4 Project history and deficiencies The project limits has a history of transportation issues: High crash rates for vehicles and pedestrians (including 2 pedestrian fatalities); Vehicular congestion at peak travel periods as Bearses way is a main route to the Cape Cod Mall and the Hyannis Central Business District to the South; Inadequate roadway capacity; Lack of multimodal accommodation ; Lack of connectivity to adjacent Shared Use Path (SUP) facilities on Route 28 and Bearses Way 4

6 Project goals and attributes Critical construction work associated with this project includes: Reconstruction of traffic signals to include ADA compatible pedestrian access along Route 28 at Bearses Way and the Cape Cod Mall entrance driveway ; Widening of Route 28 where feasible to provide improved multimodal accommodation; Construction of a raised median on Route 28 to improve safety; Construction of new shared use path extensions, sidewalks and bike lanes at the intersection of Bearses Way and along the Route 28 corridor where feasible; Geometric improvements at the 2 intersections to improve multimodal safety and traffic flow. 6

11 Project Impact There is significant local, regional and statewide support for this project and a diverse group of stakeholders will benefit : Route 28 is a major arterial route traversing the South side of Cape Cod and the proposed improvements will yield regional benefits in the form of improved multimodal mobility, travel time and safety for commuters Proposed improvements at Bearses way will greatly benefit commercial businesses and economic development along the corridor, including the Cape Cod Mall and the Hyannis Central Business District to the South Improved multimodal accommodation and safety will provide a positive benefit to residential abutters, visitors and tourists 11

(Falmouth) Items completed To date: Drainage items are 50% complete; Most retaining walls have been completed. Next work to be Work has resumed post Labor Day and includes Performed: completing drainage work and starting water, sewer and utility work.
