1 Section 12 Information Technology (IT) Key findings in the Information Technology (IT) performance measures reported optimistic changes in the respective IT environments for cities and counties alike. For example: In terms of server virtualization (PI Group IT030), more than 90% of the reporting cities show continued increase in virtualized servers. This transition typically leads to less labor, less physical space, less energy and far greater agility and responsiveness. For the most part, counties have been leading the way in this transition and as a result show only about 50% activity in expanding the deployment of server virtualization for the reporting period. With regard to desktop virtualization (PI Group IT028), we see movement in cities and counties; however, counties continue to be more aggressive with the adoption of virtualization at the desktop primarily as a matter of scale. The larger the organization, the greater the chance that the economies of scale for hardware replacement, server virtualization and bandwidth optimization; all of which can ensure the success of this architectural change. Four out of seven counties are pursuing the benefits of these changes, while only three of fifteen cities are in the process of transitioning. A measure to be addressed in the coming year or two is a new definition for PI Group IT031 regarding outsourced server support. The outsourcing of server management is being eclipsed by the cloud solutions in which the outsourcing is not simply for infrastructure support, but for fully-functional applications. Of concern for further study are the percentage ranges attributable to IT budgets and the number of IT staff per organization. We capture this data under PI Group IT010f Percentage of Organization's O&M Budget Attributable to the IT Department and PI Group IT012f Percentage of FTEs in the Organization's IT Service Population that are attributable to the IT Department. These indices can be much more beneficial to cities and counties as reflections, even predictors of performance capabilities. November
