2 Route 29 Widening to Six Lanes Albemarle County This project will widen a 1.8-mile segment of Route 29 from four to six lanes. For sight distance and safety, several sections of the roadway will be rebuilt to include grade and alignment improvements, turn lanes and traffic-control adjustments. This project will complete widening of the Route 29 corridor from the Charlottesville city limits north to Airport Road. The widening is being advanced as one of three Route 29 Solutions projects in a design-build contract now in procurement. Award of the contract is scheduled in February The widening of Route 29 will address significant congestion in the area, especially during peak hours, by enhancing capacity of the roadway. Reconstruction of this portion of the roadway will improve sight distance and safety. Route 29 is recognized as a Corridor of Statewide Significance. This project is a top priority on the Charlottesville-Albemarle MPO s Long- Range Transportation Plan and its Transportation Improvement Plan. 3 Route 29 / Rio Road Intersection Improvements Albemarle County The project will separate Route 29 (Seminole Trail) and Rio Road traffic by replacing the current at-grade intersection with a grade-separated intersection. Four express lanes (two in each direction) for through traffic on Route 29 will be constructed beneath Rio Road. Four local lanes on Route 29 will be built on both sides of the express lanes so traffic with local destinations can exit Route 29 onto Rio Road or access the businesses near the intersection. Grade separation of this intersection will address one of the most congested intersections along the Route 29 corridor. It will more efficiently move traffic through the intersection while improving safety at this highcrash location. Because the configuration of the local lanes and intersection will require crossing fewer lanes it will be easier and safer for pedestrians and bicyclists to use the intersection. Design-build contract now under procurement Early 2015 Completion Date No later than October 2017 $84.3 million estimate 1 mile From Route 851 (Dominion Drive) to Route 1417 (Woodbrook Drive)
4 Berkmar Drive Extension Albemarle County This project will construct an extension of Berkmar Drive north, from Hilton Heights Road to Towncenter Drive. The 2.3-mile road, built on a new alignment, will include a bridge spanning the South Fork Rivanna River. The road is anticipated to be designed as a two-lane facility on a four-lane right of way with bike lanes and a multi-use path paralleling the roadway. The use of a wider right of way will allow for possible future expansion. This new road will parallel Route 29 and will offer an alternative for local traffic traveling north or south between Charlottesville and Albemarle County s urban ring to the developed Hollymead area, the Charlottesville Albemarle Airport and the county s park at Chris Greene Lake. The inclusion of bicycle and pedestrian facilities on the roadway and bridge will be an important addition to Albemarle County s existing network of similar facilities. The bike lanes and multi-use path will provide links with existing facilities that will allow bicyclists and pedestrians to safely travel from Charlottesville north along the Route 29 corridor and nearby secondary roads. Design-build contract now under procurement Early 2015 Completion Date Fall 2017 $54.5 million estimate 2.3 miles, from current terminus at Hilton Heights Road north to Towncenter Drive
5 Rt. 29 / Rt. 250 Bypass Interchange Improvements The project will add a second lane to the entrance ramp from Route 29 (Emmet Street) south onto the westbound Route 250 Bypass and an associated merge lane on Route 250 to the Barracks Road exit. A southbound lane will also be added on Route 29 from Hydraulic Road to the Route 250 Bypass interchange. This additional lane will improve the flow of traffic onto the bypass as well as movement of traffic continuing south on Emmet Street into the city. Sound barriers are being considered along Route 250 due to the forecast increase in traffic noise. The improvements are intended to reduce congestion, improve the movement of traffic and address safety issues, especially a high number of crashes involving vehicles stopped on the entrance ramp or in the existing merge lane waiting for a break in traffic. Right of way Construction in early 2015 $17.15 million estimate Route 29 intersection at Hydraulic Road south to Route 250 Bypass interchange, then west on Route 250 to Barracks Road interchange The safety of pedestrians on Route 29 in this area will also be improved with the addition of a new sidewalk in the median strip between Morton Drive and Angus Road.
6 Adaptive Traffic Control System Albemarle County This project includes numerous improvements to the existing traffic signals along the Route 29 corridor, from Hydraulic Road at the Charlottesville city limits north to Airport Road. The project includes 18 intersections on Route 29 and three intersections close to Route 29 with heavy turn volumes. The current traffic signal system has limited ability to react to changing conditions, particularly at times of peak volume. The adaptive signal technology adjusts signal cycles to traffic conditions in real time. This provides several advantages: Increases the efficiency of traffic flow through the corridor, improving travel times and reducing congestion. Enables the NWRO signals operations staff to monitor traffic conditions at each intersection in real time. Includes state-of-the-art data communications links between all intersections and the signals operations staff. This enhances both current operations and the ability to upgrade the corridor for future technologies. Preliminary engineering Fall 2014 Estimated Completion Summer 2017 $3.7 million 3.5 miles, 21 intersections, from Hydraulic Road to Airport Road A similar adaptive signal control project is being developed by the City of Charlottesville and will be coordinated with VDOT s signals.
7 Hillsdale Drive Extended This project will extend the existing Hillsdale Drive in Albemarle County south into the to Hydraulic Road. That connection will complete a parallel road east of Route 29 that will provide an alternative for traffic traveling from the city into the county s commercial area and developed neighborhoods in the urban ring. This project is one of the first in Virginia to be developed under the First Cities (now Urban Construction Initiative) program. The city will continue to administer the project as it moves forward. The project was fully funded in the update of the Six-Year Improvement Program. When completed the road will offer an alternative for local traffic that will reduce the volume on Route 29. Traffic projections indicate that 12,000-14,000 vehicles each day will use Hillsdale Drive rather than Route 29 for short, local trips and daily travel. 8 Route 29 / Hydraulic Road Intersection This project is funded for study and preliminary engineering of potential improvements to the intersection of Route 29 (Emmet Street) and Hydraulic Road and the associated road network. Several previous studies done by the Thomas Jefferson Planning District Commission have identified the intersection as a high priority for improvements to enhance safety and reduce congestion on Route 29, Hydraulic Road and the Route 250 Bypass. Improvement of this intersection will address geometric and operational deficiencies in the existing intersection. They will also improve the ability of the intersection and the nearby network to handle the increased volume of traffic and the variety of transportation modes, including pedestrians and mass transit, that use the intersection. Preliminary engineering PE to begin in July 2018 $10 million for study and preliminary engineering 0.85 mile, from Route 250 Bypass to Charlottesville north city limits
9 Hillsdale Drive South This project was proposed as an extension of Hillsdale Drive south of Hydraulic Road to a new terminus at Holiday Drive. At the request of the, VDOT agreed to defer the construction of this extension and first perform a study to evaluate several options for the roadway extension, including a possible connection with the Route 250 Bypass. VDOT will include the options that have been proposed in the study of the Route 29 / Hydraulic Road intersection improvements and develop a master plan to address the associated roadways, including Hillsdale Drive and the Route 250 Bypass. The extension of Hillsdale Drive south of Hydraulic Road will provide an alternate route of travel for primarily local traffic traveling north from Charlottesville to Albemarle County. It will allow motorists whose destinations are east of Route 29, including the commercial areas, to reach those locations without traveling on Route 29.
