DATE AND PLACE OF COMPETITION The Sailing competition at the XXIII Central American and Caribbean Games, Barranquilla 2018 will take place from Thursday July 19 to July 25, 2018 at Puerto Velero. P ARTICIP AT I O N S Y S T E M A N D QUALIFICATION PARTICIPATION Only NOCs recognized by CACSO whose National Sailing Federations, are members of the International Federation of Sailing (WORLD SAILING) and COCECAVE, may enroll athletes in the Sailing Competition of the XXIII Central American and Caribbean Games Barranquilla 2018. CACSO Associate Members will also be able to participate. 11 EVENTS, ATHLETE QUOTAS AND MEDALS Ten (10) events (classes) are called to compete and the athletes quota for each NOC is fourteen (14). The above, and the medals to be delivered, are described as follows:

And each athlete must be enrolled by its NOC according to Chapter XI of CACSO Statute. 13 ENTRIES All countries through the corresponding NOC, must send their Sport Entry requests in the oficial forms that the Organizing Committee will send at the latest at 24:00 hours (Colombian time) on February 20, 2018. They must indicate in the form the sports in which they will participate in the XXIII Central American and Caribbean Games Barranquilla 2018. (The forms that will be published in the oficial website www.barranquilla2018.com. If recognized by the Central American and Caribbean Confederation of said sport and CACSO, Associate Members may also be allowed to participate.

ENTRY BY NUMBER The Entry by Number forms (indicating the number of participants in each individual event and per team) shall be sent to the Organizing Committee of the XXIII Central American and Caribbean Games Barranquilla 2018 at the latest before midnight (Barranquilla, Colombia s time) of April 20, 2018 according to CACSO s Regulation, Chapter VIII. ENTRY BY NAME For each eligible athlete to participate in the XXIII Central American and Caribbean Games Barranquilla 2018 it is necessary to ll out an entry by name form that should be contemplated by NOCs and will be received by the Organizing Committee before midnight (Barranquilla, Colombia s time) of Wednesday June 19, 2018 according CACSO s Regulations, Chapter VIII. 14 Each NOC shall send the entry by number and entry by name forms in the o cial forms provided by the Organizing Committee, to be delivered six months before the Games. If you have any doubt or for clari cation purposes, the Organizing Committee has this e-mail address at your disposal: inscripciones@ barranquilla2018.com MINIMUM PARTICIPATION For an event to be considered official, it must have a minimum of five (5) athletes or teams, representing the same number of National Olympic Committees (NOCs). If, after the Technical Meeting takes place, one or more competitors and/or teams, may not be able to participate due to force majeure (verified by CACSO), the event will be held with a minimum of four (4) teams of the same number of NOCs.

GENERAL RULES The competitions of the XXIII Central American and Caribbean Games Barranquilla 2018 shall be held in accordance with CACSO Statute and the Rules of WORLD SAILING in force during the Games. Cases not provided in the regulations mentioned above shall be resolved as follows: A. Cases of general nature shall be resolved in accordance with CACSO Statute and with the Rules of the Central American and Caribbean Games. B. Cases of technical nature shall be resolved in accordance with the procedures of World Sailing and COCECAVE. OPEN (4 events) EVENT Sunfish (1 athlete) Snipe (2 athletes) Hobie 16 (2 athletes) 16 Lightning (3 athletes) MAXIMUM NUMBER OF COMPETITORS According to the quota established by CACSO, the Sailing competition shall have a maximum of one hundred and forty (140) athletes. Each NOC may enter a maximum of fourteen (14) athletes as long as they meet the COCECAVE qualifying criteria for the XXIII Central American and Caribbean Games, Barranquilla 2018. If the quota of 140 athletes is not reached, COCECAVE will apply the criteria described in sections C and E of the Sailing Classification Manual Barranquilla 2018 (see at the end of this document), which could increase a NOC quota. AGE OF COMPETITORS Competitors must be at least fifteen (15) years by the year of competition (born in 2003). Sunfish Open Snipe Open Hobie Open 16 Lightning Open TOTAL 1 13 13 2 9 18 2 9 18 3 7 21 140 COMPETITION SYSTEM FLEET REGATTA Technical details will be the Sailing Instructions explained in the Notice of Race and TECHNICAL MEETING The technical meeting of delegates will take place on july 18 at 10:00 hrs at Corporación Universidad de la Costa-CUC.Salon 3. 17 SCHEDULE OF RACES For every racing day, starting signals will be programmed at 12:00 hrs, from July 19 to July 25. All the technical regulations referred to the racing program, will be specified in the Notice of Race and the Sailing Instructions.

Decisions of the international jury will be final as provided in RRS. TECHNICAL OFICIALS Technical officials and International Jury will be designated by the International Sailing Federation, according to the Sailing Regulations. National officials will be designated by the Colombian Sailing Federation. MEDAL CEREMONIES Medal ceremonies will take place according to CACSO s General Regulations, Chapter XIII.
