4 OVERVIEW It is the policy of Henderson County Youth baseball (HCYB) to provide an environment in which the risk of injury is reduced to the lowest possible level by the application of our published safety policy. The Safety Officer is responsible for the communication, application, and enforcement of the safety policy. THE SAFETY OFFICER WILL: Update and implement our safety plan each year. COACHES WILL: Report immediately by phone to the Safety Officer or President any event involving injury to a player, spectator or coach. SAFETY PLAN DISTRIBUTION Safety Officer will submit and distribute safety plan to Little League Headquarters & District Administrator. All Managers will review the safety plan requirements at the mandatory coaches meeting. A complete copy will be posted online at ww.hcyb.org and readily available in the concession stand at Jackson Park, Field 2. ANNUAL FACILITY SURVEY Safety Officer will complete and submit the Annual Facility Survey on-line. Submit Annual Safety Plan. ACCIDENTS/REPORTING AND TRACKING Safety Officer will contact the injured players parent or guardian within 24 hours upon receiving the report. During this contact S.O. will verify that all information received is correct and advise them of the League s insurance coverage. Responsible for filing and following through on accident reports with Little League Headquarters. Ensure that accident forms are completed in a timely manner. See attached Accident Reporting Procedures. Record accidents and near miss reports. Submit ideas to the Board of Directors on how to avoid such accidents/near miss. 4
5 VOLUNTEER BACKGROUND CHECKS All volunteers are required to fill out a Little League Volunteer Application for All volunteer applications shall be kept on file with the League President. All volunteers will be screened in accordance with the latest Little League International directives including the National Sex Offender Public Website Volunteers and applicants may not be appointed nor approved as a volunteer without a properly completed application and one completed approved background check on file with the League President. PARTICIPANTS: League player registration data or player roster data and coach and manager data must be submitted via the LL Data Center at prior to April 1. MANAGERS & COACHES TRAINING: Managers from each team are required to attend a coaches clinic approved by the league The Board of Directors mandates all managers to attend at least one official Little League coaches training before they can begin managing a team. Each returning manager or coach must attend a coaches clinic every 3 years. At least one manager or coach from each team must attend each year. Coaches/Managers/ Umpire meetings and first-aid training is scheduled for February 23, 2018 at Jackson Park Rec. Building 5
6 FIRST-AID TRAINING First Aid, and CPR training (at least 1 representative from each team is required to attend, umpires are invited and encouraged to attend) scheduled to be decided. Post in plain sight within the Concession stand/club house all Emergency contacts which, include; fire, police and other emergency contacts. FIRST AID SUPPLIES Maintain adequate supplies in a first aid kit kept at Jackson Park Field 2 Concession Stand. Stock and distribute first aid kits to each manager, replenish as needed. LITTLE LEAGUE INFORMATION Encourage volunteers to subscribe to Little League ASAP Newsletter, Coaches box and Little League E-news through FIELDS & GROUNDS INSPECTIONS: HCYB Board of Directors shall discuss and present to Henderson County Parks and Recreation Director and Asst County Manager any conditions, concerns or improvements needed for the safety of players, coaches or spectators. Before games umpires, managers, and coaches will inspect the playing field to make sure that there are no dangerous materials on the grounds or the fences, such as: sticks, rocks, glass, or holes. After each game the managers will make sure that all waste is removed from the field and again inspect the entire playing field for dangerous materials on the ground or the fences, such as sticks, rocks, glass, or holes. 6
7 In addition, after each game the managers will also check the spectator areas for waste and potential dangerous materials left behind and remove them so that the next game starts in a clean and safe environment for the next group of spectators, players, and coaches. After each game, home team manager will be responsible to review cleanliness of field. Managers must make every effort to make sure there are at least two adults present at practice sessions and games. EQUIPMENT INSPECTION: Work in conjunction with the Equipment Manager to ensure that all equipment is in safe condition. Instruct all managers and umpires to inspect equipment before and during each game or practice for good working and safe condition. Unsafe equipment must be replaced, without further use. All equipment shall be kept in the dugout or in designated fenced-in areas. Equipment shall be inspected regularly for condition as well as for proper fit. The pitching machine must be maintained in good and safe working order (including cords, electrical wiring, fencing, etc.) 7
8 PROTECTIVE EQUIPMENT: Players are encouraged to wear mouth guards. Managers should encourage all players to wear protective cups and supporters for practice sessions and games. The plastic covering on the outfield fences will be inspected at least weekly to ensure that it continues to be secured properly to outfield fences in both the major and minor league fields. Minor Division Players shall use reduced impact balls. Parents of players who wear glasses should be encouraged to provide Safety Glasses. Players must not wear watches, rings, rings, jewelry, or other metallic items. 8
9 GAMES/PRACTICES The responsibility of all bats and loose equipment to be removed from the field are that of a regular player assigned for this purpose by the manager. This player will wear a helmet when collecting bats and other equipment during a game. Only Board Approved and Background Cleared managers, coaches, umpires, and players are permitted on the playing field or in the dugout during games and practice sessions. During practice sessions and games, all players should be alert and watching the batter on each pitch. Managers are required to have a phone available during all practices/games. If a manager does not have a cell phone available- a parent/volunteer or coach must be identified to stay during the entire practice. During warm-up drills, players should be spaced so that errant balls endanger no one. 9
10 WEATHER No games or practice sessions will be held when weather or field conditions are not safe or when lighting is inadequate. Managers/coaches must maintain strict compliance to our inclement weather/lightning policy. Upon detection of lightning by detection device, all activity shall stop. Players must return to their parent/guardian and asked to wait inside their car for further instructions. No one should carry a bat during this time. Activity may continue after the threat of lightning has passed (30 minutes after the last flash) Games/practices should not be held on excessively wet fields. UNSAFE PROCEDURES Notify the League President if any manager is not following the safety policy or is not following safe procedures 10
11 SAFETY REMINDERS BATTERS: Batters must wear Little League approved NOCSAE protective helmets during batting practices and games. Batting/catcher s helmets shall not be painted unless approved by the manufacturer. Batters must use Little League approved USA baseball bats Encourage players to use batting helmets with approved face guards. CATCHERS: Catchers must wear catcher s helmet (with face mask and throat guard), chest protector, shin guards, long model chest protector, and protective cup with athletic supporter at all times during practice sessions and games. Catchers must wear catcher s helmet (with face mask and throat guard) when warming up pitchers. This applies prior to game time, between innings and in bullpen practice. Managers and Coaches are not permitted to warm up pitchers. BASE-RUNNERS: Head-first slides are not permitted in 12 and under. Breakaway bases are in place on Little League fields. Anchored bases are not allowed. 11
12 RULES AND REGULATIONS: All Little League officials, board members, managers, coaches, umpires, players, etc. must enforce and follow all current rules and regulations of Little League baseball. HEALTH & SAFETY: The Director of Concessions must be trained in safe food preparation, including food handling, safe barbecuing and cooking as well as the safe operation of the equipment. See page 13 concession stand safety procedures Managers should follow the procedures for minimizing the risk of the transmission of communicable diseases as published by Little League Baseball Inc. These procedures can be referenced in the Official Regulations and Playing Rules booklet MISCELLANEOUS: Adhere to the 5 mph speed limit in the parking lot. At no time shall horse play be permitted on the playing field. Little League regulations prohibit on-deck batters in 12u. Player s are not to handle a bat, even while in the dugout, until it is his/her time at bat. Players who are ejected, ill, or injured should remain under supervision until released to the parent or guardian. 12
13 Concession Stand Safety Procedures 1. All concession workers must wash their hands thoroughly before starting work and after each visit to the restroom or smoke break. 2. All concession workers must wear plastic gloves when preparing food. 3. Hot foods have a 140 degrees internal temperature (check regularly with thermometer) 4. Cold foods must be stored at 38 degrees or less. Frozen foods must be kept 0 degrees or less. 5. Food contact surfaces must be kept clean with sanitizer cleaner and paper towels. 6. No food or container storage on the floor. 7. Store all chemicals and cleaning supplies underneath food and serving supplies. 8. No workers under 16 years of age in concession stand. 9. All garbage cans must be cleaned, lined with a garbage bag and be kept covered with a lid. 10. All federal,state and local laws must be followed. 13
