10 A regional cooperation: the Lower Normandy Horse Council How to develop the horse industry? First of all, we need to cooperate. Cooperation between every sector of the horse industry: break the walls between thoroughbred, trotter and sport horse sectors. Cooperation between breeders, trainers, sales, vets and other companies around the horse (products and services sold to the different actors) This is the aim of the Lower Normandy Horse Council -10-

11 A regional cooperation: the Lower Normandy Horse Council The Lower Normandy Horse Council is an example of regional cooperation. Initiated in 1997, by the socio-professionals, the Lower Normandy Horse Council is the 1st Horse Council created in France in order to determine the structure of the industry. It was of general interest to structure the common objectives of the different horse families as defined by the Lower Normandy Horse Council. Among the common goals of the families and in public interest, the Lower Normandy Horse Council defines priority actions to support and develop the industry

12 A regional cooperation: the Lower Normandy Horse Council The role of The Lower Normandy Horse Council is to: - Bring together different parts of the whole industry and promote their collaboration, - Coordinate initiatives and actions taken within the industry, - Design and implement transverse projects for the industry, - Promote the industry generally in all its dimensions (economic, social, environmental, sport, educational, technical, scientific, cultural...) - Represent the whole industry and forward its projects to public (Europe, State, local authorities...) and private institutions.

Membership of national and regional associations which nominate one or several representatives in the region Meeting of professionnal groups for each thematic Subsidies of local administration Agreement with local administration that each equine project which asks for public subsidies needs to be analysed by the horse council before decision of the administration

We still need to cooperate, but with a specific point of view: Cooperation between all the horse industry, researchers and educational programs. It is the concept of cluster like the well known silicon valley. It is the theory of economic clusters developed by Mickaël Porter and which we can be applied to horse industry

16 A national network: The France s horse industry economic cluster Creation of the France s horse industry economic cluster Thanks to its different assets and the will of its actors, the Lower-Normandy horse industry stood as a candidate, in 2004, to have a national cluster dedicated to the horse industry on its land. In 2005, the French government gave the certification for a Horse industry Economic cluster designed to enable France to hold a leading international position in the industry. It was the beginning of the first cluster in the world dedicated to the horse industry with a such organization (Kentucky in USA has developed the Equine initiative, in 2007) Initially, France s horse industry economic cluster was supported by the Lower-Normandy Horse Council until 2010 when it became an association in itself.

18 A national network: The France s horse industry economic cluster The economic development: Those 3 keys of the horse industry are linked in the equine cluster by a same global objective = the economic development. In order to follow this goal, 2 tools are used: A network of innovative companies, research centres and education schools A role of supporting innovative projects so as to strengthen the excellence of the French horse industry

20 A national network: The France s horse industry economic cluster Example of projects: O HARAS : cooperation between a software company (not specialized), the laboratory and the National stud in order to create a global software for studs (all aspects of payment, health controls and administration) GYROTAINER : creation of a package for cold transport (for semens) by a start-up PROTEO from Théault & FILOVAN from MTM : new trucks for horses

21 A national network: The France s horse industry economic cluster Example of projects: GENEQUIN research project on genomics with 600 horses to be presented by studs (in Normandy but with research teams of Belgium and INRA) MASTER OF EQUINE SCIENCE AND BUSINESS : creation of a high level program with the agronomic engineers school of Burgundy, the universities of Normandy and Kentucky and professionnals in horse industry proposed by the equine cluster

22 A national network: The France s horse industry economic cluster Example of projects: EQUIRESSOURCES : national centre for human ressources in the horse industry 388 persons found a job by this service in 2010 (half in Lower Normandy, half in the rest of France) RESPE (Réseau d Epidémio-Surveillance des Pathologies Equines) : organisation of a network of 330 private equine vets in order to alert in case of development of equine pathology

25 The european network In the context of globalization and to strengthen the horse industry, it is also necessary to break the walls between regions and countries. Today, within the framework of globalisation, the horse industry is clearly an international industry from an economic standpoint. The economic growth of emerging countries is strenghtening this position on the world market. The worldwide exchanges of horses are increasing by +10%/year in value. Europe wants to be competitive in the world (Lisbonne strategy)

26 Measures to Strengthen the Horse Industry: European network Cooperations are necessary for a such economic opportunity : The horse industry is a specialized market, but it does not mean a non interesting market from an economic point of view. Thus, different organization have created together the European Horse Network which has already worked on european figures (information on There are some innovative projects to develop for the good of the european horse industries Organised cooperation is better for excellence than separate cluster initiatives
