11 MISSION STATEMENT Western Little League wishes to provide a safe environment for youngsters to learn fundamentals and sportsmanship of playing baseball, while avoiding injury. Our goal is for everyone, parents and children, to have fun!! SLIDING BATTING HITTING The League Safety Officer will inspect all equipment before the season. Every coach is responsible for teaching safety rules involving sliding, batting, and hitting, and checking/inspecting equipment and fields before each game. Umpires are required to inspect equipment and fields before each game. The League will use the provide incident tracking form from the Little League website and will provide completed accident forms to the Safety Officer within 48 hours of any incident. Please see copy of Accident Reporting Form. 11 Page

13 Dedicated to Injury Prevention Safety Code Responsibility for Safety procedures should be that of an adult member of the Western Little League. Arrangements should be made in advance of all games and practices for emergency medical services. Managers, coaches and umpires should have training in first aid. First aid kits are in coach s equipment bags. No games or practices should be held when weather or field conditions are not good, particularly when lighting is inadequate. Play area should be inspected frequently for holes, damage, stones, glass and any other foreign objects. All team equipment should be stored within the team dugout or behind screens, and not within the area defined by the umpires as "In play." Only players, managers, coaches and umpires are permitted on the playing field or in the dugout during games and practice sessions. Responsibility for keeping bats and loose equipment off the field of play should be that of a player assigned for this purpose or the team manager or coaches. Procedure should be established for retrieving foul balls batted out of the playing area. During practice and game, all players should be alert and watching the batter on each pitch. During warm-up drills, players should be spaced so that no one Is endangered by wild throws or missed catches. All pre-game warm-ups should be performed within the confines of the playing field and not within areas that are frequently by and thus endanger spectators (i.e., playing catch, pepper, swinging bats, etc.). Equipment should be inspected regularly for the condition of the equipment as well as proper fit. Batters must wear Little League approved protective helmets during batting practices and games. Catcher's must wear catcher's helmet, mask, throat guard, long model chest protector, shin guards and protective cup with athletic supporter at all times (males) for all practices and games. NO EXCEPTIONS. Managers should encourage all players to wear protective cups and supporters for practices and games. Except when runner Is returning to a base, head first slides are not permitted. During sliding practice, bases should not be strapped down or anchored. At no time should horse play be permitted on the playing field. Parents of players who wear glasses should be encouraged to provide "safety glasses." Player must not wear watches, rings, pins or metallic items during games or practices. The catcher must wear catcher's helmet and mask with a throat guard while warming up pitchers. This applies between Innings and in the bull-pen during a game and also during practices. Managers and Coaches may not warm up pitchers before or during a game. On-deck batters are not permitted (except in Juniors Division) Some Important Do's and Don'ts Do... Reassure and aid children who are injured, frightened, or lost. Provide, or assist in obtaining, medical attention for those who require it. 13 Page
14 Know your limitations. Assist those who require medical attention - and when administering aid, remember to... LOOK for signs of injury (Blood, Black and blue deformity of joint, etc.) LISTEN to the injured describe what happened and what hurts if conscious. Before questioning, you may have to calm and soothe an excited child. Have your players' Medical Clearance Forms with you at all games and practices. Make arrangements to have a cell phone available when your game or practice is at a facility that does not have any public phones. Don t Administer any medications. Provide any food or beverages (other than water). Hesitate in giving aid when needed. Be afraid to ask for help if you're not sure of proper procedure (i.e. CPR, etc.). Leave an unattended child at a practice or game. Hesitate to report potential safety hazard to Safety Officer immediately. Lightning Evacuation Procedures Stop Game/Practice Stay away from metal fencing (including dugouts and bleachers Do not hold metal bats Walk, don t run to car and wait for a decision on whether or not to continue the game or practice 14 Page
15 Emergency Contact Procedures The most important help you can provide to a victim who is seriously injured is to call for professional medical help. Make the call quickly, preferably from a cell phone near the injured person. If this is not possible, send someone else to make the call from a nearby telephone. Be sure that you or another caller follows these steps. 1) First dial ) Give the dispatcher the necessary information. Answer any questions that he or she might ask. Most dispatchers will ask: The exact location or address of the emergency. Include nearby intersections or landmarks, such as the airport. Our address is: 5375 Stewart Lane, San Angelo, TX, The telephone number from which the call is being made? The caller s name? What happened i.e., a baseball-related accident, bicycle accident, fire, fall, etc.? How many people are involved? The condition of the injured person i.e., unconscious, chest pains, or severe bleeding? What help is being given (first aid, CPR, etc.)? 3) Do not hang up until the dispatcher hangs up. The dispatcher may be able to give you directions on how to care for the victim until emergency services arrive. 4) Continue to care for the victim until professional help arrives. 5) Appoint someone to go to the street and look for the ambulance or fire engine and flag them down if necessary. This saves valuable time. Remember, every minute counts. 6) Report the incident: What to report an accident that causes any player, manager, coach, umpire, or volunteer to receive medical treatment, and/or first aid, must be reported to the Safety Officer. When to report All such incidents described above must be reported to the Safety Officer within 48 hours of the incident. Safety Officer Seth Nagle League President Brad Stevens How to report Reporting incident can come in a variety of forms. Most are typically telephone conversations. At a minimum, the following must be provided: i. Name and phone number of individual involved ii. Date, time, and location of the incident iii. Detailed description of the incident iv. Preliminary estimation of extent of injuries v. Name and phone number of person reporting the incident 15 Page
16 Safety Officer Responsibilities Within 48 hours of receiving the incident report, the Safety Officer will contact the injured party and... o Verify the information received. o o o Obtain any other information deemed necessary. Check on the status of required medical treatment and Advise the parent or guardian of the Western Little League's insurance coverages and the provisions for submitting claims. If the extent of injuries are more than minor in nature, the Safety Officer shall periodically call the injured party to check on the status of injuries and to check if any other assistance is necessary. In areas such as submission of Insurance forms, etc. until such time as the incident is considered "closed" (i.e., no further claims are expected and/or the individual is participating in the league again). 17 First Aid Training Western Little League will provide First Aid/Fundamentals Training January 25 th, At least one manager/coach from each team is required to attend. Every manager/ coach must attend this training once every 3 years. Chris Stallard will conduct the Courtyard by Mariott meeting facilities in the Concho Room. *Highly Recommended research the concussion laws in your state and educate all coaches/managers & league members. The Western Little League will use the Official Little League Volunteer Application form to screen all of our volunteers. Please see attached form. Each team will be provided with a First Aid Kit and is required to have it at every game and practice. All teams will be required to follow Little League Rules, including: o Proper Equipment check for catchers o No On-deck batters o Coaches will not warm-up pitchers o Bases will disengage on all fields Safety Plan Improvement One action we took this year was to walk the fields several times before the season while checking lighting levels to make sure there were no hazards on any fields, as well as make sure lighting levels were in fact correct. We also improved fencing, and bullpen areas before the season began. 17 Page
18 Concession Stand Safety All Concession stand workers are required to wash hands before serving customers. All spills are mopped up. No children are allowed in cooking area. All concession stand workers wear gloves. Water is very hot. Fire extinguisher available and date checked regularly. Communicable Disease Procedures These procedures, also printed in each of the Official Regulations and Playing Rules, should be understood and followed by all managers, coaches, and umpires. While risk of one athlete infecting another with HIV/AIDS during competition is close to non-existent, there is a remote risk that other blood borne infectious diseases can be transmitted. For example, hepatitis B can be present in blood as well as in other body fluids. Procedures for reducing the potential for transmission of these infectious agents should include, but not be limited to the following: The bleeding must be stopped, the open wound covered and if there is an excessive amount of blood on the uniform, it must be changed before the athlete may participate. Routine use of gloves or other precautions to prevent skin and mucous membrane exposure when contact with blood or other body fluids in anticipated. Immediately wash hands and other skin surfaces if contaminated (in contact) with blood or other body fluids. Wash hands immediately after removing gloves. Clean all blood contaminated surfaces and equipment with an appropriate disinfectant before competition resumes. Practice proper disposal procedures to prevent injuries caused by needles, scalpels and other sharp instruments or devices. 18 Page
19 Although saliva has not been implicated in HIV transmission, to minimize the need for emergency mouth-to-mouth resuscitation, mouth pieces, resuscitation bags, or other ventilation devices should be available for use. Athletic trainers/coaches with bleeding or oozing skin conditions should refrain from all direct athletic care until the condition resolves. Contaminated towels should be properly disposed of/disinfected. Follow acceptable guidelines in the immediate control of bleeding and when handling bloody dressing, mouth guards, and other articles contacting body fluids. Storage Shed Procedures The following applies to all the storage sheds used by the Western Little League and apply to anyone who uses those sheds. All individuals using the Western Little League equipment sheds (i.e., Managers, Umpires, etc.) are aware of their responsibilities for the orderly and safe storage of rakes, shovels, bases, etc. Before you use any machinery located in the shed (i.e., lawn mowers, weed eaters, lights, scoreboards, gators, etc.) please locate and read the operating procedures for that equipment. All chemicals or organic materials stored in Western Little League sheds shall be properly marked and labeled as to its contents. Any witnessed loose chemicals or organic materials within these sheds should be cleaned up and disposed of as soon as possible to prevent accidental poisoning. Batting Cage Rules Only Managers or Coaches are allowed to operate the batting cages (everyone must have filled out a coaching application for insurance purposes). Only one player is allowed inside the cage at a time. Batters must have a helmet on at all times when entering the batting cage. Teams must provide their own helmets and bats. (Please do not allow players to use their expensive bats as most manufactures will not warranty the bats against denting from pitching machines using the rubber dimpled baseballs). After using the cages, please pick up all balls and cover the machine for the next team to use. Also, please lock the cage after each use. Teams may use the cages as often as they like, but they must reserve them to use. There will be no soft toss against the cage chain link without some kind of protective cover (Carpet, Tarp). 5:00 Reservation may use both cages unless two teams are scheduled at the same time. 19 Page
