2 INTRODUCTION ASAP What is it? In 1995, ASAP (A Safety Awareness Program) was introduced with the goal of re emphasizing the position of Safety Officer to create awareness, through education and information, of the opportunities to provide a safer environment for kids and all participants of Little League Baseball. This manual is offered as a tool to place some important information at manager's and coach's fingertips. So please read it! Ian Magley Marc Laqui Secretary Brian Dougherty Snack Bar Corey Lorent Snack Bar Frank Albano AAA Jim Cox Player agent Randolph Little League Code Of Conduct All volunteers are required to submit a Little League Volunteer Application which will allow the League to conduct a background check Observe local speed limits in all parking lots No alcohol allowed in any Randolph park without a permit from the township clerk No parking on Dawson Road (Heistein Park) No profanity No throwing balls against dugouts or against backstop (SOFT TOSS IN DESIGNATED AREAS ONLY!) After each game, each team must clean up trash in dugout and around stands All managers, coaches, and spectators will be governed by the Randolph Township Yellow Card Policy (see attached) Failure to comply with the above may result in disciplinary action by the Randolph Little League Baseball Committee. Communicable Disease Procedures 1. Bleeding must be stopped and the open wound covered. 2. Always use latex gloves to prevent mucous membrane exposure when contact with blood or other body fluids is anticipated. 3. Immediately wash hands and other skin surface if contaminated with blood. 4. Clean all blood contaminated surfaces and equipment. 5. Managers, coaches, and volunteers with open wounds should refrain from all direct contact until the condition is resolved. 6. Follow accepted guidelines in the immediate control of bleeding and disposal when handling bloody dressing, mouth guards, and other articles containing body fluids. Some Important Do s and Don ts DO Reassure and aid children who are injured, frightened, or lost Provide, or assist in obtaining medical attention for those who require it. Know your limitations Carry your first aid kit to all games and practices. Assist those who require medical attention and when administering aid remember to LOOK for signs of injury (Blood, black and blue, deformity of joint, etc.) LISTEN to the injured describe what happened and what hurts if conscious. Before questioning, you may have to soothe an exited child FEEL gently and carefully the injured area for signs of swelling, or grating of broken bone. DON T Administer any medications. Provide any food or beverages Hesitate in giving aid when needed Be afraid to ask for help if you re not sure of the proper procedures Transport injured individuals except in extreme emergencies Leave an unattended child at a practice or game Hesitate to report any present or potential safety hazard to the Director of Safety immediately COACHES CONTRACT & BACKGROUND CHECK All managers, coaches, and volunteers must fill out the Randolph Township Coaches Contract. This contract outlines the expectations and responsibilities of all volunteers, and will be used to track a volunteer s behavior during their activities. (see sample attached). In addition, all volunteers must complete the Little League volunteer background check form, and submit to a background check. Lightning Evacuation Procedures 1. Stop game/practice at first sign of lightning/thunder. 2. Stay away from metal fencing 3. Do not hold a metal bat. 4. Walk to car and wait for a decision on whether or not the game or practice will continue. First Aid Kits 2
3 All teams will be issued a first aid kit. It should be taken to all practices and games. A well stocked kit will include (but is not limited to) the following items: 20 Latex gloves 4 Instant cold packs 20 Bandages: 1 X 3 inches 6 Large bandages: 2 X 4.5 inches 1 Safety Scissors 20 Antiseptic wipes 2 Rolls athletic tape 1 First aid cream 10 Non stick pads 1 Tweezers Saline rinse List of items in kit for restocking purposes Safety Code Managers and coaches must attend a certified safety clinic Managers and coaches will be provided a first aid kit and should carry it to all games and practices No games or practices should be held when weather or field conditions are not good. Walk the Field All team equipment should be stored in the dugout during games and practices Only players, managers, coaches, and umpires are permitted on the field or in the dugout during games and practices During practice and games, all players should be alert and watching the batter on each pitch During warm up drills players should be spaced so that no one is endangered by wild throws or missed catches Equipment should be inspected regularly for the condition of the equipment as well as for proper fit. Equipment coordinator will inspect all equipment at the conclusion of each season. Batters must wear Little League approved protective helmets during batting practice and games On deck batters NO BAT IN HANDS Catchers must wear catcher s helmet, mask, throat guard, long model chest protector, shin guards, and protective cup (males) at all practices and games. Managers should encourage all male players to wear protective cups and supporters for practices and games Managers should encourage all players to wear mouth guards during practice and games Parents of players who wear glasses should be encouraged to provide safety glasses Player must not wear watches, rings, pins, earrings, or metallic items during games and practices On deck batters are not permitted warming up pitchers. This applies between innings and in the bullpen Assign a manager, coach, or parent to have a cell phone available for emergencies Catcher must wear catchers helmet and mask with a throat guard during practice and while Accident Reporting Procedures What to report An incident that causes any player, manager, coach, umpire, volunteer or spectator to receive medical treatment and/or first aid must be reported to the Director of safety and the Randolph Parks and Recreation Department (RP&RD). This includes even passive treatments such as the evaluation and diagnosis of the extent of the injury or periods of rest. When to report All such incidents described above must be reported to the Director of Safety and the RP&RD within 24 hours of the incident. The Director of Safety for 2012 is Jerry Davis. He can be reached at the following: Day ex.27, Evening , Fax , E mail: jdavis3613@gmail.com How to report Reporting incidents should be done using the RP&RD injury report form (see attached, you should make additional copies for your use). Complete the form in its entirety. A copy (fax is preferred) must be sent within 24 hours to Paul Iantosca, Director of Safety and to Russ Newman, Randolph Parks and Recreation Department Program Supervisor (Fax ). The original must be sent to Russ Newman within 48 hours. The address is: Russ Newman, Program Supervisor Randolph Parks and Recreation Department 502 Millbrook Ave Randolph, NJ Storage Box Procedures The following applies to all of the storage boxes used by Randolph Little league and to anyone who has been issued a key by Randolph Little League. All umpire gear, bases, etc. must be returned to the field storage box by the home team at the conclusion of the practice/game, and the box must be locked. Before you use any equipment located in or around the boxes (i.e., lights, scoreboards, public address system, etc.) be sure you understand the operating procedures. Coaching and Safety Clinics These coaching clinics will cover fundamental skills, and how to teach them to your players: TBD/16 Middle School Gym, 7 9 PM (Major, Minor American & Minor National League coaches) TBD/16 Middle School Gym, 7 9 PM (International Farm, & Tball League Coaches) Safety & First Aid Clinic TBD/16 at Morristown Memorial hospital. Register at Remember that safety is everyone s job. Prevention is the key to reducing accidents to a minimum. Report all hazardous conditions to the Director of Safety or another Committee Member immediately. Do not play on a field that is not safe or with unsafe playing equipment. Be sure your players are fully equipped at all times, especially batters and catchers. Check your team s equipment often. 3
4 Randolph Township Parks, Recreation and Community Services Youth Sports Coaches Contract Congratulations, you have been selected to either Coach, Manage or Assist in one of the Randolph Township Parks and Recreation programs. One of your first responsibilities is to read and sign the below contract. Upon completion, of this contract and its submission to the Parks, Recreation and Community Services Department you will be officially appointed. This contract will be kept, on permanent record, in the Department files. YOUTH COACH CODE OF ETHICS I hereby pledge to live up to my certification as a coach by following the Code of Ethics. I will place the emotional and physical well being of my players ahead of any personal desire to win. I will remember to treat each player as an individual, remembering the large spread of emotional and physical development for the same age group. I will do my very best to provide a safe play situation for my players. I promise to review and practice the necessary first aid principles needed to treat injuries of my players. I will do my best to organize practices that are fun and challenging for all my players. I will lead by example in demonstrating fair play and sportsmanship to all my players. I will insure that I am knowledgeable in the rules of each sport that I coach, and I will teach these rules to my players. I will use those coaching techniques appropriate for each of the skills that I teach. I will remember that I am a youth coach, and that the game is for children and not adults. 6 If a coach or spectator s behavior is considered physically or verbally unacceptable in the spirit of the game, a warning or yellow card will be issued. Coaches or spectators who receive a yellow card will be subject to discipline at the discretion of the appropriate sports committee. If a coach receives a second yellow card, he/she will be permanently suspended from coaching. A spectator who receives a second yellow card will be prohibited from attending practices or games for the remainder of the season and will be required to appear before the Sports Program Committee. Spectators who receive further yellow cards will be subject to further, immediate discipline and/or suspensions. Coaching privileges will be permanently suspended for any individual who receives two yellow cards, regardless of whether they are received as a coach, spectator, or any combination of the two. The following procedures will govern the issuance of Yellow Cards: 1. At the time of an incident, the referee, committee member, or designated Parks, Recreation and Community Services Department Staff may issue a warning or a yellow card. The appropriate sports committee may also issue yellow cards following a review of an incident. 2. The issuer will pass the information on to the sport committee co chair or league coordinator (they will immediately bring it to the attention of the Parks, Recreation and Community Services Department). 3. Each program committee will be responsible for keeping a running list of violators. 4. The Parks, Recreation and Community Services Department will be responsible for keeping a master list. 5. After yellow card is issued to a coach, the committee and/or the Parks, Recreation and Community Services Department will send a letter outlining the problem and discussing proper behavior. 6. A copy of the letter will be attached to his/her coach s contract. 7. If a second yellow card is issued, a letter will be sent through the Parks, Recreation and Community Services Department outlining the disciplinary action taken. 8. In any case where a suspension or disciplinary action is taken or a second yellow card is issued, a meeting of the Sports Program Committee, Parks, Recreation and Community Services Department staff and the offender will be held. 9. Decisions of the Parks, Recreation and Community Services Department are final. 10. All issues with coaches, spectators or participants must be reported to the Parks, Recreation and Community Services Department and the program/sports committee involved.
