Introduction The celebration of the XXII Central American and Caribbean Games in Veracruz 2014, is a fact that fills the entire land of Mexico with joy, since it was our country that beheld their birth and our country that has seen them gain strength throughout the years as well as position as one of the multi-sport events that holds more tradition in the world. With the objective of preserving and contributing to that tradition, the Organizing Committee for the XXII Central American and Caribbean Games Veracruz 2014 has the great commitment of providing all the tools within its grasp so these Games can be up to the level of prior editions and leave an important legacy in the way Central American and Caribbean Games are organized and experienced. As a part of this commitment, COVER 2104 has set as an objective, the integration of this Qualification Manual that seeks to concentrate the work made very much on time by the Central American and Pan American Confederations in relation to the qualification systems that the members of CACSO must observe in order to participate in the Games Veracruz 2014. 4 The National Olympic Committees will be able to rely on this document to develop the necessary strategies that allow them to plan and draft, along with their respective authorities, the disciplines in which they wish to participate and the way in which they will obtain their pass to the XXII Central American and Caribbean Games two years before the beginning of the Games; in this Manual, they will also find elements to calculate the size of their delegation, as well as the events in which they may enter once they have met the qualification systems. COVER 2014 expects this document be of great utility and we reiterate our commitment to work hard to make the XXII Central American and Caribbean Games Veracruz 2014, the finest Central American and Caribbean Games in history! Technical Summary In this section some technical aspects will be explained which is fundamental to know for accompanying the planning process of the National Olympic Committees, in order to respect the regulations of the sports authorities involved in the organization and logistics of the Central American and Caribbean Games. Some references to the Participation Rules of the Central American and Caribbean Games will be made besides some observations which are important to know in order to use this manual correctly. Qualification Manual s Validity: a) The qualification Manual is the first reference instrument created by COVER 2014 in coordination with CACSO and the high technical authorities to make known the qualification systems for the XXII Central American and Caribbean Games Veracruz 2014. b) The subsequent updates or modifications will be made known by COVER 2014 in the formats designed for such purpose, as soon as they are agreed and approved by COVER 2014 and CACSO. c) Those disciplines whose qualification systems have already been approved, may suffer changes in case of greater force, for which the responsible organizations must seek new agreements along with COVER 2014 and CACSO. Once agreed, they will be made know by COVER 2014 in the official formats. d) At the beginning of 2014, COVER will issue the Final Version of the Qualification Manual, which will contemplate all the qualification systems and the advances that have been made to the date. 11 Participation a) Competitions. According to Article 13 of the participation Regulations of the Central American and Caribbean Games, the events will be valid if there s a minimum of five (5) competitors from the same number of NOCs. b) The qualification systems of each summoned discipline specify the minimum number of participants per NOC per event following which is specified in the Participation Regulations of the Central American and Caribbean Games. c) The Central American and the Caribbean or Pan American Confederations as technical authority of each discipline, must to design strategies so that all CACSO members have the opportunity to participate in the qualification process for Central American and Caribbean Games, whether or not its members. d) The official summoning for the qualifying events contained in this manual will be published by the governing organizations of each discipline in the moment they see fit. Qualification and entry dates a) The official qualification date is January 1st, 2013 to September 14, 2014.

b) The qualification period for each discipline is analyzed and approved by COVER 2014 and CACSO according to the official qualification date, prioritizing the periods of entry by number and by name and the right development of the Delegation Registration Meeting. c) The entry by number period is from May 14 to the midnight of August 14, 2014, Mexico s time. d) The entry by name period is from August 15 to the midnight of October 14, 2014, Mexico s time. Qualifying system for Veracruz 2014 Two Qualifying Tournaments will be held: a) Qualifying Tournament #1. - World Cup, Medellin, Colombia, July 9 to 15, 2013 (An eliminatory round per teams and individual will be made in each category independently with the countries of the region during the World Cup). It will be held from May 27 to June 2 nd, 2014 at Guatemala, Guatemala.

In this tournament those countries that have less than three archers qualified in each category may obtain slots. The archers that have already won slots for their countries in the Qualifying Tournament #1 won t be able to try for new slots in the Qualifying Tournament #2. This qualifying system guarantees a minimum of 5 countries for each event per teams. The number of teams may be increased with countries that manage to qualify three (3) individual archers in a category between the two qualifying tournaments. This means, a team may be formed by two (2) individual archers qualified in Tournament #1, and one individual archer qualified in tournament #2. 2. In the competition per mixed teams both in recurve as in compound, all the countries that have at least one male competitor and one female competitor in one type of modality may participate. e) The National Archery Federations must confirm in writing to COPARCO the slots to be used no later than July 15, 2014. In case of resignations or free slots, the slots will be redistributed to the countries that were located in the immediate following positions in the Qualifying Tournament in which they have obtained, as first criteria. As second criteria, COPARCO will define the countries worthy of such free slots. f) COPARCO will inform COVER 2014 the decision about the eventual substituting teams no later than July 30, 2014 so the NOCs will be able to meet with the CACSO rules for the Entry by number and Entry by Name. Qualifying system approval The qualifying system was approved by most of the countries members of the World Archery Americas located in the region of Central America on September 1st, 2012.

Artistic Gymnastics Participation Only NOCs recognized by CACSO, whose National Gymnastics Federations are members of the World Gymnastics Federation (FIG, Fédération Internationale de Gymnastiqué) and the UPAG may enter athletes in the Artistic Gymnastics competition of the XXII Central American and Caribbean Games, Veracruz 2014. Each NOC may enter a maximum of ten (10) athletes, five (5) women and five (5) men as long as they meet the Artistic Gymnastics qualifying criteria stipulated by UPAG for the XXII Central American and Caribbean Games Veracruz 2014.

For the countries that do not have an assigned slot or in the case of a tie, in order to grant a slot, the participation in the All Around event in the Pan American Championship per apparatus 2013 will be taken into account so it may be granted. This is just in case there aren t enough slots to grant without a qualifying event. In case there are released slots due to lack of confirmation, injury, doping, etc. These will be granted to the NFs with individual participation, according to the historical ranking. d) UPAG will notify the final distribution list to the NFs and COVER 2014 no later than March 1st, 2014 so the NOCs may have the possibility to meet CACSO s Regulations regarding the entry by number and by name. Qualification system approval UPAG s Artistic Gymnastics Technical Committee revised and approved this qualification system on October 24, 2012.

Athletics Participation Only NOCs recognized by CACSO, whose National Athletics Federations are members of the IAAF may enter athletes in the Athletics competition of the XXII Central American and Caribbean Games Veracruz 2014. NOCs may only enter competitors that have qualified according to the system established by CACAC for the XXII Central American and the Caribbean Games Veracruz 2014.. Age of competitors Male athletes competing in the Marathon and in the 50km Race Walk must be at least 18 years old on December 31, 2014 (born in 1996). Female athletes competing in the Marathon must be at least 18 years old on December 2014 (born in 1996). For the other events, competitors must be at least 16 years old on December 31, 2014 (born in 1998). Qualifying system for Veracruz 2014 It will be as follows: a) Each NOC may enter up to two (2) athletes in each individual event. b) If the quota approved by CACSO is exceeding, CACAC will reduce at 500, considering the ranking and the entries in each event scheduled c) Relays. NOCs that register relay teams may enter a maximum of two (2) athletes only for relay. The other members of the relay team must be officially entered in an individual event. Excepcional cases will be considered by CACAC. d) Mexico, as the host country is automatically qualified for all the Athletics events in the XXII Central American and Caribbean Games Veracruz 2014 with two (2) participants per event. e) Periods: 1. Before September 14, 2014 the Athletics National Federations, including the host country, must present to CACAC the Entry by Name form given by COVER 2014 with the names of the athletes and the respective events so they may be considered for their entry in the XXII Central American and Caribbean Games Veracruz 2014. 2. If the number of applications exceeds five hundred (500) athletes established by CACSO (including the host country), CACAC will select the number of athletes per NOC that may be entered. 3. In both cases, CACAC will inform the final list by name of the slots to their respective National Federations and COVER 2014 no later than September 30, 2014, so the NOCs will be able to meet with CACSO Rules about Entry by Name deadline. Once this relation is published, the final number of slots won t vary. 22 Qualifying system approval This qualifying system was approved by the CACAC on November 9, 2012.

Badminton Participation Only NOCs recognized by CACSO, whose National Badminton Federations are members of the BWF and the Central American & Caribbean Badminton Confederation (CONCECABA, Confederación Centroamericana y del Caribe de Bádminton) may enter athletes in the Basketball competition of the XXII Central American and Caribbean Games, Veracruz 2014. Events The events are six (6) according to the following: Events Women Men Mixed Individual Doubles Teams Total 2 2 2 23 Maximum number of competitors According to the quota established by CACSO the Badminton competition will have a maximum of sixty two (62) athletes in both gender categories. Each NOC may enter a maximum of eight (8) athletes, four (4) women and four (4) men as long as they meet the Badminton qualifying criteria for the XXII Central American and Caribbean Games, Veracruz 2014. The maximum participation per country is as follows: Women s Individual maximum 2 participants per country Men s Individual maximum 2 participants per country Women s doubles maximum 2 pairs per country Men s doubles maximum 2 pairs per country Mixed doubles maximum 2 pairs per country Qualification system for Veracruz 2014 Athletes that qualify: a) As host country, Mexico will be automatically qualified with a complete team of eight (8) athletes, four (4) men and four (4) women. b) The remaining vacancies (54) will be distributed according to the BWF s Ranking; CONCECABA will indicate the number of vacancies that will be granted by position in the ranking before December 31, 2012. c) Qualification belongs to the NOC not the athlete. Each NOC can establish their own competitor selection procedure to participate in Veracruz 2014 meeting the BWF s and CONCECABA s requirements. d) The National Badminton Federations must ratify the slots they will use in writing to CONCECABA no later than June 30, 2014. In case of resignation or vacancies, the countries that received three (3) slots for men and three (3) slots for women and probably, the NOCs that received two (2) slots for men and two (2) slots for women will be authorized receive four (4) slots for men and four (4) for women, strictly

respecting the order of the ranking per country. This decision will be given by CONCECABA to COVER 2014 no later than July 10, 2014 so the favored NOCs have the possibility to meet the dates stipulated by CACSO for the entry by number and entry by name. Qualification system approval This qualification system was approved by CONCECABA on October 3, 2012. 24

Baseball Participation Only NOCs recognized by CACSO, whose National Baseball Federations are members of the IBAF and Pan American Baseball Confederation (COPABE, Confederación Panamericana de Beisbol) may enter athletes in the Baseball competition of the XXII Central American and Caribbean Games Veracruz 2014. Events Men s tournament. Maximum number of competitors According to the established quota by CACSO the Baseball competition will have a maximum of a hundred and ninety two (192) athletes in eight (8) teams and a maximum of twenty four (24) players per team. Each NOC may enter a maximum of one (1) team, as long as they meet the Baseball qualification criteria for the XXII Central American and Caribbean Games Veracruz 2014. 25 Qualifying system for Veracruz 2014 Teams that qualify: a) Mexico is automatically qualified as host country with one team. b) COPABE will invite seven (7) teams to participate in the XXII Central American and Caribbean Games Veracruz 2014 no later than October 14, 2013. c) These National Baseball Federations must confirm their participation in the XXII Central American and Caribbean Games Veracruz 2014 by written request to COPABE no later than March 10, 2014. Substituting teams of these slots will be announced by COPABE on March 15, 2014 and they will be sent in writing to COVER 2014 so the NOCs can meet which was stipulated by CACSO for the Entry by Number and Entry by Name. Qualifying system approval This qualifying system was approved by COPABE on October 3, 2012.

Basketball Participation Only NOCs recognized by CACSO, whose National Basketball Federations are members of the International Basketball Federation (FIBA, Fédération Internationale de Basketball) and the Central American and Caribbean Basketball Confederation, (CONCENCABA, Confederación Centroamericana y del Caribe de Basquetbol) may enter athletes in the Basketball competition of the XXII Central American and Caribbean Games, Veracruz 2014. Events There will be a women s competition and a men s competition, a total of two (2) events. Maximum number of competitors According to the quota established by CACSO the Basketball competitions will have a maximum of one hundred and ninety two (192) athletes in eight (8) teams per gender and a maximum of twelve (12) players per team. 26 Each NOC may enter a maximum of one (1) team per gender as long as they meet CONCENCABA s qualifying criteria for the XXII Central American and Caribbean Games, Veracruz 2014. Qualification system for Veracruz 2014 Teams that qualify: a) Mexico is automatically qualified as host country with one team by gender. b) The seven (7) top places in the 2014 Men s and Women s Centrobasket Tournaments, in place and date to be defined, will qualify to the XXII Central American and Caribbean Games, Veracruz 2014. If Mexico is found among the seven top places, the team located in eighth place will qualify. c) The National Basketball Federations must confirm their participation in the XXII Central American and Caribbean Games Veracruz 2014 in writing to CONCENCABA no later than July 10, 2014. Should any team decline their participation, the substituting teams of these vacancies will be announced by CONCECABA on July 15, 2014 so they can meet which was stipulated by CACSO for the process of entry by number and entry by name. Basque Pelota Participation Only NOCs recognized by CACSO, whose National Basque Pelota Federations are members of the International Basque Pelota Federation (FIPV, Federación Internacional de Pelota Vasca) may enter athletes in the Basque Pelota competition of the XXII Central American and Caribbean Games, Veracruz 2014. Events The events are four (4) according to the following: Events Women Men 30m Frontenis Doubles 30m Paleta Rubber Doubles 30m Paleta Rubber Individual Total 2 2 27 Maximum number of competitors According to the quota established by CACSO the Basque Pelota competitions will have a maximum of seventy (70) athletes, thirty (30) women and forty (40) men. The country that got more points per modality will qualify, not the athlete that got more points per modality. c) Events and qualification criteria: 1. The Cap. San Luis Cup in Cuba on November, 2013 is the first qualifying event. The top five (5) countries will qualify according to the addition per modality, a total of 35 athletes. 2. A Qualifying Tournament will be held in Mexico in the first trimester of 2014, where the top four (4) places will qualify according to the addition per modality, a total of 28 athletes. In case of resignation or vacancies, their substitution will be decided according to the aforementioned criteria by CONCAF s Executive Committee which will provide COVER 2014 a final list of qualified athletes no later than June 28, 2014 so the NOCs can meet the dates stipulated by CACSO for the entry by name and entry by number. Qualification system approval This system was approved at the CONCAF meeting in Guadalajara, Jalisco on October 2011.

Beach Volleyball Participation Only NOCs recognized by CACSO, whose National Volleyball Federations are members of the International Volleyball Federation (FIVB, Fédération Internationale de Volleyball) and the NORCECA, may enter athletes in the Beach Volleyball competition of the XXII Central American and Caribbean Games Veracruz 2014. Events There will be a women s and a men s competition, a total of two (2) events. Maximum number of competitors According to the established quota by CACSO the Beach Volleyball competition will have a maximum of sixty four (64) athletes, sixteen (16) teams per female gender and sixteen (16) teams per male gender with a maximum of two (2) players per team. Each NOC may enter a maximum of one (1) team per gender, as long as they meet the NORCECA qualification criteria for the XXII Central American and Caribbean Games Veracruz 2014. 29 Qualifying system for Veracruz 2014 Teams that qualify: a) Mexico, as host country, is automatically qualified with one team in each gender. b) The top thirteen (13) teams per gender ranked by NORCECA until December 31, 2013, according to their participation in the Beach Volleyball Continental Circuits. c) Colombia and Venezuela qualify in each category, they qualify directly because they belong to the South American Confederation, for this reason they are not part of NORCECA Ranking. d) The National Volleyball Federations must confirm to NORCECA in writing no later than July 10, 2014, their participation in the XXII Central American and Caribbean Games Veracruz 2014. The substituting teams of these vacancies will be announced to COVER 2012 by NORCECA on July 15, 2014, so the NOCs will be able to meet with the CACSO rules for the Entry by number and Entry by Name. Qualifying system approval The qualifying system for the Beach Volleyball competition of the Central American and Caribbean Games was approved by the Administration Council and NORCECA s Executive Committee at the meeting held in Santo Domingo, Dominican Republic in 2006.

Bowling Participation Only NOCs recognized by CACSO, whose National Bowling Federations are members of the International Bowling Federation (FIQ, Fédération Internationale des Quileeurs) may enter athletes in the Bowling competition of the XXII Central American and Caribbean Games, Veracruz 2014. Events The events are ten (10) according to the following: Events Women Men Individual Doubles Trios Quintets Master Final Total 5 5 30 Maximum number of competitors According to the quota established by CACSO the Bowling competition will have a maximum of one hundred and twenty (120) athletes, sixty (60) women and sixty (60) men. Each NOC may enter a maximum of ten (10) athletes, five (5) women and five (5) men as long as they meet the Bowling qualifying criteria for the XXII Central American and Caribbean Games, Veracruz 2014. The maximum participation per country is as follows: Individual 5 women and 5 men Doubles 2 teams by gender Trios 1 trio by gender Quintets 1 quintets by gender Master Final The top 16 of All Event Individual Qualification system for Veracruz 2014 Athletes that qualify: a) As host country, Mexico is automatically qualified with a complete team of ten (10) athletes, five (5) men and five (5) women. b) The remaining vacancies (110) will be distributed in the Central American and Caribbean Championship to be held in Cali, Colombia from May 18 to 26, 2013. The top 11 countries from the All Event Teams will qualify to Veracruz 2014, resulting in the addition of the Individual, Doubles, Trios and teams events. Each country qualifies 10 athletes, five (5) men and five (5) women. c) The slots are for the country not for the athletes d) In case one or more countries that have already qualified cannot attend or does not keep the official program of the Games, CONCECABOL will designate the

substituting country/countries, respecting (as far as possible) the position order in the qualifying event. Qualification system approval This system was approved by CONCECABOL on August, 2012. 31

Each NOC may enter a maximum of one (1) team per weight division per category as long as they have qualified according to AMBC s qualification criteria for the XXII Central American and Caribbean Games, Veracruz 2014. Age of competitors Competitors must be born on January 1 st, 1995 to December 31, 1974. Qualification system for Veracruz 2014 a) Athletes qualification will be defined during two (2) qualification events to be held between the months of May and July, 2014. The exact places and dates of these events will be confirmed by AMBC and informed to COVER 2014 in due course. b) Each NOC may enter a maximum of one (1) athlete man or woman, in each weight division. c) Mexico as host country can enter seven (7) athletes in seven (7) weight divisions for these 2 eliminatory rounds, five (5) men and two (2) women. This means, the country will have the opportunity to determine which will be the seven (7) divisions in which it will participate in the eliminatory rounds, for which in the other six (6) divisions, five (5) in men s and one (1) in women s will have the right to participate

in the XXII Central American and Caribbean Games Veracruz 2014, without the need to go through the eliminatory rounds. d) The distribution criteria of the number of slots per division both for men as for women in each tournament will be as specified in the following chart: Qualification Tournaments (QT) Gender Cat. The host country through an official communiqué, has informed the AMBC the 6 divisions in which it wishes direct qualification: Men: 52kg, 56kg, 60kg, 69kg and 81kg. Women: 60kg, this decision is already reflected on the chart. 2. In the weight divisions where two (2) slots are given, the two (2) finalists qualify, the champion (gold) and sub champion (silver) of that weight division. 3. In the weight division where three (3) slots are given, the winners of the gold, silver medals and one (1) bronze (the athlete who lost in the semifinal against the gold medalist of the event) will qualify). 4. In the divisions where four (4) slots are given, the winners of the gold, silver medals and two bronze will qualify. 5. In the weight divisions where five (5) slots are given, the winners of the gold, silver medals and two (2) bronze, as well as the athlete who lost against the champion (gold) in the quarter finals will qualify. 6. In the weight divisions where six (6) slots are given, the winners of the gold, silver medals and the two (2) bronze, as well as those who lost against the champion (gold) and the sub champion (silver) in the quarter finals will qualify.

7. In the weight divisions where seven (7) slots are given, the four medalists (gold, silver, 2 bronze) will qualify, as well as the two athletes who lost against the finalists (champion and sub champion) and the seventh qualified athlete would be the one who lost in the quarter finals with the one who lost in semifinals against the champion. 8. In the weight divisions where eight (8) slots are given, the eight competitors fighting in the quarter finals will qualify. 9. In the weight divisions where nine (9) slots are given, the eight competitors that fight the quarter finals, and followed by the one who lost in the eighths finals with the division champion will qualify. 10. In case one (1) athlete qualified for the XXII Central American and Caribbean Games cannot participate due to any reason, the competitor who has lost against that qualified competitor will be chosen to substitute them in the previous phase following the order of the previous indexes described at section d of this manual. Canoeing Participation Only NOCs recognized by CACSO, whose National Canoeing Federations are members of the ICF and the Central American and Caribbean Canoeing Confederation (CONCECA, Confederación Centroamericana y el Caribe de Canoas) may enter athletes in the Canoeing competition of the XXII Central American and Caribbean Games, Veracruz 2014. Each NOC may enter a maximum of fifteen (15) athletes as long as they have qualified according to the Canoeing qualifying criteria for the XXII Central American and Caribbean Games, Veracruz 2014. Only one boat per event may be entered per NOC. Qualification system for Veracruz 2014 a) Mexico as host country is automatically qualified in all events with a complete team of fifteen (15) competitors. b) The qualification process is as follows: 1. Before May 31, 2014, the National Canoeing Federations, including the host country, must present to CONCECA a list with the number of boats so they may be considered for their entry in the XXII Central American and Caribbean Games and Caribbean Games, Veracruz 2014.

2. If the number of applications exceeds the quota of eighty five (85) established by CACSO (including the host country), CONCECA will be in charge of selecting the number of athletes per NOC that may be entered, based on the ranking from the Pan American Championship previous to the celebration of the XXII Central American and Caribbean Games. 3. CONCECA will inform the distribution by number of the slots and their respective National Federations and COVER 2014 no later than July 31, 2014, so the NOCs can meet the entry by number and entry name on the dates stipulated by CACSO. Once published, the final number of slots cannot vary. Qualification system approval This qualification system was approved by CONCECA on October 2, 2012. CACSO approved one more event on February 28, 2013. 36

Cycling Participation Only NOCs recognized by CACSO, whose National Cycling Federations are members of the International Cycling Union (UCI, Union Cycliste Internationale) and the Pan American Cycling Confederation (COPACI, Confederación Panamericana de Ciclismo) may enter athletes in the Cycling competition of the XXII Central American and Caribbean Games, Veracruz 2014.
