Peter Bernasconi, Sr. Associate Civil Engineer Raymond Jarvis, Public Works Director BACKGROUND The purpose of this policy item is to authorize the closure of Minaret Road from approximately 500 feet south of Main Street to Meridian Boulevard, and to authorize a parking fee charge for parking in the vicinity of the event. This program includes parking and controlled access for pedestrians and vehicles in the street. This program has been conducted for the previous two events with positive feedback from the event organizer and from pedestrians accessing the event, including enhanced emergency access to and through the event venue. Now in its 18th year, the Mammoth Festival of Beers and Bluesapalooza has grown to be recognized as one of the premier beer and blues festivals in the United Stated. Attendance for the upcoming 4-day festival is estimated at over 10,000 paid visitors. The paid parking program will be managed by the Mammoth Lakes Noon & Sunrise Rotary Clubs and Mammoth Lakes High School Band, and will directly benefit local Mammoth Lakes school children. ANALYSS/DSCUSSON n discussion with the event organizer, community stakeholders, Town staff, and the Mammoth Lakes Fire Protection District, the concept of a road closure made sense to improve the safety of the street corridor and accessibility for emergency needs. The Municipal Code allows for fundraising events to be conducted on Town-owned facilities with approval of the Town. All of the funds generated from the parking fees in the right-of-way will be used by the Mammoth Lakes Boosters and Rotary nteract Program for local charitable purposes. Minaret Road will be closed Friday, August 2, 2013 at 10:00 a.m. until

2 early Sunday, August 4, The street right-of-way may be signed no parking 72-hours before the event. OPTONS ANALYSS Option 1. a. Adopt the attached Town Council Resolution that designates Minaret Road as closed for the event from Friday, August 2, 2013 at 10:00 a.m. to early Sunday morning, August 4, 2013 when the traffic control devices will be removed, and authorize the Parking Fee Program managed by the Mammoth Lakes Boosters with funds being directed to the Rotary nteract Program for charitable purposes. b. Direct staff to continue to work with the event organizer and adjacent property owners related to the erection and disassembly of the traffic control devices. Option 2 Do not approve the plan for the event and do not approve the parking fee program managed by the Mammoth Lakes Boosters. Option 3 Do not take any action at this time. VSON CONSDERATONS: Expanding events and making them more pedestrian friendly implements the community vision of being a great place to live and work and being a premier year round resort with an ambience that attracts visitors. STAFFNG CONSDERATONS: Staff time of 25 to 30 hours is estimated for this event that includes permit review, setup assistance, removal and maintenance of traffic control devices, and circulation elements at the beginning and end of the event. These funds are included in the staff work program and are primarily funded by the Town s General Fund. FNANCAL CONSDERATONS: The event permit fee of $ covers the administrative permitting of the event. ENVRONMENTAL CONSDERATONS: This minor temporary alteration to existing improvements and creation of a pedestrian and bicycle lane is exempt under CEQA General Rule (e) and (h), minor alteration to lands. The re-routing of traffic will not have any significant impacts.

3 LEGAL CONSDERATONS: None identified at this time. RECOMMENDATON: Approve Option 1. a. Adopt the attached Town Council Resolution that designates Minaret Road as closed for the event from Friday, August 2, 2013 at 10:00 a.m. to early Sunday morning, August 4, 2013 when the traffic control devices will be removed, and authorize the Parking Fee Program managed by the Mammoth Lakes Noon & Sunrise Rotary Clubs and Mammoth High School Band for local charitable purposes. b. 4 RESOLUTON NO. 13- RESOLUTON OF THE TOWN COUNCL OF THE TOWN OF MAMMOTH LAKES, STATE OF CALFORNA, AUTHORZNG THE MNARET ROAD CLOSURE AND PARKNG FEE PROGRAM FOR THE 18TH ANNUAL MAMMOTH FESTiVAL OF BEERS & BLUESAPALOOZA WHEREAS, The Town of Mammoth Lakes desires to assist the private sector in the implementation of the special events that increase visitation to the community; and WHEREAS, the 18th Annual Mammoth Festival of Beers & Bluesapalooza is a significant summer event that brings visitors to the community; and WHEREAS, the Minaret Road closure will enhance event safety and provide for emergency access to and through the event; and WHEREAS, the Mammoth Lakes Noon and Sunrise Rotary Clubs are 501c3 non- profit organizations that manage funds for charitable uses and will mange and collect fees for parking of vehicles in the Town-owned right of way; and WHEREAS, the Town Council has reviewed the road closure and parking fee program; and NOW, THEREFORE, BE T RESOLVED, that the Town Council of the Town of Mammoth Lakes, California, hereby: 1. Declares the program is not a project and is exempt from the California Environmental Quality Act because it is a minor temporary alteration to existing improvements and creates a pedestrian and bicycle lane per Section (e) and (h), minor alteration of land; and 2. Declares that Minaret Road will be closed as shown on the traffic control plan from approximately 500 feet south of Main Street to Meridian Boulevard from Friday, August 2, 2013 at 10:00 a.m. to Sunday, August 4, 2013 when all traffic control devices will be removed; and 3. Declares there is a public benefit and authorizes the Mammoth Lakes Noon and Sunrise Rotary Clubs to manage the parking fee program for the purposes of raising funds for local charitable work of the organization; and 4. Authorizes no parking tow away signs to be placed along the street prior to the event; and 5. Directs the MLPD and Public Works Department to monitor the traffic within the event area and make any modifications that are deemed necessary for public safety.
