1 Public Workshop #1 Summary Workshop Background The goals of the public workshop were to: The Deer Springs District Livable Center Study began in August 2018 and will conclude in March The Study kicked off its community engagement with an initial public workshop, which included a short presentation and a number of hands on activities. The workshop is one part of a multi-faceted engagement effort for the Deer Springs District. Other opportunities include tabling at community events, an online survey, and interviews with local experts. Outreach preceded the workshop and aimed to reach as many City of North Las Vegas residents as possible. Flyers and social media posts were shared with local institutions, businesses, community leaders, and partner organizations. 2 Activities and Results Goals The Public Workshop included a short presentation and a number of hands on activities. The RTC On Board Bus was stationed outside of the YMCA to attract residents to visit the Public Workshop. for the Deer Springs District Project Goals Prioritization Pyramid Participants provided input on the draft goals of the study, which had been developed in advance in collaboration with the Stakeholder Advisory Committee. The activity contained a list of goals where participants sorted them in a pyramid hierarchy. Each participant received a worksheet asking participants to place the project goals in their preferred level of importance or level on the pyramid (very high, high, mid, and low priorities). 2 Deer Springs Livable Center Create Value The Deer Springs District will create value for the City of North Las Vegas through coordinated public investments that attract private investment in housing, jobs and retail development to enhance the City and serve its residents. Build Resilience The Deer Springs District will be resilient to economic and environmental challenges and will safeguard the long-term fiscal, environmental and social health of the City. Make Connections The Deer Springs District will be connected by streets, trails, sidewalks and transit, both within the District and to destinations throughout the City and the Las Vegas Valley. Prioritize Health The Deer Springs District will build upon the unique assets of the VA Hospital and the North Las Vegas Job Creation Zone to utilize health as a key driver of economic development and livability for the community. Develop with Distinction The Deer Springs District will be a unique, distinct destination within the City of North Las Vegas and the Las Vegas Valley that provides authentic opportunities to live, work, learn, shop, play or grow a family.
3 The following goals were ranked from highest priority to lowest priority: Goals Pyramid VERY HIGH PRIORITIES HIGH PRIORITIES Prioritize Health Develop with Distinction Instructions: Place the goals on the sticker sheet into the different levels of priority on this pyramid. Please sort based on your preferences. Take a blank sticker and write in a goal if the goals provided do not address other priorities you believe should be addressed in this plan. MID PRIORITIES Create Value Make Connections LOW PRIORITIES Build Resilience Other comments: Participants additionally noted the following are Very High and High priorities for the Study: gas stations, apartments, stop lights at key intersections, skateparks, trails, bike paths, shopping, markets, restaurants, and parks. 4 Parks and Open Space Basic Needs to Big Ideas This station was designed to gather input and insight from participants about their perceptions of the many elements needed to make successful parks. The prompts, listed below, are situated along a spectrum that starts with basic needs at the far left and ends with big ideas on the far right: 1. What do you need in a park to feel comfortable? 2. What do you need in a park to feel safe? 3. What is your favorite local park in North Las Vegas? 4. What activities do you engage in while at the park? 5. What do you go to a local park to see? 6. How do you get to your local park, and how long does it take for you to get there? 7. What makes a park good for families? 8. How often do you go to parks? 9. What is your favorite nearby National Park or State Park? 10. What amenities or activities would your ideal park include? 11. What makes a park feel like YOUR park? 12. What in a park makes you want to take out-of-town guests for a visit? 13. What would you like your local park to look like in 50 years? 14. What would make your park a regional destination? 5 Existing amenities many participants noted they use in parks include hike and bike trails, and sport fields like soccer, tennis, and basketball. Many desired shaded areas, lighting, and restrooms. Local parks mentioned include Aliante and Craig Ranch, while regional parks mentioned include Red Rock, Tule Springs, and Lake Mead. Some big ideas for parks include programming like family events and local art installations, places to relax and eat, and more pool or water features. Individual responses of note: How often do you go to the park? Once a month, but I would go more if there was a good soccer field nearby. What makes a park good for families? Connected trails to bike with children. What amenities or activities would your ideal park include? Shaded areas, public outdoor pools, and places to eat or purchase coffee. What would make your park a regional destination? Places to eat and rest where they have indoor places to cool down. What in a park makes you want to take out-of-town guests for a visit? Have a lake with paddle boards, row boats, and trails. What makes a park feel like YOUR park? Art that reflects the community. Participants at the "Basic Needs to Big Ideas" Activity Station. 6 Economic Development Opportunities and Concerns This station was designed to gather insight from participants about the opportunities and concerns for economic development on the project site, in North Las Vegas, and throughout Clark County. The station prompts participants to consider the relationships between each area individually and in an economic development ecosystem. The Deer Spring District s opportunities include health related industries and benefits, community gathering spaces like restaurants and grocery stores, and education at all levels. Concerns or challenges for the District include the conditions of the schools, public services like police and fire substations and the library, and the restaurant and commercial options. The City of North Las Vegas s opportunities include jobs in technology, manufacturing, and health associated industries, as well as it s indoor malls, big box retail, restaurants, and availability of affordable housing. Concerns or challenges for the city include public transportation, lack of quality education at all levels, and lack of well paying jobs. Clark County s opportunities include workforce development and tourism, homeownership and school systems, and entrepreneurship. Concerns or challenges for the County include its transportation and lack of well paying jobs. Economic Development Opportunities and Concerns for the Deer Springs District What are some opportunities and concerns for economic development on the project site, in North Las Vegas, and throughout Clark County? 7 Urban Design My Neighborhood This station was designed to gather input from attendees on their ideal public experience, using representative icons for urban form (street network, buildings types), public amenities (grocery, parks, entertainment), and street experience (street lights, transit amenities). Participants were given a menu checklist to check as many items as they wanted. HELLO my neighborhood is Public Amenities School Doctor/Clinic Grocery Athletic Fields Post Office Places of Worship Park Library Playground Entertainment Restaurants/Bars Daycare The majority of participants would prefer the Organic street grid with a mix of single-family housing and live/work building types. The highest voted public amenities were parks, restaurants, libraries, and entertainment. The highest voted street life items were streetlights, outdoor seating, street trees, shade canopies, and art. Some of the lowest voted items included the rectangular street grid, the apartment building type, athletic fields, and wayfinding signs. 8 Where do you go? Map Activity Participants were asked to mark on the map the following: If they lived in the Deer Springs District, where do they travel to for work, shopping, dining? (Green Dots) If they were to travel to Deer Springs District for shopping, dining, other, where are they coming from? (Red Dots) The map activity was completed to identify participant travel patterns if they were to live in or travel to the Deer Springs District. The participants results indicated the need for regional transportation access to and from the Deer Springs District. Transportation Complete Street Elements Participants were given three pebbles representing their money and how they would invest it into different complete street elements. The complete street elements participants could vote on included: bike lanes, bike lane & on-street parking, bulb-outs at crosswalks, crosswalks, cycle tracks, transit service (BRT), and transit stops. The top three elements selected by the participants included: cycle tracks, transit service (BRT), and transit stops.
