1 2018 Safety Plan The Mission of Uptown Long Beach Little League Baseball is to mentor the children of our community the ideas of good sportsmanship, honesty, loyalty, courage and respect of authority as well as their peers, so that they may be well-adjusted citizens who will have a meaningful & positive impact on society. We are committed to coaching proper fundamentals and fostering competitive playing opportunities for all skill levels, so that each child may grow in his/her abilities and knowledge of the game, while enriching the lives of our youth and fostering a love of the game. The members of Uptown Long Beach Little League will be dedicated to provide a safe environment for boys and girls to play baseball while providing the best instruction and mentoring possible. 2 Safety Plan Requirements 1. Safety Officers a. District 38 Safety Officer Rick Guerrero on file with Little League Headquarters. b. Plaza Little League Safety Officer Robert Weaver on file with Little League Headquarters. i. The Uptown Long Beach Little League Board of Directors shall include the position of Safety Officer. c. Uptown Long Beach Little League encourages that all managers, coaches, and team parents act as team safety officers and meet with the League Safety Officer to discuss any concerns, issues, or violations. 2. Distribution of Uptown Long Beach Little League Safety Plan and Information a. Uptown Long beach Little League will upload the current Safety Plan / Manual to the league website at the beginning of the season. b. Uptown Long Beach Little League will make available a paper copy of this Safety Plan / Manual to all Managers / Coaches, League Volunteers, and the District Administrator. c. Uptown Long Beach Little League will keep members up-to-date on safety issues and make available the Little League ASAP News newsletters and encourage all members to register and be active on the Uptown Long Beach Little League website and Little League website. 3. 6 4. Volunteer Application and Background Checks a. Uptown Long Beach Little League will use the Official Little League Volunteer Application forms to screen all volunteers, coaches, managers, and Board Members. i. Example Volunteer Application is attached on Page 7. ii. Example Returning Volunteer Application is attached on Page 8. b. Any volunteer that refuses to complete a Volunteer Application will be ineligible from becoming an Uptown Long Beach Little League volunteer, coach, manager, or Board Member. c. Uptown Long Beach Little League will conduct background checks on all volunteers including, but not limited to: i. Criminal Background 1. Through First Advantage or other Little League sponsored background check system. ii. Sex Offender 1. Through a Department of Justice sponsored sex offender check system, such as Megan s Law. 9 5. Fundamentals Training a. At least one manager/coach from each team must attend the Fundamentals Training. b. Every manager/coach will attend this training at least once every three (3) years. c. The training will be held at Cherry Park. d. Date of Training: January 13, 2018 and February 3, 2018 e. Fundamental Training shall include i. Player safety ii. Proper technique of: 1. Fielding 2. Catching 3. Throwing 4. Batting 5. Running iii. Warm Up and Stretching iv. Practice Routines v. Parent, Player, Manager, Coach interactions 6. First Aid / League Safety Training a. Uptown Long Beach Little League will require at least one manager/coach from each team to attend. b. Every manager/coach must attend this training once every three (3) years. c. Every manager/coach and volunteer who will have direct contact with the players will be required to have and maintain a current District 38 Safety Card. d. The District Safety Officer Rick Guerrero will conduct the training. e. Safety Training class dates (Records on file with District 38): i. February 28, 2018 The Expo Page 9 of 33
10 f. The Safety Training shall include as a minimum: i. Activation of Emergency Response Services 911 ii. Injury and illness prevention 1. Safety equipment use 2. Hand washing 3. Hydration iii. Injury and illness treatment / stabilization 1. Bumps, bruises, lacerations 2. Fractures, sprains, strains 3. Spinal injuries 4. Head injury, concussions 5. Illnesses (vomiting, gastro-intestinal, flu, colds) 6. Illnesses (seizures, asthma) 7. Environmental (bites, stings, allergic reactions) 8. Climate Illness (Heat Exhaustion, Heat Stroke) 9. Sick / Not Sick and Hurt / Not Hurt iv. Weather related emergencies 1. Severe heat 2. Severe cold 3. Rain 4. Lightning v. Earthquake emergencies g. Other Safety Information i. All volunteers, managers, coaches, and Board Members are encouraged to read Little League watch-outs on: 1. Lightning 2. Child abuse recognition h. Player Medical Release Form i. Uptown Long Beach Little League will utilize the Little League Medical Release Form for all players. ii. Managers shall keep a copy of the Medical Release Form with the team gear at all times and have it at all practices and games. iii. Example Medical Release Form is attached on Page 11. iv. 12 7. Field Inspections a. Coaches will be required to walk / inspect the fields for hazards and safety issues prior to practices and games. b. Umpires will also be required to walk / inspect the fields for hazards and safety issues prior to games. 8. Uptown Long Beach Little League will participate and complete the following Field Safety Surveys and Inspection Forms along with the Safety Plan: a. Little League Facility Survey annually at the beginning of each season. i. The Facility Survey is attached as: Appendix B. b. Long Beach City Parks and Recreation Baseball/Softball Field Inspection Form at the beginning of each season and/or monthly or when repairs or upgrades are needed. i. Long Beach City Parks and Recreation Baseball/Softball Field Inspection Form is attached as: Appendix B Concession Stand Safety a. The Menu shall be posted and approved by the Safety Officer and the League President. b. Concession Safety Procedures shall be posted inside the concession stand. c. Minimal concession stand safety procedures shall include the following: i. Concession Stand Tips Safety First flyer is attached on Page 14. ii. Hand Washing Safety is attached on Page 15. 16 10. Equipment Inspection a. League Equipment i. All league equipment will be inspected by the Equipment Manager and/or Safety Officer during the pre-season, prior to be given out to teams, and repairs or replacements shall be made. ii. All managers and coaches shall inspect league equipment prior to practices and games. iii. Umpires shall inspect league equipment prior to games. iv. League equipment to be inspected includes, but is not limited to: 1. Temporary pitching mounds 2. Bases 3. Pitching machines 4. Chalk machines 5. League issued helmets 6. League issued catcher gear (shin guards, chest protectors, helmets, face mask, throat guards) 7. League issued gloves 8. League issued bats b. Personal Equipment i. Managers and coaches shall inspect all personal equipment prior to practices and games. ii. Umpires shall inspect all personal equipment prior to games. iii. Personal Equipment to be inspected includes, but is not limited to: 1. Helmets 2. Catcher gear (shin guards, chest protectors, helmets, face mask, throat guards) 3. Gloves 4. Bats Page 16 of 33
17 11. Accident and Injury Reporting, Tracking, and Insurance a. Accident and Injury Reporting Forms i. Uptown Long Beach Little League will utilize the provided ASAP Incident/Injury Tracking Report Form from the Little League website to make notifications of safety incidents, injuries, and accidents. 1. ASAP Incident/Injury Tracking Reporting Form is attached on Page 18. ii. Uptown Long Beach Little League will utilize the provided individual Accident Notification Form from the Little League website for any possible claims for medical care. 1. Accident Notification Form is attached on Page iii. Uptown Long Beach Little League will utilize the provided General Liability Claim Form for any property damage incidents. 1. General Liability Claim Form is attached on Page 21. iv. Uptown Long Beach Little League will utilize the provided What Parents Should Know About Little League Insurance Form to educate parents of injured players. 1. What Parents Should Know About Little League Insurance Form is attached on Page 22. v. Uptown Long Beach Little League will utilize an Injury Tracking Chart to ensure proper follow-up with the injured party occurs. 1. ULBLL Injury Tracking Form is attached on Page Current (up-to-date) Injury Tracking Form will be kept in the Safety Plan Book as: Attachment K. vi. 24 b. Accident/Injury Reporting Procedures i. Accident / Injury Reporting guidelines will be posted in the concession stand. 1. Injury Reporting guidelines are attached on Page Property Damage Reporting guidelines are attached on Page 27. ii. Notification will be made to the League Safety Officer or League President As Soon As Possible after the incident, within 24 hours. iii. Completed Accident Forms will be sent to the Safety Officer within hours of the incident. iv. The League Safety Officer will follow-up with the injured party or involved party within 48 hours of receiving the notification of the incident. v. If accident or injury will qualify as further medical treatment or property damage claim (Insurance Claim) the League Safety Officer will send notification and claim forms to District Safety Officer and Little League Headquarters. c. Accident / Injury Tracking i. Uptown Long Beach Little League will utilize the provided Incident/Injury Tracking Report Form from the Little League website. ii. The Safety Officer will track all reported injuries on the ULBLL Injury Tracking form. 1. Uptown Long Beach Little League will purchase Accident/Injury/Liability Insurance as required by Little League. 1. 28 12. First Aid Kits a. Each team will be issued a First Aid Kit provided by Uptown Long Beach Little League. b. Each team is required to have their First Aid Kit at each practice and at each game. c. Uptown Long Beach Little League will provide a First Aid Kit at the concession stand. 13. Uptown Long Beach Little League will require ALL TEAMS to enforce ALL LITTLE LEAGUE RULES with extra attention to: a. Proper equipment for catchers, including throat guards b. Male players should wear personal protective equipment (cups) c. Catchers shall have throat protectors on face mask d. No On-Deck batters e. Coaches are not to warm up pitchers f. Bases will disengage on all fields g. Bats will meet Little league Rules and Specifications h. Blocking and interference rules 14. League Player Registration Data / Player Roster Data / Manager and Coach Data a. All data related to Player Registration, Player Roster, Manager and Coach data shall be uploaded/submitted to the Little League Data Center at prior to the annual deadline as per requirement of an approved ASAP Plan. 29 15. Qualified Safety Program and Safety Plan Registration a. The Uptown Long Beach Little League Safety Plan shall be reviewed and updated annually by the Safety Officer. b. The Qualified Safety Program Registration Form shall be completed by the league Safety Officer annually. c. The Qualified Safety Program Registration Form shall be submitted to Little League through the District 38 Safety Officer and approved annually. d. The Uptown Long Beach Little League Safety Plan / Manual shall be submitted (along with the Qualified Safety Program Registration Form) to Little League through the District 38 Safety Officer and approved annually. e. The Qualified Safety Program Registration Form shall be kept on file with the Uptown Long Beach Little League Safety Plan in: Appendix A. 16. Codes of Conducts a. Uptown Long Beach Little League will provide and administer Codes of Conducts explaining rules, regulations, and policies of the league, the park and playing fields, behaviors, and expectations of: i. Parents and family members ii. Managers and Coaches iii. Board Members b. Codes of Conducts are attached as: i. Parents and Family Members Appendix F. ii. Managers and Coaches Baseball Appendix G. iii. Managers and Coaches Softball Appendix H. iv. Board of Directors Appendix I. Page 29 of 33
30 17. Umpires a. Umpires should be hired from an Umpire Agency that have the following requirements: i. Familiar with Little League Rules and Policies ii. Familiar with Uptown Long Beach Little League Supplemental Rules and Policies iii. Familiar with Little League Safety Policies 18. Balls a. All balls utilized shall be Little League Regulation size, weight, and material. b. Balls utilized in Tee Ball and Farm Divisions shall be of reduced impact style (squishy). c. Balls utilized in Minor B, Minor A, Majors, Junior, Senior, Divisions shall be regulation hard balls. d. Balls utilized in all Softball Divisions shall be regulation soft balls. 19. Bases a. All bases utilized at FIRST, SECOND, and THIRD shall be disengage-able as required by Little League Regulations. b Fields 2 and 3 will be fitted with double First Bases for runner and fielder safety for T-Ball and Farm Divisions. 20. Outfield, Foul Line Fencing, Foul Pole Padding a. Fencing will have protective padding where applicable to protect players or be soft material (such as temporary home run fence). b Foul Poles on Field 1 will have padding. Page 30 of 33
31 21. Spectator Safety a. Grand stands shall: i. Be securely mounted to the ground. ii. Have hand rails on all stairways. iii. Have securely mounted seats or benches. iv. Have side walls and back walls to prevent fall hazards. b. Fencing i. Protective fencing and netting shall be provided to attempt to keep foul balls inside the playing field. 22. Safety Suggestions and Upgrades a. Uptown Long Beach Little League will provide a Safety Suggestion Box at the Snack Shack to provide input from spectators, players, coaches, managers, and Board Members. b. Uptown Long Beach Little League will have an address dedicated to SAFETY to allow members to contact the Safety Officer to provide input from spectators, players, coaches, managers, and Board Members. i. address is: uptownllsafety@gmail.com 23. Other Player Safety Guidelines a. Catcher shall have throat guard on helmet b. All male players are encouraged and requested to wear personal protective device (cups) c. All male players playing at the catcher position shall wear a personal protective device (cup) d. Players may wear mouth guards, especially infielders (player option) e. No On-Deck batters are allowed Page 31 of 33
32 f. All players shall remain inside the dugout when not batting or base coaching or on the field for defense g. Player acting as base coaches shall wear helmets h. Batter Helmets may have face guards (player option) i. One league approved (Safety Card holder) adult shall be inside the dugout at all times 24. Field / Game Safety a. Game weather policy i. Field Closure, Delay, Postponement, Suspended Game Policy is attached as: Appendix J. 25. Field Lighting a. Field lighting shall be operating at dusk on all game days and practice days. b. Field lighting shall be coordinated with the City of Long Beach Parks and Recreations for: i. Maintenance and repair ii. Inspection and safety iii. Function iv. Candle Power testing 26. 33 27. Emergency Communication a. All teams shall have at least one member (manager, coach, team parent) who has the ability to make an emergency notification / phone call. 28. Safety Items Budget a. A Safety Items Budget will be included within the Uptown Long Beach Little League Budget to include: i. First Aid Kits ii. Field Improvements and Needs iii. Equipment Purchases, Upgrades, and Repairs iv. Specialized Safety Training NOTE The Safety Items Budget does not have to be labeled Safety Items Budget but the included topics shall be included within the league budget. 29.
