1 STRAFFORD METROPOLITAN PLANNING ORGANIZATION OBLIGATED LISTING FFY 2007
2 Introduction The 2007 Annual Listing of Obligated Projects is a requirement from the federal government s current transportation laws and regulations document, SAFETEA-LU (Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy for Users). The federal government defines obligated projects as the federal government s legal commitment (promise) to pay or reimburse the states or other entities for the federal share of a project s eligible costs. Projects include federal highway, public transportation, pedestrian walkways, and bicycle facilities projects. Eligible projects receiving obligated federal transportation funds in one fiscal year, may not begin or even be completed within the same fiscal year and the obligated funds may not cover the total costs of the project. This document contains transportation funds that have been obligated in the Federal Fiscal Year (FFY) 2007 (October 1, 2006 to September 30, 2007). Strafford MPO Background Prior to July 2007, the Strafford Regional Planning Commission (SRPC) shared responsibilities for the Seacoast Metropolitan Planning Organization (MPO) with the Rockingham Planning Commission (RPC). After the realignment of the Seacoast (MPO), each planning commission assumed the MPO responsibilities for their respective region. The Strafford RPC is now responsible for the Strafford MPO. The Strafford RPC and MPO are responsible for portions of Rockingham, Strafford, and Carroll counties within the southeastern region of New Hampshire. Municipalities include: Barrington, Brookfield, Dover, Durham, Farmington, Lee, Madbury, Middleton, Milton, New Durham, Newmarket, Northwood, Nottingham, Rochester, Rollinsford, Somersworth, Strafford, and Wakefield. Metropolitan Transportation Plan (MTP) The Metropolitan Transportation Plan is the 20-year comprehensive long-range transportationplanning document for the Strafford MPO. The Plan contains the region's adopted policies, goals and initiatives regarding the development of the transportation system, and is written in compliance with the SAFETEA-LU and the Clean Air Act Amendments of 1990 (CAAA). Transportation Improvement Program (TIP) The TIP is a staged multi-year program of regional transportation improvement projects of implementation within the Strafford MPO, [previously the Seacoast MPO] over the next four federal fiscal years 2007, 2008, 2009 and The projects identified in the TIP are prioritized by year and have been selected for funding, as jointly agreed upon by the MPO and the New Hampshire Department of Transportation (NHDOT). The Strafford MPO and the NHDOT have approved all obligated projects listed within this report. For more information visit
3 Public Involvement Based upon federal rules, MPOs are required to meet specified standards for public involvement in transportation planning. The Strafford MPO, through a variety of public notices in newspapers and postings in public offices and libraries, invited and encouraged the public to attend public hearings to discuss the process as well as voice opinions on the current transportation system, and future transportation project priorities for inclusion in the Metropolitan Transportation Plan, (formerly known as the Long-Range Transportation Plan) and the TIP. Municipalities, transportation agencies, and other public bodies are eligible and were encouraged to submit project proposals through this process. In addition, private entities were eligible to submit proposals, provided they received the endorsement of the municipality or municipalities for which they are proposed, and provided that the project sponsor has identified the source of the necessary matching funds to be utilized. The public was encouraged to identify transportation problems and propose possible solutions for project funding, via the Technical Advisory Committee (TAC) representatives to the Strafford MPO and through the public hearing process. Municipalities must have the endorsement of the community s Board of Selectman or Town/City Council. The governing body of the organization needed to endorse projects submitted by transit or private not-for profit organizations. Obligation Report The listing of projects has been formatted in a similar fashion as the TIP. The project identification number (ID), description (scope-of-work), location, project phase, obligation date, federal obligated amount, and total project amount are shown for each project within the different TIP funding categories. There are negative obligations in the report. This is called deobligation. Deobligation occurs when NHDOT has to return the promise of funds to the federal government. Deobligation can occur for several reasons including: Bids may come in at a lower amount than the obligation amount for a project. After the project bid is accepted, the remaining funds are returned and shown as a negative obligation. Advanced construction projects occur when the sponsor first pays the cost and is reimbursed. These projects often result in a deobligation because first the project must be obligated, and second it must be deobligated when the sponsor agrees to pay the costs of the project. Third, the project is obligated again when it is time for the federal government to reimburse the sponsor.
4 A project phase is closed out causing funds remaining in that phase to be deobligated. This action must happen before the funds can be obligated into another phase for the same project. After a project is complete and all bills are paid, any remaining obligation authority is returned to the federal government and is shown as a deobligation, or a negative number in the following table.
