1 EAST HANTS DISTRICT RCMP - Enfield and Rawdon Detachments QUARTERLY POLICING REPORT FOR THE MUNICIPALITY OF EAST HANTS December 31, 2016
2 This is the third quarterly report for fiscal year 2016/2017 and period ending December 31, East Hants District RCMP continues to focus on the provincial and detachment priorities of road safety, crime prevention and reduction, cybercrime, and First Nations. Our road safety priorities for October 2016 were: Inattentive/Distracted Driving, Animals on Roadways, and Equipment Checks. For the month of November we focused on Speeding/Aggressive Driving and the National Day of Remembrance Road Crash Victims. In December, the focus was Winter Road Safety, Impaired Driving Operation Christmas and MADD Red Ribbon. On December 3, 2016, we specifically focused on National Impaired Driving Day. For the last quarter of the year, our focus will also be on Intersection Safety, Distracted Driving and Occupants Restraints. On December 15, 2016, the RCMP and the Department of Justice released the Nova Scotia Road Safety Calendar for The calendar was distributed to all police forces across Nova Scotia and will serve as a guiding document for future enforcement and education efforts. The purpose of the Road Safety Calendar is to unite police forces across Nova Scotia to work together to make Nova Scotia s roads the safest in the world. With this new initiative and calendar, there is an opportunity to have a unified voice of some of the road safety issues we encounter every day on Nova Scotia s roads. Currently, we are working within the framework to: Raise public awareness and commitment to road safety. Improve communication, cooperation and collaboration among all stakeholders. Enhance enforcement. Improve road safety information in support of research and evaluation. The new Nova Scotia Road Safety Calendar has been designed to address the four main causal factors of serious injury and deaths across Nova Scotia including aggressive driving, impaired driving, occupant restraints and distracted driving. Themes have been carefully chosen based on research as to when crashes occur, to be at a relevant time of year, and when other outside agencies plan road safety campaigns. QUARTER SIGNIFICANT POLICE OCCURRENCES (October 1 December 31, 2016): East Hants RCMP is seeking the public s assistance in locating a 41 year old man wanted in relation to a Warrant of Apprehension, Suspension and Recommitment Custody of Statutory Release. Clyde Anthony Pearson was serving a three year sentence relating to Trafficking and Possession and other charges. While on statutory release, he breached his release conditions and a warrant was issued by Correctional Services Canada. Pearson has a significant criminal record involving assaults, drugs, threats, propertyrelated offenses, and failure to comply with court orders. Pearson is considered to be violent and is prohibited from having access to firearms. Pearson is known to frequent the communities of Noel Shore, Lower Sackville and Mount Uniacke, and is described as being 5 6 and 221 lbs., with blue eyes, brown hair while partially bald. 3 thinks they recognize Pearson is advised not to approach him and to contact police immediately by calling 911. In response to speeding complaints in relation to vehicles and trucks travelling on Highway 14, RCMP East Hants and Transportation and Infrastructure Compliance Officers did an early morning traffic blitz on October 4, Approximately 20 summary offence tickets were issued. On October 6, 2016 a suspended driver was seen operating a vehicle in Zone 4. When the member attempted to turn and stop the vehicle, the driver abandoned the vehicle in a stranger s driveway and fled into the woods. The suspect was located a nearby residence and arrested. The matter is now before the Courts. November 2, 2016 Update For the last several months, East Hants RCMP has been working with local residents in Zone 5 to resolve All Terrain Vehicle (ATV) and other associated noise/irritant complaints. All residents have been advised of the actions we have taken and will continue to take on this matter. As a result of this concerted effort, we have seen a dramatic decrease in complaints and as such the matter has been concluded. On November 6, 2016, RCMP East Hants received a complaint from a school in Zone 6R regarding alleged and conflicting indecent communications between students. After consulting with the RCMP Integrated Child Exploitation Unit, it was determined that this incident should be an educational issues and parents and students were advised and warned accordingly. On November 10, 2016, RCMP East Hants received a complaint of several unlocked vehicles being accessed overnight. Residents are reminded to please keep your residence and vehicle doors locked at all times. Proactive crime prevention is the only way these incidents can be prevented/minimized. On November 12, 2016, RCMP East Hants received a call from the fire department requesting attendance at a suspicious fire. A vacant mobile home was burnt to the ground in Zone 14. On November 23, 2016, RCMP East Hants conducted Operation Enfield where five members maximized efficiencies in seeking out infractions while performing traffic stops initiated by a spotter. Fifty summary offence tickets were issued for various infractions and the extra effort resulted in the spotting of suspended/revoked drivers. It is clear that the community is reacting to traffic enforcement as cell phone use and seatbelt infractions are now less frequent. The community is also made aware by the posting of this initiatives on Facebook. On November 26, 2016, RCMP East Hants received a complaint that sometime overnight, a vehicle entered onto grass near the cenotaph in Noel, damaging the fence and monument. On the same night a break and enter also occurred where the front East Hants RCMP-Quarterly report /12/31 Page 3
4 door of a business was left open and windows were smashed. After an investigation, a twenty-four year old male has been charged with multiple offences. The matter is before the courts. On November 27, 2016, in Zone 3, two individuals with their faces covered entered a gas station and demanded money from the clerk, who was alone in the store at the time. One of the men took several cartons of cigarettes as well. The first suspect is described as wearing a brown t-shirt and having curly hair, while the second was tall, slim, and was wearing a blue hoodie. Both were wearing blue latex-type gloves. No weapon was seen and no one was hurt during the incident. The men left in a small dark coloured car which was headed towards Highway 214. The investigation is ongoing. During the weeks of November 21 and 28, 2016, we had a number of break and entries and attempted break and entries at residences, cottages and businesses where a pry bar or other break in instruments were used in Zones 3, 14 and Zone 6R. A suspect was identified for four of the break and entries, and subsequently charged. The other occurrences remain under investigation. On December 3, 2016, in Zone 3, a male suffered a medical emergency while operating his van, whilst approaching the dispersal the of the East Hants Christmas parade at a high rate of speed. His 23 year old son grabbed the steering wheel and diverted the car away from the parade where it rolled over and averted a mass casualty event. In recent months, RCMP East Hants has been receiving a number of complaints of people drinking at the East Hants Sportsplex and leaving impaired. We are requesting that all hockey associations, sport organizations, and individuals renting the facility to be aware of these complaints. We would also like to remind all citizens that consuming alcohol on the premises and then driving is prohibited and we will be actively monitoring vehicles leaving the premises. During the past quarter there have been 17 documented checks on conditional sentence offenders within the East Hants area. At the time of this report, there are 11 offenders within the East Hants area. On December 23, 2016, highly visible main route check points and numerous roving checkpoints were conducted within East Hants. Approximately 24 summary offence tickets were issued, one impaired driver was arrested, and three drug seizures were made. COMMUNITY POLICING: Senior Safety: Senior meetings/ card games occur the first Friday of every month at the Enfield Legion. There are also roving weekly cafes every Thursday throughout East Hants. These are held in East Gore, Upper Nine Mile River, Rawdon Gold Mines, and Kennetcook. The Community Policing Officer attends these meetings in various communities in East Hants and conducts short presentations on frauds, scams and home security in conjunction with the Senior Safety Coordinator. On October 7, 2016, a presentation on senior safety was given at the Baptist Church Hall in Elmsdale. East Hants RCMP-Quarterly report /12/31 Page 4
5 Crime Prevention Association The East Hants Crime Prevention Association meets every three months at the Enfield RCMP Detachment. It is usually the 3 rd week of the 3 rd month. On November 1, 2016, a Crime Prevention meeting was held to discuss the future of Citizens on Patrol because of recruitment issues. Operation Hawkeye was also discussed. This program is the Lock It and Pocket event where the public is reminded to lock their vehicles and pocket the keys or risk having their belongings stolen. The official kick-off occurred on December 10, 2016, at the East Hants Sportsplex, Elmsdale Shopping Plaza and the Atlantic Superstore. Approximately 700 pamphlets were passed out and placed on vehicles. Two members of the Crime Prevention and four members of the Ardoise Citizens on Patrol groups assisted in passing out the pamphlets. Citizens on Patrol (COP): COP meets on the 3 rd Wednesday of each month. The most recent meeting was held on November 3, 2016, in Ardoise. Recruitment was discussed. A Federal Ops member from RCMP Headquarters also attended and gave a presentation on the dangers of Fentanyl. Stuff the Cruiser events were held on December 17, 2016, at the Elmsdale and Mount Uniacke fire halls. A police cruiser and van were completely filled with food, toys and monetary donations. Many thanks to our residents for your support. Donations were given to our local food banks Shumilacke Food Bank in Shubenacadie, Caring and Sharing Food Bank in Enfield, East Gore Food Bank, and the Mount Uniacke Wishers and Givers group. Crime Stoppers promotes the reduction of crime through community based effort to provide appropriate authorities with the information needed to lay charges against those responsible. Crime Stoppers endeavors to encourage the community to assist local law enforcement agencies in the fight against crime by overcoming two key elements that inhibit community involvement: Fear and Apathy. Crime Stoppers goal is to make our communities a safer place to live and conduct business. A person can contact Crime Stoppers at (T.I.P.S.) or via the web (Submit Secure Web Tip) and relays their information anonymously. During the call, the tipster is given a confidential number which is what they will use whenever they call to update the police coordinator s office. The onus is on the tipster to re-contact Crime Stoppers. If the case is solved by the tipster s tip, and an arrest is made and charges are laid, the tipster qualifies for a cash reward. The amount of the award is determined by Crime Stoppers volunteers. For further information regarding the program please visit: There have been a total of 101 tips reported this year for East Hants. It cannot be confirmed that tips originated in our area, but rather it is a tip about crime(s) in our particular district. All tips that affect East Hants are actioned. Our School Liaison Officer has been very busy this last quarter in our East Hants Schools. Numerous presentations have also been given to our students in schools on: Bullying and Cyberbullying; Internet Safety; and Drugs. Cst. Ponee regularly mediates students East Hants RCMP-Quarterly report /12/31 Page 5
6 on bullying and on indecent internet communications. Cst. Ponee also tries to instill in students the importance of health and fitness for their overall wellness. In order to engage the students in health and fitness, Cst. Ponee regularly takes the opportunity to deliver Zumba classes to Girl Guides, Sparks, in schools and in the evenings. Attendance is general very high. Remembrance Day RCMP East Hants participated in four separate Remembrance Day ceremonies, laying wreaths in Elmsdale, Mount Uniacke, Enfield and Shubenacadie. Numerous members participated, including some who marched in the parade in Elmsdale.
