As you know Finswimming is becoming an increasingly important sport and the number of licenses is steadily rising. We hope its future will be bright. We also note that the major national federations in the CMAS show significant interest in developing finswimming the best way. France, as a major CMAS partner, has today an important role to play in promoting Finswimming with the World Junior Championships in Annemasse. CMAS, in collaboration with FFESSM, has spared no efforts in promoting this event, which is placing it among the most important moments in the 2016 calendar. 3 Christian DUPESSEY President of the Annemasse agglomeration and Mayor of the City of Annemasse «From the 4th to the 11 th of July 2016, the Annemasse agglomeration will have the great honor to host the World Finswimming Juniors Championships. This is a large-scale event, another proof of the influence of our territory. This event will take place in both the pool and open water. The first site is Chateau Bleu, which will celebrate its two years of opening with this international event and the second, Lake Machilly, a popular site of the city inhabitants. This is the world s next generation of a spectacular sliding sport that places our territory in the spotlight. About 200 young athletes are expected and over 30 country flags will fly at the different championship sites. This is a wonderful recognition of the expertise and investment of all the Chateau Bleu aquatic center team. Many local actors alongside with the local partners will offer the best welcome to this competition.the audience will have free access to the show, whether at Chateau Bleu or Lake Machilly. Entertainment will be provided daily at the aquatic center and will enable young people to learn about the activities and discover new practices. This world championship will generate significant economic benefits. I would like to thank all of the technicians and volunteers who will work on this great event. Being chosen to the 2016 World Finswimming Championship Juniors by the World Confederation of Underwater Activities (CMAS) and the French Federation of Diving and Underwater Sports (FFESSM) is creating passion for all our region. The warm welcom of the City of Annemasse and its agglomeration was extraordinary from the first contact. We mobilized the best in terms of image, dynamism, human values and success. These championships are an opportunity for our regional committee to enter the next level, in this beautiful region of Annemasse. The opening ceremony, one of the highlights of the event, will bring together competitors from every country, local associations and local actors in a great sports festival. 5 «Montpellier Strasbourg Now Annemasse The last time France hosted a major international finswimming event was 17 years ago! Our federation has decided to revive to the organization of official international events in It responded positively to the CMAS application call following the commitment of the Annemasse agglomeration to face this challenge with us. The stakes are high. Hosting this World Championship is indeed a unique opportunity to enhance the territory of Annemasse agglomeration. It also contributes to the influence of France by demonstrating our national "know-how" in the organization of major sporting events. It will then benefit the local federation activities and the development of underwater sports for the greatest number of people. He manage the French National teams in the various disciplines of the federation. SPORTS VILLAGE During the pool competition, a village will be set up for athletes to allow them to relax. For their comfort, Osteopathy Training Institute of the Grand Avignon (IFO-GA) made available by the FFESSM, will practice care throughout the competition to prepare for races and speed up their recovery. 5

6 THE MASCOT The Mascot has been adopted by Anna ARZHANOVA and Jean-Louis BLANCHARD at the International dive show of Paris January 9, 2016 The entire World Finswimming Championship organization team is pleased to introduce you the mascot of the event. Our funny and touching Marmot will come down from his high Savoy mountains to attend the finest sporting achievements. Who knows, with its own fins maybe? Already adopted by our federation, it will be present with us to enliven the festive moments. We have no doubt he will participate in making this Championship an unforgettable event.... And has been adopted by Michel Gaunard, President of the Finswimming Commission of the CMAS. THE ORGANIZATION TEAM We can not introduce them all, but they are already hard at work on the organization of this championship. In the first place there is the EXOCET Club who is the local relay of the organization. And no less than 100 volunteers will be with you to make your stay as pleasant as possible. 6

7 SITUATION THE ANNEMASSE AGLOMERATION is located 20 minutes from the Geneva, Switzerland, international airport and 1h45 from the Lyon, France, international airport. Shuttle transfers can be arranged from both airports. The swimming-pool competition will take place in Annemasse at the Chateau Bleu aquatic center. The open water competition will take place at the Machilly lake located 20 minutes by shuttle from the town of Annemasse. 7

8 WELCOME IN ANNEMASSE At the gates of Switzerland, at the bottom of two mountains, Mount Salève (1375m) and Voirons (1400m), the Annemasse agglomeration benefits from a privileged location, in the natural outlet of the Northern Haute-Savoie mountain valleys. Twelve dynamic towns (Ambilly, Annemasse, Bonne, Cranves-Sales, Etrembières, Gaillard, Juvigny Lucinges, Machilly, Saint-Cergues, Vétraz- Monthoux, Ville-la-Grand) and more than inhabitants give this agglomeration a modern and welcoming character. Annemasse and its suburbs are located in the Rhône-Alpes region and in the heart of Haute- Savoie. The city occupies a central position between Mont Blanc and its famous ski resorts, and Lake Geneva, surrounded by his French and Swiss towns. Very close to Geneva, the city of Annemasse is undeniably an international city! Located 500 meters above the sea level, Annemasse is crossed by the Arve river. The climate is temperate with mountain aspects, but softened by air flows from Lake Geneva. The hottest temperatures occur in July and August with 26 C averagely in the afternoon. 9 All the venues are located in the heart of the Annemasse city. They are all acceccible by a short walk or with shuttles. The various hotels are within 15 minutes walk to the Chateau Bleu aquatic center and 7 minutes by shuttle. The lunch and dinner will be taken in the Salève high school which is a 6-minute walk from the Chateau Bleu aquatic center and 4 minutes by shuttle bus. The opening ceremony will be held in Fantasia Park which is a 10 minute walk from the Chateau Bleu aquatic center and 5 minutes by shuttle bus. 9

10 THE AQUATIC CENTRE CHATEAU BLEU Inaugurated in 2014, the Chateau Bleu aquatic center is a structure with an original architecture consisting of multiple beamed roof and supported by large windows to make room for natural light. The building stands out for its environmental qualities with its solar panels, green roof and rainwater recovery system. The Chateau Bleu aquatic center provides: - An Olympic pool with 8 lanes temperature of 26 C. - A 25 meters recovery pool - temperature of 27 C. An air compression station is located inside the swimming-pool complex. The pool extends over a park that will host the sports village for athletes and partners. 2 rue de Bonneville Annemasse 10

11 MACHILLY LAKE CCreated at the initiative of the Machilly city, the artificial reservoir lake was constructed in 1977 in order to create a leisure center and also hydraulically regulate the Foron river. This 7.1 hectares site hosts annual competitions such as triathlons. A path allows to tour the lake while following the progress of the finswimmers. 12 CONDITIONS OF PARTICIPATION Only national federation teams affiliated to the CMAS are eligible to compete in the competition. Each national team should respect the championships rules, the safety conditions set by the organizers and the CMAS rules and regulations. SWIMMING-POOL EVENTS: (art finswimming rules.) Each country may enter no more than two (2) swimmers for each distance and one (1) relay team. A country has the right to change the composition of the relay teams between the qualifying heats and the final. The entries must reach CMAS headquarters within the time limits set by the CMAS rules on ( Point &4 of CMAS Procedures) World and Continental Championships will be organized over four (4) days and eight (8) sessions. The qualifying heats are scheduled in the morning and finals in the afternoon except 400 IM, 800 SF and 1500 SF slow heats in the morning and fast heat in the afternoon. For this reason, it's requested to the national federations to send to the CMAS HQ the official protocols of all national selection competitions in delay maximum of two weeks after the competitions (in one of the three CMAS languages). Thus, times of enrollments of the swimmers will be checked for CMAS championships. If the protocols aren't transmitted in this deadline, times of corresponding enrollments will be cancelled and the athletes will be engaged with time 00:00:00. OPEN WATER EVENTS : Each country may enter not more than four (4) swimmers for each distance and one (1) relay team. The relay team is mixed. It is necessarily composed of two female athletes and two male athletes. The starting order is free and is decided by the team leader according to the point of the finswimming rules 12

13 DISCIPLINES AND DISTANCES (Male and Female) SWIMMING POOL : Surface Finswimming (SF): 50m, 100m, 200m, 400m, 800m, 1 500m Apnea (AP): 50m Immersion (IM): 100m, 400m Relay: 4x100m, 4x200m Bi Fins (BF): 50m, 100m, 200m OPEN WATER : Morning: relay 4x2000m Afternoon: 6000m individual. INTERNATIONAL JURY : CMAS Technical Delegate according to the CMAS rules. 6 judges from other federations that France will invite. CLASSIFICATION AND AWARDS : According to the CMAS rules and regulations. PROTEST : According to the CMAS rules. CYLINDERS FILLING : Only compressed air without oxygen enrichment is allowed For pool competitions, the minimum volume of a compressed air cylinder (bottle) is 0.4L (zero point four liter) The maximum filling pressure for the compressed-air cylinders cannot exceed 200 bar (20 MPa). When a cylinder with a flat bottom is used, adding a rounded bottom, which does not exceed the radius of the cylinder, is allowed All cylinders used must have passed a hydrostatic test less than 2 years before the competition, or even less if it is required by the local legislation. Each cylinder must be presented empty during checking meeting before competition. The organizer guarantees the filling of DIN 200, YOKE cylinders (bottles). * Bottles equipped DIN could be available to National teams through a written booking request at the time of subscription and in which details about the quantity and wished volumes should be provided 13

14 FLAGS National teams should bring three (3) national flags (m 2,00 x m. 1,00) and a CD with the national anthem (short version). 21 ACCOMMODATION : IBIS HOTELS*** Two hotels called "Ibis Rouge" and "Ibis styles" (3 stars) will accommodate the great majority of teams. The hotels are located next to each other. You will be staying in modern and high quality rooms with TV, air conditioning and free WIFI. All rooms will be nicely furnished, well decorated and have private bathroom. 21

22 ACCOMMODATION : HOTEL CAMPANILE*** The hotel "Campanile Annemasse Centre - Gare" will accommodate the remaining teams. It provides Free WIFI in the entire facilities. This hotel is located at less than 5 minutes walk from many shops. Rooms are confortable with kettle, air conditioning, TV, a desk and a private bathroom with either bathtub or shower. 22

23 ACCOMMODATION : COMFORT SUITES HOTEL*** Located in Annemasse, close to the swiss border, the Comfort Suites Hotel will accommodates the judges board. This hotel provides modern rooms with free WIFI. It also includes an equipped kitchenette with a microwave, dishwasher, fridge, kettle and cooking hob. Some rooms also include a seating and / or dining area, and a private bathroom. 23

24 CATERING : Lycée de la Salève A partnership is engaged with the Salève vocational school. It will ensure the restoration of the teams during lunch and dinner. The facilities ensure a quality service and welcome in one place all the teams. Beyond the service, this partnership allows to set up a real educational project with high-school students. For example with the "Restoring" department but also with other educational department such as the "woodwork" on who will use their talent to decorate the championship. The high school students will participate in the opening ceremony and various events. AN ENVIRONMENTALLY RESPONSIBLE EVENT The 2016 Finswimming World Championships have the ambition to be an environmentally responsible event. This challenge is accomplished through cooperation, advocacy, communication and innovation on transport, resources and waste management, catering, hospitality and sense of belonging, as well as local economic benefits. The concept of sustainable development leads us to question our responsibility towards the environment and our contribution to society. We postulate that our commitment to sustainable development is rewarded by the label of the French National Olympic Committee "Agenda 21 - Sustainable development: the sport is committed." 24

Breakfast, lunch and dinner, starting with dinner on 4th july and ending with breakfast on 11th july Providing of 2x0,5l drinking water per pax/per day Free transfers between the official hotels and the venues (swimming pool, Open Water venue). Participation at the opening and closing ceremony Athletes Party CHOICE 2 7 DAYS (6 overnight stay): from 4 to 10 July (For Nationals teams swimming pool) Entry fee per participant is 700,00 The organizer will provide : Accommodation in three star hotels with double or triple hotel rooms full board. Breakfast, lunch and dinner, starting with dinner on 4th july and ending with breakfast on 10th july Providing of 2x0,5l drinking water per pax/per day Free transfers between the official hotels and the venues (swimming pool, Open Water venue). Participation at the opening and closing ceremony NOT OFFICIAL ORGANIZATION PARTICIPANTS : Participants who choose to be accommodated in hotels other than the official hotels of the organization must pay a fee of 250 per person for secretarial fees, competition, opening and closing ceremony and athletes Party. Local transfers and restoration will not be provided in this case. 25

Participation at the closing ceremony Athletes Party Extra charges Transferts from GENEVA international airport to the hotels and return, extra fees 20 per pax Transferts from LYON international airport to the hotels and return, extra fees : 40 per pax Single room : extra charges 45 per pax and per day Extra day : charged at 110 per pax and per day (double or triple room). During the championship dates, the offer includes all benefits. Outside the championship dates, the offer includes full board only. Training camp before Championships : Teams wishing to organize a training camp before the championships must specify their request to the organizing committee (date, effective, number of water lines) before May 2, The organization will gives the rate as soon as it is available. Immersion Cylinders of 1 to 4 liters could be available to National teams upon reservation: 20 per bottle Local transportation during the extra days : walking is possible between hotels and pool. In addition, a taxi service may be offered at the delegation charge. Deadline for the hotel booking : 15 th OF APRIL 2016 Late registrations will not guarantee the accommodation booking. 26

27 1. PAYMENT The organizer accepts only cash or bank transfers in Euros (bank charges will be billed to the sender). Bank checks and credit cards will not be accepted. A minimum of 50% of the total entry fee should be deposited at our bank no later than the 2nd of may 2016 to guarantee the booking. After this date, the participation fees will increased by a further 15% of total amount. The remaining amount should be paid preferably before 30th juin 2016 in case of bank transfer, and before the delegation arrival.
