3 LEGAL INSTITUTIONAL FRAMEWORK These EDC implement instructive measurements ordered by judicial authority in accordance with prescription n of February 2nd, 1945 relating to the child delinquents. Law dated September 09th, 2002 Law dated January 02nd, 2002 The Conditions of contract governing the EDC 3

4 Law of September 09, 2002 It defines EDC in its Art. 22 as «public establishments and private schools accredited in strict conditions by the Council of State s decree,, to take in sentenced minors with legal restrictions under release on parole, conditional discharge or probation control». The law dated March 05th, 2007 adds possibility of admission in EDC as part of an outside admission. 4

5 Law of January 02, 2002 This accompaniment is worked out to favour the self- awareness of the minor as for the building of its future so that research of the consent of the young person and his family to the measure,, must be searched and favoured. The teenagers accomodate in LE VIGEANT EDC benefit from rights of the users protected by Article 7 of this law: : Respect for dignity; ; for integrity; ; for private life; for security; individual care and giving support; confidentiality of informations, 5

6 Conditions of contract governing EDC The Conditions of contract governing EDC form a whole combination composed by the wording of objectives and means (human ressources with restricted rate for supervision, equipments, safety standards linked to buildings, physical borders of the environment); lawful procedures of admission; detailed description of the target group; calendar for admissions and group of recommendations. 6

9 Joint arrangements with AFPA LE VIGEANT GOALS All teenagers benefit from an accompaniment in the set up of a pathway for social and professional insertion : - Behavioural and technical Evaluations (made by AFPA); - Refresher courses; - Orientation; - Project s Elaboration; - Validation and project s set up. 9

13 Training and Vocational Integration linked with AFPA As an example,, for year minors stayed at EDC from 01 st January till 31 st December 2011 Among them : 10 developed at least one period into firms/crafts 3 executed a working period at Isle Jourdain public authority services 11 participated at least to one period in qualified section with AFPA Le Vigeant 6 followed a qualified course with AFPA Le Vigeant 4 validated a professional certification (CCP) with AFPA Le Vigeant Number of releases from EDC in 2011 (updated at 30th october 2011) = 16 After way out : Employed after certification = 2 (1 upon these 2 with a working contract Schooling / Apprenticeship / Training for qualified skills = 5 Integration pathway still running under PJJ system and control = 8 Other = 1 contract after release) 13
