1.0 FOREWORD 1.1 Intrductin hrsesctland is an rganisatin set t deliver the supprt that will enable equestrian sprt, activity (including equine breeding and welfare) and business t flurish in Sctland. hrsesctland is cmmitted t delivering services that supprt its member bdies. It will drive a mdernising agenda t help develp all aspects f equestrianism in Sctland. Against a backdrp f ecnmic austerity and reductins in public sectr spending we will need t ensure that we are in the best pssible shape t capitalise n limited public investment t deliver an efficient and effective service. As a cnsequence, I am delighted that hrsesctland s new strategic plan 2013-2016 prvides clarity and a cmmn sense apprach t the challenge f develping a wrld-class equestrian system fr Sctland. Equestrianism has a fantastic pprtunity t make a real and lasting difference t the lives f hundreds f thusands, if nt millins, f peple thrughut the UK. T d this, we will need t perate in a spirit f cllabratin that sees the equestrian cmmunity in the UK unite behind the cmmn gal f imprving the quality f the experience in all areas f the equestrian sectr fr the benefit f all thse already invlved and thse wanting t get invlved in the wrld f equestrianism. Thrugh clse partnership wrking with its member bdies the British Equestrian Federatin (BEF), natinal agencies, natinal and lcal gvernment, industry rganisatins, the cmmercial sectr, the vluntary sectr, higher and further educatin institutins, cmmunity rganisatins, riding schls and clubs hrsesctland will help t create a high perfrming equestrian sectr. 2.0 EXECUTIVE SUMMARY 2.1 Intrductin hrsesctland (frmerly, the Scttish Equestrian Assciatin) was frmed in 1999 as an umbrella grup t bring tgether all the equestrian bdies in Sctland. The bjectives f hrsesctland are t prvide visin, leadership and guidance fr equestrian interests in Sctland and t prvide a fcal pint fr representing equestrian issues bth within and utside the equestrian cmmunity. The member rganisatins f hrsesctland cver the sprting disciplines frm shwjumping, eventing, dressage and racing t vaulting, carriage driving, endurance riding and Western riding. Als cvered are breeding interests thrugh the Scttish Equine Breeders Assciatin, equestrian trade and centre peratrs, Pny Clubs and Riding Clubs and ther charitable, lbbying and educatinal rganisatins. In additin, tw further membership categries fr individuals and clubs have been created t ensure all equestrian interests are catered fr. The equestrian sprts and industry are estimated t be wrth 228 millin t the Scttish ecnmy and 3.8bn t the United Kingdm, excluding betting revenue (Surce: BHIC 2009). The rural cmmunity in Sctland is dependent n equestrian sprts and industry fr emplyment, diversificatin, as well as helping t prvide the infrastructure fr a healthy, active and scial cmmunity. The diversity and extent f equestrian sprts and industry within Sctland and their input t the rural ecnmy is substantial. The success f Blair Castle Internatinal Hrse Trials winning the bid in 2012 t stage the Senir Eurpean Eventing Champinships in 2015 is testament t the quality f facilities, infrastructure, vlunteer and fficials within Sctland. This is hrsesctland s furth strategic plan. It presents a review f ur achievements against the third plan frm 2008 t 2011 and the interim plan fr 2012. It sets ut ur bjectives and wrk prgrammes fr the perid frm 2013 t 2016. The strategic plan 2013-2016 has been develped with the hrsesctland member bdies and apprved by its bard f directrs. hrsesctland s strength lies in the diversity f interests within its 24 member bdies and their active invlvement acrss the length and breadth f Sctland. Equestrianism is available t all members f sciety, and takes advantage f Scttish culture, ways f life and utdr pursuits creating the perfect stage fr thse wh want t excel in what they d best. 3.0 STRATEGIC CONTEXT 3.1 The Scale f Scttish Equestrian Sprt and Industry Scttish equestrian sprt and sectr activity cmprises a large number f recgnised disciplines, cmpetitive sprts and recreatinal activities with assciated ancillary activity and business / trade. In additin, t general recreatinal riding and hrsemanship, assciated hrse breeding, care and welfare aspects, the fllwing equestrian disciplines can be enjyed recreatinally r as cmpetitive disciplines. This is nt an exhaustive list. Eventing Dressage (including Para-Equestrian Dressage fr disabled riders) Shw Jumping Carriage-Driving Endurance Reining and Western Riding Munted Games Harness Racing Jump-Crss Trekking Vaulting Scttish Racing 3.2 The Riding Ppulatin Riding is knwn traditinally as a rural activity, cntributing t relatively lw black and ethnic participatin rates. Hwever, 47% f frequent riders nw cme frm urban hmes (Surce: BETA Natinal Equestrian Survey 2011), and urban riding establishments d exist. The sprt can suffer frm an elitist tag arising frm public awareness f certain high-prfile events and riders, which largely masks the true nature f the participant base. Tday, 32% f riders are frm sci-ecnmic grup C1 (an increase n the level frm 2005) and 32% are frm C2DE (Surce: BETA Natinal Equestrian Survey 2011). 3.3 The Equine Ppulatin There are ver 100,000 hrses in Sctland. 3.4 Riding Frequency Recent research shws that there are arund 100,000 regular riders, drivers and vaulters in Sctland. (Surce: 2011 BETA Natinal Equestrian Survey) but this is cmplimented by up t an estimated further 110,000 ccasinal (less ften that nce a mnth) riders. The average nn hrse-wning rider rides n 33 days per annum; hrse-wning riders average 184 days, making a ttal f 42.3 millin riding ccasins per annum. Nn-wners accunt fr 42% f this ttal. 98% f riders take part all year rund (up frm 61% in 1995) 25% f riders are under 16 years f age with the largest grup f riders (32%) nw aged between 25 44 years. (Surce: BETA Natinal Equestrian Survey 2011). The verall ttal f riders has drpped since BETA s last survey in 2005 althugh the ten-year pattern shws cntinuing interest and grwth in equestrian activity. The recessin f the last fur years has had a clear impact n the level and frequency f participatin in equestrian sprt. The main reasn given fr giving up riding directly reflects the ecnmic cnditins in that it is expensive/riders can n lnger affrd the cst f participatin. This has increased dramatically in relevance since 2005/06. Other factrs that cntributed mre in 2010/11 than in 2005/6 include lsing access t a hrse and the fact that peple generally have less time t cmmit t riding and the assciated activities cnnected t wning and caring fr hrses. We might expect participatin t grw in line with imprved ecnmic cnditins and generally greater affrdability. 3.5 Caching, Teaching and Instructin There are arund 40,000 peple engaged (qualified r unqualified) in sme way in the training, teaching and instructin f riders, drivers and vaulters (General Husehld Survey 2003). In terms f defining the caching market mre specifically, if we use the BETA survey data and als estimate that: 0.6 millin f the 2.1 millin frequent riders d nt want caching, and caching ccurs n 30% f rider sessins then the ttal market fr caching sessins = 46 millin caching sessins per annum. 3.6 Equestrian Emplyment and Ecnmy The fllwing figures related t the United Kingdm as a whle. Direct emplyment in the industry is estimated at 39,100, 81% f which are full-time (BETA Survey) a rapid grwth f 56% since 1999. The DEFRA/BHIC/Henley Centre Jint Research n the Hrse Industry in Britain (2003/4) estimated direct emplyment at 50,000 and indirect emplyment f between 150,000-250,000 The ecnmic value f the Hrse Sectr (cnsumer and prfessinal) is estimated at 3.8bn pa (BETA 2011) (nt including the hrse racing industry), f which arund 509M is spent n varius frms f caching, teaching and instructin. If we therefre apply a pr rata 9% t reflect the Scttish ppulatin, we can cnclude that between 3,000 and 4,500 peple are emplyed full-time within the equestrian Industry in Sctland, with a further 18,000 emplyed indirectly prviding an annual ecnmic value f the equestrian Industry in Sctland f circa 228M. 3.7 Prfile, Events and Spectatr Appeal Equestrianism is an exciting, demanding and challenging sprt with a histry f strng medal winning success fr able-bdied and nn ablebdied peple alike. 4.0 OUR ORGANISATION 4.1 Cre Functins 4.1.1 Gvernance and Management This area cvers hw hrsesctland gverns and manages itself as an rganisatin. The key dcument guiding this activity is the hrsesctland Memrandum and Articles f Assciatin and the relatinships between the bard f directrs and the members f hrsesctland. The majr pririty fr hrsesctland is t cntinue t strengthen the management, peratin and administratin f hrsesctland - ensuring an effective team t deliver n the plan. The rle f the bard f hrsesctland is t set the plicy and strategic directin fr the rganisatin. It is imprtant that the relevant plicies are in place and updated n an n-ging basis. Keeping the channels f cmmunicatin pen and ensuring that the right peple are invlved in decisin-making at the apprpriate levels is an bvius challenge fr any rganisatin and particularly s in hrsesctland s case with the diverse range and number f rganisatins invlved. 4.1.2 Pathway Develpment hrsesctland is directly respnsible fr the management and delivery f certain training and develpment prgrammes and services. A key functin f the Bard and staff will be t ensure that the apprpriate plicies, guidelines, plans, management, reprting and mnitring systems are in place t ensure that hrsesctland meets its bligatins t members, investment agencies and spnsrs. Prgrammes and services will be delivered either directly by hrsesctland r in partnership with identified member bdies and key agencies.
