EXECUTIVE SUMMARY Established in 1984, Swimming Waikat is the 2nd largest f the 13 reginal entities that sit under the umbrella f Swimming New Zealand. Swimming is a sprt that has been arund in New Zealand fr well ver a hundred years. It dates back t the 1890 s when the Amateur Swimming Assciatin was frmed, an rganizatin that is nw called Swimming New Zealand. Since then, the sprt has grwn t encmpass 170 affiliated clubs and 19,028 members (as at 30 June 2016). The primary bjective f Swimming Waikat is t wrk alng Swimming New Zealand, ther Reginal Assciatins and ur Clubs t supprt the grwth and perfrmance f the sprt f cmpetitive swimming in its Regin, frm entry level club cmpetitive swimmers t Elite HP (High Perfrmance) swimmers. As a result, ur gals must align clsely with thse included in Swimming New Zealand s Whle f Swimming Plan 2015 which includes three key aims 1. Participatin G Swimming / Everyne Can Swim 2. High Perfrmance G Fast / Winning Aquablacks 3. Operatinal G fr Excellence / The basics executed and cmmunicated well THE REQUIREMENT T supprt Swimming New Zealand with the delivery f these three gals, the Bard f Swimming Waikat has ensured that it als fcuses n these three key areas - (1) Participatin: Supprting ur 23 clubs t deliver quality prgrammes that give ur cmmunity a reasn t chse swimming. (2) High Perfrmance: Prviding cach and swimmer develpment pprtunities that supprt ur members t achieve their swimming gals, whatever they might be. - (3) Operatinal: Ensuring a quality experience fr ur members with a fcus n building a strng financial base and strng partnerships in ur regin. Recent results in the pl, bth natinally and internatinally, suggest that the High Perfrmance aim is an area that requires significant wrk t achieve the strategic gals included in the Whle f Swimming Plan. THE SOLUTION The Bard f Swimming Waikat is cmmitted t implementing the structures and systems that will allw a better quality f swimmer and cach t be develped within the Waikat Regin. T achieve this, it is prpsed that Swimming Waikat s Reginal Develpment Pathway be expanded int a Reginal Swimming Hub which will P a g e 3

- create a pathway fr ur Waikat swimmers t keep them in the sprt and help them t achieve their swimming gals. - assist with the supprt and develpment f caches thrughut the regin t grw caching culture and ensure the develpment f swimmers with excellent technique acrss all prgrammes. - graduate mre swimmers t Aquablack status and Cmmnwealth Games & Olympic selectin. - develp mre caches with the capability t assist ur swimmers with achieving their swimming gals. This dcument utlines ur strategic intent in relatin t the establishment f a Reginal Swimming Hub and articulates ur prpsed steps fr the develpment f a detailed implementatin plan in cnjunctin with Swimming New Zealand, High Perfrmance Sprt NZ, and ther stakehlders. It is imprtant t nte that the fcus f the Hub is nt n High Perfrmance. It was identified early n that this is nt the right way t grw ur sprt at the reginal level. High perfrmance will ultimately be the cnsequence f develping a swimmers pathway frm the bttm up and f implementing a rbust cach educatin structure. These are key deliverables f the Hub prgramme. LAYING THE FOUNDATION The verarching criteria fr establishing Swimming Waikat s Reginal Swimming Hub is summarized in detail in ur Reginal Develpment Pathway dcument which reflects Swimming New Zealand s Lng Term Athlete Develpment Mdel. Lng Term Athlete Develpment is abut achieving the crrect training thrughut a swimmer s career and ensuring emphasis is put n develping a swimmer s skill frm a yung age. It is crucial that all swimming prgrammes within the Waikat Regin develp gd technique and skills in the yunger swimmers, as well as nurturing these swimmers t stay in the sprt lng enugh t achieve their ptential. T allw a fcus n the different stages f a swimmer s develpment, Swimming Waikat s Reginal Develpment Pathway intrduces three distinct tiers which supprt these develpmental stages. These tiers will frm the basis f the prgrammes delivered within the Reginal Swimming Hub - AquaBlacks alignment with the SNZ High Perfrmance Prgramme. - Perfrmance The hme f TAPs ur Train Achieve Perfrm squad. A fcus n sustainability, swimmer retentin and the implementatin f a cach educatin pathway. - Talent Identificatin The hme f ur Junir Develpment Squad (swimmers aged 11/12 with 2,500 XLR8 pints). A fcus n brad skill develpment with all junir swimmers acquiring the skills f swimming the fur cmpetitive strkes. Cach develpment prgramme fr caches f junir swimmers. P a g e 4

THE GOALS Creating a sustainable pathway that ensures ur Reginal Swimming Hub prduces elite swimmers and caches fr 2020 and beynd. Ensuring an alignment between ur swimmer pathway and that f Swimming New Zealand s High Perfrmance prgramme. Facilitating the develpment f technically and physically capable swimmers with a passin fr succeeding in swimming n the natinal and wrld stage. Facilitating the develpment f technically excellent caches t deliver excellent caching prgrammes within their club envirnment and lead Reginal and Natinal swimming teams. Ensuring there are pprtunities fr swimmers and caches within the swimming cmmunity t access this pathway. T ensure the lng term sustainable delivery f the key gals f the Reginal Swimming Hub, the fllwing critical utcmes have been identified: 1. Ensuring the pathway is age and stage apprpriate and that the right peple, in particular caches, are in the right place at the right time t meet the needs f the develping athletes. 2. Ensuring a clear understanding f ur future swimmers targeted develpment prgressins alng the pathway, and their nging develpment needs at these stages. 3. Prviding the apprpriate level and type f athlete perfrmance supprt within the develping swimmer s daily training envirnments. 4. Prviding pprtunities fr cmbined squad trainings fr identified swimmers. 5. Implementing a rbust cach educatin / mentring prgramme. 6. Prviding effective cmpetitive pprtunities. THE IMPLEMENTATION In Nvember 2016, ur existing part-time Reginal Caching C-rdinatr, Clive Pwer, stepped int the rle f Hub Cach fr a perid f eight mnths. During the initial six mnths Clive will be charged with putting int place the key cmpnents f the Reginal Swimming Hub which have been identified as being crucial t the achievement f the gals f the Hub. These include Leading Swimming Waikat s Reginal Swimming Hub, the peratin f which is based n Swimming Waikat s current Reginal Develpment Pathway dcument, and which cvers the fur year Olympic Cycle 2017 2020. In relatin t the Reginal Develpment Pathway, be respnsible fr the effective and efficient implementatin f the TAPs squad prgramme. ensuring all clubs have access t the pre-activatin prgramme and understand the imprtance f using this as their pre-training and pre-race warm-up rutine. acting as caretaker cach at cmpetitive prgammes t ensure caches have access t prfessinal develpment pprtunities. the ability t take annual leave withut disruptin t their club prgrammes. attending and participating fully in weekly meetings with the EO that will include reviewing weekly plans. assisting the EO t cmmunicate prgramme gals and strategies, club and squad related issues t all caches and relevant key stakehlders. maintaining effective relatinships with clubs and club caches.
