Box 1585 Pottstown, PA Spring 2015 Dear Families of Coventry Little League, Coventry Little League (CLL) located in Pottstown, PA serves approximately 450 boys and girls in the Owen J. Roberts school district and surrounding communities. CLL has been chartered as a Little League organization since The CLL Board of Directors is committed to providing a quality youth program based on the Little League ethics of Courage, Character, and Loyalty. The league strives to teach the ideals of good sportsmanship, honesty, loyalty, courage, and respect for authority to the children of our community. All Directors, coaches and parents involved with CLL are expected to place emphasis on molding future citizens, while winning games is of secondary importance. To further this goal, CLL has continued its partnership with Positive Coaching Alliance (PCA), PCA is a non-profit organization that was created to transform the culture of youth sports to give all young athletes the opportunity for a positive, character-building experience. CLL and PCA have committed to offering workshops in 2014 to provide instruction and share best practices with coaches and parents. All CLL coaches and parents are encouraged to attend the workshops. Additional details, including dates and times of workshops will be communicated in the spring. This handbook is intended to provide CLL coaches and parents with helpful information pertaining to your child s experience in CLL including: a description of the league, board structure, divisions and seasons, league calendar, volunteer opportunities, and sponsorships. The handbook will be updated annually at the start of each season. Please see the CLL website for the most up-to-date information. 4 Little League Pledge I trust in God I love my country And will respect its laws I will play fair And strive to win But win or lose I will always do my best Description of CLL CLL was established in 1966 and provides Little League baseball and softball activities to approximately 450 boys ages 5-12, and girls ages 5-18, who reside in the Owen J. Roberts school district and surrounding communities. Residents of East Coventry, East Nantmeal, East Vincent, North Coventry, South Coventry, Warwick, and West Vincent townships are eligible to play in Coventry Little League, as well as children that reside in neighboring communities that do not offer a local Little League organization. CLL accepts all eligible children that want to play baseball or softball. In 2013, CLL fielded over 30 baseball and softball teams. The majority of games and practices take place on the fields at the Wampler complex located on South Penn Street in Pottstown, PA. Coventry Little League is chartered by Little League Baseball, Incorporated. As a member of Little League Baseball, Inc., CLL is provided with support and guidance from Little League headquarters in Williamsport, PA. In accordance with Section 501 (c)(3) of the Federal Internal Revenue Code, CLL shall operate exclusively as a non-profit educational organization. District 27 Little League CLL participates in District 27 Little League, which includes portions of Chester, Delaware and Montgomery counties. CLL All Star teams that play in Little League baseball and softball games are played against other District 27 Little League teams. District 27 is part of the larger Pennsylvania Section 8 Little League, which is comprised of Districts 19, 21, 22, and 27. 5 Description of Facilities Coventry Little League owns the four fields at the Wampler complex located on South Penn Street in Pottstown, PA. During the spring season, the complex is typically open from 5:00 PM 10:00 PM on weekdays; 9:00 AM 10:00 PM on Saturdays; and 12:00PM 10:00PM on Sundays. Access the link below to view the Wampler complex on a map: Because CLL owns the Wampler complex, maintenance and improvements of the facility consumes a significant part of the budget and the board s time and energy. We need your help throughout the year to keep our fields in top playing condition for the children. Your help is particularly needed at the spring and fall clean-up days to ensure that the fields are prepared for the upcoming season and closed down for the winter. Certain fields owned by the Owen J. Roberts school district and the local townships may also be available for use by CLL upon request. Coaches must seek prior approval through CLL to use OJR and township fields. The fields at Wampler are heavily utilized during the spring season with two practices or games held on each field every week day, and up to five games played on each field on Saturdays and Sundays. Below is a brief description of each field and its amenities. Wampler Field 1 Hosts: Baseball Majors. 6 Board of Directors Coventry Little League is run by adult volunteers for the benefit of the youth in the Owen J. Roberts community. It is the responsibility of the Board of Directors to manage the property and day-to-day affairs of Coventry Little League based upon the regulations and guidance provided by Little League Baseball. All Little Leagues are required to hold an annual general membership meeting to elect the board of directors for the ensuing year. After the Board of Directors is elected, the Board will meet to elect officers ( Executive Board ). The Executive Board includes the President, Vice President, Treasurer, Communication Officer, Coach/Player Development Agent, and a Complex/Field Supervisor. The Board assumes responsibility for their duties on or about August 1 st. 7 Coventry Little League members are welcome to provide input at general membership board meetings. Every other month, starting with January, a portion of the regular monthly Board meeting shall be open to the public. The purpose of this meeting is for the parents and general community to discuss areas of concern with the Board Members in a public forum. The Board shall report all league business and activities at that time. Any regular member in good standing may make any proposal to the Board. The Board is obligated to vote on each proposal at its next regular Board meeting and report back to the member making the proposal. League Structure and Divisions CLL offers both baseball and softball, and divisions are organized based on a player s date of birth. The spring season runs from early April through mid-june (weather permitting). Spring registration begins in mid December and closes in mid February. Team assignments begin with registration and follow the guidelines below based on the players division. Requests to play up or play down are not guaranteed and are considered on a case-by-case basis by the CLL Board. Tee-Ball Tee-Ball division is for age 5 and 6 year-old boys and girls. This is an introductory non-competitive division. The focus of this division is teaching the fundamentals of hitting, fielding, catching, throwing, and fielding positions with continued instruction during regular game situations. Players also learn the value of teamwork. In Tee-Ball, players hit a ball off of a batting tee. Game scores and standings are not kept. There is no post season tournament. Requests to play on the team of a friend, neighbor, relative, or classmate are accepted in the tee-ball division. The request must be indicated on the registration form. CLL will make their best effort to honor the request, but cannot guarantee team placement. 7

8 Baseball-Training Training division is for age 7 and 8 year old boys. This division focuses on building the basics of hitting, fielding, catching and throwing with instruction during regular game situations. Players are also introduced to game situations in this division. New in 2015, this will be a coach pitch division. Boys wishing to participate in this division take part in a skills evaluation prior to the start of the season. Game results are recorded and all teams are eligible to participate in a post season tournament. Baseball-Minors Minors division is for age 9 and 10 year old boys. This is a competitive division. In addition to building the hitting, fielding, catching and throwing skills, the players are introduced to baseball strategy. Base stealing is permitted and players pitch in this division. Boys wishing to participate in this division take part in a skills evaluation prior to the start of the season. Teams are created through a player draft that is organized through the division representative. Game scores and standings are kept. All teams are eligible to participate in a post season tournament. Baseball-Majors Majors division is for age 11 and 12 year old boys. This is the most competitive division. In addition to building the hitting, fielding, catching and throwing skills, game situations and baseball strategy are further emphasized. Base stealing is permitted and players pitch in this division. Boys wishing to participate in this division take part in a skills evaluation prior to the start of the season. Teams are created through a player draft that is organized through the division representative. Game scores and standings are kept. All teams are eligible to participate in a post season tournament. Softball Minor B ( Coach Pitch ) Softball Minor B division is for age 7 and 8 year old girls. This is a non-competitive division focusing on building the basics of hitting, fielding, catching and throwing with instruction during regular game situations. Players are also introduced to game situations in this division. A player who is league age 6 for the current season and has played a year in Tee Ball may be "moved up" to a coach pitch division. The Coach will act as the Pitcher and walks are not awarded in this division. Teams are created through a player draft that is organized through the player agent. Game scores and standings are not kept. CLL teams may compete against other District 27 Little League softball teams during the spring season. A 60-foot diamond is used with the pitching distance being 35 feet. Softball Minor A ( Player Pitch ) Softball Minor A division is for age 9 and 10 year old girls. This is a competitive division. In addition to building the hitting, fielding, catching and throwing skills, the players are introduced to baseball strategy. Some 9-year-olds could "play down" in the coach pitch division; and some 8-year-olds could "play up." Players will pitch and after the 4 th ball, the Coach will pitch until the ball is hit or the player strikes out. Walks are not awarded in this division. Base stealing is permitted. Girls wishing to participate in this division take part in a skills evaluation prior to the start of the season. Teams are created through a player draft that is organized through the division representative. Game scores and standings are kept. CLL teams may compete against other District 27 Little League softball teams during the spring season. All teams are eligible to participate in a post season tournament. A 60-foot diamond is used with the pitching distance being 35 feet. 8

9 Softball Majors Softball Majors division is for age 11 and 12 year old girls. This is a competitive division. In addition to building the hitting, fielding, catching and throwing skills, game situations and baseball strategy are further emphasized. 10-year-olds are eligible to play up if roster space is available in the Major Division and upon a skills evaluation and agreement by the Majors coaches. Players pitch in this division. Base stealing is permitted and runs are capped per inning with the agreement of each coach. Girls wishing to participate in this division take part in a skills evaluation prior to the start of the season. Teams are created through a player draft that is organized through the division representative. Game scores and standings are kept. CLL teams compete against other District 27 Little League softball teams, so some travel is required. All teams are eligible to participate in a post season tournament. A 60-foot diamond is used with the pitching distance being 40 feet. Softball Junior Softball Junior division is for age year old girls. This is a competitive division. In addition to building the hitting, fielding, catching and throwing skills, game situations and baseball strategy are further emphasized. Base stealing is permitted and players pitch in this division. Girls wishing to participate in this division take part in a skills evaluation prior to the start of the season. Teams are created through a player draft that is organized through the division representative. Game scores and standings are kept. CLL teams compete against other District 27 Little League softball teams, so some travel is required. All teams are eligible to participate in a post season tournament. A 60 foot diamond is used with the pitching distance being 43 feet. Softball Senior Softball Senior division is for age year old girls. This is a competitive division. In addition to building the hitting, fielding, catching and throwing skills, game situations and baseball strategy are further emphasized. Base stealing is permitted and players pitch in this division. Girls wishing to participate in this division take part in a skills evaluation prior to the start of the season. Teams are created through a player draft that is organized through the division representative. Game scores and standings are kept. CLL teams compete against other District 27 Little League softball teams, so some travel is required. All teams are eligible to participate in a post season tournament. A 60 foot diamond is used with the pitching distance being 43 feet. Equipment All players will receive a shirt and hat/visor as part of their uniform. Minors baseball and softball players will also receive pants, socks and belts. Majors baseball, as well as Majors and Junior softball will receive jerseys and pants that must be returned at the conclusion of the season. 9

10 Manager and Coach Selection Managing a team and coaching Little League players is a very rewarding experience that comes with a great deal of trust and responsibility. Managers and coaches help to shape both the physical and mental/emotional development of our young players. Managers and coaches are leaders, whose patience and ability to work with children is equally important to their knowledge of the game of baseball. In order to make this a positive experience for players and coaches alike, all prospective managers and assistant coaches are required to complete an online volunteer application through the CLL website. The application should be completed and submitted during the spring/fall online player registration process. The Board of Directors will review the applications and make manager selections for each division. Each manager must then identify a primary assistant coach prior to the player evaluation session for that division. Past coaching experience, ability to work with children and a proven track record of representing Coventry Little League in a positive manner are important criteria in selecting managers and coaches. Any adult wishing to participate in a team s practice or game must complete and submit a volunteer application / coach application through the CLL website during the player registration process. After passing a required national background check, adults may become involved in practices, and become eligible as coaches, managers, umpires and other volunteer positions within CLL. See Volunteer Policy below for additional details regarding Manager responsibilities. Coventry Little League will again be partnering with the Owen J. Roberts baseball team to host a coaching / umpire clinic in the spring. This is a great opportunity for CLL coaches to observe an OJR baseball practice and ask the OJR coaching staff questions. All Stars At the conclusion of the spring regular season, Coventry Little League organizes and sponsors multiple post season all star teams to participate in both Little League International and PA District 27 tournament play. The Board of Directors determines the number of post season teams and the age groups / divisions of the teams that CLL will sponsor. Factors such as player interest, coach interest, budget, and scheduled tournaments are considered when making these decisions. All 8-12 year old boys and 8-16 year old girls are invited to participate in all star evaluations. Parents and players will be notified of all star evaluation dates and times by their managers and the league. Please note that player participation in the all star evaluations does not guarantee all star selection. All star participation requires a commitment from both parents and players. The evaluations typically occur in late May/early June with practices beginning in mid/late June, and games and practices continuing through the end of July, depending on tournament dates. An all star player participation fee, which helps to offset the costs of tournament registration, administrative fees, and uniforms may be applicable. The Board will endeavor to obtain and share with parents, the tentative all star tournament schedules prior to the all star evaluation sessions. 10

11 Coventry Little League aims to field competitive all star teams utilizing the following selection criteria: Evaluation based on 1 or 2 evaluation sessions. Input by regular season CLL Managers. Regular season performance including attitude, commitment, & teamwork. Player availability and commitment to attend all practices and games. All Star Selection Process: 1) All CLL players are invited to participate in all star evaluations for their appropriate age group. It is strongly encouraged that players attend all star evaluations in order to be considered for an all star team. 2) Tryouts are conducted by the relevant Division Representative, Player Agent and Coaching Coordinator. 3) Division Managers will be asked to attend tryouts and complete a standard evaluation sheet for each player using a number rating system. Named assistant coaches may also be invited to participate in the evaluation process. 4) If possible, "Neutral" outside parties (i.e. Legion Coaches or High School Coaches) will be asked to attend tryouts and also complete evaluation sheets. 5) After tryouts, the managers in each division will meet with a board member or members and select the All Star team(s) from the top 20/25 ranked players based on the all star evaluations and the criteria described above. 6) At the meeting, the division managers will also determine the number of players each All Star team will carry on its roster. The division managers will select all players for each All Star team. 7) Coaches for each All Star team will be selected at a separate meeting after the players on the team are picked. Fall Ball Coventry Little League offers fall baseball and softball programs for all boys ages 5-12 and girls ages Fall participation is based on the division that the player will participate in the following spring. All children who will be eligible next spring for Tee Ball through the Major Leagues can sign up. There is a very strong emphasis on player development during the fall program. The fall program encourages players to continue developing the basic skills, increase their knowledge of the game, and experiment with something new (fielding positions, pitching, hitting techniques ). Players moving up to new divisions in the spring are strongly encouraged to participate in fall ball as this provides a great opportunity to get assimilated to new playing rules, field dimensions, and pitching modes. Fall ball operates in a relaxed environment that enables players to develop their skills on an individual basis. Fall registration begins in mid July and closes in mid August. The fall season begins in early September and runs through the end of October. Team assignments are determined by the CLL Board with the intention of fielding equally competitive teams. Travel teams may be offered for Minors and Majors boys. Travel fall ball is optional and the number of teams that participate will be based on demand indicated through player registration. Travel teams play against other local District 27 Little League 11

12 travel teams. Softball teams may play a travel schedule against other local District 27 travel teams, as they do in the spring season. Fall ball games are typically held on Sundays, with each team having one practice during the week. Summer Sandlot Ball Each summer, Coventry Little League seeks to offer additional instruction and playing time on a very informal basis for the baseball Major, Minor, and Training baseball divisions. Each session focuses on skill development and is typically followed by a pick-up game. While there will be some work on fundamentals, the intent of sandlot ball is for the kids to play baseball and have fun. Dates and times of the sessions will be determined based on player interest and the availability of the adult volunteers. Players can come as little or as often as desired and best of all, there is no cost. Sandlot baseball is FREE! The operation of sandlot baseball is dependent upon adult volunteers. Please consider volunteering to assist with one or more sessions. Travel Baseball and Softball Program ( Coventry River Cats ) Players and parents of CLL have expressed interest to extend practice and tournaments beyond the traditional spring and fall seasons offered by CLL. In an effort to both enhance the experience of Coventry Little League baseball and softball, and promote player development, the Coventry River Cats program has been established. The Coventry River Cats is a separate and independent organization from Coventry Little League. As such the following principles have been established: Participation in this program is considered separate and distinct from all activities at CLL. No use of CLL funds will be used to support the program. Coaches and players must fully support their financial needs for all expenses. The activities of the River Cats program will in no way inhibit or subvert the activities of CLL while in season. In other words, the activities of CLL (practices, games, tournaments, and special events) all have primary priority for participation and attendance, with no exception. Participation in the River Cats program (whether to manage, coach or play) does not improve or reduce your participation in CLL activities. This includes all star tournament selection. 13 Inclement Weather Policy Given the high demand for field time, the CLL Board and all managers will make every effort to hold practices and games as scheduled. There will be times, however, when inclement weather causes the cancellation and/or rescheduling of events. The CLL Board may determine it necessary to close the Wampler complex or certain fields within the complex due to inclement weather and will post the closure notice on the CLL website as soon as possible in advance of the scheduled event(s) (usually by 3:30PM on weekdays). The manager(s) are responsible for contacting their team to inform them of a cancellation. Parents should also check the CLL website periodically for the most up-to-date information. This year, CLL Board will be utilizing social media such as Facebook and Twitter to communicate important time sensitive updates such as field closure notice. Please like Coventry Little League on Facebook and follow Coventry Little League on Twitter to receive the most timely updates possible. Lightning Policy The strictest rules in Little League regarding a rainout cover lightning. Any lightning flash or thunder noted in the area prior to or during play will result in the stoppage of play. Adults must immediately clear the field of all players. Everyone should seek shelter in a substantial building or hard-topped vehicle. Coaches and umpires have the option of either continuing the game if lightning is not seen or thunder heard for at least 30 minutes, or canceling the game. 13

14 League Calendar As a member of Little League Baseball, Coventry Little League is subject to the key dates and deadlines established by Little League Baseball. The calendar below is intended to provide a summary of the tentative dates of key events held by Coventry Little League throughout a typical year. Please note that the calendar is subject to change without notice due to changes by Little League Baseball, District 27, inclement weather, or unforeseen events. 15 Volunteer Policy and Opportunities Volunteers are the driving force behind Coventry Little League. Parents are strongly encouraged to become involved in Coventry Little League baseball and softball. Coventry Little League needs your support and involvement to continue to enrich your child s baseball/softball experience. Coventry Little League strives to provide the best experience for your child by finding and training our best volunteer coaches, field and facility improvement projects and management of the Little League experience locally and at the District, State and National level. Solely because of the financial and volunteer support of our members, our kids enjoy many advantages that are not available with other baseball/softball organizations. Last year, CLL asked each family to commit a minimum number of hours of volunteering throughout the season, and we will look to continue the policy in the 2015 season. At the time of spring registration, you will be asked to accept the terms of the new volunteer policy and a volunteer bond check will be collected at a later date. If your minimum volunteer hours are met throughout the season, the bond check will not be cashed. If your minimum volunteer hours are not fulfilled, the volunteer bond will be cashed at the end of the spring season. The new volunteer system replaces the mandatory concession policy and bond system that was in place prior to 2013, and was instituted in response to feedback from CLL families requesting more flexibility in how families can volunteer. Our goal is to ensure that volunteers have the opportunity to provide assistance to the league based on your interests and skills, and to ensure that the burden of operating the league does not fall on a limited number of volunteers. Volunteering is EASY! Parents can identify their volunteer preferences during the online registration process in the spring. Please note that the CLL Board of Directors will make every effort to fulfill your request for volunteer preferences, however, we must balance this with the needs of the league and you may be asked to assist in other areas. There are many ways in which parents can volunteer, including: Volunteer Program 15 Examples of Responsibilities* Managing / coaching a team Communicate with parents Lead practices and manage team during games Umpire games Host post season all star tournament games Concession stand Prepare and serve food and drink to CLL patrons Open / close concession stand Umpire Umpire regular season and/or post season all star tournament baseball / softball games Complex / field maintenance Participate in annual spring and fall clean-up days Grass cutting / weed wacking Prepare fields for games / practices after rain or inclement weather Other general complex / field maintenance responsibilities as needed Fundraising Staff the spirit wear sales Actively participate in the planning and execution of league fundraising initiatives (e.g. Beef n Beer, golf outing, basket bingo, ) Identify and secure corporate sponsors *The above list is intended to provide examples of some of the more common responsibilities and is not inclusive of all required activities.
