Edgewater Drive & Vassar Street Area Traffic Study
STUDY BACKGROUND Past studies of Edgewater Drive and Vassar Street o No consensus for change was established Edgewater Vision Plan process o Edgewater Drive Vision Task Force identified a Transect concept for future density and strategic smart growth along corridor o Identified need for intersection to be restudied In 06, the City s Transportation Engineering Division reevaluated the current traffic volumes using the latest data collection technologies.
Traffic Study The study used the latest, state-of-the-art traffic monitoring technology to gather data, including traffic volumes, speeds and traffic routing, during two 30-day phases, a baseline period and test period. The date collection occurred in week long increments including weekday, weekend, and peak hour traffic.
Study Segment Study Intersection Study Area
Data Collection Methods and Locations Intersections Studied Study Area Intersection Counters (turning movements) Travel Time Readers Speed/Volume Count Stations
Data Collection Techniques Travel Time Counters Intersection Turning Movement Counters Speed/Volume Counters
Intersection Analysis Before Test Existing Signal Timings During Test Left Turn Restrictions Signal Optimization Solution Intersection Level of Service Delay (seconds per vehicle) Winter Park A 7.3 Vassar B 7. Smith C 4 Princeton C 9.3 Yale B.8 Westmoreland & Smith A 8.8 Westmoreland & Princeton B 4.6 Intersection Level of Service Delay (seconds per vehicle) Winter Park A 8.9 Vassar B. Smith C.8 Princeton C 8. Yale B 0.9 Westmoreland & Smith A 9 Westmoreland & Princeton B 4.3 Intersection Level of Service Delay (seconds per vehicle) Winter Park A 5. Vassar B 4.8 Smith B 7. Princeton B 7.4 Yale B.3 Westmoreland & Smith A 7.8 Westmoreland & Princeton A 3.6 Level of Service - How well intersections are performing. Grade is based on a range. Signal optimization will make drive times in both directions almost equal and will make the Edgewater corridor from Dartmouth Street to Par Street more reliable.
Edgewater Drive & Vassar Street Vehicle Numbers Per Detour Route = Detour route analyzed during test phase = Shows the detour routes with the average daily traffic increase more than 0% 50(5) = Shows the increase of average daily traffic and peak hour traffic (in parentheses) vehicles per day Vehicle increase 47(9) 87() 0(8) 38(7) 07(7)
5(.) Edgewater Drive & Vassar Street Speed on Detour Routes = Detour Route analyzed during test phase = Shows the Detour Routes with the average daily speed greater than 0% = Shows the 85 th Percentile Speed during the baseline period and test period (in parentheses) 85 th Percentile Speed The speed of which 85% of traffic is traveling at or below. Speed of vehicles per day 8.7(7.6) Speed difference 8.7(8.9) 7.6(6.5) 6.6(6.3) 3.(30.3) In this case, more vehicles = reduced speeds
CONCLUSIONS AND RECOMMENDATIONS In 04/Spring 05 the City/FDOT retimed the signals on Edgewater Drive and since then traffic volumes and patterns have changed within study area. A contributing factor for this is the I-4 Ultimate project s closure of the Ivanhoe ramp. Immediate benefits could be achieved through optimization of Edgewater Drive under current traffic volumes. Traffic volumes should be recollected and evaluated as future density and strategic growth take place within corridor (consistent with Edgewater Drive Vision Plan).
CONCLUSIONS AND RECOMMENDATIONS Measured detoured traffic as a result of turn restrictions at Edgewater Drive & Vassar Street were consistent with study expectations. Neighborhood impacts of detoured traffic volumes minimal - Peak hour volume changes did not increase by more than 0 vehicles per hour on any single study segment under during test phase. Study segments that had a greater than 0% weekday average daily traffic increase did not have a measurable increase in speeds. Study showed future opportunities for changes in operation but no compelling need to fully implement turn restrictions at this time. Need for turn restrictions should be monitored as density and growth take place within corridor.
CONCLUSIONS AND RECOMMENDATIONS Recommendations Phase A a) Signal timing optimization based on traffic volumes collected during test period Phase B a) Pedestrian Safety Improvements Vassar Street, Smith Street, Princeton Street, and Yale Street Phase a) Re-evaluate left turn restrictions and other modifications at later date as future density and strategic growth take place along corridor
Pedestrian Safety Improvements 4 locations - Vassar Street, Smith Street, Princeton Street and Yale Street. o o Crosswalk Enhancements - Install textured, stamped and brick colored asphalt crosswalks and ADA compliant ramps. Pedestrian Signal Upgrades - Install accessible pedestrian audible signal systems.
