1 Intrductin Walking is part f everyday life and a fundamental part f an integrated transprt system because mst jurneys start and end with walking. The Prt Macquarie-Hastings Pedestrian Access and Mbility Plan (PAMP) is a strategic planning dcument t help crdinate the delivery f pedestrian infrastructure in selected high pedestrian activity envirnments. 1.1 What is a Pedestrian Access and Mbility Plan? A PAMP is a strategic actin plan t identify pedestrian facilities. It is nt a cmprehensive wrks schedule but rather seeks t identify and address high pririty issues. The aim f the PAMP is therefre t crdinate investment in safe, cnvenient and cnnected pedestrian rutes. It prvides a framewrk fr develping pedestrian rutes r areas identified by the cmmunity as imprtant fr walkability, safety, cnvenience and mbility. The previus Prt Macquarie-Hastings PAMP was cmpleted in 2001 and many f the recmmended wrks were implemented successfully. The new PAMP will cntinue the nging implementatin f pedestrian facilities, with a particular fcus n ftpaths, kerb ramps and crssing facilities at critical lcatins. The PAMP will align with Cuncil s key principles and bjectives identified in the Twards 2030 Cmmunity Strategic Plan, the Urban Grwth Management Strategy 2010, the Transprt Strategy and integratin with Placemaking Principles. The PAMP will als align with the NSW Lng Term Transprt Master Plan 2012, the Mid Nrth Cast Reginal Transprt Plan 2013 and the NSW Walking Strategy. 1.2 Objectives The verarching aim f the Prt Macquarie-Hastings Pedestrian Access and Mbility Plan is t address barriers t walking by prviding better pedestrian infrastructure at critical lcatins. The specific bjectives f the Prt Macquarie-Hastings PAMP are t: Prvide a planning framewrk fr the necessary infrastructure t prvide fr a safer and mre cmfrtable walking envirnment. Imprve the level f pedestrian access and pririty in selected high pedestrian activity lcatins. Reduce pedestrian access severance by prviding safe and cnvenient crssing pprtunities f majr rads. Identify infrastructure wrks that can be implemented as part f Cuncil s future delivery and peratinal plans. Prvide a fcus fr Cuncil t surce funds frm ther levels f gvernment. 1.3 Cntext Respnsibilities The planning, design, implementatin, maintenance and funding f pedestrian infrastructure is the respnsibility f Cuncil, except fr facilities n sme sectins f State rads (Pacific Page 2

and Oxley Highways). Sme facilities may attract state gvernment funding, usually in the frm f c-funding arrangements. Cmmunity Aspiratins The Twards 2030 Cmmunity Strategic Plan details Cuncil s lng-term visin and aspiratins f the cmmunity, taking int cnsideratin the issues and challenges f the lcal area. Thrugh this plan, we as a cmmunity have said we want t achieve: a healthy and active cmmunity that is supprted by recreatinal infrastructure, a natural envirnment that can be accessed by a netwrk f ftpaths, cycleways, castal and hinterland walkways, an envirnmentally harmnius and prsperus turism industry, and infrastructure prvisin and maintenance that respects cmmunity expectatins and needs. Placemaking Cuncil is adpting a placemaking apprach t the develpment f public infrastructure and pen space. This entails a multidisciplinary apprach t planning, develpment and cmmunity building that invlves understanding the culture, qualities and wishes f the cmmunity. It is abut putting peple first and designing places arund the peple wh live in them, use them and visit them. The Prt Macquarie-Hastings PAMP will be an imprtant input int future placemaking prjects such as recreatinal walkways and the invigratin f twn centres. Rad Safety Pedestrians are vulnerable rad users and in the event f a crash, unlike vehicle ccupants, have little r n prtectin t shield them frm the frce f the crash. Crashes invlving pedestrians ften result in mre severe utcmes and therefre apprpriate pedestrian infrastructure is f critical imprtance. Cmmunity Engagement A series f cmmunity wrkshps were cnducted by Cuncil in March 2014 t discuss all frms f transprt including walking. Feedback was als btained thrugh an nline survey and written submissins. This feedback was an imprtant input t the develpment f this Draft PAMP. Cuncil Prcesses Cmmunity aspiratins are delivered thrugh the wrk Cuncil carries ut as detailed in the fur year Delivery Prgram and annual Operatinal Plan. These plans have a number f key directins relating t walking. Cuncil is develping the fllwing three dcuments: Prt Macquarie-Hastings Transprt Strategy - will bring tgether detailed supprting strategies and plans int a cherent strategy fr the Prt Macquarie-Hastings transprt system. Prt Macquarie-Hastings Bike Plan - strategic infrastructure actin plans t cntinue the nging develpment f the bicycle netwrk bth within and linking the main urban areas f the regin. The Prt Macquarie-Hastings PAMP is therefre ne f a number f strategies that tgether frm Cuncil s verarching apprach t integrated transprt as illustrated belw. Furthermre, the PAMP is just ne f many different strategies and prgrams that relate t the prvisin f an imprved pedestrian envirnment. 2 Pedestrian Infrastructure Pedestrian infrastructure includes ftpaths, kerb ramps, kerb extensins, pedestrian refuges, pedestrian crssings, tactile indicatrs, seats and streetlighting. Implementatin f new facilities needs t be cmplemented by nging maintenance such as repairing uneven ftpath slabs, street sweeping, signs and linemarking, and remving bstructins frm ftpaths. Pedestrian activity is typically highest arund twn centres, schls and ther educatinal facilities, shpping centres, recreatinal ndes, hspitals and medical facilities, aged care facilities and public transprt ndes. Accrdingly, pedestrian infrastructure maps have been prepared fr the fllwing high pedestrian activity envirnments: Prt Macquarie twn centre Prt Macquarie East Settlement City precinct Wauchpe twn centre Lake Cathie village centre Bnny Hills village centre Nrth Haven village centre Laurietn twn centre Kew village centre Kendall village centre In future years, as resurces permit, pedestrian infrastructure maps may be prepared fr ther villages and high pedestrian activity precincts. The pedestrian infrastructure maps fcus n the tw mst critical types f pedestrian infrastructure - ftpaths and rad crssings. Gd ftpaths are at the heart f ur pedestrian netwrk. They are nt nly places fr travel but als functin as public spaces fr talking, living and playing. They need t be built and maintained t get peple where they want t g in a way that makes walking pleasant, enjyable and safe. Ftpaths shuld be f adequate width fr their purpse. In sme instances they may take the frm f wider paths that are designated fr sharing with cyclists. Gd quality rad crssings reduce the ccurrence f crashes invlving pedestrians and vehicles. Streets that facilitate safe and cmfrtable crssings reduce barriers that discurage peple frm walking. Rad crssings can include pedestrian bridges r underpasses, traffic signals, refuges, kerb extensins, zebra crssings and median strips. These may be either standalne pedestrian facilities r incrprated int ther traffic facilities. The pedestrian infrastructure maps included in this reprt are strategic in nature fr the purpses f infrming future planning f infrastructure prjects in high pedestrian activity lcatins. Facilities shwn are indicative nly and subject t further investigatin, priritisatin and funding. The maps d nt cnstitute a cmmitment t cnstruct all the identified wrks but seek t highlight critical wrks that wuld imprve walkability. Nn-infrastructure actins such as educatin prgrams d nt frm part f the PAMP but will be cnsidered by the State Gvernment and Cuncil as part f ther prgrams such as rad safety and schl-based prgrams. 2.1 Prt Macquarie Prt Macquarie twn centre has a netwrk f ftpaths and therefre the infrastructure recmmendatins mainly relate t pedestrian crssing facilities. New ftpaths may be required in sme shrt sectins t cnnect t existing ftpaths. Grdn Street is a majr barrier t pedestrian mvement and additinal r safer crssings are required at a number f lcatins. Traffic signals are the mst apprpriate frm f crssing treatment because f the high traffic, wide rad envirnment. Other key pedestrian infrastructure actins fr Prt Macquarie twn centre include: Imprved path netwrk alng the river freshre and Klnbung Creek Traffic signals at the intersectin f Buller Street and Hllingwrth Street Cnversin f the rundabut at the intersectin f Grdn Street / Hrtn Street t traffic signals. Mst f the key pedestrian infrastructure actins fr the Settlement City precinct are utlined in the Settlement City Precinct Rads Cntributins Plan and the Hastings River Drive Masterplan including: Traffic signals at the fllwing intersectins: Park Street / Warlters Street Bay Street / Warlters Street Hastings River Drive / Astn Street Hastings River Drive / Bellbwrie Street Mid-blck signalised pedestrian crssing f Park Street between Bay Street and Warlters Street Ftpath n bth sides f Hastings River Drive 2.2 Wauchpe Key pedestrian infrastructure actins fr Wauchpe twn centre include: Imprved pedestrian crssings f High Street, between Camern Street and Hastings Street, as part f an integrated streetscape plan Kerb extensins n High Street near Wauchpe Hspital Pedestrian refuge crssings f Camern Street near Yung Street and Andrews Park Ftpath n Bain Street between Campbell Street and Hastings Street Page 6

2.3 Lake Cathie Key pedestrian infrastructure actins fr Lake Cathie village centre include: A number f pedestrian refuge crssings f Ocean Drive: near Evans Street nrth f the Lake Cathie bridge suth f the Lake Cathie bridge near Elanra Drive near Ernest Street Ftpath n Ocean Drive between Lake Cathie bridge and Evans Street Ftpath n the eastern side f Ocean Drive between Aqua Crescent and the pedestrian refuge suth f the main shpping centre access driveway Ftpath lp alng Aqua Crescent, Illar Rad and Kywng Street 2.4 Bnny Hills Key pedestrian infrastructure actins fr Bnny Hills village centre include: A number f pedestrian refuge crssings f Ocean Drive: near Panrama Drive nrth near Jrdan Ave near Bartlett Street Ftpath n the nrthern side f Ocean Drive between Rdley Street and the existing path t the surf club Ftpath n the western side f Ocean Drive between the tennis curts and Jungarra Crescent Ftpath n Beach Street frm Ocean Drive t the turist park Actins alng Ocean Drive shuld be cnsistent, wherever pssible, with the Bnny Hills - Traffic Management Scheme previusly endrsed by Cuncil. 2.5 Nrth Haven Key pedestrian infrastructure actins fr Nrth Haven village centre include: Ftpaths n Shrt, Alfred, Pineer, Alma and Vine Streets in the vicinity f the cmmercial precinct Imprved cnnectins t the riverside pathway New Stingray Creek bridge with ftpaths n bth sides Page 7

2.6 Laurietn Key pedestrian infrastructure actins fr Laurietn twn centre include: Frmal crssing f Bld Street at a suitable lcatin between Tunis Street and Seymur Street, t cmplement the pedestrian crssing suth f Seymur Street Cnsideratin f a 40km/h High Pedestrian Activity Area n Bld Street Ftpath n Lake Street between Tunis Street and Laurie Street, with a particular fcus n imprving safety fr primary schl children Ftpath n Lrd Street between Tunis Street and Laurie Street Pedestrian refuge crssing f Tunis Street, between Lrd Street and Bld Street, t service a number f aged care facilities Imprved cnnectins t the riverside pathway are als imprtant. 2.7 Kew Key pedestrian infrastructure actins fr the Kew village centre include: Pedestrian refuge crssing f Kendall Rad, t cnnect t Hmedale Rad and the new Kew Estate residential develpment Ftpath n Nancy Bird Waltn Drive t the ikew infrmatin centre All wrks shuld be cnsistent, wherever pssible, with the Kew Mainstreet Plan which was adpted by Cuncil in 2010. 2.8 Kendall Key pedestrian infrastructure actins fr the Kendall village centre include: Pedestrian refuge crssings f River Street and Graham Street adjacent t the key activity centres f the tennis curts, pl, park, club and p-shp Ftpath t cnnect the pl, p-shp, pre-schl, railway statin and val via Orara and Railway Streets A mainstreet plan shuld be develped t crdinate streetscape wrks in the cmplex envirnment adjacent t the railway line. 3 Where t Frm Here? The prcess t finalise and implement the PAMP is illustrated belw. Each f the actins included in the pedestrian infrastructure maps will be priritised. Actins may either be incrprated int ther prjects (e.g. rad upgrade, traffic signals, placemaking prject etc) r included as standalne items in future Delivery Prgrams and Operatinal Plans. Cnstructin f any wrks identified in the PAMP will be subject t the availability f funding. Pedestrian infrastructure maps may als be prepared fr ther villages and high pedestrian activity precincts.
