City f Lndn Transprt Strategy Sustrans respnse August 2018 Abut Sustrans Sustrans is the charity making it easier fr peple t walk and cycle. We are engineers and educatrs, experts and advcates. We cnnect peple and places, create liveable neighburhds, transfrm the schl run and deliver a happier, healthier cmmute. Sustrans wrks in partnership, bringing peple tgether t find the right slutins. We make the case fr walking and cycling by using rbust evidence and shwing what can be dne. We are grunded in cmmunities and believe that grassrts supprt cmbined with plitical leadership drives real change, fast. Summary Sustrans generally supprt the draft visin, aims and utcmes fr the City f Lndn s Transprt Strategy. The cnsultatin dcument reflects an increasing fcus f transprt as an enabler fr healthy and enjyable lifestyles, and a clear intent t priritise the needs f pedestrians, cyclists and public transprt users ver mtrised traffic, which we welcme. The stated aims f reducing mtrised vehicle traffic and reallcating space fr peple t walk, spend time and enjy a relaxed cycling experience are particularly welcme. We are excited t see tactical urbanism recgnised as a key tl in this transfrmatin and await further details n hw and where these techniques will be applied. With regards t the specific utcmes, we feel that the mde hierarchy culd be mre explicitly stated t prtect and empwer the mst vulnerable users. The Transprt Strategy shuld als address the ptential tensins between security and accessibility, and recgnise the increasing range f mdes available t ensure access by all. The management f freight has rightly been recgnised as a key fcus area, and we lk frward t further details f specific initiatives t address the detrimental impacts assciated with deliveries. Lastly, with regards t emerging technlgy, it is essential that the needs f peple be paramunt, and that the City f Lndn lead the way in creating a framewrk City f Lndn Transprt Strategy 1

which enables transprt innvatins t be a means t a happier and healthier sciety. Sustrans welcmes the pprtunity t cmment n the City f Lndn s Transprt Strategy and lks frward t a bld and ambitius strategy fr walking and cycling in the City. Our Respnse 8. Visin: The Square Mile enjys wrld-class cnnectins and streets that inspire and delight. By delivering this visin we aim t: Ensure the Square Mile is accessible t all and an easy, attractive and healthy place t wrk, live, learn and visit. Supprt the develpment f the Square Mile as a vibrant glbal cmmercial centre and cultural destinatin. D yu supprt the prpsed visin and aims? Yes, I supprt the visin and aims 9. Outcme ne: The Square Mile is a great place t walk and spend time. Peple will view the City f Lndn s streets and public spaces as great places t walk and spend time. Peple walking will have their needs priritised. The experience f walking and spending time n ur streets will be imprved thrugh investment in high quality public realm, street greening and mtr traffic reductin. D yu supprt this utcme? Yes, I supprt the visin and aims 10. Outcme tw: Our streets are accessible t all. Peple f all ages and abilities will be able t travel easily arund the Square Mile. Barriers t walking, cycling and travelling by public transprt will be remved. Apprpriate vehicle access will be prvided fr thse that need it. D yu supprt this utcme? I generally supprt this utcme, but I wuld like t see changes: There is n need t specify that vehicle access will be prvided fr thse that need it. The key utcme shuld be t prvide access t all, withut specifying a particular mde. There is an increasing amunt f ptins available and the City f Lndn shuld reflect this. 11. Outcme three: Peple using ur streets and public spaces are safe and feel safe. Everyne will feel safe when travelling arund the Square Mile. We will City f Lndn Transprt Strategy 2

cntinually strive t reduce rad danger and eliminate traffic related death and serius injury (Visin Zer). Prprtinate security measures will be sensitively incrprated int buildings and the streetscape while enhancing the public realm. D yu supprt this utcme? I generally supprt this utcme, but I wuld like t see changes: As well as enhancing the public realm, security measures must nt have a detrimental impact n the accessibility f pedestrians and cyclists, particularly thse wh are less mbile. The ptential cnflicts between accessibility and security shuld be further detailed in the Transprt Strategy, as well as ptential slutins which can maximise bth. 12. Outcme fur: Peple enjy a relaxed cycling experience in the Square Mile. A mre diverse range f peple will chse t cycle. The design and management f streets will enable cycling at a pace that suits the City and make cycling a relaxing and enjyable way t travel. D yu supprt this utcme? Yes, I supprt this utcme 13. Outcme five: The Square Mile is cleaner and quieter. Carbn emissins and peple s expsure t air and nise pllutin will be reduced. There will be fewer mtr vehicles and thse that remain will be smaller, lighter and zer emissins. D yu supprt this utcme? Yes, I supprt this utcme 14. Outcme six: Delivery and servicing needs are met in ways that benefit the Square Mile. Future develpment and grwth will be supprted by changing the way that gds are mved arund the Square Mile. The transprt, delivery and servicing requirements f businesses and residents will be met in ways that maximise scial, ecnmic and envirnmental benefits. D yu supprt this utcme? Yes, I supprt this utcme 15. Outcme seven: Street space is used mre fairly and effectively. The use f streets will be better matched t the pririties f peple and businesses. Street space will be used mre flexibly, recgnising that pririties can vary by time f day and seasnally. Transfrmatinal change City f Lndn Transprt Strategy 3

will be accelerated thrugh temprary interventins and trialing prjects prir t making permanent changes. D yu supprt this utcme? I generally supprt this utcme, but I wuld like t see changes: Pririties vary, but it is imprtant t state the mde hierarchy that places pedestrians first, fllwed by cyclists and public transprt users, with mtrised vehicles at the bttm. This shuld apply at all times f the day. The specific reference t tactical urbanism techniques such as temprary interventins and trials are extremely welcme, and are deemed t be a key tl t achieve transfrmative change. 16. Outcme eight: Our street netwrk is resilient t changing circumstances. The impact f planned and unplanned disruptin n the mvement f peple and gds will be minimised. Emergency services will be able t respnd rapidly t incidents. The City s readiness fr a changing climate and extreme weather events will be supprted by incrprating sustainable drainage, greenery, shade and shelter int ur streets D yu supprt this utcme? Yes, I supprt this utcme 17. Outcme nine: The Square Mile benefits frm better transprt cnnectins. Businesses, residents, wrkers, learners and visitrs will benefit frm imprved lcal, natinal and internatinal cnnectins particularly imprvements t walking, cycling, public transprt and freight cnnectivity. D yu supprt this utcme? I generally supprt this utcme, but I wuld like t see changes: This utcme is quite vague and des nt address ptential cnflicts which may arise when imprving different types f cnnectins (lcal vs internatinal) r mvements (peple vs freight). This utcme must clearly state that all imprvements will priritise peple (in particular the mst vulnerable users) and public space. 18. Outcme ten: Emerging transprt technlgies benefit the Square Mile. Peple and businesses will feel that the City has benefited frm emerging transprt technlgies and services. Autmated vehicles and ther new transprt technlgies and services will wrk fr the City, supprting effrts t reduce mtr traffic and deliver inclusive, safe, attractive and vibrant street. D yu supprt this utcme? I generally supprt this utcme, but I wuld like t see changes: This utcme shuld have a greater fcus n peple, and clearly state City f Lndn Transprt Strategy 4

that streets shuld be healthy as well as inclusive, safe, attractive and vibrant. CONTACT Nichlas Sandersn, Senir Plicy Officer: Nichlas.Sandersn@sustrans.rg.uk Giuli Ferrini, Senir Engineer: giuli.ferrini@sustrans.rg.uk City f Lndn Transprt Strategy 5
