4 Intrductin Since 1997 there have been at least eight studies in the Tenderlin area that identified pedestrian safety as an imprtant issue in the neighbrhd and made imprving pedestrian safety and cnditins an explicit gal. Half f the studies were spnsred by city agencies with the ther half f the studies by cmmunity rganizatins. In preparatin fr the upcming San Francisc Cunty Transprtatin Authrity (SFCTA) cmmunity based transprtatin plan fr the area, this mem summarizes and cndenses the findings f previus studies f the area. The first sectin f this mem cndenses the previus studies by distilling their key findings (including area issues and prblems) and recmmendatins. The secnd sectin f this mem cntains a summary f each study. Highlights frm Previus Studies Virtually all f the previus studies dne in the Tenderlin in the past decade have cme t a cmmn cnclusin: transprtatin issues are a majr safety and quality f life issue fr Tenderlin residents. Fr these transprtatin issues, the cmmn cnclusin was that pedestrian cnditins and safety are substandard in the Tenderlin, and cnflicts with aut traffic in the area are the main cause. Almst all f the studies attempted t dcument the severity and lcatin f the prblems, explain their causes, and recmmend slutins. T summarize the key findings abut the Tenderlin s transprtatin issues and prblems frm previus studies: Summary f issues identified Mbility f cars thrugh the Tenderlin takes precedence ver the accessibility, cmfrt, and cnvenience f pedestrians. Previus studies dcumented a widespread cmmunity cncern that mst car traffic in the area is frm peple wh are nly passing thrugh t smewhere else, and that the mbility f these passing cars ften take precedence ver the needs and desires f area residents. The existing pedestrian envirnment is at certain times and places dangerus, uncmfrtable, and hstile. This is intimately related t the preceding issues. Factrs in the pedestrian envirnment (all based n anecdtal evidence/perceptin): Insufficient enfrcement and respect fr traffic laws High quantity f thrugh traffic High speed f cars n the street Sme bicyclists ride n sidewalk instead f the street, presumably t avid unsafe cnditins n the streets. Street vendrs r criminal activity n sidewalks can be threatening, which at times pushes pedestrians int the streets r t crss the street at an intersectin befre they receive a walk signal. 5 Transprtatin cncerns verlap with significantly with security cncerns. Several studies reprted that criminal activity n sidewalks degrades pedestrian cnditins (e.g., if the sidewalk is blcked r threatening). Studies reprted that these cnditins cause sme pedestrians t walk in the street rather than sidewalk, r t crss a street when it is inapprpriate (either jaywalking r crssing at an intersectin against a traffic signal). The limited amunt f public space in the Tenderlin puts pressure n sidewalks that can push pedestrians int the streets. Previus studies have identified the perceived lack f parks in the Tenderlin pushing public activities nt the street. This includes children playing and adults cngregating. Car drivers cause mst, but nt all, f the prblem; behavir f area pedestrians als plays a part. The Department f Public Health study in 1997 fund that pedestrians in the area cause a large number f pedestrian cllisins (e.g., by walking int traffic midblck). The Tenderlin has a high number f pedestrian injuries and fatalities. Many f the previus studies use Statewide Integrated Traffic Recrds System (SWITRS) data 1 t dcument the number f pedestrian injuries and/r fatalities. The Tenderlin has high cncentratin f nn-aut users with a higher than average risk f invlvement in pedestrian cllisins. These grups include: children, recent immigrants, senirs, disabled, and the mentally ill. This cnclusin was based n anecdte and/r perceptin. Transit perfrmance. There is a high amunt f transit service in the area, but service quality culd be higher in terms f travel times and headway adherence (i.e., buses being evenly spaced). This cnclusin is based n bth anecdte and transit data frm the Inner Geary TPS plan. As a rugh indicatin f the mst prblematic intersectins, the map at the end f this dcument summarizes the number f times a particular intersectin is mentined specifically in previus studies. Nrth f Market Planning Calitin Tenderlin 2000 Survey and Plan 1992 Study spnsr: Nrth f Market Planning Calitin Data: nne used; all cnclusins based n cmmunity utreach Descriptin: This wide-ranging study examined public safety, husing, ecnmic develpment, human services, and cmmunity facilities in the Tenderlin. Its emphasis was nt transprtatin, but it made recmmendatins in this area. These recmmendatins were based n extensive meetings with the cmmunity, nt quantitative data. As part f this Tenderlin Pedestrian Safety Prject, staff gathered a large range f cmmunity input frm an advisry cmmittee, eleven public discussin grups (in seven languages) with 119 participants, a written survey (translated int six languages) was distributed (134 respnses), and a different written survey (translated int six languages) fr n-site respnses at five prblematic intersectins (49 respnses). MTA Inner Geary TPS Phase 1 Plan The MTA develped a plan t upgrade transit peratins n Geary and O Farrell between Van Ness and Stcktn t precede develpment f BRT plans fr apprximately Apart frm many measures t imprve transit perfrmance, the plan was als expected t imprve pedestrian safety and walking cnditins n these streets, reduce emissins in the area, and imprve emergency vehicle access. As apprved and implemented in 2005, the plan included: Remve lane f traffic n Geary between Masn and Plk Streets; imprving transit peratins and calming traffic. Remve lane f traffic n O Farrell between Plk and Hyde streets Add duble length bus bulbs n Geary at Leavenwrth and n O Farrell between Jnes and Taylr t imprve bus peratins and imprve sidewalk cnditins Add mre yellw parking znes t reduce duble parking Add right and left turn pckets at sme intersectins, which remved parking. Pedestrian impact is unclear; at these crners, visibility fr drivers is imprved, but parked cars n lnger prtect pedestrians.
