Dr. Murray requested the district to look at the sports that are floundering and maybe it would be a switch to add in Edgewood Baseball. The Edgewood Basketball teams, due to a lack of success in competition with other district schools, beginning the upcoming school year will participate on an Independent sports status. These students will participate on a private or small school level, competing with schools such as Brevard Christian, or The Brevard Heat. They will select and work out a schedule to play some traditional high schools. Although the school feels they were not able to compete against many of our district teams, eliminating the team is not the choice of the school. This would mean students on these teams would not be able to compete at all as a basketball team even though the teams are floundering. 3. Ms. Kneessy requested what other costs are incurred by the school if it is club versus varsity. Other than the listed cost/purchases needed to field the baseball program submitted by 5 of our district schools, the cost of maintaining the field by district staff is not included. A three year cost sheet submitted by the Edgewood Baseball Club is attached as well. 4. Ms. Kneessy requested the district to see if there is any additional liability if it is club versus varsity. Presently the club has insurance as they must have to play Little League teams in the community as well as teams that may visit the area. A club does not need insurance to form a club in our schools. They also hold a Facilities Use Agreement in order to use the baseball field on file with the Office of Risk Management. Additionally a letter from Michael H. Bowling, Attorney with Bell & Roper, P.A., speaks to Title IX liability. 1

7 5. Ms. Kneessy asked what the school authority of that team would be if its club versus varsity. Does the Board have any say on what the coaches get paid? A club team falls under the authority of the school. By policy 2430, students must meet the requirements of any approved club on campus. A club must seek approval from the principal. Prior to forming clubs, all clubs should provide the school principal with the following information prior to the start of student participation: A. purpose and rationale for the club B. intended outcomes for students C. participation requirements D. plan of operation E. cost to participate and/or fund raising activities anticipated F. persons in charge G. assure that the club will adhere to school/student conduct rules, the laws of the United States, the State of Florida, and /or the District. The principal shall evaluate each request for a club and list it as either a school sponsored curricular club, co-curricular, interscholastic extra-curricular club, or non-school sponsored, student club or activity. The principal shall prepare and publish operation procedures for all co-curricular clubs and interscholastic extracurricular activities that ensure that: A. students participate in ways that do not interfere with their academic programs; B. the safety and welfare of the students are adequately safeguarded; C. all activities have proper faculty planning, direction, and supervision D. faculty members and students are encouraged, but not required, to attend activities involving student performances; E. each activity is assessed continuously, relative to its stated purpose and goals; F. building facilities and equipment are being used safely and as intended, and being maintained in proper condition. A varsity team falls under the authority of the school with guidance and direction of the FHSAA to be considered sponsored by the District. In order to be eligible for any interscholastic extra-curricular activity: A. The FHSAA and the BPS determine athlete eligibility. In order for an athlete to be eligible the following guidelines must be met: B. A student may participate in interscholastic athletic competition until reaching the age of 19 years 9 months. Upon reaching the age of 19 years and 9 months, the student shall be ineligible for further participation in interscholastic competition. Any student reaching 19 years 9 months during the state championship series of any given sport shall be permitted to compete until the conclusion of that state championships series provided the student meets all other eligibility requirements. C. A copy of the athlete s birth certificate must be on file in the athletic director s office. Students participating for the first time in a sport or activity that requires a birth certificate must bring the original to the front office. A copy will be made and the original returned immediately. D. Once a regularly promoted ninth grader has turned in a birth certificate, Consent and Release from Liability Certificate Form (EL3) and Pre-participation Physical Evaluation Form (EL2), 7
8 they are eligible. However, they must get a 2.00 GPA the first semester in order to remain eligible. All second semester ninth graders and upper classmen must maintain a minimum state unweighted 2.00 GPA. All GPA s are determined by semester grades. The new eligibility period begins seven days after the end of the previous semester. E. An alphabetized roster must be turned into the athletic director two weeks prior to the first contest. Please indicate the student s grade level. F. Athletes must turn in a Consent and Release from Liability Certificate Form (EL3) and Preparticipation Physical Evaluation Form (EL2) to the A.D. s office, complete with insurance information, physician s signature and parent signature. The Consent and Release form (EL3) and Physical form (EL2) must be available and in the possession of the coaching staff at all practices and games. Make copies before turning in to athletic director or athletic trainer. G. Physicals must be taken after June 1, for the upcoming school year. H. Sports specific insurance coverage is available for purchase for athletes who don t have medical insurance coverage. 24 Hour and At School coverage does not cover athletics. Football coverage is limited to that sport only. Does the Board have any say on what the coaches get paid? The Board has an approved supplemental pay schedule per the BFT contract, which states the pay of coaches by levels. 6. Ms. Kneessy asked how we control parents. (ie: a parent donates $5,000 but my child has to be pitcher) Who controls those types of things? In discussion with members of the Board of Directors, in the two years that the team has been in existence, parents have not donated any money to the team. They have functioned by working together to fundraise for any and all equipment, supplies, and materials needed. That is not to say that a parent may feel their child may be entitled to special treatment or a position on the team, but this decision would be made by the coaching staff. They didn t feel this was an issue due to the group fundraising. They did state during the meeting, that whatever the Board stated that they needed in the account to become a team, the amount could be placed in the club account in two days. 7. Ms. Henderson asked where the liability stands with transportation between club versus varsity. The club would follow the same practice as our school teams; the student athlete will transport themselves to and from the local events. If the team plays outside of the district, transportation would need to be organized by the school in collaboration with parents and staff. 8. Mr. Jordan requested the participation of students in the sports throughout Brevard County (where Edgewood students live). Only (5) five of the 35 students presently on the team live from areas outside of Merritt Island. These students come from the Rockledge/Cocoa attendance areas. When speaking with members of the Board of Directors for the baseball club, they informed me that there are 35 baseball players on the team. Most teams carry an average of players, not 35. If this team is added, a JV/freshman baseball team may be needed to accommodate the students who do not make the varsity team. This will also create the need for an additional coach for a Freshman/JV team. 8
9 As we can t predict the number of female students who will participate in the already existing sports presently at Edgewood for the upcoming year, the addition of a baseball team could also create the need to offer a varsity and JV/freshman softball teams as well as coaches, equipment and supplies for each team. In addition, Edgewood presently has no softball fields. 9. Dr. Murray requested the district staff, who are knowledgeable about sports and how they operate at the high school, cost out to the penny for the parent group, over a two to three years period, to see what it going to take to fund this program in reality. Two provided us with what it would cost from start-up and those were reasonably close ($20,690 and $22,482). Of the recurring $13,000 figure, just under $5,300 is in coaching supplements. Two things that were not included were field maintenance and uniform costs. A.D. s agree on a uniform cost of about $3500 for a complete set. Also, as I have shared with you previously, the County Recreation department has turned the field maintenance at Edgewood over to us. Given our current capacity, that will involve simply cutting grass as we would for any playfield. Mr. Curry estimates an additional $5,000 annually to keep that a baseball-ready field and facility. If you assume that baseball uniforms are within a five-year replacement cycle, these two things would combine to add $28,500 to the five-year total that Betty provided based on start-up and recurring costs. Obviously, start up costs would be somewhat mitigated by the equipment that is currently available (screens, bases, etc.) but it would likely only account for a few thousand dollars of what would be a fairly significant five-year cost. We will continue to work to examine the many questions you had and report back to you. As we examine it, however, it will be from a more global perspective of policies and procedures that would allow for parent or community groups to pay for a position and/or program at a particular school that is not currently funded in the operating budget. 13 10. Mr. Jordan said that the district will need policy and procedures in place prior to allowing any team to be formed. Brevard Public schools, prior to forming or adding any teams must follow the proper application process, policies and all procedures pertaining to the sport set forth by FHSAA. 11. Ms. Kneessy requested a timeline for getting the information. As per the Board Assigned tasks concerning club versus varsity baseball, my time line is to obtain answers no later than August 30, I have contacted Dale Ketcham, President of the Edgewood Baseball Club. I will be meeting with Mr. Ketcham, along with the Edgewood Athletic Director, on Wednesday, August 11, 2010 at 2:00 p.m. to discuss and get questions answered relative to the Baseball Club. MEMORANDUM DATE: July 30, 2010 TO: Brian Binggeli, Superintendent, Amy Kneessy, Chairman, Robert Jordan, Dr. Barbara Murray, Karen Henderson and Andy Ziegler FROM: Betty A. Dunn, Assistant Superintendent RE: FHSAA Varsity Status One of the questions concerning Edgewood Baseball centered on the date for filing an application with FHSAA in order to become a varsity sport. Contact was made to Mr. Gary Pigott, Senior Director of Athletics, FHSAA yesterday to determine the application filing deadline for schools requesting varsity status for the 2011 school year. In order to be considered for approval to participate as a varsity sport in 2011, an AT12 application form must be received no later than October 1, After review, FHSAA will contact the school with the approval or denial. If the FHSAA approves the application to be elevated to a recognized sport, the AD would need to contract other FHSAA schools to have a full schedule for that sport (minimum of four varsity contests against other FHSAA member schools). This schedule is a requirement prior to FHSAA determining the sustainability of the team to compete on the varsity level and if they will be approved for district competition during and beyond. 13
14 12. Mr. Ziegler would like to know what the district would be facing in 5 years when the parent group for baseball currently at Edgewood goes away. Dunn, Assistant Superintendent RE: Varsity Baseball Cost As per your request as to the cost of varsity baseball; Feedback from four of our high school athletic directors put forth both startup cost and year over reoccurring equipment and practice cost, to include consumable items. The average startup cost can range from $20,000 to $22,000. The reoccurring cost runs about $13,000, which does not include items such as uniforms, batting screens, and portable batting cages. The average yearly cost among the four schools reviewed is about $18,691. As we review the information as a five year plan: $22,000 (startup cost) $13,000 (reoccurring cost average x 4= $74,000) The following is a 3 year projection which was submitted to me by the Edgewood Baseball Club. 14
