2 File ID: Consent Item 07 Description/Analysis Issue Detail: The Del Rio Trail Project is a planned multi-use trail that will run from Riverside Boulevard near William Land Park to the Sacramento River Bike Trail, where it terminates at Freeport Boulevard. On January 19, 2017, a professional services agreement was executed with Dokken Engineering (City Agreement ) to complete project approval and environmental documentation for the project. Feedback from the bicycle and pedestrian community has indicated a strong preference to include a separated walking trail with the project given the potential for heavy bicycle and pedestrian use of the corridor. The addition of this trail has expanded Dokken Engineering s scope of services and necessitates the approval of Supplemental Agreement No. 3 if the City desires to include it in the environmental document. Policy Considerations: The project is consistent with the City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The project promotes the development of a connected network (General Plan ERC 2.1.2), connections to other trails (General Plan ERC 2.4.3), providing multi-modal choices (General Plan M 1.2.1), and providing a continuous bikeway network (General Plan M 5.1.3). The project is consistent with the Mobility Element to create a well-connected transportation network through integration of recreation and community facilities with other public spaces and rights-of-way that includes Regional Transit facilities and service points. Economic Impacts: None Environmental Considerations: California Environmental Quality Act (CEQA): The additional funding is not subject to the provisions of CEQA under the general rule (Section 15061) in that CEQA applies only to projects that have the potential for causing a significant effect on the environment. The requested actions will have no effect on the environment and are therefore exempt from CEQA. The project itself is undergoing environmental review as required by CEQA and the National Environmental Policy Act (NEPA). Sustainability: The project is consistent with the City s Sustainability Master Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by constructing bike paths. The project will also reduce dependence on the private automobile, decrease the use of fossil fuels, and help meet air quality standards by providing an array of transportation choices near jobs for a balanced, healthy city. 3 File ID: Consent Item 07 Commission/Committee Action: None Rationale for Recommendation: Feedback from the bicycle and pedestrian community has indicated a strong preference to include a separated walking trail along the length of the project corridor. Approval of Supplemental Agreement No. 3 with Dokken Engineering is required to include this trail as part of the Project Approval and Environmental Document (PA&ED) phase of the project. Financial Considerations: The total estimated cost for the preparation of the preliminary engineering and environmental documentation for the Del Rio Trail Project (K ) is $1,478,000. There is sufficient funding within the Del Rio Trail Project to execute Supplemental Agreement No. 3 with Dokken Engineering for a not-to-exceed amount of $201,604 and complete this phase of work of the project. Local Business Enterprise (LBE): This is a federally-funded project and therefore LBE policy is held in abeyance. The project has an 11% Disadvantaged Business Enterprise (DBE) goal.
