2 By-Laws On August 18, 2012, the Board of Directors of the National Taekwon-Do Association ITF, Inc. (NTA- ITF) unanimously approved the present By-Laws. 1. SCOPE OF APPLICATION The National Taekwon-Do Association ITF, Inc. and all affiliated organizations operate in accordance with the Constitution of the National Taekwon-Do Association - ITF, as approved at the General Assembly in Queens, New York, on August 18, The By-Laws, supplement the Constitution; in case of conflict, the terms of the Constitution prevail. 2. COMMUNICATIONS a. English and Spanish are the official languages of the National Taekwon-Do Association - ITF. b. The meetings of the Board of Directors and its committees may be held in person, by telephone, or via video conference. c. Official information of the National Taekwon-Do Association - ITF may be transmitted through letters, e- mails and/or the official website of the National Taekwon-Do Association - ITF: Taekwon- Do Association - ITF.com. 3. GUIDING PRINCIPLES As practitioners of ITF Taekwon-Do we recognize that we are forever students of our founder, General Choi Hong Hi. The National Taekwon-Do Association - ITF and its affiliated schools vow to strengthen and promote the legacy of General Choi, as described in his Encyclopedia of Taekwon-Do, the twenty-four patterns, and the philosophy of ITF Taekwon-Do. a. The National Taekwon-Do Association - ITF belongs to all if its members, and pledges to work for and with them in order to provide any and all services deemed necessary. b. The National Taekwon-Do Association - ITF and its affiliated schools are always open to suggestions from its members and encourage innovative ideas. c. The National Taekwon-Do Association - ITF and its affiliated schools are free of any political influence, and its decisions must be fair, impartial and justified. d. The National Taekwon-Do Association - ITF must play a proactive role in strategic areas such as communications and the development of Taekwon-Do in all its facets as a sport, a martial art, a way of life, and a tool for social development. e. The National Taekwon-Do Association - ITF and all affiliated schools must consistently apply maximum efforts toward the building and preservation of an efficient structure and professional operations. f. All qualifications and promotions within the National Taekwon-Do Association - ITF and its affiliated schools will be attributed according to merit, and in conformity with well-established criteria. g. The Board of Directors is the key to the future development of the National Taekwon-Do Association - ITF and its affiliated schools. The Technical and Ethical Committees will be formed by senior members of the organization, as masters and instructors. h. Each individual holding an official position within the National Taekwon-Do Association - ITF or its affiliated schools must: Page 2

3 i. Be accredited by the International Taekwon-Do Federation (including instructors, umpires, seminar leaders, examiners, etc.); and ii. Be an active member of the National Taekwon-Do Association - ITF, having completed all appropriate courses, obtained all required certificates, and paid all applicable fees. Members must not be subject to disciplinary measures, and must respect and apply the regulations of the National Taekwon-Do Association - ITF. i. The respect of hierarchy is an important principle in all martial arts. All members of the National Taekwon-Do Association - ITF will respect their seniors in the organization, particularly their teacher. At the same time, seniors are expected to treat all students and other juniors with equal respect and fairness. 4. STRUCTURE 4.1 The General Assembly and Voting Procedure a. Each school has the right to be represented at the General Assembly with a maximum of two (2) delegates. b. Only one (1) representative from each school has the right to vote. c. The number of allowed votes is based on the number of active members of the school, according to the rules outlined below: Number of individual memberships per school Total Allowed Votes The Board of Directors a. The Board of Directors is comprised of the President, one (1) Vice-president, one (1) Secretary-General, one (1) Second-Secretary, and one (1) Treasurer. b. The members of the Board of Directors serve a term of four (4) years. c. Board Meetings are generally held twice a year. On a monthly basis, or for urgent business, board members will be contacted by appropriate means in order to vote and/or provide their opinion on subjects within their mandate. d. Responsibilities of The Board of Directors include: i. Approving objectives, action plans, and budgets ii. Amending and approving by-laws, rules, policies and procedures iii. Presenting any proposed modifications of the Constitution to the General Assembly for approval iv. Participating in the development and review of strategic planning v. Nominating a Chair for each standing committee and approving the list of committee members submitted by the Chair vi. Approving decisions of the Technical & Instruction Committees vii. Ratifying decisions regarding the acceptance of new school members viii. Making decisions regarding cases of discipline and expulsion ix. Making decisions to take legal action when necessary Page 3

4 x. Taking any other actions within the mandates conferred by the Constitution, and in the best interests of the National Taekwon-Do Association - ITF and its members e. In addition, the Board of Directors has the right to: i. Apply temporary disciplinary measures on a school member or an individual member ii. Approve expenses of up to $1, USD on a case-by-case basis The President a. The President represents the National Taekwon-Do Association - ITF and is responsible for the development and maintenance of policies affecting any and all affairs of the National Taekwon- Do Association - ITF. b. The President is an ex officio member of each standing committee. c. The responsibilities of the President include: i. Overseeing the general operations of the National Taekwon-Do Association - ITF ii. Presiding over meetings of the Board of Directors and the General Assembly iii. Strategy and orientation iv. Public relations v. Communications vi. Ethics and discipline The Vice-President The responsibilities of the Vice-President include: a. Analyzing National Taekwon-Do Association - ITF revenues, reports, and making recommendations to the President b. Identifying and developing strategies to generate new services for the National Taekwon-Do Association - ITF c. Following-up on action plans with designated organizers and reporting results to the President d. Providing necessary solutions and resources in order to reach objectives e. Mediating in conflicts f. Assuming the role of Acting President in the absence of the President until new elections are conducted and a new President chosen g. Ensuring a "good fit" between technical decisions and administration h. Promoting the development of the National Taekwon-Do Association - ITF in the USA, among schools, instructors and ITF practitioners i. Additional responsibilities as required for specific files or projects The Secretary General The responsibilities of the Secretary General include: a. Handling correspondence and queries regarding the National Taekwon-Do Association - ITF b. Forwarding correspondence to the appropriate office and/or committee, and ensuring follow-up c. Ensuring regular dissemination of any information that is of pertinence or general interest to members of the Board of Directors and Chairs of standing committees d. Recording the agenda, logistics, and minutes of meetings of the Board of Directors and General Assembly Page 4

5 e. Forwarding documents to the Board of Directors regarding current affairs, requesting their vote and/or opinion, and ensuring any necessary follow-up f. Consulting the Board of Directors regarding actions to be taken in urgent matters g. Processing membership applications h. Maintaining a filing system on individual and school memberships i. Issuing all National Taekwon-Do Association - ITF certificates j. Performing any other administrative tasks, as required The Second-Secretary The Second-Secretary is responsible for: a. Assisting the Secretary General according to instructions given by the Board of Directors b. Developing and maintaining, in cooperation with the National Taekwon-Do Association - ITF webmaster, an National Taekwon-Do Association - ITF website that is attractive, informative, interactive, and user-friendly c. Publishing articles, coordinated and supervised by the National Taekwon-Do Association - ITF Board of Directors d. Establishing contacts for coverage by major martial arts magazines and other media e. Developing and promoting an image of the NTA ITF as a dynamic and developing organization that listens to and helps its members f. Preparing an information package for the National Taekwon-Do Association - ITF, Inc. g. Maintaining relations with the press and public The Treasurer The Treasurer is responsible for: a. Implementing and maintaining the accounting system of the National Taekwon-Do Association ITF, Inc. b. Preparing budgets for operations, promotions, and development c. Ensuring the application of appropriate accounting policies and procedures d. Producing detailed quarterly and annual financial statements e. Producing other financial reports, as required f. Communicating frequently with the Board of Directors to provide feedback regarding the finances of National Taekwon-Do Association ITF, Inc. 4.3 Standing Committees The Technical & Instruction Committee (TIC) The Technical & Instruction Committee is responsible for: a. Settling differences in the interpretation of ITF techniques b. Preparing programs and organizing national instructors courses, seminars, conferences, workshops, camps, etc., for the development and promotion of higher technical standards c. Answering technical questions from members and consulting them regarding technical needs d. Providing articles for the National Taekwon-Do Association - ITF website about technical issues Page 5

6 4.3.2 The Ethics & Discipline Committee (EDC) The responsibilities of the Ethics & Discipline Committee include the following: a. Developing and promoting a Code of Ethics b. Promoting awareness and knowledge of ethical issues among members c. Developing and conducting, in collaboration with the Technical & Instruction Committees, seminars on ethics and related topics d. Developing and applying a decision-making process to review ethics complaints e. Negotiating informal resolutions of ethics complaints and, if necessary, referring complaints to the Board of Directors f. Studying claims of ethics violations and recommending principles, policies, and procedures for cases warranting suspension or expulsion g. Conducting preliminary investigations of unethical conduct by members of the National Taekwon-Do Association - ITF, particularly in regards to violation of the constitution, by-laws, policies, or standards h. Making formal ethics complaints to the President when warranted 4.4 Membership School/Clubs/Gyms Schools/Clubs/Gyms are legally registered organizations, structured in harmony with the National Taekwon-Do Association - ITF constitution. All membership schools/clubs/gyms must meet the following requirements: a. The Head Instructor must have a valid ITF Black Belt Degree Certificate, or ITF Certificate process pending b. The Head Instructor must have a current ITF Teaching Plaque c. Submit annually all membership applications and pay the annual school membership fees d. Ensure that its individual members are not affiliated to any other national or similar body other than the National Taekwon-Do Association - ITF and ITF e. May organize national seminars or courses, communicating these events with the Board of the National Taekwon-Do Association - ITF. f. Collect individual membership fees and remit appropriate amounts to the National Taekwon-Do Association ITF Individual Black Belt Members a. Individual Black Belt Members must be in possession of the ITF Black Belt certificate. b. To be recognized as a Black Belt Degree holder and be accepted as a member of the National Taekwon-Do Association - ITF, individuals must not be affiliated to any other national or similar Taekwon-Do association. 5. QUALIFICATIONS 5.1 Instructors and the Teaching License (Plaque Certificate) a. Each individual teaching member (Grand Masters, Masters, Instructors, and Assistant Instructors, from 1 st to 9 th degree) must have a valid teaching license, known as a "plaque." Page 6

7 b. The application of a candidate for a teaching license must be approved by the National Taekwon-Do Association - ITF. This approval will be given only for those applicants who train regularly and have attended the requisite teaching courses offered by the National Taekwon-Do Association - ITF during the period preceding the application. c. Starting January 1, 2013, the plaque fee is $60.00 USD for one year. d. Upon receipt of the plaque application and fee, the National Taekwon-Do Association - ITF and Secretary General will place the request with the ITF for the teaching license for the applicant. e. In the case that an International Instructor (from 4 th to 9 th degree (for whom holding a plaque is considered compulsory by the ITF) does not pay the annual Teaching License (plaque) fee during a certain period of time, then the waiting time for this individual s promotion will be increased for the amount of time that the plaque remains unpaid. 5.2 Requirements for Black Belt Membership Degrees Before applying for testing for a Black Belt Degree membership, the candidate must have completed the required preparation period. Grading 6 th Gup to 1 st Gup 1 st gup to 1 st degree Preparation Period Additional Requirements The candidate will be required to show a valid National Taekwon-Do Association - ITF membership on the date of the examination. The candidate will be a minimum of 10 years old in the year of testing and be an active member of the National Taekwon-Do Association - ITF for at least one year prior to the date of testing. 1 st to 2 nd degree 18 months 2 nd to 3 rd degree 2 years 3 rd to 4 th degree 3 years 4 th to 5 th degree 4 years The candidate will be a minimum of 12 years old in the year of the testing and be an active member of the National Taekwon-Do Association - ITF. The candidate will be a minimum of 15 years old in the year of the testing and must be an active member of the National Taekwon-Do Association - ITF. The candidate must be a minimum of 21 years old The candidate must participate at least at one (1) IIC during the preparation period Compulsory to be a plaque holder Must be an active member of the National Taekwon-Do Association - ITF The candidate must participate at least at one (1) IIC during the preparation period Compulsory plaque holder: regular payment of the annual Teaching License Plaque. (In case the candidate did not pay the Page 7

8 annual Teaching License Plaque fee during a certain period of time, then the waiting time for promotion will be increased for that period of time.) Must be an active member of the National Taekwon-Do Association - ITF 5 th to 6 th degree 5 years 6 th to 7 th degree 6 years 7 th to 8 th degree 7 years The candidate must participate in at least at one (1) IIC s during the preparation period Compulsory plaque holder: regular payment of the annual Teaching License Plaque. (In case the candidate did not pay the annual Teaching License Plaque fee during a certain period of time, then the waiting time for promotion will be increased for that the period of time.) Must be an active member of the National Taekwon-Do Association - ITF The candidate must be a minimum of 40 years old The candidate must participate in at least at two (2) IIC s during the preparation period Compulsory plaque holder: regular payment of the annual Teaching License Plaque. (In case the candidate did not pay the annual Teaching License Plaque fee during a certain period of time, then the waiting time for promotion will be increased for that the period of time.) Must be an active member of the National Taekwon-Do Association - ITF The candidate must participate at least at two (2) IIC s during the preparation period Compulsory plaque holder: regular payment of the annual Teaching License Plaque. (In case the candidate did not pay the annual Teaching License Plaque fee during a certain period of time, then the waiting time for promotion will be increased for that the period of time.) Must be an active member of the National Taekwon-Do Association - ITF Page 8

9 8 th to 9 th degree 8 years The candidate: should be active and must participate in at least two (2) IIC s during the preparation period must have the support of at least three (3) 9 th Degree Grand Masters to request the promotion should during his career been loyal and accomplished duties for Taekwon-Do in his country and for the National Taekwon-Do Association ITF, Inc.. must appear in front of the Masters Promotion Committee panel on the appointed date. The panel will ask questions which they deem appropriate for the circumstances. Compulsory plaque holder: regular payment of the annual Teaching License Plaque. (In case the candidate did not pay the annual Teaching License Plaque fee during a certain period of time, then the waiting time for promotion will be increased for that the period of time.) Must be an active member of the National Taekwon-Do Association - ITF In the case that the candidate does not full fill the above mentioned requirements, the board might agree to accept the promotion request according to: special work given by the ITF Board of Directors and complied by the candidate having under his Leadership/Instruction 3 Masters in activity NB.: an extra waiting period of 4 years will be applied for candidates coming from other organizations and whom did not obtain the 7 th and 8 th degrees through the National Taekwon-Do Association ITF, Inc. or having received a replacement National Taekwon-Do Association ITF, Inc. Degree Certificate for above mentioned Degrees. 5.3 Minimum Physical Requirements from ITF testing for promotion to 7 th and 8 th Degree Black Belt: a. A demonstration of a basic physical proficiency and understanding of at least three (3) requested patterns including Tong-Il, as well as the knowledge and physical proficiency of all patterns, and pattern exercises in the art of Taekwon-Do ITF. b. A demonstration of a basic physical proficiency and understanding of all step sparring formats. c. A demonstration of a basic physical proficiency and understanding of the Ho-Sin-Sool (Self Defense) techniques in the art of Taekwon-Do. d. A demonstration of one (1) hand and one (1) foot breaking technique requested by the Masters Promotion Committee. (The candidate must bring five (5) wooden boards measured 30x30x2 cm.) e. An understanding of the 24 patterns history, diagrams, and number of movements. Special notes: Candidates facing physical problems and in time to take a promotion to a higher degree could be recommended by the NA or AA to the Masters Promotion Committee in order to take a special promotion test. 10 5.4 Application Process for Black Belt Degree Certificates The candidate for Black Belt Degree membership 1 st to 6 th degrees submits the following requirements to the National Taekwon-Do Association - ITF one (1) month prior their promotion date: a. ITF Black Belt Degree Application Form b. The candidate have to be a member of the National Taekwon-Do Association - ITF for a minimum of two (2) years prior to testing. If not, the candidate must pay a fee of $150. c. Curriculum Vitae 4 th Dan testing and above d. Essay (minimum of 4 pages) 4 th Dan Testing and above The new degree holder will receive a Black Belt Degree Certificate, a plastic Black Belt ID card, and an International Taekwon-Do Federation (ITF) degree pin. 5.5 Regulations for Members Coming from Other Organizations: a. Candidate must present proof of resignation letter and acceptance of said resignation from the Allied Association or organization. b. Candidate must be in good standing with their former national affiliation, which the National Taekwon- Do Association - ITF would confirm. c. Candidates must submit for approval an application for membership and appropriate fees. d. The National Taekwon-Do Association - ITF reserves the right to review the Taekwon-Do record of any new member. e. In order to request a new ITF replacement certificate, new members from 1 st to 3 rd Degree must provide a copy of their prior black belt certifications. f. Candidates from 4 th to 6 th Degree in order to apply for an ITF black belt replacement certificate must participate in at least one IIC. g. Candidates from 4 th to 6 th Degree must apply for the ITF Plaque and International Instructor Certificate. h. Applications for 7 th to 9 th degree must have the approval of the ITF Board of Directors. i. Candidates shall pay the plaque certificate fee for the last three (3) years. 6. NATIONAL TECHNICAL COURSE (NTC) a. The National Technical Course is open to every member of the National Taekwon-Do Association - ITF. A minimum of two (2) members of the National Taekwon-Do Associations-ITF Technical & Instruction Committee is required in order to conduct the course. b. The National Taekwon-Do Association - ITF goal is to provide the highest level of technical instruction to its members. In order to accomplished this goal, all instructors must participate of the annual national technical course. 7. PROMOTIONS AND GRADING a. Promotion to 9 th Black Belt Degree membership will be conferred by ITF Board of Directors and ratified by the General Assembly. b. Promotion to 7 th and 8 th Black Belt Degree membership will be conferred by at least three (3) members of the ITF Masters Promotion Committee. c. Promotion to 6 th Degree Black Belt membership will be organized and authorized in writing by the National Taekwon-Do Association - ITF and conferred by an ITF Master of 8 th or 9 th degree, appointed by the ITF Technical & Instruction Committee. Promotion to 5 th Degree Black Belt membership will be organized and authorized in writing by the National Taekwon-Do Association - ITF and conferred by an ITF Master (7 th, 8 th or 9 th degree) appointed by the ITF Technical & Instruction Committee. e. Promotion to 4 th Degree Black Belt membership will be organized and authorized in writing by the National Taekwon-Do Association - ITF and conferred by an ITF Master (7 th, 8 th or 9 th degree) appointed by the ITF Technical & Instruction Committee. f. Promotion to 3 rd Degree Black Belt membership must be authorized by the National Taekwon-Do Association - ITF and conferred by a National Taekwon-Do Association ITF, Inc. International Instructor (6 th degree Black Belt or higher). g. Promotion to 2 nd Degree Black Belt membership must be authorized by the National Taekwon-Do Association - ITF and conferred by a National Taekwon-Do Association ITF, Inc. International Instructor (5 th degree Black Belt or higher). h. Promotion to 1 st Degree Black Belt membership must be authorized by the National Taekwon-Do Association - ITF and conferred by a National Taekwon-Do Association ITF, Inc. International Instructor (4 th degree Black Belt or higher). i. Candidates for Gup grades are graded by International Instructors who are 4 th Degree Black Belt members and higher. 8. INSTRUCTORS 8.1 National Instructors a. Instructors are selected among the 4 th to 6 th Degree Black Belt members and approved by the National Taekwon-Do Association - ITF. b. In order to maintain your National Instructor status, every member with a rank of 4 th Degree and higher, should participate in an annual National Technical Course with the National Taekwon-Do Association - ITF Technical Committee to review the traditional teachings of Taekwon-Do as given to us by our founder, General Choi Hong-Hi. c. The National Taekwon-Do Association - ITF is directly aimed to standardizing the technique of the ITF Taekwon-Do in the United States of America. 8.2 International Instructor According to the International Taekwon-Do Federation, an International Instructor is an individual who: a. is at least 21 years old b. is at least a 4 th Degree ITF Black Belt member c. has participated at the required International Instructors Course d. is the holder of an International Instructor Certificate e. has a valid ITF teaching plaque f. must participate in the Annual National Technical Course 9. DRESS SPECIFICATIONS 9.1 Dobok: Practitioners must wear the current ITF approved Dobok introduced in The Dobok consists of a jacket, pants, and belt. a. Grade members (color belts) wear the basic uniform: Page 11

12 The jacket and pants are white. The ITF badge is worn on the front left-hand side of the jacket at chest level. The school logo is to be worn five (5) centimeters below the seam of the right sleeve. The American flag is to be worn five (5) centimeters below the seam of the left sleeve. The National Taekwon-Do Association - ITF badge is worn on the front right-hand side of the jacket at chest level. On the back of the jacket is a logo which symbolizes an evergreen tree and incorporates the word Taekwon-Do in English and Korean as well as the letters "ITF. On the outside of both pant-legs, at knee level, appear the letters "ITF." b. Black Belt members 1 st to 3 rd Degree wear the basic uniform with the addition of black piping three (3) centimeters wide around the bottom edge of the jacket. c. Black Belt members 4 th Degree and above not qualified as International Instructors wear the basic uniform with the addition of black piping three (3) centimeters wide around the bottom edge of the jacket, and a vertical black stripe three (3) centimeters wide on the outside of both pant-legs. d. International Instructors 4 th to 6 th degree wear the same uniform as degree members with the addition of a vertical black stripe three (3) centimeters wide on the outside of each sleeve of the jacket and both pant-legs. e. Masters and Grand Masters wear the same uniform as International Instructors with the addition of a vertical white stripe of one (1) centimeter-wide (page 35, ITF By-Laws No.1. Amended - June 1, 2015) through the center of the black stripe on each sleeve of the jacket and both pant legs. f. The Board may approve a different Dobok for Kids up to 7 years old Belt: a. The belt is five (5) cm wide and five (5) millimeters thick. It is worn wrapped around the body once. b. There are six (6) colors of belts (white, yellow green, blue, red and black), divided into the following ranks: Black: 1 st to 9 th degree 1 st gup Red with Black Stripe 2 nd gup Red Belt 3 rd gup Blue with Red Stripe 4 th gup Blue Belt 5 th gup Green Belt with Blue Stripe 6 th gup Green Belt 7 th gup Yellow Belt with Green Stripe 8 th gup Yellow Belt 9 th gup White Belt with Yellow Stripe 10 th gup White Belt c. The stripe indicating 9 th, 7 th, 5 th, 3 rd or 1 st gup, is five (5) millimeters wide and should be worn on one end of the belt only; the distance between the stripe and the end of the belt is five (5) centimeters. 13 d. For black belt holders, the level of black belt degree is written in gold-colored Roman numerals on one end of the belt. e. A grade or degree holder may add his name and surname in gold letters, as well as the name "ITF" and/or National Taekwon-Do Association ITF. f. Junior Black Belt holders (up to 17 years old) must have a one (1) cm-wide white stripe running horizontally the entire length of the belt; at the age of 18 years the belt must be changed into the Black Belt. 9.2 Suit and Tie a. At official occasions Black Belt holders 1 st to 3 rd degree wear a suit and blue tie. b. At official occasions International Instructors (4 th to 6 th degree) wear a suit and red tie. c. At official occasions Master Instructors (7 th and 8 th degree) wear a suit and gold tie. d. At official occasions Grand Master Instructors (9 th degree) wear a suit and a white tie. 10. ADMINISTRATION 10.1 Policies, Procedures, Rules & Standards In order to facilitate the application of these By-Laws, the Board of Directors may issue and apply policies, procedures, rules and standards on various subjects, such as the criteria for admission, re-admission and annual school/club/gym renewal application to membership in the National Taekwon-Do Association ITF, Inc.; acceptable equivalencies for degrees; the division of monies collected for examination fees or from the sale of doboks and equipment; etc Ordinary Membership Fees a. Ordinary Membership fees are set by the Board of Directors of the National Taekwon-Do Association - ITF, Inc. and may be amended at any time. b. All fees remitted by Schools/Clubs/Gyms, as well as those paid directly to the National Taekwon-Do Association - ITF., should be sent to, and made payable to, the National Taekwon-Do Association ITF, Inc. for deposit into the National Taekwon-Do Association - ITF account Individual Memberships a. The individual membership fee is due no later than March 31 st of every year. If the membership is not paid by the due date, the instructor will lose the discount benefits. i. If the school/instructor submits more than 20 individual membership applications, they will receive 50% discount off the value of the membership. ii. If the school/instructor submits between individual membership applications, they will receive 33% discount off the value of the membership. iii. If the school/instructor submits less than 10 individual membership applications, they will receive 16% discount off the value of the membership. b. If the instructor requests a black belt certificate for a candidate that has not been a member of the National Taekwon-Do Association - ITF in good standing, they must submit a fee of $150 to compensate for past compulsory fees School Memberships a. The school membership fee is due no later than March 31 st of every year. If the membership is not paid by the due date, the instructor will lose the discount benefits for individual membership. 14 10.3 Expenses Approved by the Board of Directors a. The Board of Directors may approve the costs of transportation, hotel, and other expenses for one or more members of the National Taekwon-Do Association - ITF, for reasons that are considered necessary and in the benefit of the National Taekwon-Do Association - ITF Submission Schedules for ITF Certificates The National Taekwon-Do Association - ITF will process applications for ITF Certificates and other ITF documents each year on the following dates: a. February 28 b. May 31 c. August 31 d. November 30 If an instructor needs to request ITF Certificates outside of these dates, they will be required to pay an additional processing fee of $ AMENDMENTS TO BY-LAWS This By-Law may be amended at any time by a majority vote of the Board of Directors.
