3 MISSION STATEMENT To teach the fundamentals of life through better baseball and softball. SAFETY MANUALS & FIRST AID KITS Safety manuals and first aid kits will be maintained by the League. The Safety Officer will update kits on a monthly basis as needed. These items will be made available in the building near the stairs, next to the AED Device. 4 MANDATORY TRAINING Yorktown JAA Little League provides training sessions on an annual basis in the areas of: Fundamentals and First Aid. At least one member of each team is required to attend every year and every coach/manager must attend at least once every three years. The lead umpire is required to attend and other umpires are strongly encouraged to attend. At least one coach from each team will be required to sign the Safety Plan acknowledging their receipt and acceptance of the rules and regulations within the plan date for Softball Skills and Safety training will be: March date for Baseball Skills and Safety training will be: March date for Umpire Skills and Safety training will be: March 13 President Responsibilities Ensure that the policies and regulations of the league are adhered to by all members to the best of their ability. Ensure the Safety Director is on file with Little League International. Ensure all league volunteers fill out a 2016 Volunteer Application Form and perform a criminal and sexual abuse background check. Complete the 2016 Little League Facility Survey and 2016 Qualified Safety Plan Registration Form with the help of the Safety Director. Responsible for the Policies, Principles, Rules, & Regulations of Little League Baseball Incorporated, as agreed to under the conditions of charter issued to the Yorktown JAA. Ensure the Yorktown JAA Little League President submits the league player data via the Little League Data Center. Safety Director The main responsibility of the Safety Director is to develop and implement the league s safety program as a board member. The Safety Director is the link between the Board of Directors of the Yorktown JAA Little League and its managers, coaches, umpires, team safety officers, players, spectators, and any other third parties on the complex in regard to safety matters, rules, and regulations. Assist the league President in completing the 2016 Little League Facility Survey and 2016 Qualified Safety Plan Registration Form. Submit Safety Plan to DA for review. Assisting parents and individuals with insurance claims and will act as the liaison between the insurance company and the parents and individuals. Explaining insurance benefits to claimants and assisting them with filing the correct paperwork.

5 Maintaining the Yorktown JAA Little League Safety Manual and publishing/distributing the manual to board members, coaches, volunteers, etc. Keeping the First Aid Log. This log will list where accidents and injuries are occurring, to whom, in which divisions (major, AAA, AA, A, & Tee Ball), at what times, under what supervision. Correlating and summarizing the data in the First Aid Log to determine proper accident prevention in the future. Re-stocking the kits as needed during Monthly checks. Make Little Leagues no tolerance with child abuse clear to all. Inspecting concession stands and checking fire extinguishers. Instructing concession stand workers on the use of fire extinguishers. Schedule a First Aid, CPR and Heimlich review for all managers, designated coaches, umpires, player agents and team safety officers during the pre-season. Maintain the league AED and training of personnel. Assisting the Mt. Pleasant Township School Corporation and the Town of Yorktown regarding maintaining all signs on the Yorktown JAA complexes including No Parking signs, No Smoking signs, No Pets Allowed, cautionary signs etc. Acting immediately in resolving unsafe or hazardous conditions once a situation has been brought to his/her attention. Tracking all injuries in order to identify injury trends. Visiting other leagues to allow a fresh perspective on safety. Making sure that safety is a monthly Board Meeting topic, and allowing experienced people to share ideas on improving safety. Player Agent The player agent will submit via the Little League Data Center, at the league player registration data or player roster data and coach and manager data. Board Members Adhere to and promote the policies set forth in this Safety Manual. Assist the Safety Director in ensuring that the policies set forth herein are implemented and followed. Enforce Little League rules including proper equipment at all times. Manager/Coach Responsible for the team s actions on the field, including player, coaches, assistants, etc. Represent the team in communication with the umpires and opposing managers and coaches. Attend all mandatory training provided by the league & provide a team safety representative (team parent) and a player safety representative (team safety officer). Make sure every coach is aware of where the AED is located.

6 Return signed Code of Conduct prior to first game. Teach players fundamentals while advocating safety. Teach players to slide before the season starts. Encourage stretching, hydration, sunscreen and mouth protection. Report unsafe equipment, facilities, practices, or any other safety issues in a prompt manner. Remain at the practice/game field until every player has been picked up. Inspect field before each game and practice for any unsafe conditions. Inspect players safety equipment (i.e. catchers gear, batting helmets, etc.) to ensure that it meets the little league safety criteria and does not pose an unsafe risk to any children. Enforce Little League proper equipment rules. Immediately report any injuries/accidents to the Safety Director. Umpires Before a game starts, the umpire shall: 1. Check equipment in dugouts of both teams, equipment that does not meet specifications must be removed from the game. 2. Make sure catchers are wearing helmets when warming up pitchers. 3. Run hands along bats to make sure there are no slivers or dents. 4. Make sure that bats have grips (no loose tape). 5. Make sure there are foam inserts in helmets and that helmets meet Little League NOCSAE specifications and bear Little League s seal of approval. 6. Inspect helmets for cracks, decals and unapproved manufactures paint schemes-must be removed from dugout if found. 7. Walk the field for hazards and obstructions (e.g. rocks, trash, and glass). 8. Check players to see if they are wearing jewelry. 9. Check players to see if they are wearing metal cleats. 10. Make sure that all playing lines are marked with non-caustic lime, chalk, or environmentally friendly white paint that are easily distinguishable from the ground or grass. 11. Secure official Little League balls for play from concession stand. During the game the umpire shall: 1. Govern the game as mandated by Little League rules and regulations. 2. Check baseballs for discoloration and nicks then declare a ball unfit for use if it exhibits these traits. 3. Work with board members to determine whether and when play shall be suspended or terminated during a game because of unsuitable weather conditions or the unfit condition of the playing field; as to whether and when play shall be resumed after such suspension; and as to whether and when a game shall be terminated after such suspension.

7 4. Work with board members as to whether and when play shall be suspended or terminated during a game because of low visibility due to atmospheric conditions or darkness. 5. Enforce the rule that no spectators shall be allowed on the field during the game. 6. Make sure catchers are wearing the proper equipment. 7. Enforce Little League proper equipment rules. 8. Continue to monitor the field for safety and playability. 9. Make the calls loud and clear, signaling each call properly. 10. Make sure players and spectators keep their fingers out of the fencing. After a game, the umpire shall: 1. Check with the managers of both teams regarding safety violations 2. Report any unsafe situations to the Safety Director by telephone and in writing within hours. Parents Responsible to support their child(ren) in their desire to learn the game of baseball/softball and to support and respect the many volunteers who dedicate their time, effort and energy to teach the game of baseball/softball. Parents are encouraged to sign up for Little League E-News. Encourage parents to suggest new ways to enhance safety. CONCESSION STAND SAFETY No person under the age of eleven will be allowed behind the counter in the concession stand. People working in the concession stand will be trained in safe food preparation. People working in the concession stand will be shown how to turn on the weather radio. The refrigerator will be kept at 40 F or below and the freezer will be kept at 0 F or below. Food will be heated in the microwave to 165 F and will be kept warm after cooking/heating to a minimum temperature of 140 F. Training will cover the safe use of equipment. This training will be provided by the Concession Stand Manager and provided to the employees at the beginning of the season. Cooking equipment will be inspected periodically and repaired or replaced if necessary. Food not purchased by Yorktown JAA Little League to sell in its concession stands will not be cooked, prepared or sold in the concession stands. Cleaning chemicals must be stored in a locked container. A certified Fire Extinguisher, suitable for grease fires, must be placed in plain sight at all times. All concession stand workers will be shown the location of the First Aid Kit and AED. Along with the CPR/Heimlich Maneuver information. The concession stand main entrance door will not be locked or blocked while people are inside

9 WEATHER SAFETY During bad weather, or the potential for bad weather, conditions are monitored via telephone, weather radio and/or internet by the Board Member on site or his/her designee. Decision to suspend games is the responsibility of a board member. During practices, Managers and Coaches must practice common sense and good judgment with regard to weather conditions (heat or severe weather conditions). A game is suspended and can t resume for 15 minutes after the board member has seen the last lightning strike. All players and coaches must clear the field with the first clap of thunder heard. If a funnel cloud is spotted or the tornado sirens sound, the entire facility must be evacuated immediately.

10 YORKTOWN JAA LITTLE LEAGUE SAFETY CODE The board of directors of Yorktown JAA Little League has mandated the following Safety Code. All managers and coaches will read this Safety Code and then read it to the players on their team. Signatures are requested in the spaces provided below acknowledging that the manager, coach, and players understand and agree to comply with the Safety Code. A copy of this will also be ed to every volunteer. Safety Do s All board members, managers, coaches, volunteers, hired workers or anyone who has contact with players or teams is required to complete and sign the Little League. Volunteer Application (see Exhibit A) and provide a government-issued identification card for ID verification. All managers and coaches are required to attend mandatory training courses in First Aid and the fundamentals of Baseball/Softball including but not limited to hitting, sliding, pitching, fielding, etc. (The time and location for each training session will be determined by the President, Head of Baseball/Softball Operations, and Safety Director of the league.). Responsibility for safety procedures belong to every adult member of Yorktown JAA Little League. Each team shall have a team safety representative and a player safety representative. Each player, manager, coach, umpire shall use proper reasoning and care to prevent injury to him/herself and to others. Only league approved managers and/or coaches are allowed to practice teams Managers, designated coaches and umpires will have mandatory training in First Aid. First Aid kits will be located at the concession stand. If practicing offsite, the coach will supply a First Aid Kit at all practices. Fields will be inspected before games and practices for holes, damage, stones, glass, and other foreign objects. Team equipment should be stored within the team dugout or behind fences, and not within the area defined by the umpires as in play. Only players, managers, coaches, umpires, and board members are permitted on the playing field or in the dugout during games and practices. Responsibility for keeping bats and loose equipment off the field of play should be that of a player assigned for this purpose or the team s manager and designated coaches. Foul balls batted out of playing area will be returned to a dugout and the coach will return it to the field umpire during a stoppage of play and not thrown over the fence during a game. During practice and games, all players should be alert and watching the batter on each pitch. During warm-up drills, players should be spaced so that no one is endangered by wild throws or missed catches.

11 All pre-game warm-ups should be performed within the confines of the playing field and not within areas that are frequented by, and thus endangering spectators, (i.e., playing catch, swinging bats, etc.). Equipment should be inspected regularly for the condition of the equipment as well as for proper fit. Batters must wear Little League approved protective helmets during batting practice and games. They cannot have special paint or decals that can cause a weakening of the helmet. Helmets are required to have protective face guards. Players are encouraged to use mouth guards. Parents of players who wear glasses should be encouraged to provide Safety Glasses for their children. Once a ball has become discolored, it will be discarded. All male players will wear athletic supporters or cups during games. Catchers must wear a cup. Managers should encourage that cups be worn at practices too. Male catchers must wear the metal, fiber, or plastic type cup and a long-model chest protector. Female catchers must wear long or short model chest protectors. All catchers must wear chest protectors with neck collar, throat guard, shin guards, and catcher s helmet, all of which must meet Little League specifications and standards. No special paint schemes or non-manufacturer decals can be placed on the mask/helmet. All catchers must wear a mask, dangling type throat protector and catcher s helmet during practice, pitcher warm-up, and games. Note: Skull caps are not permitted. Catchers must wear a catcher s mitt (not a first baseman s mitt or fielder s glove) of any shape, size, or weight, consistent with protecting the hand. (Fielder s gloves are allowed in the Coaches Pitch divisions only). Make arrangements to have a cellular phone available when a game or practice is at a facility that does not have a public phone. Speed limit is 5 miles per hour in roadways and parking lots. Players and spectators should be alert at all times for foul balls and errant throws. All gates to the fields must remain closed at all times. After players have entered or left the playing field, gates should be closed and secured. Tee Ball will use reduced impact balls. All fields will use breakaway bases. Fences will have safety barrier at top. Only adult board members and field maintenance crew are to use powered equipment. It is required that all teams have a team First Aid kit at each practice. Both coaches and umpires will walk fields before use, to ensure there are no hazards.

12 Safety Don ts No games or practices will be held when weather or field conditions are poor. Except when a runner is returning to a base, head first slides are not permitted. At no time should horse play be permitted on the playing field. Shoes with metal spikes or cleats are not permitted. Shoes with molded cleats are permissible. Players will not wear watches, rings, pins, jewelry or other metallic items during practices or games. (Exception: Jewelry that alerts medical personnel to a specific condition is permissible and this must be taped in place). No food or drink, at any time, in the dugouts. (Exception: Bottled water and Gatorade). Catchers may not catch, whether warming up a pitcher, in practice, or games unless having a catcher s mask and athletic cup as described above. Managers will never leave an unattended child at a practice or game. No children under the age of 11 are permitted in the Concession Stands. Never hesitate to report any present or potential safety hazard to the Yorktown JAA Little League Safety Director immediately. No medication will be taken at the facility unless administered directly by the child s parent. (This includes Tylenol, Advil, Aspirin, etc.) No playing in the parking lots at any time. No playing in construction areas at any time. No playing on or around lawn equipment or machinery at any time. No swinging bats or throwing baseballs at any time within the common areas of the ball park. No throwing rocks. No climbing fences. No pets are permitted on the premises. No bats are to be swung by any player until they are up to bat during practice or games. LEAGUE CODE OF CONDUCT Although the conduct of players and coaches involved in games is covered by Little League rules, the Yorktown JAA Code of Conduct applies to everyone on the grounds of either the Yorktown Sports Park or Walter L. Stephenson Park including but not limited to players, coaches, parents, fans and children not involved in games. The Yorktown Junior Athletic Association promotes good sportsmanship by its athletes, coaches, and fans. We request your cooperation by supporting the participants and officials in a positive manner. Profanity, racial or sexist comments, or other intimidating actions directed at officials, players, coaches, team representatives, or anyone else, will not be tolerated and are grounds for removal from the Yorktown Sports Park and Walter L. Stephenson Park.

13 Any negative chatter directed towards the opposing team or chanted during the opposing team s at-bat is strictly prohibited. This includes but is not limited to, Hey Batter Batter, counting strikes, etc. Unauthorized persons are not permitted in either team dugout or on the playing field. This includes parents as well as children not participating in the game. League authorized photographers are permitted on the field in foul ball territory only. The throwing of objects onto the playing field is strictly prohibited. The progress of a game will not be disrupted by a fan s actions. Game umpires have the authority to eject fans from the ball park, if necessary, with the assistance of the Yorktown Police Department. Guests will refrain from displays of affection not appropriate in a public, family setting. Climbing or hurdling fences is strictly prohibited at both the Yorktown Sports Park and Walter L. Stephenson Park. Use of tobacco products and alcoholic beverages is not permitted at either the Yorktown Sports Park and Walter L. Stephenson Park. With the exception of guide dogs for visually impaired individuals, pets of any type are not permitted at either the Yorktown Sports Park or Walter L. Stephenson Park. People who bring pets to the ball park will be asked to leave. With the exception of personal mobility vehicles for handicapped individuals, motorized vehicles on the grounds of either the Yorktown Sports Park or Walter L. Stephenson Park must remain in the designated parking areas. Violators are subject to ticketing or towing by the Yorktown Police Department. Everyone attending events at the Yorktown JAA ball diamonds in the Yorktown Sports Park are strongly encouraged to use the gravel parking lot on the south end of the Sports Park. Creating your own parking area in the grass or other non-designated parking area is not acceptable, and those who do will be responsible for correcting any damage they create. The only public access areas in the American Chevrolet Refreshment Center/Scoring Tower/Field Equipment Storage building at the Yorktown Sports Park are the bathrooms. Unauthorized individuals are not permitted to be in the building. Children are not permitted to be in the building for any reason without an authorized adult. Children not playing in scheduled games must remain under the supervision of their parents or guardians. It is not acceptable to allow your children to create an environment that is disruptive to other ball park guests or is in any way dangerous or damaging to the facility. Intervention with unruly guests or those unwilling to comply with park conduct rules will be handled in a prompt and safe manner and, if necessary will include assistance from the Yorktown Police Department.. If you need assistance, please find a JAA Board Member. If you do not know who they are, or cannot find one, ask at the concession stand. If you need emergency police or medical assistance, call 911.

17 What to report: ACCIDENT REPORTING PROCEDURE 1. An incident that causes any player, manager, coach, umpire, or volunteer to receive medical treatment and/or first aid must be reported to the Yorktown JAA Little League Safety Director. 2. This includes even passive treatment such as the evaluation and diagnosis of the extent of the injury. When to report: 1. All incidents described above must be reported to the Yorktown JAA Little League Safety Director or Board President within 24 hours of the incident. Contact information below: On File with Little League Headquarters Joe Butts Cell: ****This information will be posted at all times at the concession stand**** How to make a report: Reporting incidents can come in a variety of forms. For minor injuries that do not require medical attention of any type, you may contact the Safety Director via telephone. For all other injuries you must completely fill out an injury/accident tracking report. At a minimum, the following information must be provided: 1. The name and phone number of the individual involved. 2. The date, time and location of the incident. 3. As detailed a description of the incident as possible. 4. The preliminary estimation of the extent of any injuries. 5. The name and phone number of the person reporting the incident. What the Safety Director will do: Within 24 hours of receiving the Yorktown JAA Little League Accident Investigation Form, the Yorktown Safety Director will contact the injured party or the party s parents and; 1. Verify the information received. 2. Obtain any other information deemed necessary. 3. Check on the status of the injured party.

In the event that the injured party required other medical treatment (i.e., Emergency Room visit, doctor s visit, etc.) will advise the parent or guardian of the Yorktown JAA Little League insurance coverage and the provision for submitting any claims. 5. If the extent of the injuries are more than minor in nature, the Yorktown JAA Little League Safety Director shall periodically call the injured party to: Check on the status of any injuries. Check if any other assistance is necessary in areas such as submission of insurance forms, etc. until such time as the incident is considered closed (i.e. no further claims are expected and/or the individual is participating in the League again).
