilto n Head s land, and rapid recovery (i.e., ithin 12 mo nths) of sedime nt conditions and softbotto m benthic communities as documented folloing dredging (A TM, 2; Bergquist, et a l, 29; OA, 2 14; Croe and Sanger, 214). The selection and design of project borro areas has three principal objectives hich are intended to conserve available offshore sand resources and minimie the effects ofdredging o n offshore softbottom habitats. T hese are: ) provide a suitable source of beach-compatible sand that is reasonably close to the sand placement area and accessible by an ocean-certified cutter-suction pipeline dredge, 3 of6 Attachment A- Project Description 215/16 Hilton Head sland Beach Renourishment Project olsen associates, inc.

8 2) delineate an area that minimies the spatial extent of the area to be dredged, and 3) site and configure the borro area in such a manner as to avoid and/or minim ie the creation of isolated depressions ithin a shoal feature that may prevent or limit the recovery of sand substrate and softbottom benthic communities. This can be accomplished by designing borro areas here the material that is expected to infill the dredg ing s ite is beach compatible and similar in character to that hich as removed. Barrell Shoals. To areas of Barrett Shoals have been identified as candidate areas for sand borroing. Both ofthese areas have been previously pennitted for sand borroing (PN 97-1 G 234-P (Daufuskie s land), PN 97-A-459-P (revised) South Beach and PN 24-W-319-P) and portions ofthe sites have been dredged for the purposes ofsand placement a long the beac hes of both Hi ton Head sland and Daufuskie sland. n sum, these areas occupy approximately 55 acres of seafloor and contain approximately 5.8 Mcy of beach-compatible sand as measured above -2 ft, NGVD29. These areas have been selected based upon the knon sand quality and rapid recovery of substrate and benthic communities folloi ng past dredging events. Only a fraction ofthe identified Barrett Shoals borro areas i ll be used for the proposed project. Bavpoinl Shoals. The proposed Baypoint borro area is located entirely ithin the footprint of the shoal area that as pennitted and dredged in 212 (P W-P). This borro area is located on the estern side ofthe larger Baypoint shoal feature at a location toard hich the larger shoal tends to migrate. For the 212 project. the dredging depth as limited to -2 ft, NGVD29 and approximately 1.4 Mcy of sand ere dredged from the Baypoint borro area. A 213 sand source investigation of the 212 site identified extensive beach quality sediments belo-2ft, NGVD29. This as not unexpected as the larger shoal feature has been migrating a nd filling into the deeper Port Royal Sound channe l for decades. Prior to the 2 12 project, sed im ents belo about -2 ft, NGVD29 could not be sampled due to the vertical limitations of Vibracoring equipment. The rapid recovery ofsediment conditions and benthic invertebrate populations folloing the 212 project as due principally to the location and configuration of the borro area, the abundant ambient sand supply surrounding the site, the tendency of the larger shoal feature to migrate toard to borro area, and the exposure ofthe site to strong tidal flos associated ith Port Royal Sound. Given the existence of beach-compatible sand belo -2 ft, NGVD29, the proposed project ill excavate the Baypoint borro area to a depth of -3 ft, NGVD. The borro site ill be located and configured similar to the 212 site ith the exception ofthe deeper dredging depth. Similar to the 2 12 borro area, the proposed site ill be excavated into the s lope of the larger shoal, rather than as a depression ithin this shoal, hich i ll expose the site to the strong Port Royal 4 of 6 Attachment A - Project Description 215/16 Hilton Head sland Beach Renourishment Project olsen associates, inc.

9 Sound tidal curre nts. Based on these design features, the physical and biological recovery of thi s site folloing dredgin g is not expected to be diffe rent than that documented folloing the 2 12 project. Use ofthis area also reduces the s patial extent ofdisturbance to the Baypoint Shoals and maximies the use of available beach-compatible sand resources located in the vicin ity of Hi ton Head sland. The proposed borro area occupies approximately 169 acres of seafloor and contains an estimated 2.8 Mcy o f beach-compatible sand as meas ured above -3 ft, GVD29. Similar to the Barrett Shoals borro area, hoever, only a fraction of the sand identified at Bay point Shoals ill be used for the proposed project.
