1 HILLSIDE LITTLE LEAGUE Safety Program 2018 Safety = Good Baseball Skills

2 ASAP What is It? In 1995, ASAP (A Safety Awareness Program) was introduced with the goal of re-emphasizing the position of Safety Officer to create awareness, through education and information, of the opportunities to provide a safer environment for kids and all participants of Little League Baseball. This manual is offered as a tool to place some important information at manager s and coach s fingertips. 2

3 Remember: 1. Safety is everyone s job. 2. Prevention is the key to reducing accidents to a minimum. 3. Report all hazardous conditions to the Director of Safety or another Board member immediately. 4. Don t play on a field that is not safe or with unsafe playing equipment. Be sure your players are fully equipped at all times, especially catchers and batters. 5. Check your team s equipment often. 3

4 Hillside Little League Code of Conduct 1. Speed Limit 5 mph in roadways and parking lots while attending any function. Watch for small children around parked cars. 2. No alcohol allowed in any parking lot, fields, or common areas of the complex. 3. No playing in the Parking lots at anytime. 4. No Playing on and around fields & grounds equipment. 5. Always be alert for traffic. 6. No Profanity Please 7. No throwing balls against dugouts or against backstop. Catchers must be used for all batting practice sessions. 8. No throwing rocks. 9. No horse-play at any time. 10. No climbing fences. 11. Pets must be controlled and under leash at all times. 12. Only a player on the field at bat may swing a bat. Be alert of area around you when swinging bat while in the on-deck position. 13. Observe all posted signs. Players and spectators should be alert at all times for Foul Balls and Errant Throws. 14. During games players must remain in the dugout area in an orderly fashion at all times. 15. After each game each team must clean up trash in dugouts and around stands. 16. All gates to the field must remain closed after players have entered the field. Failure to comply with the above may result in expulsion from the Hillside Little League fields or complex. 4

5 Hillside Little League Safety Procedures 1. Responsibility for Safety procedures is that of any adult member of Hillside Little League. 2. At least one manager or coach from each team is required to have training in first-aid and fundamentals which will be given at the annual league coaches meeting. For this reason, attendance at such meeting is MANDATORY. 3. First-aid kits are located in field equipment boxes and at the Main Concessions Stand. 4. Completion and submittal of the Little League Volunteer Application for State Background check on all applicable Hillside board members and all volunteers otherwise having contact youth being served by Hillside Little League. 5. No games or practices should be held when weather or field conditions are not good, particularly when lighting is inadequate. 6. Play area must be inspected frequently and before each game for holes, damage, stones, glass and foreign objects. 7. All team equipment must be stored within the team dugout, or behind screens, and not within the area defined by the umpires as in play. 8. Only players, managers, coaches, and umpires are permitted on the field of play or in the dugout during games and practice sessions. 9. Responsibility for keeping bats and loose equipment off the field of play must be that of a player assigned for this purpose or the team s manager and coaches. 10. Procedure should be established for retrieving foul balls batted out of playing areas. 11. During practice and games, all players should be alert and watching the batter on each pitch. 12. During warm-up drills players will be spaced to prevent injury by wild throws or missed catches. 13. All pre-game warm-ups must be performed within the confines of the playing field and not within areas that are frequented by spectators. i.e. playing catch, pepper, swinging bats, etc. 14. Equipment must be inspected regularly for condition and proper fit. 15. Batters must wear Little League approved protective helmets during batting practice and games. 16. Catcher must wear catcher s helmet, mask, long model chest protector, shin guards and protective cup with athletic supporter at all times (males) for all practices and games. 17. Coaches and managers should encourage all male players to wear protective cups and supporter for practices and games. 18. Except when runner is returning to a base, head first slides are not permitted. 19. At no time should horse play be permitted on the playing field. 20. Parents of players who wear glasses should be encouraged to provide safety glasses. 21. Player must not wear watches, rings, pins or metallic items during games and practices. 22. The Catcher must wear catchers helmet and mask in warming up pitchers. This applies between innings and in the bull-pen during a game and also during practices. 23. Managers and Coaches may not warm up pitchers before or during a game or at practices. 24. On-deck batters are not permitted at the Major level and below. 5

6 Some Safety Do s and Don ts Do. 1. Reassure and aid children who are injured, frightened, or lost. 2. Provide, or assist in obtaining, medical attention for those who require it. 3. Know your limitations. Call 911 for EMT services when need is determined. 4. Carry your cell phone and first-aid kit to all games and practices. 5. Assist those who require medical attention-and when administering aid, remember to: a. LOOK for signs of injury (Blood, Swelling, Redness, deformity of joints, etc.) b. LISTEN to the injured describe what happened and what hurts. Before questioning, may have to calm and soothe an excited or frightened child. c. FEEL gently the injured area for signs of swelling, or grating of broken bone. 6. Have your players Medical Clearance Forms with you at all times. 7. Make arrangements to have a cellular phone available during games and practices. 8. Notify League Safety officer or League President of injury incidents. 9. Complete Preliminary Incident Report after all incidents. Don t. 1. Administer any medications. 2. Provide any food or beverages. (other than water) 3. Hesitate in giving aid when needed. 4. Be afraid to ask for help if you re not sure of the proper procedures. (i.e. CPR etc ) 5. Transport injured individuals except in extreme emergencies. 6. Leave an unattended child at a practice or game. 7. Hesitate to report any present or potential safety hazard to the Safety Officer immediately. Communicable Disease Procedures 1. Bleeding must be stopped, the open wound covered, and the uniform changed if there is blood on it before the athlete may continue. 2. Use gloves (in first-aid kit) to prevent mucous membrane exposure when contact with blood other body fluids is anticipated. 3. Immediately wash hands and other skin surfaces if contaminated with blood. 4. Clean all blood contaminated surfaces and equipment. 5. Managers. Coaches, and volunteers with open wounds should refrain from all direct contact until the condition is resolved. 6. Follow accepted guidelines in the immediate control of bleeding and disposal when handling bloody dressings, mouth guards and other articles containing body fluids. 6

7 Lightning Evacuation Procedures 1. Stop Game/Practice when indicated by Umpire, League officials or commons sense. 2. Stay away from metal fencing (including dugouts)!! 3. Do not hold a metal bat. 4. Walk, don t run to car and wait for a decision on whether to continue the game/practice. Equipment and Storage Shed Procedures The following apply to anyone who has access to storage sheds used at Hillside Little League. 1. All individuals with keys to equipment sheds are responsible for the orderly and safe storage of maintenance and sports equipment. 2. Prior to use of any machinery you must have read the instruction manual for that equipment. 3. All chemicals or organic materials stored in sheds shall be properly marked as to contents. 4. All chemical or organic materials stored in sheds will be separated from equipment to prevent puncture of storage containers. 5. Any witnessed loose chemicals or organic materials in sheds are to be cleaned up and disposed of as soon as possible to prevent accidental poisoning. 6. During use of equipment riders are not allowed. Heart Attack!! In 2018, Hillside Little League has purchased and installed a Philips Heart-Start Onsite AED Defibrillator. This AED Defibrillator is permanently mounted in a cabinet and located conspicuously within the Hillside Concession Building for quick and easy access in the event of an emergency. 7

8 Safety Officer s Responsibilities 1. Within 48 hours of receiving an incident Report the Safety Officer will contact the injured party or the party s parents and: a. Check on the status of the injured party. b. Verify the information received. c. Obtain any other information deemed necessary. 2. If the extent of the injuries is more than minor in nature, the Safety Officer shall periodically call the injured party to: a. Check on the status of the injuries. b. Check if any other assistance is necessary in areas such as submission of insurance forms, etc. until such time as the incident is considered closed. i.e. no further claims are expected and/or the injured party is again participating in league play. 3. Annually maintain, revise and deliver the League Safety Manual to Coaches, Managers, etc. 4. Annually complete and submit to National Little League a Facilities Survey and Long range Facility plan along with a copy of the League Safety Manual. 5. Maintain First-Aid kits in field equipment storage lockers and Concession Stands. Safety Incident Reporting Procedures 1. Who makes the Report: Coaches and/or any adult with first-hand knowledge of the incident. 2. What to report: Any incident that causes a player, manager, coach, umpire, or volunteer to receive medical treatment or first aid must be report to the Safety Officer. This includes even passive treatments such as the evaluation and diagnosis of the extent of the injury or periods of rest. 3. When to Report: All incidents described above must be reported to the Safety Officer within 48 hours of the incident. Near-misses of any accident shall also be reported to the Safety Officer. The Safety Officer for 2016 is Neil Moseman, who can be reached at: Day phone: or Evenings: Volunteer Application Sex Offender Registry The Safety Officer shall monitor compliance with the requirement that all volunteers having contact with youth served by Hillside Little League complete and successfully submit the required Volunteer Application form. 8

9 Hillside Little League Concession Stand Rules & Procedures General Rules: 1. Only Adults and Children scheduled to work allowed in the Shack. No Children under 10 allowed. 2. Unable to work Shift: You MUST call as soon as possible to allow rescheduling of other personnel. 3. All food servers will thoroughly wash their hands prior to handling of food and repeat as necessary to prevent contamination of food products. 4. BBQ grill operators will know the following: a. Maintain a 3 foot safety area whenever grill is at cooking temperature. b. Wear appropriate safety equipment while operating the grill. 5. Food Servers are cautioned to not make hand contact with raw foods and food prep surfaces. 6. Ice used to cool canned or bottled drinks should not be used in cup beverages. 7. Potentially hazardous foods should be kept at appropriate temperatures prior to serving. a. Cold items: 41 degrees or lower. Hot items: 140 degrees or higher. 8. Cooking times for various items, posted in Concession Stand, are to be followed. Opening Procedures for Concession Stand 1. Raise US Flag 2. Open Restroom and check supplies of TP and soap. 3. Wash hands and wipe down counters. 4. Start warming hot foods. i.e. chili, cheese, pretzels etc. 5. Start coffee and/or hot chocolate if cold weather. 6. Fill pop machine with ice. 7. Put Condiments out for patrons use. 8. Start Popcorn popper. (3 kettles to begin) 9. Start BBQ grill and begin cooking hot dogs and Brats. Closing Procedures for Concession Stand 1. Store leftover food in appropriate areas. i.e. refrigerator, freezer, shelves, etc. 2. Clean Hot Dog, Chili, Pretzel and Cheese warmers. 3. Clean Microwave, Popcorn popper, and Pop machine. (Turn Pop machine off.) 4. Wash all dishes and utensils. 5. Wipe down counters. 6. Restock Cups, Candy dispenser boxes, chip bags and beverage cooler. 7. List any items needed for purchase. 8. Sweep and mop floor. 9. Close and Lock Server windows. 10. Clean, close and Lock restrooms. 11. Close BBQ grill tank valve and store in Ice Storage shed and close and Lock shed. 12. Lower, fold and store US Flag. 13. Set alarm, turn off lights, bar and lock door. Thank you for your time and hard work from the parents and children of Hillside Little League!! 9

10 Hillside Little League As a Coach: What do I expect from my Players? 1. To be on time for all practices and games. 2. To always do their best whether in the field or on the bench. 3. To be cooperative at all times and share team duties. 4. To respect not only others, but themselves as well. 5. To be positive with teammates at all times. 6. To understand that we will all make our fair share of mistakes this year and our purpose is to support each other when it happens. 7. To understand that how you accept and react to winning and losing are both important parts of sports and life. What can you and your child expect from me? 1. To be on time for all practices and games. 2. To be as fair as possible in giving playing time to all players. 3. To do my best to teach the fundamentals of the game. 4. To be positive and respect each child as an individual. 5. To set reasonable expectations for each child and for the season. 6. To teach the players what can be learned from winning and losing. 7. To promote Sportsmanship with all players, coaches and parents. 8. To be open to ideas, suggestions or help. 9. To inspect the playing field and handle any safety issues regarding play or practice 10. To never shout at any member of my team, the opposing team or umpires. Any confrontation will be handled in a respectful, quiet and individual manner. What do I expect from you as Parents and Family? 1. To come out and enjoy the game. Cheer to make all players feel important. (Yes, even our opponents, they could be on our team next year!!) 2. To allow me to coach and run the team. 3. To try not to question my leadership. All players will make mistakes and so will I. 4. To not shout at me, the players or the umpires. We MUST be the Role Models to our children and others around us. By eliminating negative comments the children will be able to enjoy the game and see examples of Excellent Sportsmanship. 5. If you wish to question my strategies or leadership, please do not do so in front of the players or fans. My phone number will be available for you to call at any time if you have a concern. If you wish to offer your services at practice, a helping hand is always welcome. Finally, don t expect the majority of children playing Little League baseball to have strong skills. We hear all our lives that we learn as much, if not more, from our mistakes. Let them make their mistakes, but, always be there with positive support and encouragement to keep going and learn how to get better at whatever it is they want to accomplish. 10
